regarding the unification of classification levels for books, documents, reports, and letters to preserve them according to their degree of secrecy,
requesting review and compliance.
Acting Minister of Education
((( Copy of the Letter )))
Desiring to unify the classification levels of books, documents, reports, and letters to preserve them according to
their degree of secrecy in state departments, the National Security Authority has approved the following plan to be followed in applying
descriptions to information and documents issued by all ministries and official departments. His Excellency
the Prime Minister has ordered all official and semi-official state departments to implement the mentioned plan, which is: -
1. Top Secret: - This description is applied to information and materials, and also means the document, which is (every letter,
memorandum, minutes, report, explanatory note, signal, drawing, photograph, film, map, diagram
(plan), or any type of recorded information) whose unauthorized disclosure would cause exceptionally grave damage
to the state. The authority to assign this level is vested in a Director General, a Minister or above, or their equivalents or deputies, or any committee
secret in the nature of its work.
2. Secret: - This description is applied to information and materials (as in (1) above) whose unauthorized disclosure
would cause significant damage to the state. The authority to assign this level is vested in officials from the rank of Director and above, or committees
whose work requires secrecy of this level.
3. Confidential: - This description is applied to information and materials as in (1) above whose unauthorized disclosure
would cause damage to the interests of the state. The authority to assign this level is open to all employees when necessary.
4. Restricted: - This description is applied to information and materials (as in (1) above) that require
safeguarding less than what is required for materials and information called Confidential, and the authority for its level is also open.
5. Ordinary: - Applied to regular letters that do not require secrecy.
Note: - The information shown in items 1, 2, 3, 4 above is called classified material and is kept in iron safes
(safes, except for (4) which can be kept in iron cabinets). Incoming transactions marked
with the four classification levels are to be opened by the person to whom they are addressed or by those authorized to do so.

The traffic problem in the streets of the capital, and in Al-Rashid Street in particular, has become one of the annoying problems
for the residents, especially since the solution requires rapid treatment through the cooperation of all official and non-official
entities. The designated authorities have noticed, for example, that some officials and personalities who own private
cars are often ignorant of traffic regulations and instructions, so they park their cars in places where parking is prohibited
or in a second row in the street, which causes traffic obstruction and encourages others to follow their example and commit violations.
It was also noted that the legal measures taken against violators do not help much in solving these problems,
but rather they may recur as a result.
Therefore, since the officials, headed by the senior ones, are considered at the forefront of those whose cooperation we hope for in achieving
the objectives of the regulations and laws, this Ministry has decided to request all official and semi-official departments to cooperate
with it in facilitating the task of the traffic authorities and overcoming the difficulties that arise every day before them.
Accordingly, please urge all your employees to respect the regulations and instructions regarding traffic organization,
be keen to apply them accurately, pay attention to the directives of the concerned authorities, and cooperate with them so that they can
perform their duties in the best possible way and ensure the comfort of the public.
