1- It has become clear to us from some previous cases that the Directors of Education of the Provinces and the administrations
of secondary and intermediate schools have refused to accept expelled students after the lapse of
a calendar year from their expulsion, based on paragraph - A - of Article Six of
the Secondary Schools Regulations. Therefore, we would like to inform you that this article does not apply
to students who are expelled under paragraph (8) of Article 40 of the same regulations
for the following reasons:-
1- Because the expelled students are among the old students registered in their schools.
2- Because paragraph (A) of Article Six applies to new students who
were late in registering at the beginning of the school year for a period of (60) days.
Therefore, we request circulation to all administrations of secondary, intermediate, and vocational schools regarding the necessity
of reconsidering the admission of expelled students as stated in paragraphs A - B - C -
of Article 40, while paying attention to paragraph (A) of Article Six.

Please instruct the administrations of all private intermediate and secondary schools to follow
the text of Article Twenty-Five of the Official Secondary Schools Regulation No. 54 of
1954 regarding the end-of-year examination, provided that the committees formed for this
purpose consist of teachers and lecturers (civil servants).
However, if some of the lecturers are students of the Higher Teachers' Training College, it is not permissible
in this case for them to act alone in the committees; rather, teachers and lecturers (civil servants) must participate with them. If
it is impossible to find permanent teachers (civil servants), teachers from other schools shall be utilized.

The inspectors have noticed that teachers and instructors assigned to set examination questions submit the question paper
without it being accompanied at the same time by an "answer key and grade distribution" for these questions, while
this model is important and necessary for the following reasons:-
First - Setting a model answer for the questions makes the question setter a reviewer of himself when he gathers the points
and illustrative drawings required to be answered and matches them to the curriculum; this review ensures
"accuracy in setting questions" and helps to "avoid ambiguity, repetition, and deviation from the curriculum"
and also ensures "accuracy in the distribution of grades" in proportion to the points required to be answered.
Second - Setting a model answer enables the question setter - taking into account his circumstances and the circumstances of the examinee student -
"to estimate the necessary time" to answer these questions on a correct practical basis. Thus, it is possible
to avoid questions that are "longer" than the appropriate limit, as well as questions that are "too brief" relative to the time.
Third - Correcting answer sheets requires setting a "certain standard" and a "homogeneous distribution of grades"
according to which the correction proceeds. That is, the correction process cannot begin in a
sound and accurate manner unless a model answer is set for the questions.
Accordingly, please request the directors of "secondary and primary" schools in the future to ensure that their receipt of
examination questions is accompanied by a model answer for the questions that includes the basic points without elongation and the required
illustrative drawings, with a statement of the distribution of grades for them.
These models must be kept in an envelope signed and sealed with wax until the time of correction, then deposited
in a special file for reference during inspection.
We request the circulation of this letter to all schools affiliated with you - secondary, vocational, and official primary
and private - to act accordingly and inform us.

And what is better than this, in my view, is for the respected General Inspection Department to keep the latest copy
of the weekly lesson schedules for all intermediate and secondary schools, teachers' training colleges, and schools of
industry and commerce, so that the inspector can review what he wants from them before his travel to the district, knowing in advance
when and where he will find the subject he is assigned to inspect, on any day and in any class, so that surprise is achieved and the
need to overturn lessons and modify period times on the day of the inspector's arrival at the school is eliminated.

Further to our circular No. 25411 dated 4 / 9 / 1955.
School certificate forms are considered government property subject to the Law of Accounting
Principles and its instructions in their own right and have an official price. Since most of the employees
responsible for distributing these forms to the schools and institutions in need of them have not registered as guarantors
for the Guarantee Fund, the following has been decided: -
1- Every month, the school principal shall collect an amount of (50) fils from the students graduating from his school
who wish to obtain a school graduation certificate. At the end of the month, he shall send this amount
with an official letter to the accountant of the Provincial Directorate of Education.
2- The accountant receives the amount and issues a receipt for it (Accounting / 37), then notes on the school's letter that
he received the amount, referring to the number and date of the receipt and signing it. Then he refers this letter to
the employee specialized in distributing certificates so he knows that the accountant pays the amounts to the treasury at
appointed times according to the regulations.
3- The employee specialized in distributing certificate forms shall send the certificates for which the
price has been paid to the party that requested them by an official letter.
4- The employee specialized in distributing school certificate forms shall keep a register, allocating some of
its pages to the certificates received by him, provided that the page is divided into fields showing
(1) type of certificate form (2) number of certificates (3) their serial numbers (4) number and date of
the dispatch list or correspondence under which these certificates were received. The rest of the pages are allocated
to those issued by him, provided that the page is divided into fields showing (1) type of certificate (2)

for inspection and auditing by the competent authorities.
5- The fees for auditing certificates shall be sent to the employee specialized in distributing these certificates
because they are not public funds and the accountant has no relation to them.
6- The Directorate of Education of the Liwa must conduct an inventory of the certificates held by
the specialized employee by stating their serial numbers, then demand from him proof of delivery
of the amounts for the sold certificates to the treasury. If it appears to it that there are
some amounts that have not been paid to the treasury, legal measures must be taken in this
regard and that employee must be compelled to pay what remains in his liability immediately.

Your letter No. 248 dated 2 / 1 / 1955 regarding the implementation of Article Thirty-One of the Secondary Schools Regulation
No. (54) of 1954. Please follow the following instructions and circulate them to all intermediate and secondary schools belonging to you.
1 - Subjects in secondary schools are divided into two groups:-
A - Academic subjects, including scientific and social lessons, religion lessons, and language lessons.
B - Non-academic lessons, including drawing, sports, manual work, needlework, and singing.
2 - The student must achieve an average of no less than 60% for each of these two groups in order to meet the success requirements.
3 - The student must pass all lessons in both groups in order to meet the success requirements.
4 - If the student fails the average of the lessons of one of the groups, he must select lessons from within that group
for the purpose of the completion exam.
5 - If the student fails the average of both groups, his ruling shall be that of a student completing in the total, and he must fulfill
the average in the completion exams for each group by choosing lessons that are within that group.
6 - The rules for passing, failing, and completion apply to the subjects of each of the two groups as stipulated in the regulation, meaning that the student
who fails a subject from the first group and a subject from the second group and fails the total of one of the groups
is considered to have failed regardless of his average in the other group.
7 - Measures shall be taken to proceed with what was followed in the past regarding schools with a large number of non-
Muslim students.

It has been noted that many of the documents received by us have fundamental deficiencies. Since documents must contain
all information related to the student regarding their studies, behavior, and attendance, and whether they were provided with documents
to other parties, the number of years spent in each grade, and whether they passed in the first or second session.
In the latter case, whether they were incomplete due to illness, failure, or both. All this information is necessary
whether the document is for transfer or another purpose. Therefore, we request you to circulate this to all schools affiliated with you,
official, private, and foreign, and to refrain from certifying incomplete documents and request them to observe the following:-
1- It is not permissible to list annual effort grades for the sixth primary, third intermediate,
and fifth preparatory grades, but it is permissible to mention the grades achieved in the ministerial exam.
2- If the student passed, the session in which they passed must be mentioned, and if the success was in the second session,
the subjects in which they were incomplete and the reason for the incompleteness (illness or failure) must be mentioned.
3- The grades in which they spent more than one year.
4- Whether they are attending school or if their relationship with it has been severed, when they left school, and whether they were provided with a document to
any party, and the number and date of this document.
5- Reference should be made to their behavior in school and the regularity of their attendance.
6- Every school must keep a special register in which the numbers and dates of documents issued by the school
and the party to which they are addressed are recorded.
7- Directors of Education are requested to keep a special register in which documents certified by the Director
of Education are recorded, containing the document number, the issuing party, the party to which it is addressed, and the number and date
of certification.

It has been noted that some male and female teachers in primary schools sometimes dictate
during lessons, making students write and memorizing summaries of the prescribed subjects.
Since the primary purpose of the teacher's presence in school is to help students
acquire abilities, skills, and sound attitudes through discussing with them
and encouraging them to think and discover, and clarifying the difficult problems of the subject for them,
and because the prescribed textbooks have become, through the organization and presentation of their materials, achievers of those goals,
and since making students write summaries parallel to the lessons would teach them some materials
in a superficial way and does not help the growth of their self-confidence and prevents the engagement of their thinking
and enjoying the conclusions they reach through discussing the subject, and lecturing
or rote learning is considered an unsound method in education.
Therefore, we request emphasizing to the teachers in your province to refrain from making students write and directing
the inspectors to observe this when they visit the schools.
