It has been repeated many times - with deep regret - the persistence of some who obtain your approval to introduce their books
and publications into school libraries in a manner that is not approved by taste, for the purpose of distributing their books through us.
A group of them brings us collections of their works to pile them up in the department, and their daily visits continue
afterwards to check on daily sales - as if this directorate were a market for selling books - and another exerts
such appeals that reach the level of begging, unconvinced or indifferent to the excuses we provide to him, in which
we clarify that the approval of Technical Affairs for his book or publication is only at the level of recommendation,
in addition to the fact that the financial capabilities of our schools cannot afford to purchase numbers of his work due to the hardship they suffer,
and because it is seasonal, usually occurring at the beginning of the school year when fees are collected from students, but he remains
excessive in his persistence and appeals in a way that suggests to us that his publication is not worth the price of its ink or paper,
because a good book announces itself and has no need for such shameful attempts.
As we present this phenomenon before you, we hope for your assistance in avoiding it by emphasizing the points
following and by other treatments that you may assign according to your expertise: -
1- Strictness by the Book Selection Committee not to accept types that are not at the required level of benefit,
because we are certain that students - especially in primary school - do not pay any attention at all to many of the books
that enter libraries, but rather they remain settled within the cabinets without any attention paid to them, because they are above their level.
2- Emphasizing to book owners not to visit the directorates to mediate the sale of their books at all, because the matter
is left to the school's desire to acquire it or not and according to its financial capabilities.
3- We believe that the book owner should mention the entity or library that handles the sale or publication of the book, so that the follow-up
of sales and purchases is away from us, and to instruct our schools to contact that entity to acquire books according to
the school administration's capability.
As we repeat our request to implement these proposals, we assure you that we are under pressure
and persistence beyond the bounds of what is normal from book owners, and we are waiting for your procedures in this regard.

by them, that there are large numbers of desks, cabinets, and tables piled in the corners of
the school or on the roofs and neglected in a way that draws attention at a time when most of our schools
are in dire need of even a small portion of this furniture. Therefore, we urge school administrations to -
preserve them and write to us to withdraw the surplus furniture in order to benefit from it in
other schools. The school administration will bear all financial and administrative responsibilities resulting from this
negligence, and we hope that school administrations will be keen on state funds. With thanks, please.

The difficult circumstances experienced by our returning brothers on the East Bank
of Jordan and the pain they suffer after their tents and shelters were swept away by torrential rains and buffeted
by winds, leaving many of them in the open, displaced without shelter to protect them from the bitter cold of winter, and in response
to the call of national and humanitarian duty, the Council of Ministers decided in its session held on
24 / 12 / 1967 that the government should take the initiative to provide the necessary aid and relief to the victims and allocated
the necessary financial credits and placed at the disposal of the Ministry of Labor and Social Affairs all capabilities
to deliver this aid as quickly as possible and authorized it to send food, clothing,
blankets, and other in-kind materials to the victims. A committee has been formed in the Ministry of Labor
and Social Affairs headed by Mr. Ahmed Al-Haboubi, Minister of Labor and Social Affairs,
and Mr. Abdul Kafi Arif, Undersecretary of the Ministry, and Dr. Rida Halawi, Director General of Social Services,
and Mr. Fadel Al-Haj Dulaimi, Director General of Social Aid and Relief, and Mr.
Jawad Muhammad Ghali, Acting Director General of Labor and Social Planning, and Mr. Talib
Muhammad Al-Tawil, Director of Accounts, whose mission is to implement the aforementioned Council of Ministers decision
and to accept in-kind or cash donations from citizens for the Ministry.
On this occasion, the Ministry of Labor and Social Affairs calls upon the honorable citizens to
take the initiative in response to national and humanitarian duty to provide in-kind or cash assistance to
the mentioned committee in Baghdad and to the heads of administrative units in the governorates, districts, and sub-districts.

Please accept the cash and in-kind donations provided by honorable citizens and transfer the cash amounts
in the name of the Chairman of the Special Committee formed at the Office of this Ministry, and keep the in-kind donations
with you until our instructions regarding them are received. We would like to clarify that in-kind donations
such as old clothes and blankets are not accepted; receipt is restricted to new ones only. Please take the necessary action in this regard.
Further to our statement issued in our letter No. 9931 dated 12/25/1967, and out of our desire to facilitate the work of
the Special Committee for the Relief of the Affected among our returning brothers in the West Bank of Jordan,

In view of the extreme importance of school libraries in continuing research and tracking
for both teachers and learners, it has become necessary to have a library in every school
and to take great care of it, and for its contents to be accessible to all male and female students
and to direct them towards the best ways to benefit from it, as is the case for
classroom libraries, which are no less important in any case than the school
library. The valuable suggestions contained in the letter of the Directorate of General Technical Affairs
Directorate of Educational Media No. 13820 on 12/5/967 attached herewith

in forming such libraries.

Suggestions
Modern schools no longer rely solely on textbooks for teaching subjects, but have
begun to utilize many reference books and other educational aids to achieve the goals of the prescribed curricula
for the benefit of the student, who is considered the center of school work. Therefore, it has become necessary for the
school library to be a subject of care by school administrations and their teaching staffs, and for great care to be
taken to make its contents accessible to all students and to guide them to benefit from it as much as possible.
It is also the duty of the teaching staffs in all schools to cooperate with school administrations in this
regard by linking aspects of their methodical lessons to the library contents, its useful books, and its beneficial
scientific and cultural sources, and assigning students to submit reports and summaries of their external readings
which benefit them greatly.
As for class libraries, they are also no less important than the main library in the school, given
the direct services they can provide to students, especially regarding books and references in constant
use in the classroom and books usually used to assist slow-learning students,
the gifted among them, and other students in the class. Therefore, organizing a small library in every class is
necessary, provided that it is not limited to its establishment and the piling of books in it only, but by organizing the benefit from it
so that students reap the desired fruits from it. It has been observed that school libraries in many schools
occupy small rooms, while the administration and teachers' rooms occupy rooms originally allocated for the library
or large rooms suitable for this purpose, and this is something that administrations and teaching staffs cannot accept
before others because they realize the importance of school libraries and the necessity of caring for them. Therefore, school
administrations must vacate such mentioned rooms to be occupied by the school library.
It was also found in some schools that the principal occupied one room for himself, the assistant another room, and the teachers a
third room, and the school remained without any library, while the administration and assistants can be gathered in such cases
in one room and the other two rooms utilized for the benefit of students such as the library. Therefore, we request that the largest
room in the school be allocated, even if it is the principal's room, and the library furniture, cabinets, and books be moved to it and given
the proper care. As for schools where a special room cannot be allocated for the school library,
a side of one of its large rooms can be allocated for this purpose because the existence of a school library
has become a necessity that cannot be dispensed with. It has been observed in some schools that the school administration
has exerted thanked efforts to establish and furnish the library, but the library remained poor in its books, and we hope that
priority is always given to equipping the library with useful books for students and completing what is necessary of them
before spending on its furniture. We also found that some schools have established such libraries and students
visit them during some periods during lessons for internal reading, while the library's duties should be
broader than these formal appearances, as it should undertake the weekly lending of books to students to read them
at their homes as part of their school assignments, then returning them and borrowing others. It was also noticed that some
schools do not take the trouble to search the markets for new books useful to students
related to their lessons to continuously supply the library with what is beneficial from them, and that they rely on the suggestions of a
specific teacher who sometimes chooses books that he himself wants to read and not the books that are useful
to the students, whereas the choice of these books should be in all specializations and with the participation of all
teachers and primarily focused on books that students can benefit from, and a list regarding them is submitted
to the Directorate of Education of the Province for approval after being endorsed by the selection committee for school library books
which was requested to be formed in every province. The inspection bodies in Baghdad and all other provinces
will exert their great care in observing the implementation of these important points and emphasizing the necessity of adhering
to them and appreciating schools that exert more of their care for their school libraries and their classroom libraries.
