Text of the Letter
We have recently noticed that some secondary school administrations have expanded the interpretation of the text of Article 58 of the Secondary School
Regulations for the year 952 and the extent of the school principal's authority to sever students' connection to their schools without regard for the spirit of the text
and its basic meanings, and observing the school's duty in correcting the student's behavior, making them feel responsible, and supervising
their moral and educational guidance.
The school administration is not permitted to sever the connection of any student to their school or compel them to transfer to another school
merely for behaving in a manner inconsistent with the qualities a secondary student must possess, or merely for habitual laziness
and lethargy, or for violating the system or attempting to rebel. However, the school administration may, within narrow limits, apply this article
if the student shows recklessness or tampering with regulations, persistence in laziness and lethargy, and rebellion against school instructions,
provided that the school administration has exhausted all disciplinary means of encouragement or intimidation to correct them and has imposed the
disciplinary penalties contained in paragraphs (1, 2, 3, 4, and 5) of Article (93) of the Secondary School Regulations, and provided that
the Teachers' Council meets and reviews the student's case. Based on that, it decides to warn the student and their guardian for a period of one month; if
they do not improve their behavior, comply with the regulations, submit to instructions, and attend to their lessons during this period, then their connection to the school is severed,
and it is then permissible to give them a transfer certificate to another school after the approval of the Provincial Directorate of Education.
This Ministry calls upon all secondary school administrations to apply these instructions accurately and to note
that disciplinary measures are built on the basis of a desire for reform, encouraging diligence, and adhering to the fringes of virtuous
morality. It also hopes that cases of severing students' connections to their schools based on their weak academic level
or their failure in the average of the first half of the school year will be reconsidered.

The Iraq Petroleum Company in Kirkuk does not accept visits on Thursdays and Fridays
of every week because these two days are the weekend for the company, during which most
of its facilities are closed. Therefore, schools that travel to Kirkuk for the purpose of benefiting
from viewing the oil fields will be deprived of that. Therefore, please circulate this to
all intermediate, secondary, and vocational schools in your province to take this into account when organizing
trips to Kirkuk in the future.

and the Ramadi and Warrar Dams, which leads to many problems for us and for other competent
authorities in the province. Therefore, based on the above and out of a desire to provide the opportunity for visiting students
to visit the aforementioned places in a way that ensures benefit and guarantees the availability of possible comforts, we request
the favor of circulating to all provincial directorates of education, schools, and higher institutes the necessity of informing us
of the trip date a suitable time in advance, noting that no more than two schools should be allowed to travel to the areas
alluded to, in order to avoid a multiplicity of visiting schools, which will undoubtedly help
overcome many difficulties and provide possible facilities and assistance as far as
circumstances allow, and please inform us.

1 -- It is considered that the tours of primary school students should be limited to within their provinces, and is permitted with special
approval from the Ministry and on the condition that facilities are available for students of advanced classes in the fifth
and sixth grades to conduct tours outside the province.
-- Tours for intermediate and secondary schools are limited to within Iraq
only and after facilities are available, and they are not permitted to submit requests to travel outside Iraq.

Graduates of the Health Officials School are entitled to participate in the general examinations
as external students, just like graduates of intermediate studies who did not
attend preparatory schools regularly, but they are entitled to participate in the general
examination for preparatory studies as external students two years after their graduation
from intermediate school. Accordingly, if graduates of the Health Officials School wish
to attend secondary schools, they must attend the fourth grade, noting that the Directorate

The School of Electrical Mechanical Engineering belonging to the Ministry of Defense was called the Military Industrial
School, and the duration of study there was four years after primary school. As for now, the

1/ A graduate of the School of Electrical Mechanical Engineering (formerly the Military Industrial School)
whose study duration was four years after primary school is accepted into the third intermediate grade after successfully
passing an examination in all subjects of the second intermediate grade.
