Subject - Older Students
I have noticed during my visits to mixed private schools that there are many older
students in them. Since the attendance of such students in such schools that include a large
number of girls creates dangerous educational problems and bad consequences, and given the importance of that
I see it necessary to alert the administrations of these schools to the necessity of observing this sensitive aspect
and not allowing older students to attend and the necessity of transferring them to boys' schools.

The following are instructions regarding school tours and trips, please follow them: -
1- Our telephone approval must be obtained at least one day prior when conducting a tour.
2- Write to us at least one week in advance when wishing to visit factories, institutes, and other institutions located within the boundaries of the Capital Secretariat.
3- Inform the Directorate of the Iraqi Museum when wishing to visit museums at least two days in advance, and contact should be made directly by telephone (( 185427 , 6039 )).
4- When wishing to travel to another province, the request must be submitted at least twenty days in advance so that approvals can be obtained and the responsible authorities informed.
5- Schools are not allowed more than two trips during the school year.
6- If one class goes on a trip, it is considered a full school trip.
7- The school principal (male or female) shall be responsible for the results of the school trips, provided that the students are accompanied by no fewer than two members of the teaching or educational staff.
8- Primary schools shall inform the inspector (male or female) of the date of the trip so that he or she is aware of it.
9- All trips shall stop immediately after the end of the spring break so that students can devote themselves to preparing for the final and general examinations.

In view of the fact that this causes us repetition and confusion in transactions
that is unjustified, we therefore request that secondary and intermediate school administrations be notified
and emphasized that they must not give copies to us and must limit their correspondence to
the Provincial Education Directorates, although it is permissible in cases of extreme necessity to give us
a copy if there are reasons that warrant it, and we will ignore all letters
that reach us from them without taking any action on them.

Text of the Letter
The Specialist Inspector / for Administration has noticed that the administrations of some private secondary schools
do not pay attention to the accuracy of the names of students in each class, and there is also a discrepancy in the names of lecturers relative to the staff list
sent to the competent authorities. Therefore, we request a circular to these schools regarding the necessity of organizing the names of students
registered in each class and a weekly lesson schedule including the name of the lecturer who actually teaches each lesson
and hanging a copy of these two schedules in each class.

We have noticed recently that some school administrations have not observed the following points when organizing
documents or transfer forms. Please observe this letter of ours and act accordingly with all accuracy and caution,
and we will punish the school that is deficient or negligent regarding these points.
1- Documents or transfer forms must be organized in ink, provided they contain the number and date
mentioning the number of years the student failed in their last grade and stating whether they failed in the school
or the Baccalaureate, mentioning the examination number.
2- Stating the grade or school transferred from in the past year.
3- The photograph is to be pasted with glue, and the use of pins (or clips) is absolutely not permitted.
4- Documents must be addressed to the entity the student intends to visit, and the phrase
(To whom it may concern) may not be mentioned.
5- The photograph and the stamp must be stamped with the school seal and signed by the principal himself, provided that
his name is mentioned under the stamp in a clear and explicit manner.
6- Students may not be provided with school exams (for the third and fifth grades) at all unless
the student is a scholarship student at the government's expense. The grades of the last general <del>exams</del> exam
in which the student failed must also be mentioned.
7- It is not permitted to sign or stamp three stamps at once because it is contrary to the Stamp Law System No. 2 of 1952.
8- The school administration must mention the student's name in a clear and distinct manner, matching what is listed in the
General Examinations Register or in the school list.

In accordance with the provisions of Article Forty-Nine of the Secondary Schools Regulation No.
54 of 1954, a student in the fourth secondary grade may be transferred from one branch to
another by a decision of the Teachers' Council, provided that this is done before the first day of November.
However, if the student is in the fifth secondary grade or has passed to
the fifth secondary grade, they may be transferred from one branch to another after the following conditions are met:
1) The application must be submitted before the supplementary examination.
2) They must pass the examination (among the supplementary students) in the subjects they did not study from

The Bureau of Legal Codification has confirmed in its decision issued on 21 / 8 / 19, a copy of which is listed below, what we
proposed in our referred consultation, that the new secondary school regulations did not stipulate a special condition regarding
age for entry into the fourth secondary grade. Please take note and act accordingly.

(The Bureau does not see any ambiguous aspect in the matter that requires expressing an opinion. Since the old regulation has
expired, and the new regulation has become the one to be implemented. This regulation explicitly stated
that the student's age should not exceed sixteen years when joining the first year of secondary study.
It does not include a special provision regarding age for after the first year. Therefore, it appears that the age limit mentioned above
is limited only to the first year:-
It seems that this opinion is what the Ministry of Education decided in the margin of its letter and requested its employees
to act accordingly, as there is no room for any other opinion.

We have noticed recently that some school administrations have neglected the instructions issued by
this directorate regarding the organization of documents and transfer certificates. This has led us to the necessity of drawing your attention
in the future and not sending them to us incomplete in any of the items listed below, hoping to act accordingly with all
accuracy and regularity, and we will reject every document or transfer certificate that does not meet the mentioned instructions.
1- The document or transfer certificate must be written in ink and may not be written in pencil or copying pencil, and it is required
that it be written in two copies, one of which is kept in the student's file for reference when needed.
2- It must be subject to numbering and dating and be addressed to the party that the student
wishes to contact, and it is not permissible to neglect the address or write it (To Whom It May Concern).
3- It is required that the photograph be pasted with glue and may not be stapled in any way, as some school
administrations have used (clips) without noting the risks that may arise if the photograph is not pasted
properly.
4- The school administration must mention in the remarks field the books and stationery received by the student in
the event of their transfer to another school. Neglecting this aspect is a matter that exposes the school principal to financial
responsibility ⟦line⟧.
5- The school principal must sign the photograph and the students after stamping, and the name of the signatory must be written clearly
below the signature ⟦line⟧.
6- It is not permissible to merge three or more stamps and stamp or sign them at once, as this is contrary to the
Stamp Law No. 52 of 1952, so please refer to it when needed, as ⟦that⟧ every employee who processed a transaction
of this type shall be fined
