Paragraph (c) of Article Sixteen of the Secondary Schools Regulation No. 64 of 1954 states the following:-
"The maximum limit for hours taught is thirty teaching hours per week only"
Since paragraph (a) of this article stated that the teaching hours of a teacher in secondary schools do not exceed
(22) hours per week, the lectures that may be assigned to each teacher must not exceed (8)
hours per week under any circumstances.
In order to apply the provisions of the regulation in letter and spirit, the following steps must be followed when private and foreign schools request
giving lectures to one of the secondary staff teachers.
1- The number of proposed lectures must not exceed (8) per week for each teacher.
2- The teacher must submit his written consent to deliver the lectures, indicating that there are no lectures
for him in official, private, or foreign schools such that their total exceeds (8) lectures per week.
3- The candidate must submit a letter from his school principal indicating that he has no lectures in his school and that
he has not previously obtained another letter from him stating that there is no objection to him delivering lectures in private
and foreign schools.
4- The number of lectures for principals of official secondary and intermediate schools in private and foreign schools may not exceed
(6) lectures per week. Likewise, the number of lectures for assistants of these schools may not exceed
(10) per week according to the provisions of Article (15) of the Secondary Schools Regulation No. 64 of 1954.
5- The teacher or principal who violates these instructions and who is negligent in applying them exposes himself to disciplinary
penalties.
6- All approvals issued by this Ministry regarding lectures in private and foreign schools are considered
void if they contradict what is stated in this letter of ours.
Please notify all secondary and intermediate school administrations of these instructions and act accordingly.

Paragraph (c) of Article 16 of the Secondary Schools Regulation No. 64 of 1954 states the following:-
"The maximum number of hours taught is thirty class hours per week only."
Since paragraph (a) of this article states that the teaching hours of a teacher in secondary schools shall not exceed
(20) hours per week, the lectures that may be assigned to each teacher must not exceed (8)
hours per week under any circumstances.
In order to apply the provisions of the regulation in letter and spirit, the following steps must be followed when private and foreign schools request
giving lectures to the secondary staff teachers.

We have noticed that some school administrations associated with this directorate, at various primary and secondary levels, have begun to follow
devious and complex methods in processing their correspondence and submitting their requests, despite repeated instructions
issued in this regard, which leads to prolonging this directorate's correspondence and disrupting its work. We are very
keen to settle all transactions of private and foreign schools and complete them as quickly as possible without requiring
follow-up by their owners, provided these transactions were sent to us according to the followed
procedures and their requests met the necessary conditions; otherwise, this leads to prolonging the correspondence
regarding them and delaying their completion. We are certain that the delay of any transaction only occurs due to the school administration's
deviation from the followed procedures, its violation of instructions, and its waste of time. To limit these cases
and to avoid the previous pitfalls, we hope you will be informed of the necessity of observing the following. Any school that violates
this will expose itself to strict measures.
1- It is not permissible to send any request to appoint a teacher or instructor before ensuring the completion of legal documents,
which are (Iraqi Nationality Certificate, Civil Status Record, Graduation Certificate, Non-conviction Certificate, Certificate of
Good Conduct, and a medical report confirming freedom from infectious diseases), which must be attached to the request itself.
Foreign teachers appointed directly by their governments on the basis of the
principle of reciprocity may be exempted from this.
2- It is not permissible to send copies of the aforementioned documents; rather, it must be carefully noted that the
legal period for the non-conviction and good conduct certificates has not expired. Also, three copies of the candidate's
photos for appointment must be attached to requests for primary schools, with a revenue stamp worth fifty fils added
to the aforementioned documents.
3- It is not permissible to appoint any candidate without submitting certificates of good conduct and non-conviction in accordance with the provisions of
the regulation.
4- The passport and residency book shall replace the nationality certificate and civil status record if the candidate
for appointment is a foreigner.
5- Appointment documents must be placed in a file and bound securely, and the
name of the school and the entity appointed to it must be written on the face of the file, and his name must be recorded on the back of
the photos attached to the request ⟦...⟧ that these documents

6- It is required for requests to transfer teachers from one school to another that each request be accompanied by an official letter
issued by the administration of the school from which they are being transferred, confirming that the teacher to be transferred is still in service there until
the date of the transfer request. It must also be accompanied by the teacher's local consent to the transfer, otherwise the transfer will be considered a re-appointment.
7- When requesting approval for the re-appointment of a teacher who holds a private education identity card, it is necessary to
attach to the letter the teacher's private education identity card along with two certificates of non-conviction and good conduct, and a medical
report of freedom from communicable diseases, which are the documents necessary for re-appointment.
8- The approval obtained from lecturers in secondary schools must be written in their own hand and
include the date of writing. If the lecturer is an official teacher, they must also state the number of their additional
lectures in official schools and their number in private schools in accordance with the instructions issued in this regard.
9- The times during which the official teacher lectures in private and foreign day schools must be stated
when submitting a request in this regard.
10- Considering that the staff of private primary day schools must be permanent
and that classes in them are not given by lectures except in cases of necessity, this must be noted in similar
requests, provided that the necessity is explained and the request is accompanied by two copies of the lesson distribution schedule if any
change has occurred in it.
11- Reference must be made to previous correspondence in the letters sent to us if they are related to a previous matter.
12- When a letter is returned in its original form by this directorate to the administration of the school from which it was issued, its
administration must return the same letter to us after completing its deficiencies as stated in its margin. It is not correct to refer
and renew the correspondence regarding it, as this disrupts the flow of correspondence and loses the incoming numbers in this directorate.

We record for you below the instructions regarding students' visits to obtain medical reports. Please circulate them
to all examination center directors and school principals to alert students and post a copy in the examination hall, and the necessity
of adhering to them and placing a copy in the file of each examination center director -
1- Medical reports for postponing examinations are not accepted except from the medical committee in the Student Health Directorate in the capital
or the dispensary doctors in the provinces. In the absence of a dispensary doctor, the competent authority is the Presidency of
Provincial Health or center doctors in the centers of districts, sub-districts, and villages.
2- In the absence of an official doctor, the responsible health official is the one who grants medical reports after they are certified
by the head of the administrative unit.
3- No visits are accepted during the holding of examinations except for sudden accidents that occur in the examination center, for the
purpose of providing first aid to the student if necessary. Medical reports granted during the hours of the examinations are not accepted,
meaning after opening the examination question envelope and distributing them. However, if this report includes other days, the student is exempted
from examinations for the days following that day which are included in the medical report.
4- Visits by male and female students before the examination days shall be by an official letter from the school administration. As for during examination times,
their visits must be through the director of the examination center where the examination is being held -

Inspectors have noticed that teachers and instructors assigned to set examination questions submit the question paper
without it being accompanied at the same time by a "model answer and distribution of grades" for these questions, while
this model is important and necessary for the following reasons:-
First - Setting a model answer for the questions makes the question setter a reviewer of himself when he gathers the points
and illustrative drawings required to be answered and matches them to the curriculum. This review ensures
"accuracy in setting questions" and helps to "avoid ambiguity, repetition, and deviation from the curriculum"
and also ensures "accuracy in the distribution of grades" in a way that is proportional to the points required for the answer.
Second - Setting a model answer enables the question setter - while taking into account his circumstances and the circumstances of the examinee student -
"to estimate the time required" to answer these questions on a correct practical basis. Thus, it is possible to
avoid questions that are "longer" than the appropriate limit, as well as questions that are "too brief" relative to the time.
Third - Correcting answer sheets requires setting a "certain standard" and a "homogeneous distribution of grades"
according to which the correction proceeds at their level. That is, the correction process cannot begin in a
sound and accurate manner unless a model answer is set for the questions.
Accordingly, please request the principals of "secondary and primary" schools in the future to ensure that their receipt of
examination questions is accompanied by a model answer for the questions that includes the basic points without elongation and the required
illustrative drawings, with a statement of the distribution of grades for them.
These models must be kept in an envelope signed and sealed with wax until the time of correction, then deposited
in a special file for reference during inspection.
We request the circulation of this letter to all schools affiliated with you - secondary, vocational, and official primary
and private - to act accordingly and inform us.

The work of maintaining lesson preparation notebooks in primary schools mentioned in our letter is limited to
the following points: -
1- Recording the prominent elements of the lessons according to the sequence that matches the students' information and readiness.
2- Referring to the visual aids used by the teacher.
3- Limiting to one notebook for the subjects entrusted to the teacher, provided that at least one page
of the notebook is allocated for preparing a single lesson plan.
4- The lesson preparation notebook is considered one of the official school records that must be kept in the school administration.
When a teacher is transferred from a school or retires for any reason, it is handed over to their successor and used
for the same purpose.

Some school administrations have requested instructions from us on how to send and organize certificates
and you will find the instructions below, please act accordingly.
(1 A list of the names of male or female students wishing to obtain their certificates
shall be sent in the following manner, taking into account the name and its exact match in the register without
addition or omission in the name, title, or surname. Then the grades are collected by
the principal or the headmistress themselves, and after confirming the correctness of the total, the list is organized
then sent to this Directorate with (100) fils for each name

This applies to the intermediate and primary studies, as for the preparatory study, one field
is added for the branch, and after it is sent to the Baghdad Province Education, it is audited by the observer
of certificates, then the draft is sent, and after that it is sent to the school
for the purpose of auditing it. As for how to audit the drafted certificates returned to the school,
the name and its match to the list are audited first, then the total, then the year of graduation, then the grade

Maximum. After the Director (male or female) confirms the accuracy of the grades, the photograph is pasted
in the designated place on the certificate, then stamped and signed by the Directorate.
This is if there is a place for the photograph, as in the primary and intermediate study certificates.
As for the preparatory study certificates, the photograph is pasted in the upper corner of the
left side and stamped and signed according to the regulations, then the stamp is signed under the signature of the Director of Education
of the Liwa (Province), and it is stamped and signed by the Director himself or herself. As for
preparatory study certificates, the stamp is pasted on the right side of the lower corner
of the certificate and cancelled according to the regulations.
Then, two additional photographs similar to the photograph pasted on the certificate are sent, provided they are stamped
and signed on the front, and the owner's name and graduation year are written on the back of each.
Note / Please send one additional photograph for primary school graduates, i.e.,
for primary certificates, and two additional photographs for intermediate and preparatory studies. Then the
certificates are returned with an official letter to this Directorate, referring to the number and date of our letter by which
the certificates were sent to your school for a second audit, then they are recorded in a special register
at this Directorate and sent to the responsible authorities for certification. As for the prices of the stamps,
they are (15) fifteen fils for primary study certificates, (50) fifty fils for intermediate
study certificates, and (100) one hundred fils, provided that the information listed in the lower corner
on the right side of the primary and intermediate certificates is filled out, which is the name, certificate, birth,
and place of residence, with the exception of preparatory study certificates.
