There is no doubt that the task of this Directorate is educational above all else, and it is but an institution
that implements educational policy; that policy which consists of taking the hands of our sons
and daughters to raise them correctly and prepare them well. The specialized authorities will not be able
to achieve this goal unless the parties represented by the administration, the teaching staff,
and the inspector are at a level of awareness of it, so that harmony is achieved and educational policy is put into
implementation.
We have noticed that the male and female inspectors have spent most of their energies and efforts not on overseeing
the mentioned educational aspect, but rather on dealing with problems and conducting investigations with members
of the teaching staff, particularly in girls' schools, until the task of this
Directorate has almost become judicial rather than educational. It is painful to find some of those problems so
trivial that they were not expected to occur in a school institution, and if we were to look
closely at these problems, especially the problems of girls' schools, we would find that the personality of the headmistress
or headmaster has a profound impact on their emergence.
We agree that the selection of headmistresses and headmasters for school administration was not based on -
solid and stable foundations; rather, we found that many non-hidden factors qualified many of those
for the responsibility of school administration without them being at its level. The result was what we touched
upon earlier. This is in addition to the fact that the male and female teachers who were causing
problems find their accountability ends with an administrative transfer from their places to other places that might be better
than the previous ones, as if administrative transfer is the deterrent punishment. This procedure is something we do not approve of either
at all, as the wrongdoer must be punished with the penalties stipulated by the law and then transferred
outside the borders of the capital.
Therefore, we believe that keeping those conditions as they are is no longer acceptable
or something to remain silent about at all. Since the male and female inspectors are in closer contact than us with the schools -
and the teaching staff, we hope you will enlighten us on all the factors of weakness in our schools, especially the school
administration, placing at the forefront that the headmaster, headmistress, or male/female assistant who
cannot handle the conditions of their school in a full and correct manner, and thus preoccupies the inspection bodies
and this Directorate with such trivial matters that we have sensed, is unworthy of staying in their position,
and it is better for them and their like to step down from school administration to make way for others.
As we place this fact before you, we hope that our opinion will be put into implementation
to address the administration problem and ensure that incompetent headmistresses, headmasters, and assistants do not
remain in their positions so that we can ultimately implement the noble goal we seek
and achieve correct educational objectives. And God is the granter of success.

Administrations of primary schools, kindergartens, and basic education centers affiliated
with this Directorate. We consider the successful female principal to be the one who
can achieve educational goals in the school in an atmosphere dominated by
brotherhood, cooperation, and a serious dedication to productive work, and that the
successful female principal be characterized by forbearance, deliberation, patience, and caution. As for the teacher
(female or male) who causes the creation of problems, we are not
prepared to transfer them administratively from their school to a school adjacent
to their home, because that is not the appropriate punishment in
our opinion. Rather, they shall be referred to an investigative committee composed of at least
two inspectors to recommend the necessary penalty, in addition to transfer outside
the boundaries of the Capital Secretariat. What applies to the teacher (male or female) in
administrative transfer applies to the school principal (male or female) and their assistants,
as we are not prepared to keep a principal (male or female) who creates
problems for the most trivial reasons.

In line with our plan to raise the general level of sports in our schools and to instill supreme
ideals and high moral character in the souls of our noble students, and in pursuit of these
honorable goals and to conduct competitions in the most complete manner in terms of production and discipline, we urge
you to emphasize to the physical education teachers in your school not to bring
any student to sports competitions other than the team players. Anyone who neglects this will be held accountable,
as the teacher will be responsible for the behavior of his players and those students of his school who attend. What we all aspire
to is the best, and this can only be achieved through cooperation and synergy between everyone - school administrations,
teachers, students, and officials. We will define the responsibility of anyone who tries to obstruct these competitions
and insult the sanctity of the high creative concepts aimed at by physical education,
which we are working hard to emphasize among the ranks of our student sons. May God grant success to those working
for the good of this homeland by creating a generation strong in its character and physique.

Sub / Instructions regarding school libraries
The Book Selection Committee in this Directorate wishes to emphasize to school administrations
at all educational stages the necessity of paying attention to school libraries and caring for their contents,
and to accustom students and encourage them to benefit from reading the books available in them and urge them to
develop them and participate in their management. Since the task of this committee is to supervise the spending
of funds collected from school activity donations designated for purchasing books in all schools
and not to squander them or spend them on matters unrelated to the original purpose for which they were created,
therefore, it will audit all lists related to books and publications
that schools wish to purchase and obtain through gifts and donations from students
and parents' councils.
Accordingly, and in view of the beginning of the lessons for this academic year 67 / 68, this committee
requests the administrations of schools belonging to this Directorate, at their various stages, to work
on implementing the following matters as quickly as possible so that it can take the necessary actions regarding them:
1 - Forming a school committee consisting of (at least) three members from within the teaching staff
and making one of them responsible for it. The work will be facilitated as follows:
a - Supervising the affairs of the school library, caring for its contents, and organizing it in cooperation
with the students.
b - Urging the young students to pay attention to reading and school reading of external books.
c - Working on the growth and development of the school library and choosing modern and useful books
for it, especially those related to the students' study subjects and what the teaching staff benefits from,
and heritage books that emphasize instilling good citizenship and disseminating high values
and ideals in the souls of the youth and children.
2 - The school committee is the one that sends lists of books proposed for purchase to obtain the final committee's
approval on them.
3 - The school committee is responsible for everything related to choosing, purchasing, and entering books
and publications into the school library, provided that the following matters are taken into account:
a - That the books and publications be suitable for the minds and intellectual capabilities of students and in keeping
with their educational stages.
b - That they be far removed from everything related to political, partisan,
sectarian, and racial issues, and that they agree with the principles of morals and public etiquette.
c - That they be of benefit and direct relevance to the students and the teaching staff
at the same time.
d - That no amounts are spent from the activity share for the library for matters different from what was mentioned
above.
4 - That the lists sent regarding books include the name of the book clearly, the name of its author, its price, and the place of
its printing, and that these lists be sent in two copies so that the committee can take the necessary action and send the second
copy of these lists to the Directorate of General Technical Affairs.
Note - Please send all information requested from school administrations immediately and within a period
no later than 1 / 11 / 1967 and deliver it by hand to the Secretary of the Committee so that he can present it
to the committee to issue final approval on that and inform the Directorate of General Technical Affairs.

Based on the approval of the Baghdad Governorate Administration / Local Administration in their letters numbered 3372, 3546, 3604 and
3712 on 17, 24, 27 / 9 / 67 and 1 / 10 / 1967, the following has been decided: -
1 - Opening a mixed school with four classes in the Jamila area and naming it (Jamila Mixed School)
It shall operate in the Al-Afrah Kindergarten building using the double-shift system until a special building is constructed for it. Its hours shall be
in the afternoon from (12 - 4) and the kindergarten shall operate in the morning only.
2 - Opening a mixed primary school in the Al-Waziriyah area (Real Estate lands) and naming it (Al-Ahram Mixed School -
Mixed) operating on a triple-shift system in the Al-Tasami Primary School for Girls building temporarily and until further
notice.
3 - Opening a mixed primary school in Al-Amin City operating on a triple-shift system with Dar Al-Salam Primary
School for Girls and Al-Tahrir Primary School for Boys and naming it (Aswan Mixed School).

The Scout movement is an educational and cultural movement that accompanies students from a young age as Cubs, who are granted
⟦improvement of exchange⟧, sacrifice, and redemption until they become Scouts and then Rovers. The stages of
this movement accustom them to committing to high ideals and working with cooperation, selflessness, and love for
others, as the student relies on himself after being guided by the teacher or instructor on
sound foundations. For this reason, it has become mandatory for the teachers and instructors to take an interest in the Scout movement
and raise its level to elevate the status of the troop, supported by school administrations which must encourage them
and strengthen their resolve to bring the movement to a prominent position and achieve its noble goals, especially as
schools have opened their doors to receive students while they are at the peak of activity, enthusiasm, and longing for study
and work. All excuses presented for not forming Scout troops or not attending
meetings and camps due to double-shift reasons, lack of a specialized teacher, or absence of a field will be rejected.
Those responsible for Scout activity in this Directorate are fully prepared to provide
guidance and assistance regarding the formation of troops, their organization, the application of their curricula, and visiting troops
at the times they meet, selecting them for all educational stages to assess what the
troops have reached and guide them toward perfection ((And prepare against them whatever force you can)). God is the Granter of success.

parades is the backbone of their success. It is no secret that the training suit (tracksuit) has an
effective impact in that regard, in addition to preserving the player's body temperature when exposed to weather fluctuations before and after playing
and to maintain the cleanliness of their sportswear. Therefore, please prepare what is necessary (as much as possible) of

(male and female) will follow in evaluating the work of teachers (male and female) is the method of written (testing) in addition to
other observations. The testing for male and female students of the first four grades will be in Arabic and Arithmetic,
and for the fifth and sixth grades in Arabic and English, while in the rest of the subjects, the test will be oral. By this,
we guarantee the evaluation of the work of the female teacher and the male teacher and ensure the efforts of every sincere person performing their duty are not lost.

1- Based on the letter from the Baghdad Provincial Governorate / Local Administration No. 4593 dated 21 / 9 / 1967, it was decided to open two primary schools: one for boys, operating in triple shifts with the Bardi Mixed School and named Al-Quneitra Primary School for Boys, and the other for girls, also operating in triple shifts with the Abi Al-Atahiya School for Boys and Al-Hadara School for Girls, and named Suez Primary School for Girls, as of the above date.
2- Based on the letter from the Baghdad Provincial Governorate / Local Administration No. 3386 dated 17 / 9 / 1967, it was decided to split the Palestine Primary School for Girls in our directorate into two independent schools. The first retains its name (Palestine Primary School for Girls) and the other is named (Hebron Primary School for Girls), as of the above date.

During our visit to some centers of provinces, districts, and sub-districts, we found a large number of school students
In elementary schools, barefoot, with no one caring for them, and school administrations did not pay attention to the necessity of addressing this problem
Socially, we found that many of these students have shoes in their homes, but they do not use them
At school due to the neglect of school administrations and their teachers of this dangerous phenomenon affecting health
Students and spoiling their tastes and feelings. A student, no matter how poor or needy, is capable of maintaining his health
And his elegance by wearing shoes suitable for him, especially in the school that teaches them health rules and earns them taste
Sound.
Therefore, we hope that you circulate this to all elementary school administrations on the occasion of the new year
To compel students to wear their shoes and not leave room for a student to enter the school without shoes, and
To prepare the means to assist the needy among them - and their number is very small - and thus schools contribute to this
Humanitarian health project.

In implementation of the decision of the Education Council taken at its twenty-third session held on 25 / 6 / 966
notified to us by the letter of the Directorate of General Technical Affairs / Curricula and Books No. 25805 on
11 / 7 / 1966, we have decided the following:
1 - Splitting Jisr Diyala Secondary School for Boys into two schools, the first being limited to the sections
of the preparatory level only, under the name (Jisr Diyala Preparatory School for Boys), provided that the number of its classes does not exceed (10) classes.
2 - The second split school shall be under the name (Jisr Diyala Intermediate School for Boys), provided that the number
of its classes does not exceed (15) classes.
