Milk is universally considered a basic and primary food for the child; therefore, it was necessary to provide between 3-4
cups of milk per day. The kindergarten curriculum has paid attention to this aspect and emphasized creating healthy
attitudes among kindergarten children regarding milk consumption and demand for it. There is no doubt that providing milk to the child in an actual way also
would strengthen the efforts made to achieve the curriculum's goals at this stage. This is from one side, and on the other
hand, a child's presence with other children makes them more compliant and responsive to accepting drinking milk than if they were
alone at home.
A child, after leaving home at 8:00 AM, is found after two and a half hours of movement,
activity, and effort, needing healthy, sound food that renews their activity, grows their body, and gives them the ability to continue
their school activities with flowing vitality. Milk is the best thing to compensate for this need. If the majority of children consume milk
and some are prevented from it under the pretext of their parents' disapproval, this would cause significant psychological harm to the child deprived
of consuming milk. From all this, it becomes clear that involving all children in consuming sterilized milk is an essential matter
that absolutely no one can be excluded from in places where it is available, except by a special report from the Student Health Directorate in
the District. The quantity of milk required to be given to each child is 1/4 bottle of milk monthly costing 600 fils
per child, and the kindergarten is obligated to give it to the child from the bottle or through a container whose volume equals the specified amount.
At least one cup of milk can also be given to the child every day, i.e., one-third of a bottle, and in this case, the
kindergarten collects an amount of 400 fils monthly from each child. Milk subscriptions are collected and spent by a committee composed of three
teachers under the supervision of the kindergarten director.
We hope that these notes are recorded at the beginning of each year on a special paper and sent to the parents of the children so they may be
aware of the reasons why their children must consume milk in kindergarten. When any problems or difficulties occur in this regard,
it is expected of the director to use her tact and diplomacy in persuading the child's guardian in a calm and dignified manner to accept the idea
and contribute positively to its realization for the benefit of the child. It is also the duty of the administration to supervise closely what is distributed
in terms of giving milk to children in a healthy way so that the utensils used for drinking are clean. Also, its contribution to creating
a comfortable and refreshing atmosphere helps children greatly to consume milk with great eagerness and increasing desire.
Please circulate this to all kindergarten schools in your district to act accordingly.

With reference to the letter of the Directorate of Education of Karbala District No. 41/19610 on 10/26/1967
Regarding the participation of repeating students in the fifth grade of secondary school in practicing school activities
And including them in the district select teams, it has been decided -
1) Allowing the repeating student who failed one year in the fifth secondary grade and who attends
remedial classes in the same school to practice school sports activities, and they may be included in the district
select teams.
2) The Institute of Teachers for Physical Education in each district has the right to participate in the district's sports activities
and its players may be included in the district's select teams.
3) In the event that there is no Teachers' Institute for Physical Education in the district, there is no objection to including the players of the Teachers'
Institute with the Teachers' House and participating with their team and representing the district in the select teams.
4) It is not permissible to replay any match that took place before this circular and in which the students covered by articles one

God Almighty has blessed us with health, ease, and luxury of living, and it is part of our
recognition of His grace and gratitude for His blessings that we give some of His blessings to His poor servants.
It is no secret that some of our brothers live in hardship and distress. It is our duty to help them
and the Winter Aid is a humanitarian project and a religious and national duty. To that we call our brothers and sisters
of male and female teachers, and God is the Granter of success, noting that donations are mandatory from a moral
and humanitarian standpoint, provided that each school organizes the collected donations in an official letter mentioning the name of the donor,
their nominal salary, and the amount donated. The letter is to be sent in two copies with the donated amounts by the hand of the principal
or the assistant principal of the school, and the second copy will be returned to you signed by us as confirmation of receipt. Below are
the donation rates, and we request you act accordingly.

This committee has recently noticed an increase and scramble by many
authors, publishers, and private bookstore owners in visiting school administrations
affiliated with our directorate across various educational stages to pressure them, attempting
thereby to promote and sell their books and publications to students without regard for the regulations
and instructions followed in this matter, exploiting their influence on teaching staff over students
for their own objectives.
In view of the requirements of the public interest, this committee emphasizes and requests school
administrations affiliated with our directorate, across all educational stages, the necessity of not
complying with or accepting such attempts and various pressures they are subjected to by
these individuals through their persistence and frequent visits. The committee has also decided that it is not permissible to purchase
more than two copies of any book or work presented to them to be funded from the library activity
quota (noting that this book or publication must have received
prior approval from this directorate or from other competent authorities
in the Ministry of Education recommending its purchase and acquisition), so that school administrations
can benefit from these funds allocated for library activity in purchasing the largest possible number of
valuable and useful books directly related to the sacred profession of teaching.

In the thirty-fourth session of the Council of Ministers held on 9/27/1967.
Your letter numbered D/10/1/830 and dated 9/24/1967 was presented, explaining what was caused by
the setback suffered by the Arab nation as a result of the treacherous aggression of various reactions
among the people, which affected their morale and was followed by a great impact such that the enemies
among the tails of colonialism and the fifth column began working to exploit this for their benefit and the benefit of
their masters. Since it was necessary to keep the people in all their sectors maintaining high morale
and positive drive, it is necessary to make this setback a starting point for strong and effective national action in order to
overcome what it left behind and remove what it produced. All of this requires broad awareness covering various circles
of the people, in which all media outlets contribute, including radio, television, and the press, and all
government agencies. It is proposed that the media outlets perform broader activity in this field and
that various institutions contribute to this awareness campaign, and that school principals and deans of
colleges and directors of other institutions and facilities be asked to deliver special lectures explaining the dimensions of the ongoing
battle between the Arabs and their enemies, keeping the citizens tied to their major cause and preventing it
from being forgotten. We request that the matter be presented to the Council of Ministers to decide what it deems appropriate in this regard.
After deliberation, approval was granted for what was contained in the proposal of the aforementioned ministry.
This resolution was issued in accordance with the provisions of Article (44) of the Interim Constitution.

Confirming what was stated in our letter No. 41699 on 10/9/1967 and clarifying the provisions of
the first paragraph of Article (24) of the Secondary Schools Regulation No. 54 of 1954
it was decided to follow the following instructions, please circulate them to the school administrations
affiliated with you to act accordingly to raise the scientific level of students starting from ⟦...⟧
1- Monthly exams are conducted for each student during the first and second semesters
2- The grades of every two months are considered an average for them
3- The average grade for the two months is calculated as the result of the average of the written and oral exams
4- The single semester grade is considered the average of the monthly grades for that semester.
5- The distribution of averages for every two months must not be delayed beyond the first week of the following month
6- The annual effort grade is calculated as the average of the first and second semester grades and the mid-year
7- The annual effort average is added to the final exam grade and divided by two, and it is considered
the final grade.

Some schools, especially private ones, are lenient in admitting children to the first grade
Contrary to the regulations and instructions regarding the age limit; so if they pass to the second grade and transfer
to another school, the school administration is forced to return the student to the first grade. In view of what these
violations have in terms of disadvantages whose consequences are not appreciated by the headmistresses and headmasters of the mentioned schools, we therefore see that
all elementary school administrations should be notified that the male or female student in this case will remain in the
second grade to which they passed because it is an acquired right, unless their guardians agree to keep them in the
first grade. Hoping that school administrations will adhere to the regulations and instructions notified to them with complete precision,
especially those related to the age limit. The school administration will be punished with the severest penalties if it violates
this, and the general registration records and identification books will be subject to inspection by female and male inspectors
in the province. Please take the necessary action and inform us.
