Studies will resume in intermediate, secondary, industrial, agricultural, and vocational schools,
arts, teachers' training institutes, and educational courses starting from the morning of Saturday,
29 / 12 / 1956, as stated in our letter No. 56305 dated 24 / 12 / 1956.
Please notify school administrations with a copy of this letter and ensure they have received it
and inform them that the teaching councils are responsible for ensuring calm and that students attend to their studies according to
the provisions of the regulations and by the methods they see fit to follow, provided that the following matters are observed with all precision:
1. The absence of every student who does not attend school or leaves it after attending shall be recorded.
2. The principal and the teaching council must identify students who incite strikes,
gatherings, and chanting inside the school, and impose the necessary disciplinary punishment against them and provide you
with the result thereof.
3. Members of the teaching staff must cooperate with the school principal for the purpose of ensuring calm and discipline,
and they must perform any duty entrusted to them or to any one of them.
4. The failure of school principals to take the necessary measures inside their schools in the event of
strikes, demonstrations, gatherings, or chanting against the instigators is considered non-cooperation with this
Ministry, which will be free to take measures against those who are negligent.

The Third Amendment Regulation to the Secondary Schools Regulation No. 54 of 1954
We, Faisal II, King of Iraq
After reviewing the first paragraph of Article 26 of the Basic Law and based on Article
14 of the General Education Law No. 57 of 1940, and based on what was presented by the Minister of Education and approved by the Council of
Ministers, we ordered the following:-
Article One: The Ministry of Education may open special classes for students who have completed intermediate studies and were unable to enroll
in secondary schools.
Article Two: Paragraph (c) of Article 18 of the regulation is repealed.
Article Three: This regulation shall be implemented from the date of its publication in the Official Gazette.
Article Four: The Minister of Education shall implement this regulation.
Written in Baghdad on the fourth day of the month of Rabi' al-Awwal in the year 1376, corresponding to the eleventh day of
the month of October in the year 1956.

20 / 6 / 1956, communicated to us by the letter of the Directorate of General Education <del>numbered</del> numbered
27391 dated 1 / 7 / 1956, we would like to inform you that cinema at the
present time has a great influence on its patrons through the films and various topics it presents to them.
Since juveniles constitute a portion of them, it is possible that
some films may leave bad effects on them regarding moral issues or problems
of crime and so on. Therefore, the Ministry of Social Affairs has recommended preventing juveniles
under the age of (18) from attending cinemas to avoid their exposure
to films of these types for fear of influencing them. We hope you will review the above
and provide advice to students and their guardians to avoid these films, as well as consider the possibility of providing
students over the age of (18) with identity cards to benefit from when entering
the cinema so that no confusion occurs regarding them.

with this Directorate.
Subject - Instructions.
We have noticed that some schools have not adhered to the instructions regarding the organization of transfer documents and forms,
which has led to confusion in their certification and prolonged correspondence regarding them. Therefore, we re-list for you
the instructions for organizing the aforementioned documents, requesting that you act accordingly, whether the document is
for transfer or for any other purpose, with all accuracy and care. The administration of any school will be held responsible
for this and subject to disciplinary penalties.-
1- Documents must be written in ink and include the number, date, and full school name, and the
paper must be of large size.
2- The photograph must be pasted with glue; the use of pins or staples is strictly prohibited.
3- It is not permissible to cancel more than two stamps at once, as this violates Stamp Law No. 52 of 1952.
4- The photograph and stamp must be stamped with the school seal and signed by the responsible principal himself,
provided that his name is mentioned under the stamp in a clear and explicit manner.
5- Documents must be addressed to a specific entity; they may not be addressed to (To Whom It May Concern) at all.
6- The school administration must state the student's name clearly and matching what is listed in the
General Examinations register or in the school list sent to us, mentioning the serial number therein.
7- Students may not be provided with school examination grades for the final classes of the
primary, preparatory, and intermediate studies before the date of their announcement, unless the student is a
scholarship student at government expense. It is permissible to mention the grades of the last General Examination (Baccalaureate) in which
the student failed. However, if the student failed the school examination, his school grades may not be recorded;
rather, it is sufficient to indicate that he failed the school averages and did not participate in
the General Examinations (Baccalaureate).
8- Documents must include all the following information relating to the student -
a - His studies, behavior, and attendance.
b - A statement of whether he has been provided with documents for other entities.
c - The name of the school he was previously transferred from and the grade he was in.
d - The number of years he spent in each grade.
e - A statement of his examination results in school examinations and General Examinations (Baccalaureate),
and whether he passed, was incomplete, or failed. And whether that was in the first or second session, and in the
latter case, a statement of whether he was incomplete due to illness, failure, or both together.

f - Mentioning the subjects in which he completed, with a statement of the student's examination number.
g - Stating whether the student is continuing his studies or if his relationship with it has been severed and when, and in the
latter case, stating whether that year was considered a year of failure or if it was by a medical report
and was not counted as a year of failure for him.
9 - When examination results appear, the student's result must be mentioned in the document, otherwise it must be indicated
therein as (results have not appeared until the date of issuance of the document).
10 - It must be confirmed that the student has not been provided with a transfer document to another school.
11 - The administration of each school must keep a special register for organizing its students' documents, in which the numbers and dates
of the issued documents and the entity to which they are addressed are recorded.
