Copy of the Letter
It has come to the Ministry's attention that many teachers and instructors are conducting private
tutoring without obtaining permission from the provincial directorates of education to which they belong. Therefore,
we request that you notify all teachers and instructors that private tutoring is absolutely
prohibited except after obtaining approval from the Director of Education under paragraph (e) of
Article 16 of the Secondary Schools Regulation No. (54) of 1954
and Article 11 of the Primary Schools Regulation No. (62) of 1950, and that
violators will expose themselves to the severest penalties.
We also request that these tutoring sessions be organized according to the following: -

1) The student submits the application to the Director of Education, provided that he is not a student of the school
he chooses.
2) The Director of Education shall note that this additional work will not interfere with the duties
of the <del>teacher</del> basic teacher.
3) The number of hours for secondary school teachers, including their official additional lectures
and their original quota, shall not exceed 30 hours per week, and for primary school teachers
32 hours per week.
4) The hourly wage for secondary school teachers shall not exceed half a dinar,
and for primary school teachers, a quarter of a dinar.
5) The Directorate of Secondary Education and the Directorate of Examinations shall be informed of this immediately,
indicating the teacher's name, job title, the student's name, school, grade,
and branch.
6) These individuals shall not be appointed as correctors in public examinations or as monitors in
the center where the student is being examined if the student is in a final grade.

Studies for the year 1952 - 1953 at the British Council Institute will begin on
Monday 2 / 10 / 1952, and registration will begin on Monday 14 / 9 / 1952.
The course of study is divided into four levels up to the Cambridge Certificate level, and there is a
higher level for those who have obtained this certificate.
All professors teaching at the institute are British nationals, and the purpose of this course is to
strengthen the student in modern English language, writing and speaking.
The days and times for the four levels are as follows:
Either Monday, Wednesday, and Friday.
Or Tuesday, Thursday, and Saturday.
At four-thirty, five-thirty, and six-thirty in the evening (except Sundays).
The days for the higher level are Monday and Thursday from four-thirty until six in the evening.
The course is divided into two terms, each lasting four months, and the fees are four Dinars per term, payable in advance.
Every new student must take an exam to determine the appropriate class for them and pay an amount of
five hundred fils upon registration; this amount is part of the four Dinars the student pays when registering for a class.
To find out the exam times, please contact the Institute Secretary (Telephone 83125).
A special class will be opened for English language teachers in secondary schools if the number of students is sufficient
for this class, on Friday from four-thirty until six in the evening, and the fees are two Dinars

The Bureau of Legal Codification has confirmed in its decision issued on 21 / 8 / 1955, a copy of which is listed below, what we
stated in the margin of our referred circular, that the new secondary school system did not stipulate a specific condition regarding
age for entry into the fourth secondary grade. Please be informed and act accordingly.

(The Bureau does not see any ambiguous aspect in the matter that requires expressing an opinion. Since the old system has
expired, and the new system has become the one to be implemented. This system explicitly stated
that the student's age should not exceed sixteen years when joining the first year of secondary study.
It does not include a specific ruling on age for after the first year. Therefore, it appears that the age limit mentioned above
is limited only to the first year - .
It seems that this opinion is what the Ministry of Education decided in the footnote of its letter and requested its employees
to act accordingly, as there is no room for any other opinion.

mentioned hereafter and on the condition that they reach them before the specified date in a suitable time.
Conditions for participating in the competition

1- All children of the world whose ages do not exceed sixteen, born on or after (30) September 1939, can
participate in the competition
2- Drawings and materials must be original, unassisted, and completed during 1955
3- A participant cannot enter the competition - as it is periodic - more than six times
4- Colored pictures and those drawn by any other means except pencil are accepted, provided the size of the picture is not less than 8 x 10 and on any
subject chosen by the participant
5- All information about the picture must be written in English and in the participant's own handwriting on one side of the drawing
paper
6- The participant must write his full name and address, date of birth (month and year), and gender (male or female) in
capital letters, and drawings that do not contain this information will be rejected
7- More than one entry can be sent in one envelope provided the established instructions are followed
8- Applications are sent to the following address provided they reach it before 30 September / 1955
