1) That Mr. Abdul Hadi Al-Mukhtar - Director of Education of Baghdad Province (Center) shall manage schools of all types in the city of
Baghdad within its administrative boundaries and the sub-districts of Karrada Al-Sharqiya and Karrada Maryam.

The fifth paragraph of Article Four of the Law for Encouraging Industrial Projects No. (72) of 1955 exempted
the transactions of the industrial project from stamp duty. Every paper, document, or petition related to the mentioned transactions is exempt from the stamp
if the project owner is the one liable for the duty. For example, applications submitted by the project owner
including requests to exchange the temporary exemption certificate for a full exemption certificate, and objections regarding <del>imported</del> materials
covered by the exemption and their quantities, or requests for exemption of materials to be imported for project purposes, etc., are exempt from stamp duty.
The exemption from stamp duty begins from the date of issuance of the certificate stipulated in Article Eight of the aforementioned
law until that certificate is canceled or the exemption ceases for a legal reason.

We transmit to you below a copy of the letter from the esteemed Directorate of General Cultural Affairs No. 101 dated 1 / 1 / 1955
Please act accordingly. We suggest that the requirements for the certificate, such as stamps, photographs, documents, etc.,
be collected from every male or female student who has completed primary education. Their names should be sent to this Directorate
all at once. After they are approved, a ceremony shall be organized to distribute the certificates to the graduates to encourage
students to be diligent and persevering. Also, please do not send certificates individually or for previous years at all.
