to prepare the requirements for screening films at the time and place that will be designated for that purpose.

The extreme importance of educational films and the great impact that the screening of these films
leaves on students in achieving the educational goals sought by teachers and instructors
has prompted those concerned with educational affairs to exert great and continuous efforts to support educational film
libraries and work to provide them with many useful educational films. This is what we are all working
to achieve today, whether by expanding the library of films, educational slides, and filmstrips
in this Directorate, or through the commendable efforts you are making in all the provinces
to establish educational film libraries and expand what you already have.
Despite the great efforts made by those working in this field, whether in Baghdad or
the other provinces, the information and statistics available to us regarding educational film screenings
in schools have shown us that current screenings only reach a limited number
of schools. Thus, only a small number of students watch the educational films we have,
while the vast majority are deprived of them. This is something we must all work together
to rectify so that the desired benefits from our educational film screenings are realized for the largest possible
number of our school students. Therefore, it has been decided as a first step that you work on organizing
continuous screenings throughout the school year for students in your province under the supervision of a committee formed
of inspectors and teachers. These screenings shall be presented in available halls where
students are gathered in numbers not exceeding five or six sections or ⟦classes⟧ of similar levels alternately
according to semi-monthly schedules announced in advance, provided that teachers or instructors introduce those
films in the classrooms with an appropriate explanation before going to watch them. The specialized
teacher must accompany his students to watch these screenings, and he must also conduct a full
discussion after returning to the class about what was watched and answer the students' questions
regarding it. This Directorate is fully prepared to meet all requests for motion pictures,
filmstrips, and educational slides available to it for the purpose of screening them for students in these
collective screenings, in order to generalize the benefit to the largest number of our children who are in
dire need - as you know - to watch those films and learn about the scenes in them
that are difficult for them to see in the life surrounding them, and information that cannot be easily acquired
by other ordinary means. We are fully confident that you appreciate the importance of this
step and will do everything in your power to achieve it as quickly as possible, looking forward to your
fruitful efforts in this regard. With appreciation.

I have noticed through auditing the accounts of intermediate and secondary schools that the amounts allocated
for the school activity account remain in the possession of the school accountant and the account clerk, and spending is carried out
from them, then the remainder is deposited in the savings bank. To prevent any potential manipulation of these funds,
and since Article Six of the school activity instructions requires that the withdrawal of funds
must be done by a decision of the committee, and since the majority of schools do not adhere to the instructions, please kindly
issue a circular to the Directorates of Education to notify their affiliated schools to apply the instructions
correctly by depositing the funds into the savings bank immediately upon completion of registration,
and that withdrawal and spending should be carried out in accordance with the provisions of the instructions.

A - General Instructions -
1 - It is not permitted to change the clothing described below or add to it
2) It is forbidden to wear shiny buttons and badges not approved by the Directorate of Student
and Scouting Activity at the General Directorate of Physical Education or the Supreme Council of Iraqi
Scouts
3) The scout must appear in full uniform and the badges he is entitled to carry
4) Scouts are permitted to wear sports clothes in camps after obtaining the approval of
the person in charge of the camp, provided that this is within the limits of the camp only
5) The neckerchiefs of a single group must be identical
6) The group leader chooses the color and shape of the neckerchief, and it is preferred that neckerchiefs do not match
between two groups in one area
First - Cub Uniforms - The Cub uniform consists of the following parts:
1) A special navy blue cap
2) A neckerchief secured with a leather ring (woggle) or any other suitable material
3) Dark navy blue shorts
4) A light blue shirt
5) Long blue socks folded down below the knee bone and tied with a green garter
hanging below the fold on the outside
6) Black or brown leather shoes
7) Shoulder triangle (Six-unit sign), which is a piece of cloth in the shape of an equilateral
triangle, each side 5 cm long, and a specific color is assigned to each six-unit (gray) (black)
red ⟦line⟧ etc. It is sewn at the top of the left sleeve directly below
the shoulder with the apex of the triangle facing upwards
8) Shoulder badge - a rectangular piece of white linen cloth ⟦illegible⟧ cm, its length ranging
between 6 and 8 cm, with the name of the group written on it, placed on the right arm directly below the shoulder.
9) Cub badge - placed on the chest on the left side above the pocket
10) The shirt mentioned above can be replaced with a khaki cloth shirt
11) The Cub is allowed to carry a Cub backpack and is not allowed to carry a
satchel.

Cub Scout Badges
The cub wears the following badges -
The Cub Badge - which is green in color with a lion's head on it and the words (Boy Scouts) written on it
The Pack Leader wears the same cub badges with the addition of three half-inch wide stripes and
The Sixer wears the same cub badges with the addition of two yellow stripes ⟦line⟧ and the Assistant Sixer wears
one yellow stripe .. The stripes are fixed around the cub's left arm slightly above the elbow.
Hobby Badges - Cub hobby badges are placed on the cub's right arm in parallel rows
after passing the specific tests for these badges
Second - Scout uniforms. It consists of the following parts -
1 - Headgear, khaki side cap
2 - A neckerchief fastened with a ring (woggle) made of leather or any suitable material - the scout wears
the neckerchief after taking the oath (the promise)
3 - Khaki shirt with long sleeves
4 - Khaki shorts with a leather belt
5 - Long khaki socks folded below the knee and tied with a green garter tab hanging below the fold
on the outside
6 - Black or brown leather shoes
7 - The scout badge made of yellow metal is fixed on the side cap on a piece of cloth of which
the colors differ according to the scout rank

10) The scout staff. It is made of sturdy wood with a length of 150 cm and a diameter of 5 cm and divided into units
each 10 cm long and each unit is divided into centimeters
Scout Badges
The scout carries the following badges
1 - Shoulder knot made of wool, 12 cm long and 1.5 cm wide in the color of the patrol and fixed to the shirt
at the top of the left arm directly below the shoulder
2) Shoulder badge to distinguish the name of the troop, written or embroidered on a rectangular piece of cloth with the width of the name
ranging in length from 6 - 8 cm and placed on the right arm directly below the shoulder
3) Fabric Scout badge - placed in the center of the vertical middle line of the left pocket of the shirt
4) The Assistant Patrol Leader carries the same scout badges with the addition of a white stripe to the right of the pocket
on the left, and the Patrol Leader carries the same official scout badges with the addition of two white stripes
on the left pocket.
The Troop Leader (Platoon Commander) carries the same scout badges with the addition of three white stripes on the pocket
on the left vertically, so that the scout badge is centered above the third stripe.
5) Patrol flag - triangular in shape, its base is 20 cm and its height is 25 cm with curved sides, provided that its background is
white with the patrol symbol in black.
Third - Senior Scout uniform. It consists of the following parts -
The Senior Scout wears the boy scout uniform with the addition of a crimson stripe on both shoulders
this is how Senior Scout patrols are distinguished by a square-shaped piece of cloth with a side length of 3 cm divided by
its diameter into two different colors and fixed to the shirt at the top of the arm directly below the shoulder, and the garter tab is crimson
and the standard scout staff is replaced by the forked staffs
Senior Scout Badges
Made of crimson cloth and placed in the same way as the scout patrol leaders wear them
Shoulder badge - the shoulder badge is placed on the left arm directly below the shoulder in two colors according to the name of the patrol
and colors are chosen according to the patrol and named after the leaders who served the Arab nation throughout history
Patrol flag - the same size as the scout patrol flag, provided that the background of the flag is crimson with the patrol symbol on it

Rover Scout Uniform - Consists of the following parts:
1/ The Rover candidate wears the full scouting uniform and is distinguished by a shoulder mark of green wool
and yellow, provided that the green color is on the inside and placed at the end of the left shoulder.
2/ The Rover (who has taken the promise (oath)) wears the full scouting uniform, provided he wears the
shoulder mark in three colors: green, yellow, and red, arranged from the inside to the outside, and the
leg garter differs from the Scout garter by being red in color.
3/ The Crew Leader is distinguished by two red fabric strips on his left pocket, while the Assistant Crew Leader is distinguished
by one red strip to the right of the Scout badge. As for the Senior Crew Leader, he is distinguished by three red strips on
the left pocket, with the Scout badge centered above the third one.
4/ The Staff -- thumb-shaped (forked).
5/ Rovers are permitted to wear long trousers.
Rover Badges
1- Pocket badge, same as Senior Scouts.

The Crew Leader's badges are similar to the Rover badges, with two red strips fixed on both sides of the fabric
Rover badge attached to the left pocket of the shirt.
As for the Assistant Crew Leader, he is distinguished by one red strip on the left pocket to the right of the badge.
As for the Senior Crew Leader, he is distinguished by three red strips on the left pocket, with the badge centered above the middle
strip.

The tragedy of Palestine is no longer a passing event in the life and history of our Arab nation. Rather, it is a black
stain in the history of all humanity, for it is a crime committed against a peaceful people to expel them from their homeland in the largest
operation of racial usurpation known to modern history without any regard for the principles of human rights and the right
to self-determination. The forces of injustice and aggression, represented by colonialism and Zionism, collaborated in creating
Israel, this loathsome racial tool, to be a source of anxiety and constant aggression against the Arab
countries in an attempt to hinder development, liberation, and developmental and unity projects in the Arab
countries, and so that colonialism and Zionism may have more opportunities to exploit our wealth and loot our resources.
The Arab nation is called upon to mobilize all its energies and capabilities to achieve victory in the battle
ongoing with colonialism and Zionism to restore the stolen right in the Holy Land from its usurpers,
the outcasts of the horizons. There is no doubt that spreading awareness among the youth in schools and enlightening them about the dangers of colonialism
and Zionism, and sharpening their determination to contribute to the holy battle, each according to their capacity and potential, is among the most important
duties of the school. Duty dictates that every occasion should be utilized to explain our great national cause to the youth
and to instill the concepts of liberation and faith in our right and sacrifice for its sake in their souls.
This is—without a doubt—among the responsibilities of the school administration, the teaching staff, and the school activity council,
as use should be made of social studies lessons and other appropriate systematic lessons,
and types of school activities, especially lectures, seminars, speeches, newsletters, school journalism,
school radio, the library, and others to raise their awareness of the dangers of colonialism and Zionism and make them feel their role
and responsibilities as citizens to face these dangers, provided that this is done according to a studied plan.

in Iraq have decided to build a children's clinic in Al-Ra'idin neighborhood, in which the sons of
the people participate out of a sense of responsibility, a desire to do good, and a love for contributing to the rescue of
those blossoming buds from diseases and infirmities.
Our honorable male and female educators are invited, as much as effort allows, to extend

Please instruct the physical education teacher in your school to attend the preparatory course
organized by the Directorate of Student Activity and Girl Guides in the hall of Al-Hariri Secondary School from
two-thirty in the afternoon until four o'clock during the period from 21 / 1 / 968 until
25 / 1 / 1968, for the purpose of training teachers on leading girl guide teams and following these instructions -
1) Each teacher must attend in full girl guide uniform (wide navy blue skirt, white men's
style blouse, navy blue tie, low black or brown shoes. The use of high-heeled shoes
is not permitted
2) Each teacher shall bring a notebook, a pen, and a quantity of colored knitting wool
3) Drawing papers with paints
4) Some colored threads with scraps of fabric pieces

On the occasion of the upcoming mid-year break, student delegations are permitted to travel to Arab countries
and neighboring countries Iran and Turkey, provided that the following points are observed -
1/ The size of the delegation must be appropriate in terms of number to facilitate its management.
2/ A person who possesses ability and leadership shall assume responsibility for the delegation to be a good role model for its members.
3/ Delegation expenses are calculated, and an expenditure committee is formed from the head of the delegation, one supervisor, and two
students.
4/ The head of the delegation shall be responsible for any inappropriate behavior throughout the duration of the trip.
5/ The school administration pledges that its student delegation will not approach the responsible authorities in the
neighboring countries they visit requesting assistance, and the delegation shall bear the expenses of subsistence, housing, transportation,
and other incidentals -
6/ Establish a timeline that ensures the early return of the delegation to avoid causing concern for the students' parents,
noting that we will not approve any extension requested by the delegation.
7/ Full names of the delegations and administrators, including surnames if any, must be submitted to this Directorate for
approval.
8/ In case the delegation travels by car, the delegation management must adhere to the following instructions -
a - Ensure the safety of the vehicle in various aspects before agreeing to rent it.
b - Deal with a well-known and insured insurance company and obtain a written pledge from the company
to maintain driving standards and adhere to traffic rules to prevent the occurrence of
unfortunate accidents.
c - Closely monitor the driver by the trip supervisor to curb recklessness
regarding students' lives and other violations.
d - Adhere to the number of students the car seats can accommodate and never allow them to use
the roof or sides for riding at all.
e - The delegation supervisors are responsible to this Directorate for what is stated in the paragraphs above,
and violators will be punished with the most severe penalties.
9/ Scouting trips shall be strictly within a scouting scope in terms of organization, activities, and the scouting
uniform, so that the delegation is a good example of scouting organization and capable of performing its scouting duties.
10/ It is not permissible to bring any person, whether a student, teacher, or employee, with the delegation unless they are
affiliated with the school.

Two meetings were held in our directorate for physical education teachers for the Rusafa and Karkh education directorates
on Saturday and Sunday, December 23 and 24. The meeting was attended, in addition
to the physical education teachers, by the two sports supervisors ⟦...⟧. The following was
done in this meeting:-
1- Explaining the preparations for the Fourth Arab School Sports Tournament to be held in Baghdad in
the first half of next September, and urging teachers to continuously train students and encourage them
to participate in the provincial teams and pay transportation fees for students during their training.
2- Opening training courses for teachers in track and field, basketball, football, and teaching methods
in the second half of the year.
3- Contacting the Accounts Directorate at the Ministry of Education regarding allocating an amount of 250 fils as transportation fees for officiating
matches.
4- Printing the international football laws and distributing them to schools.
5- Holding a meeting between the Director of Rusafa Education and the Director of Karkh Education to discuss the issue of classes
and calculating lectures based on them.
6- The necessity of holding a preliminary meeting at the beginning of the year between the teachers and the sports supervisor for each directorate to discuss
various sports matters.
7- Introducing handball in middle and high schools after opening special courses for it and printing its
international laws. Please circulate this to the schools affiliated with you...

The Administrative Board is pleased to announce to all brothers covered by this statement
that after sincere efforts and with the help of the competent official authorities, it was able
to succeed in securing the basic steps for establishing a committee emerging from the club
whose mission is to work on providing residential lands and obtaining official permission
to distribute them to members equally and enable them to obtain the financial facilities
guaranteed for their establishment and building houses on them.. Therefore, all brothers who
wish to take advantage of this valuable opportunity are requested to register their names with
Mr. Ghazi Al-Ahmadi, Secretary of the Administrative Board and Observer in the Directorate of Education
for the Baghdad Brigade / Rusafa (Telephone ــ 29035 ــ) and inquire from him about all
matters related to that, provided they meet the following conditions.

1- That he is continuing in service and his nominal salary does not exceed (50) dinars per month
2- That he has not obtained a piece of state-owned land from any cooperative society whatever
it may be or any other entity.
3- To acknowledge the system of the cooperative society affiliated with the club and to pledge full commitment
to its conditions and payment of its subscriptions.
4- The member has the right to withdraw from the cooperative society in case he does not obtain
a residential plot of land within a maximum period of one year from the date of membership
