Based on the inquiries received by us regarding the disbursement of the library's share of donations
for school activities, we emphasize the necessity of spending this share on purchasing books
that the school needs in the first place, and whatever remains is spent on other necessary
needs of the library, such as supplies, furniture, and bookbinding, when a special and suitable
place is available for it. In the event that this share is insufficient, the profits from the school shop
shall be used to supplement the aforementioned necessary needs.

In a short period, the winter season will arrive, and brothers and sisters of yours among the poor,
widows, the elderly, orphans, and children who are like your own children among those who have lost a father's care and a mother's affection, will suffer from the severity of its cold.
The society, having found goodness in you since its formation, does not consider participation in this project a duty imposed on you by
the humanitarian aspect, because it is an honest expression of compassion, checking in, and good care for others in their days of hardship -
It was said of old that man is civil by nature, meaning that he cannot live alone and without his cooperation with others.
The national government, while contributing in various fields, has spared no effort in providing aid
to this group of people, as you know, O noble citizen, but the aid that you provide to your brothers
in need has great significance and indicates the individual's sense of duty towards his country and the people of his town. This, and we hope
the honorable citizens to be at the level of the hope placed in them in supporting this charitable project with the
generosity they are accustomed to ("And cooperate in righteousness and piety, but do not cooperate in sin and aggression").

We have noticed that most administrations of private secondary schools do not give the issue of providing textbooks
to their students sufficient attention, which forces the student or his guardian -
to visit the book warehouses belonging to this Directorate for the purpose of purchasing them directly. Since
this leads to disruption of work in those warehouses, in addition to wasting the students'
time, we emphasize that the administration of each private school must receive its students' needs of
the aforementioned books and distribute them to them at their officially determined prices at the beginning of each
academic year.

It has been observed recently that some students come to schools during working hours in sports clothing
(tracksuits) and walk in the streets in this clothing. Since the purpose is to benefit from it in sports lessons
only and in sports parades, we request that you inform all schools not to use
this clothing except during sports lessons, in order to maintain its cleanliness and durability. Otherwise,
students' clothing in schools will become varied in styles and colors, which contradicts the taste and intent that
we all desire.

Subject / Prohibiting the beating of students
⟦line⟧
On the occasion of the start of the school year, this Directorate wishes to place before school administrations
and their teaching staff our letter numbered 3792 and dated 10 / 5 / 1967 listed
below, hoping to adhere to what is stated therein and follow up on its implementation.
Ibrahim Amin Baldar
p.p. General Director of Technical Affairs
Text of the Letter
⟦line⟧
It is observed that some teachers or instructors are sometimes driven for one reason or another to beat students
or direct insulting and offensive words to them. By doing so, he does not only deviate from the sound principles of
his professional duties which prohibit him from using physical punishments and public insults
as a means to achieve educational goals, which mean, among other things, the growth of the student's personality mentally,
morally, and socially, but he also demonstrates his inability, lack of resourcefulness, and lack of appreciation for the results of his work.
By this behavior, he works to extinguish natural good tendencies and authentic mental flashes
in his students instead of fostering them. He pushes them with his severity and cruelty toward anxiety, hatred, and humiliation
instead of directing them to the rational and good paths...
To address the disciplinary problems of students, which are usually the result of ignorance, negligence, or lack of
deliberation, the teacher or instructor must resort to his tact and skill, to analyzing matters and investigating
the causes, and to seeking the assistance of the students' parents, and finally to the disciplinary measures that
the school administration takes charge of implementing. Provided that this is accompanied by a broad understanding of the students' growth requirements,
abundant sympathy for their problems, and deep appreciation for their needs...
Therefore, it is strictly forbidden to beat students in schools or reprimand them with insulting words.
Please inform all the schools in your province of this to act accordingly, follow up on its implementation, and take
what is necessary to hold those who violate this accountable with all precision and severity, and inform us.

laws, and instructions, due to the bad results that lead to grave harm for both
parties. We hereby attach for you a copy of the letter from the Directorate of General Technical Affairs / Directorate of

Based on what was stated in the letter of the General Directorate of Vocational Education No. 36648 on
26 / 9 / 967, we confirm what was stated in our circular No. 41749 dated 26 / 9 / 967
which includes the necessity of commitment to wearing the unified uniform by female teachers,
employees, and students, and the need to avoid makeup of all kinds, as makeup is an admission
of backwardness. Virtuous educators must focus on this aspect and make the students understand the harms
that result from makeup. We will not hesitate to hold violators accountable and consider
