The following points mentioned in the instructions for organizing school documents for secondary school
students were ambiguous; we request you to kindly clarify them as quickly as possible.
1 - It was not mentioned in the instructions whether the documents provided to secondary schools
are used for all purposes?
2 - If they are used for all purposes, are they used for recruitment as well? And if used
for recruitment, they are devoid of the student's birth date field; where should it be placed? And is there a need to list
the student's grades in the document granted for recruitment?
3 - If it happens that a student is transferred during the school year and the time of transfer is at a time
that requires mentioning the grade averages obtained by the student from the first half average or
the second half, mid-year, annual average, or all of them, where are these averages recorded
as there is no special field for them in the document? Should they be sent in an official letter attached to the document or written on
the back of the document in the grades field by ⟦making⟧ a change to it? Please clarify that.
4 - If the student provided with the document is in the fifth or third grade, is there a need
to list all his grades from the first grade until the grade he reached, or is it sufficient to list
the grades he achieved in the grade from which he passed.

regarding this subject.
2- It is also used for recruitment, and there is no need to list the student's grades in the documents that
are sent to the recruitment departments. As for the student's birth, you can enter it in the space of the second paragraph field in addition
to its information.
3- It is written on the back of the document after making an amendment to the fields and sent with a letter to the provincial education
for certification, then sent to the school the student intends to transfer to with a letter as well.
4- There is no need to list all the student's grades; rather, the grades of the class he passed are sufficient.
5- Grades are listed if the student requests them. However, if his transfer document is devoid of grades,
the administration of the school he is attending shall request from his previous school to provide us with the student's grades
for the previous classes and for the class he is currently in.
6- The document is clear in this regard. Since the field that begins with the word 'that' and ends with
'we provided him with this document' shows the class the student was in, and from it, the class in which he is registered appears.
As for what is meant by the word (in) mentioned at the end of the first paragraph, it is the province to which
the school the student was in belongs.
7- What is meant by the type of document is either preparatory or intermediate.

Regulation Amending the Secondary Schools Regulation No. 54 of the year 954
After reviewing Article Twenty-Six of the Basic Law and based on the powers
delegated to us under Article Twenty-Three of the aforementioned law, and based on what was presented by
the Minister of Education and approved by the Council of Ministers, we ordered the establishment of the following regulation on behalf of His
Majesty Faisal II, King of Iraq "
Article One / The phrase (( at least one full calendar year from his expulsion )) is deleted from Item 8
of Article 40 of the Secondary Schools Regulation No. 54 of the year 54 and is replaced by the phrase (( that
academic year ))
And the phrase ( not less than one calendar year from the date of execution of the expulsion penalty ) is amended
and replaced by the phrase ( that academic year in which he was punished by expulsion )
Article Two / This regulation shall be implemented from the date of its publication in the Official Gazette
Article Three / The Minister of Education shall implement this regulation

1 - We have decided that the individuals whose names are listed in the attached lists shall undertake administration and proctoring in the examinations
of primary education for the second session of the year 1956/1957, each as indicated in the list.
2 - And immediately, the individuals whose names are also listed in the attached lists shall proctor the examination centers
for preparatory education as mentioned at the top of the attached list.
3 - The male and female directors of the examination centers for both preparatory and primary studies must attend
this directorate four days before the start date of the general examinations to receive the examination file
specific to their centers and other instructions along with stationery.
4 - The male and female directors of the examination centers and their male and female assistants are requested to attend the examination centers
two days before the start of the examinations to organize the centers and identify what they need so that we can address
their needs.
5 - Male and female proctors must attend the examination centers before the start of the general examinations
by at least one day to be provided with the necessary instructions, and they must also attend on examination days
at least half an hour before the examination time. Any delay from the scheduled time or any
attempt that leads to obstructing the progress of the examinations warrants strict punishment.
6 - No person assigned to proctoring is allowed to fail in performing their duty unless they provide a legitimate excuse
from the Student Health Directorate if they are ill, or from the responsible official authorities.
7 - The male and female directors of the centers above must [report to] this directorate any negligence, violation, or absence by

Subject -- Instructions
We have noticed that some schools have not adhered to the instructions regarding the organization of transfer documents and forms,
which has led to confusion in their certification and prolonged correspondence regarding them. Therefore, we re-list
for you the instructions regarding the organization of the aforementioned documents, requesting compliance with them whether the document
is for transfer or for any other purpose, with all precision and care. The administration of any school will be responsible
for this and subject to disciplinary penalties.-
1- Documents must be written in ink and must include the number, date, and the full name of the school, and the
paper must be of large size.
2- The photograph shall be attached with glue, and the use of pins or staples is absolutely prohibited.
3- It is not permissible to cancel more than two stamps at once, as this violates the Stamp Law No. 52 of 1952.
4- The photograph and the stamp must be stamped with the school seal and signed by the responsible principal himself,
provided that his name is mentioned under the stamp in a clear and explicit manner.
5- Documents must be addressed to a specific entity, and it is absolutely not permissible to address them to (To Whom It May Concern).
6- The school administration must state the student's name clearly and matching what is listed in the
General Examinations register or in the school list sent to us, mentioning the serial number therein.
7- It is not permissible to provide students with school examination grades for the final classes of the
primary, preparatory, and intermediate studies before the date of their announcement, unless the student is a
scholarship student at the government's expense. It is permissible to mention the grades of the last General Examination (Baccalaureate) in which
the student failed. However, if the student failed the school examination, it is not permissible to record his school
grades; rather, it is sufficient to indicate that he failed the school averages and did not participate in the
General Examinations (Baccalaureate).
8- Documents must include all the following information relating to the student:-
A - His studies, conduct, and attendance.
B - A statement of whether he has been provided with documents for other entities.
C - The name of the school from which he was previously transferred and the class he was in.
D - The number of years he spent in each class.
E - A statement of his examination results in school examinations and General Examinations (Baccalaureate),
and whether he passed, completed, or failed. And whether that was in the first or second session, and in the
latter case, a statement of whether he was a 'completer' due to illness, failure, or both together.

to (results have not appeared until the date of issuance of the document).
10 - It must be confirmed that the student was not provided with a transfer document to another school.
11 - The administration of each school must keep a special register for organizing its students' documents, in which the numbers and dates
of the issued documents and the entity to which they are addressed are recorded.

Accordingly, please circulate to the schools associated with you that it is not permissible to assign a teacher more than
(30) hours per week, whether in public or private schools, evening or morning,
before obtaining our approval, and that every teacher who undertakes teaching more than the prescribed number must relinquish
the excess hours immediately until approval is obtained, and we request you to inform us of the names of the teachers who violate

Studies will resume in intermediate, secondary, industrial, agricultural, and vocational schools,
arts, teachers' training institutes, and educational courses starting from the morning of Saturday,
29 / 12 / 1956, as stated in our letter No. 56305 dated 24 / 12 / 1956.
Please notify school administrations with a copy of this letter and ensure they have received it
and inform them that the teaching councils are responsible for ensuring calm and that students attend to their studies according to
the provisions of the regulations and by the methods they see fit to follow, provided that the following matters are observed with all precision:
1. The absence of every student who does not attend school or leaves it after attending shall be recorded.
2. The principal and the teaching council must identify students who incite strikes,
gatherings, and chanting inside the school, and impose the necessary disciplinary punishment against them and provide you
with the result thereof.
3. Members of the teaching staff must cooperate with the school principal for the purpose of ensuring calm and discipline,
and they must perform any duty entrusted to them or to any one of them.
4. The failure of school principals to take the necessary measures inside their schools in the event of
strikes, demonstrations, gatherings, or chanting against the instigators is considered non-cooperation with this
Ministry, which will be free to take measures against those who are negligent.
