We record for you below the instructions regarding students' visits to obtain medical reports. Please circulate them
to all examination center directors and school principals to alert students and post a copy in the examination hall, and the necessity
of adhering to them and placing a copy in the file of each examination center director -
1- Medical reports for postponing examinations are not accepted except from the medical committee in the Student Health Directorate in the capital
or the dispensary doctors in the provinces. In the absence of a dispensary doctor, the competent authority is the Presidency of
Provincial Health or center doctors in the centers of districts, sub-districts, and villages.
2- In the absence of an official doctor, the responsible health official is the one who grants medical reports after they are certified
by the head of the administrative unit.
3- No visits are accepted during the holding of examinations except for sudden accidents that occur in the examination center, for the
purpose of providing first aid to the student if necessary. Medical reports granted during the hours of the examinations are not accepted,
meaning after opening the examination question envelope and distributing them. However, if this report includes other days, the student is exempted
from examinations for the days following that day which are included in the medical report.
4- Visits by male and female students before the examination days shall be by an official letter from the school administration. As for during examination times,
their visits must be through the director of the examination center where the examination is being held -

5- The medical committee meets in Baghdad during the week preceding the exam between twelve o'clock and the end

Fifty of the Primary Schools Regulation No. 13 of 1940, his case shall be referred upon the commission of a new offense to the

as most are minor offenses.
2 - The penalty of corporal punishment provided for in Article Fifty-Four of the aforementioned regulation is used in one case, which is

The inspectors noticed that teachers and instructors assigned to set examination questions submit the question paper
without being accompanied at the same time by a "model answer and grade distribution" for these questions, while
this model is important and necessary for the following reasons:-
First - Setting a model answer for the questions makes the question setter a reviewer of himself when he gathers the points
and illustrative drawings required to be answered and matches them to the curriculum. This review ensures
"accuracy in setting questions" and helps to "avoid ambiguity, repetition, and deviation from the curriculum"
and also ensures "accuracy in the distribution of grades" in proportion to the points required to be answered.
Second - Setting a model answer enables the question setter - taking into account his circumstances and the circumstances of the examinee student -
"to estimate the necessary time" to answer these questions on a correct practical basis. Thus, it is possible to
avoid questions that are "longer" than the appropriate limit, as well as questions that are "too brief" relative to the time.
Third - Correcting answer sheets requires setting a "certain standard" and a "homogeneous distribution of grades"
according to which the correction proceeds at their level. That is, the correction process cannot begin in a
sound and accurate manner unless a model answer is set for the questions.
Accordingly, please request the directors of "secondary and primary" schools in the future to ensure that their receipt of
examination questions is accompanied by a model answer for the questions that includes the basic points without elongation and the required
illustrative drawings, with a statement of the distribution of grades for them.
These models must be kept in an envelope signed and sealed with wax until the time of correction, then deposited
in a special file for reference during inspection.
We request the circulation of this letter to all schools affiliated with you - secondary, vocational, and official primary
and private - to act accordingly and inform us.

It is understood from the reports of inspectors and specialists submitted to us that the majority of teachers do not keep a
daily (lesson preparation) notebook and do not use it despite the warnings issued to them on various occasions
regarding the necessity of having such a record, to which great importance is attached to ensure the proper course of study
and to be reassured that it is proceeding on its correct path.
The task of the (teacher) differs from the task of the (book) in that the teacher clarifies the points of the lesson
which are mentioned in the book in a sentence and which may be difficult to detail, and also highlights the elements of the lesson
in their sequential order, linking them to the student's information and eliciting them from him, then recording them in a (blackboard) summary.
Clarification may require examples and simplified drawings that differ from what the books draw, and in phrases free from the
embellishment that books adhere to. Therefore, for the last time, we emphasize the necessity for (teachers) and (instructors)
to record the lesson plan in the daily lesson preparation notebook according to the following main steps,
without which scientific information cannot be conveyed to the student's mind clearly and simply:
First: Recording the prominent elements of the lesson according to the sequence that matches the student's information and readiness.
Second: Referring to the teaching aids used.
Third: Marking the teaching aids devised or arranged.
Fourth: Establishing illustrative examples drawn from the environment in which the student lives, which books cannot
encompass.
Fifth: Establishing the illustrative drawings drawn on the blackboard.
On this occasion, we would like to notify the administrations of secondary, intermediate, and primary schools belonging to you
(official, private, and foreign) that they will be responsible before the specialist inspectors and provincial education inspectors
for this matter, in addition to the responsibility of the teacher and instructor, noting the following:
A- The (lesson preparation) notebook is considered one of the official school records that must be kept in the school
administration when the teacher is transferred from his school or retires for any reason, and the teacher
who succeeds the transferred teacher must receive the notebook and use it for the same purpose.
B- Allocating at least one page of the notebook for preparing a single lesson plan.
C- In cases where the teacher or instructor is assigned to teach more than one subject,
the number of notebooks must be equal to the number of subjects assigned to him. D- Specialist inspectors will
review these notebooks and sign them.

of the notebook is allocated for preparing a single lesson plan.

in the designated place on the certificate, then stamped and signed by the Directorate.
This is if there is a place for the photograph, as in the primary and intermediate study certificates.
As for the preparatory study certificates, the photograph is pasted in the upper corner of the
left side and stamped and signed according to the regulations, then the stamp is signed under the signature of the Director of Education
of the Liwa (Province), and it is stamped and signed by the Director himself or herself. As for
preparatory study certificates, the stamp is pasted on the right side of the lower corner
of the certificate and cancelled according to the regulations.
Then, two additional photographs similar to the photograph pasted on the certificate are sent, provided they are stamped

at this Directorate and sent to the responsible authorities for certification. As for the prices of the stamps,
they are (15) fifteen fils for primary study certificates, (50) fifty fils for intermediate
study certificates, and (100) one hundred fils, provided that the information listed in the lower corner
on the right side of the primary and intermediate certificates is filled out, which is the name, certificate, birth,
and place of residence, with the exception of preparatory study certificates.

Text of the Letter
We have recently noticed that some secondary school administrations have expanded the interpretation of the text of Article 58 of the Secondary School
Regulations for the year 952 and the extent of the school principal's authority to sever students' connection to their schools without regard for the spirit of the text
and its basic meanings, and observing the school's duty in correcting the student's behavior, making them feel responsible, and supervising
their moral and educational guidance.
The school administration is not permitted to sever the connection of any student to their school or compel them to transfer to another school
merely for behaving in a manner inconsistent with the qualities a secondary student must possess, or merely for habitual laziness
and lethargy, or for violating the system or attempting to rebel. However, the school administration may, within narrow limits, apply this article
if the student shows recklessness or tampering with regulations, persistence in laziness and lethargy, and rebellion against school instructions,
provided that the school administration has exhausted all disciplinary means of encouragement or intimidation to correct them and has imposed the
disciplinary penalties contained in paragraphs (1, 2, 3, 4, and 5) of Article (93) of the Secondary School Regulations, and provided that
the Teachers' Council meets and reviews the student's case. Based on that, it decides to warn the student and their guardian for a period of one month; if
they do not improve their behavior, comply with the regulations, submit to instructions, and attend to their lessons during this period, then their connection to the school is severed,
and it is then permissible to give them a transfer certificate to another school after the approval of the Provincial Directorate of Education.
This Ministry calls upon all secondary school administrations to apply these instructions accurately and to note
that disciplinary measures are built on the basis of a desire for reform, encouraging diligence, and adhering to the fringes of virtuous

of every week because these two days are the weekend for the company, during which most
