Some administrations of institutes and morning schools have persisted in selecting lecturers from administrative
staff, contrary to the provisions of Article One of Civil Service Instructions No. 21 of 1960
and No. (2) of 1964. The practice of said employees delivering lectures during official working hours
conflicts with the provisions of Civil Service Law No. 24 of 1960 and the State Employees and
Staff Allowances Law No. 93 of 1967. We request that you instruct the employees under your authority
to adhere to the financial instructions and ensure they deliver lectures outside of official working hours.

(( Copy of the letter ))
It is no secret to you that blood is a vital therapeutic material. The availability of blood at the time and place
necessary saves the lives of a number of patients who need it. Its unavailability leads to
the loss of some of these lives that could have been saved if the necessary blood were available. Donating a part
of the blood of a healthy, sound person does not harm the donor at all and benefits them in some
cases. Patients and the injured in Iraq are in need of blood at all times and
the availability of blood is what saves many of them. For this reason, we call upon you, as you are among the best educated people
of this country and its righteous sons, to please urge your staff to donate a part of their blood
to save the lives of their injured and sick brothers and record the names of those who wish to donate and send them
to us so that we can set an appointment for them to draw blood from them. We also hope that you will please circulate this
letter and the benefits that the donor receives (attached to this letter) to your staff from
ministry employees and to all institutes and schools and urge them to assist the blood detachment when
they visit them. We are ready to attend the institute or school at any time
they assign to discuss the subject and give a general lecture to the students on the subject of blood donation.
We thank you very much in advance.
