Art. 1: Desiring to benefit from table tennis revenues and organize their expenditure in the best way, we have decided to set the following
instructions, which must be followed in all schools of various types and grades, and proceeded with in full precisio⟦line⟧n

and gives a copy of it to each member of this committe⟦line⟧e.
Art. 5: The game management committee elects three students from among those who are known for their activity, love of work, and integrit⟦line⟧y
to manage this game according to the following order: ⟦line⟧
A ⟦line⟧ One student shall be responsible for recording the incoming amounts in the daily ledger according to form No. (1). ⟦line⟧
B ⟦line⟧ The second student shall be responsible for collecting the daily revenue⟦line⟧s.
C ⟦line⟧ And the third student assists his two colleagues in their work and supervises the progress of the matches related to this gam⟦line⟧e.
At the end of the day, the three students present the (daily revenue) to the chairman of the committee (the assistant school directo⟦line⟧r)
after the second student (responsible for collecting daily revenues) signs at the end of the page, and these three student⟦line⟧s
must be replaced at the end of each month with three others in order to involve the largest possible number of student⟦line⟧s
in managing and facilitating this game, and it is permissible to re-elect the student a second time during the school year.
However, if there are multiple tables in the school, a special committee is appointed for each table according to what was stated in the fifth paragrap⟦line⟧h.

Art. 6: Table tennis revenues are collected from the competing students, provided that the losing student of the match result pays an amoun⟦line⟧t
of (five fils) for a single round consisting of (21) points.
Art. 7: The daily ledger is organized according to form No. (1), and in it are listed the names of the losing students and the amounts they pai⟦line⟧d,
and at the top of the page, the name of the day, its date, and the number of the summ⟦line⟧er.
Art. 8: It is absolutely not allowed to put this game up for auction or to rent it ou⟦line⟧t.
Art. 9: The school administration keeps the daily revenues, provided that they are recorded in a special register according to form No. (2).
Art. 10: The committee maintains a special register called the Table Tennis Game Accounts Register, in which the daily revenue⟦line⟧s are listed,
and it shall be responsible for the accuracy of these accounts.
Art. 11: The first page of the table tennis account register shall include the following: ⟦line⟧

9 - The school administration must observe the following points when organizing the trip / -
A - Determining the purpose of establishing the trip.
B - Selecting the places the school intends to go to.
C - Studying the things that can be seen during the trip.
D - Preparing the necessities and equipment for the trip according to the nature of the place, such as water, food,
clothing, and others.
E - Obtaining the approval of the students' guardians.
F - Explaining the subject of the trip adequately so that students get a clear idea about it before starting it.
G - Maintaining the safety of the students from the dangers they may be exposed to during travel and choosing
the means of transport that are safest for the students.
H - Distributing some responsibilities among the students to contribute effectively to what the trip requires in terms of
organization and coordination.
10 - Scouts and class tours that are usually held on Monday or Thursday afternoons are excluded from the above
within the town (the area) for visiting and touring some important places and projects, provided that
the school administration notifies this directorate.
11 - The school trip, tour, or visit stops if it occurs on a rainy day or unusual weather,
and a new approval is obtained for a new date.
12 - The trip application contains the following / -
A - The intended destination of travel in a correct and accurate manner
B - The number of students participating in the trip.
C - The number and names of the companions for the students
D - The day and date of departure and return.
13 - It is not permissible for any member of the educational staff assigned to an official duty such as sports or scout refereeing
or participation in an official course or any other official assignment to participate in the trip if
the official assignment and the trip occur on the same day, and the violator of this article will be held accountable according to the regulation.

particular.

Regarding the delegation of certain powers according to the Law
Stamp Duty
Pursuant to the provisions of paragraph four of Article thirty-nine of the Stamp Duty Law No. ( 50 ) of the year
1950, we hereby authorize all heads of departments mentioned in the first article of the aforementioned law under the term
( Government employees ) the authority to rectify documents that have not fulfilled the full or partial duty or whose stamps have not been cancelled
as necessary, by collecting the stamp duty and cancelling it according to the instructions of paragraph ( 1 ) and imposing the legal fine
then issuing a certificate signed by him on the relevant documents themselves stating that the aforementioned documents have become
legal.

Subject: Signing documents with liquid ink
This directorate has noticed that some of the payment authorization notes, payroll lists, and others
of other disbursement documents submitted to the treasuries for disbursement are signed by the holders
of the entitlement with a copying pencil and sometimes in an unclear manner, contrary to the provisions of our circular numbered 4840
dated 10 / 3 / 1947, and since this is not without risks that may cause damage
to the treasury, therefore we request noting the necessity of obtaining the signatures of the entitlement holders on all
disbursement documents with liquid ink and in a clear manner, and informing us of your receipt of this circular of ours.

Financial Instructions No. (1)
Regarding the method of affixing and canceling financial stamps
Based on what was stated in Article 14 of the Stamp Duty Law No. 50 of 1950
We issue the following instructions / -
1- Financial stamps required by the relevant papers subject to the provisions of
the Stamp Duty Law shall be affixed upon signing those papers or after printing them and making them ready
for processing, provided that the affixing is either every two stamps affixed side
by side (ensuring the edge of one stamp is not over the edge of the other) or by affixing
each stamp individually separated from the other by a distance that ensures the legal cancellation is performed
correctly. The cancellation of stamps shall be as follows / -
a- A stamp affixed individually is canceled by the date and signature or by a thumbprint or by a seal
using ink or another indelible substance, provided that this cancellation process is completed
such that part of the date and signature or other (what stands in place of the name) is on the stamp
and the other part is on the paper.
b- The same method described above is followed in the case of canceling two stamps affixed side
by side.
c- Papers in which some or all of the cancellation conditions described in these instructions are not met
the stamp duty shall be considered unpaid in the amount for which the cancellation conditions were neglected, and
the duty shall be collected again for this amount in addition to the penalties stipulated in the law.
To clarify this, let us assume a certain paper has multiple stamps affixed to it equivalent to
twenty fils in a manner contrary to what was stated in this legally required duty. If
one of these twenty-fils stamps is canceled in a manner contrary to these instructions,
the duty is considered unpaid in the amount of twenty fils, and the twenty fils must be collected
again and canceled as explained above.

The project of Parent-Teacher Councils is a democratic educational-social project that assists the school in performing its duty.
The educational process cannot be completed or succeed with guaranteed success unless the home cooperates with the school and unless the student enters
his school with his parents on his right and his teachers on his left.
This project previously proceeded in a stumbling manner; it succeeded in some schools and performed its duty, but failed in others
and caused us many problems.
Whatever happened does not weaken our resolve to achieve it, oversee it, work towards its success, and benefit from our previous mistakes.
Therefore, we hope that your view of this project will be serious, firm, and conscious of the necessity of achieving it and working on
laying its foundations anew. Countries of the world—even the developing ones—have begun organizing it in a sound manner.
We have tentatively set these steps for it:
1- The project shall be applied in kindergartens, model schools, and non-double-shift primary schools in the centers of
provinces, districts, and sub-districts, leaving out village and rural schools unless some of them desire otherwise.
2- The project shall be optional in double-shift primary schools.
3- The project shall be optional in intermediate and secondary schools for boys and girls.
4- The election of parent councils shall be conducted according to the previous method followed in organizing councils.
5- No subscriptions shall be collected from fathers or mothers.
6- Every inspector (male and female) shall be responsible for the Parent-Teacher Councils in the schools affiliated with them and they shall
be in contact with our directorate and the General Inspectorate.
7- The council meeting shall be held at least twice in the first half of the year and at least twice in the second half,
unless there is a need for a council meeting.
8- Every meeting must be attended by the school inspector (male or female) in the center, and if circumstances permit in the district
or sub-district.
We hope that this project receives your care and your serious outlook. Every social project only succeeds if
those in charge of it believe in it and are keen on its application and implementation. In this era, we must walk with
the walkers and work with the workers, and our mistakes should be encouraging and motivating for serious, fruitful work.
