1 - The Baghdad District Governorate / Local Administration informed us by its letter No. 3439 on 30 / 9 / 1967
regarding the employment of teachers in the artistic field in other departments as follows:-
A - Not to contact them regarding requests from teachers with artistic specialization to work outside official
working hours except after obtaining the approval of the General Directorate of Education - Directorate of Fine Arts.
B - All previous approvals for their employment that were not associated with the approval of the Directorate of Fine Arts are considered
canceled, in order to support artistic activities in schools and artistic institutions belonging to the Ministry of Education.
It is also forbidden for teachers to work outside working hours in any entity whatsoever without obtaining
official approval in accordance with the provisions of Article Five of the State Employees Discipline Law No. 69
of the year 36, as amended.
2 - We note for you below what was stated in the letter of the General Directorate of Education - Directorate of Fine Arts
No. 29680 on 15 / 8 / 1967 regarding the same subject:
A - Approval is not given for the employment of those assigned to work in artistic activity due to the lack of compatibility
between their original work and the additional work in other departments.
B - Requests from teachers and instructors specialized in the artistic field who are not assigned
to artistic activity to work in other artistic departments and institutions shall be considered, provided that their original work
does not conflict with the additional work, and that it be by request from the departments that will employ them
stating the extent of their need and the specific time and duration for that.
C - Teachers and instructors are not allowed to work in officially licensed private acting troupes
except after obtaining official approval according to the text of Article Five of the State
Employees Discipline Law No. 69 of 1936, as amended.
D - Requests from those wishing to work after official working hours (through the Directorate of Education),
who are covered by paragraphs B and C above, shall be sent to the Directorate of Fine Arts for consideration regarding
teachers. As for instructors, the aforementioned directorate will contact the Ministry of Interior
and the Baghdad District Governorate / Local Administration regarding the subject.
Accordingly, please adhere to what is stated above and communicate it to all members of the educational family and consider it a prohibition
from working for all those who were working in other departments until now, otherwise
the violator will be subject to disciplinary penalties in addition to the responsibility of the school administration for failure to notify.

and school administration No. 1 of 1967 sent to you (sufficient copies) under our letter numbered
6238 and dated 7/25/1967. In view of the importance of these instructions, we hope to emphasize to the
school administrations linked to you the necessity of taking care of what is stated therein, and that inspectors follow up on their implementation in addition
to the recommendations mentioned in the collection of instructions under discussion and adopt them as further directives, holding accountable
anyone who disregards knowledge of them or neglects their application. For our sake,

any deficiency in the scout's equipment. Out of our desire to unify this, it has been decided that the colors of the scout
neckties shall be as follows -
