1- Students in secondary, intermediate, and vocational schools are accepted into the movement under the name of a Second Class Guide.
2- Students are accepted into the Brownie Pack in the movement from the second and third grades.
3- Students are accepted into the Girl Guide troop from the fourth and fifth grades, and preference is left for the sixth grade.

It is observed that some teachers or instructors are sometimes driven for one reason or another to beat students
or direct insulting and offensive words to them. By doing so, he does not only deviate from the sound principles of
his professional duties which prohibit him from using physical punishments and public insults
as a means to achieve educational goals, which mean, among other things, the growth of the student's personality mentally,
morally, and socially, but he also demonstrates his inability, lack of resourcefulness, and lack of appreciation for the results of his work.
By this behavior, he works to extinguish natural good tendencies and authentic mental flashes
in his students instead of fostering them. He pushes them with his severity and cruelty toward anxiety, hatred, and humiliation
instead of directing them to the rational and good paths...
To address the disciplinary problems of students, which are usually the result of ignorance, negligence, or lack of
deliberation, the teacher or instructor must resort to his tact and skill, to analyzing matters and investigating
the causes, and to seeking the assistance of the students' parents, and finally to the disciplinary measures that
the school administration takes charge of implementing. Provided that this is accompanied by a broad understanding of the students' growth requirements,
abundant sympathy for their problems, and deep appreciation for their needs...
Therefore, it is strictly forbidden to beat students in schools or reprimand them with insulting words.
Please inform all the schools in your province of this to act accordingly, follow up on its implementation, and take

1 - The Baghdad District Governorate / Local Administration informed us by its letter No. 3439 on 30 / 9 / 1967
regarding the employment of teachers in the artistic field in other departments as follows:-
A - Not to contact them regarding requests from teachers with artistic specialization to work outside official
working hours except after obtaining the approval of the General Directorate of Education - Directorate of Fine Arts.
B - All previous approvals for their employment that were not associated with the approval of the Directorate of Fine Arts are considered
canceled, in order to support artistic activities in schools and artistic institutions belonging to the Ministry of Education.
It is also forbidden for teachers to work outside working hours in any entity whatsoever without obtaining
official approval in accordance with the provisions of Article Five of the State Employees Discipline Law No. 69
of the year 36, as amended.
2 - We note for you below what was stated in the letter of the General Directorate of Education - Directorate of Fine Arts
No. 29680 on 15 / 8 / 1967 regarding the same subject:
A - Approval is not given for the employment of those assigned to work in artistic activity due to the lack of compatibility
between their original work and the additional work in other departments.
B - Requests from teachers and instructors specialized in the artistic field who are not assigned
to artistic activity to work in other artistic departments and institutions shall be considered, provided that their original work
does not conflict with the additional work, and that it be by request from the departments that will employ them
stating the extent of their need and the specific time and duration for that.
C - Teachers and instructors are not allowed to work in officially licensed private acting troupes
except after obtaining official approval according to the text of Article Five of the State
Employees Discipline Law No. 69 of 1936, as amended.
D - Requests from those wishing to work after official working hours (through the Directorate of Education),
who are covered by paragraphs B and C above, shall be sent to the Directorate of Fine Arts for consideration regarding
teachers. As for instructors, the aforementioned directorate will contact the Ministry of Interior
and the Baghdad District Governorate / Local Administration regarding the subject.
Accordingly, please adhere to what is stated above and communicate it to all members of the educational family and consider it a prohibition
from working for all those who were working in other departments until now, otherwise
the violator will be subject to disciplinary penalties in addition to the responsibility of the school administration for failure to notify.

In view of the effective impact that unified scout uniforms have on the general appearance of scouts
and their indication of good organization and care, please instruct the physical education
and scouting teachers in your school on the necessity of working to unify the scouting uniforms for the members of their troop and noting
any deficiency in the scout's equipment. Out of our desire to unify this, it has been decided that the colors of the scout
neckties shall be as follows -
1 - Necktie for the teacher and instructor: Gray color (triangular tie).
2 - Necktie for scouts in primary schools - Green color with a white border
3 - Necktie for rovers in intermediate and secondary schools - Light blue color with
a red border.

In line with the annual organizational scouting plan for the regulations and a desire to increase visiting and mutual acquaintance of the teams
scouting teams with one another, in addition to giving them some preparatory lessons that would
raise the level of the scouting movement in light of the new scouting curricula, we have decided to hold
scouting meetings for all scouting teams of primary schools, each in its area, at exactly
two o'clock in the afternoon and as listed below.
Please instruct the physical education and scouting teacher in your school to organize the scouting team
(and the cub scout team in schools that have cub scout teams) and to take interest in its training and organizing
