School libraries in general are considered among the most important means that a teacher uses to achieve
the desired educational goals — and they are an integral part of school activity and school life. Fruitful teaching
cannot achieve its objectives by relying on a single textbook. Rather, it depends in its method on —
utilizing numerous auxiliary books that can be provided to students in appropriate numbers through
school libraries alongside other educational materials. From this standpoint, we find that the school library
is considered an important educational center in the structure of the school, and a school cannot be complete without it, and its absence is considered
a major deficiency that hinders the expansion and diversification of methodological experiences and giving them deep meanings to achieve integrated growth for our
student sons.
As for classroom libraries, they are also considered school requirements, as there must be a small library in every classroom
where teachers collect a number of books, newspapers, magazines, and references that suit the students' level
(Paragraph 3, page 77 of the collection of instructions for curricula, books, educational aids, and school administration
No. 1 of 1967) alongside the main school library, whose books must be
sufficient, diverse, and well-chosen so as to satisfy various aspects of students' interests and suit their abilities
(Item five of the same collection of instructions, page 79, and there are full details in the section on school activity
/ Libraries, page 107 of the mentioned instructions regarding what schools can do in this
field). Therefore, and on the occasion of the beginning of the new school year, we urge all school administrations and their educational staff
to take the initiative cooperatively to direct more care to the establishment of the aforementioned libraries and organizing
the benefit from them to achieve the goals we all work for, especially since you realize that the school library,
no matter how organized and full of valuable books it may be, is useless if it is not utilized through special care
and various technical methods, and the cooperation of teachers to interest students in borrowing its books
continually to read them at home and submit reports and summaries of them to their teachers. Also, the teacher's work
is deficient if they do not link their lessons to the sources available in the school library. The criterion for the school
library's work is its success in providing more and more effective services to all school students continuously.
We are waiting for you to provide us with your procedures in this regard...

Hoping you read it carefully and work on its implementation, noting the following points: —
1 — No excuse from any school administration claiming the unavailability of a library room will be accepted, and we believe that the presence of a library in every
elementary school without exception is necessary and essential, as books can be placed in a cabinet in the administration room
or the teachers' room.
2 — Arabic language teachers must encourage students to read by lending books to students —
to read and summarize them.
3 — It is possible for the teacher to read the story in the primary classes while the students listen to them.
4 — It is possible to utilize the lessons of an absent or on-leave teacher and benefit from the library books in the
following manner: —
A — Reading a book to the students in the class and requiring them to summarize it at home.
B — Reading a topic from a book and discussing it in class by asking questions.

C- Distributing books to students for reading if their number is sufficient for all students in the class
5- It is not permissible for the school administration not to spend the sums allocated for purchasing books for the library on the pretext of the non-
existence of a library in the school (Note the first paragraph)
6- Every teacher is obligated to benefit from the school library and use its books. As for the task of organizing its records
and the book borrowing records, it must be assigned to the school assistant in large schools (in case
there is no specific teacher for the library) or to the Arabic language teacher in small schools in exchange for exempting him
from supervision and reducing two hours from his quota if that is possible
7- Books related to the principles of teaching academic subjects must be available in the library of every school
regarding general teaching methods and auxiliary books, and the inspectors (males and females) will observe this and evaluate
the efforts of the teachers (males and females) based on it
8- It is preferable to work on preparing a special room for the library and providing it with the necessary furniture such as cabinets,
tables, and chairs, and if a room cannot be found, then the necessary cabinets must be prepared to place the books.
9- Allocating one period every month in Arabic language lessons for reading in the school library
or in the classroom, and the school principal must organize a fixed schedule for that which shall be subject to inspection.
10- As for classroom libraries, due to the lack of necessary capability in terms of classroom capacity and the large number of
students and the lack of sufficient cabinets and the presence of double-shifts, all this makes achieving the existence of these libraries
a difficult matter, except that such libraries must exist in schools where the capabilities are available.
Hoping that these instructions will be taken into consideration and that the school administration works with the teaching staff
to strengthen the school's entity and take interest in it.

While we emphasize our previous letters regarding school libraries, aiming to organize
and enrich them with useful books, and to urge the student to benefit from them and make them important sources for the educational
environment... Therefore, in this regard, we would like to emphasize to the various school administrations
the necessity of adhering to the following matters:-
1- Not squandering the funds allocated for library activity and limiting spending to the library
and related matters such as books, cabinets, and furniture that belong directly to it, which
would prepare suitable conditions for an organized school library.
2- The necessity of choosing good and useful books that deal with educational, professional, and scientific topics -
which are directly related to the teaching profession at its various stages to be a basis for the professional school

books of glorious heritage and major international literary works that explore various fields of human
life, because we see that such books and writings are important and of great benefit in deepening
the student's perceptions and expanding the horizons of their knowledge to absorb good production from the sources of culture
modernity, and so that the youth are aware of the civilizational essence upon which our Arab human was formed,
and to know the intellectual and scientific capacities and potentials that lie in this heritage, which can -

★ Write in the field "Nominal salary with allowances" the total nominal salary with all allowances such as cost of living allowances and lecture fees, provided that they are free of any deduction, including pension deductions estimated in Dinars and from

Subject: Instructions regarding the group trip to Cairo during the mid-year spring break
⟦line⟧
In view of the completion of the final steps regarding the group trip to Cairo with the airline during the
mid-year spring break... we would like to clarify the following points, requesting those wishing to travel to adhere to them and act accordingly:
1- The traveler must pay an amount of (26) Iraqi dinars to one of the authorized committee members in exchange for a receipt
for the travel ticket and the collective itinerary for the trip, within a maximum period of 1/25/1968.

2- The traveler is not allowed to recover the paid amount after obtaining the travel ticket; however, he has the right to transfer
it to another person after informing the committee and obtaining its approval at least one week before the specified travel day.
3- A member is not entitled to obtain a travel ticket except after filling in all the required information in the form ⟦line⟧
pertaining to joining the group trip, which is available with the committee members according to the followed procedures.
4- Movement on departure and return is restricted to specific times in the itinerary and on the travel ticket, and whoever violates
this forfeits his right to travel, as is the case with the regulations regarding air travel.
5- Travel shall be by means of passports or identity cards for members, and those who do not have them will have their names included
within a group passenger list according to the group passport that will be issued by the committee from the competent authorities.
6- A child under two years of age is allowed to travel for free, and for those older than that, their guardian must obtain
a travel ticket for them like other travelers.
7- The traveling member has the right not to adhere to the group itinerary upon arrival in Cairo and to stay individually
there according to his personal wish.
8- A traveling member may bring other family members on this group trip
after obtaining travel tickets for them and his pledge that they will adhere to the rules and procedures followed in group travel.
9- Members are entitled, immediately after obtaining travel tickets, to transfer the designated amounts according to the instructions
for foreign transfer of Iraqi currency...
10- The committee undertakes to implement everything mentioned in the group itinerary for the trip and will work to provide comfort
for all members, and it is also ready to answer all inquiries regarding travel and residence in
the United Arab Republic... it will also conduct a special draw on ticket numbers upon arrival
in Cairo, according to which the winner is entitled to obtain a grant of (25) Egyptian pounds paid in cash ⟦line⟧
along with obtaining a free travel ticket outside Iraq during the summer vacation to (((London)))
