The General Directorate of Technical Affairs / Curricula and Books Directorate informed us in its letter No. 3206
dated 1/4/1968 that it intends to develop basic books for teaching Arabic reading and writing
to be taught in the first and second grades of primary school. The Ministry of Education wishes to provide
the opportunity for specialists, experienced people, and teachers to contribute to this vital field. Therefore,
it announces a competition for authoring the following books within (eight months) from the above date, in accordance with the conditions
and specifications set out below. The winners of this competition will be granted the prescribed fees for authoring
school textbooks:
1- Reading book for the first grade of primary school, within (120) pages
2- Reading book for the second grade of primary school, within (150) pages
3- Teacher's guide book for teaching the first-grade primary reading book, within (100)
pages
4- Teacher's guide book for teaching the second-grade primary reading book, within (100)
pages
Conditions
1- It is preferred that more than one author participates in authoring these books.
2- The two reading books are to be authored according to the global method (a mix of global styles: word, sentence, story)
which starts with perceiving whole units and focuses on meaning from the beginning, then proceeds to analyze these units
into their parts, so pupils are trained to recognize their elements such as sentences and words in an organized manner, then
they recognize the shapes of letters and their connection to the ways they are used. After that, pupils are trained
to use the skills they acquire in recognizing new words.
3- It is not required for the first-grade primary reading book to address all reading and writing skills,
as some difficult skills can be taught in the second-grade book according to the learners' needs
and level.
4- The first-grade reading book may rely on the application of the foundations of the global method - the phonetic
sequence style - or it may not.
5- Each lesson shall have a specific subject unit or the subject unit shall be integrated into a group of sequential
lessons.
6- A well-defined plan shall be developed for the two reading books, dealing with defining the skills that the child should acquire
after studying the first book. Also, the skills that the child must acquire after studying
the second book, provided that the authors of the two books aim to achieve the following goals:
In the first-grade book
A- Recognizing the words and sentences taught in this grade, pronouncing them correctly,
and understanding their meanings, provided that the total vocabulary presented in the book does not exceed (300) words.
B- Recognizing the forms of the alphabet letters in both their separate and connected forms and in various cases
and positions.
C- Recognizing the diacritics and their sounds.
D- Acquiring the skill in pronouncing letters from their points of articulation correctly.
E- Acquiring the ability to read easy new words and sentences at the end of the year.
F- Acquiring the ability to understand and appreciate what is read.
G- Acquiring the ability to imitate the writing of words and sentences previously recognized and to perform
the writing of some simple words from memory.

In the second grade book:
A - The ability to read some topics and short stories stemming from the student's environment and experiences, and consistent
with his interests and needs.
B - Gradual acquisition of skills in silent reading with comprehension.
C - The ability to listen with comprehension.
D - Increasing the student's interest in reading and his inclination towards it.
E - The ability to simulate writing words and sentences correctly in terms of spelling, as well as
writing some easy words and sentences from memory.
F - Gradual development of handwriting skills in terms of drawing letters and placing the necessary dots in the
appropriate positions, observing the leaving of spaces between letters and words, and getting used to connecting letters together
correctly while maintaining the straightness of lines and margins.

A - The guide book for the first grade reading book should contain brief information on the characteristics of
children's growth in mental, physical, emotional, and social aspects related to reading
and writing skills at this stage, and explain the foundations upon which the book was based, provided that
this book explains the specific features of the global method and the principles of teaching reading and writing according to it.
The book should also focus on providing exercises for training on analyzing sentences into words,
and analyzing these words into letter shapes and sounds, and training on the use of these elements
in identifying and constructing new simple words not mentioned in the reading book, and introducing the sounds of vowels
and their symbols.
B - The authors of the two guide books should generally aim to present facts and instructions in an
objective manner that teachers can benefit from in teaching directly, and provide adequate recommendations
on how to teach the basic lessons in each of the reading books, especially the lessons which
are intended to train students on specific skills, provided that the exercises specific to these
lessons are included with an explanation of the steps for teaching these exercises and methods of preparing and presenting them to students,
and referring to the educational aids that can be used. These exercises should be clarified
on the basis of a studied plan in which the types of necessary skills and training methods
are taken into account in a gradual manner.

The Design Department in the Directorate of Educational Aids will undertake the preparation of the necessary drawings for the winning books
under the supervision of the authors themselves. The author must indicate on each page the place of the required drawings
and their description. We hope to inform the members of the teaching staff of this circular.

Further to our letter No. 14700 dated 28/3/1968
And out of our desire for the participation of all our student sons in the Hygiene Festival called for by the Secretariat of the Capital
which will be in the current month of April, to show the city of Baghdad in a manner worthy of it and to provide
cleanliness and order for every spot in it, we deem it necessary to involve all school students without exception
in contributing to this fruitful cooperative work, the results of which depend on the extent of what
the individual exerts in cleaning himself first, then his home, and consequently his city, which is what we aim for.
Therefore, please prepare the Scout, Rover, and Guide teams and prepare them mentally first for the purpose of involving them
in a campaign to clean the house and school and the surrounding streets and corridors as much as possible
to show the bright face of the sports and scouting movement, which always seeks
to serve society in various fields, the most important of which is the health field. To coordinate this, school administrations
and teaching bodies are requested to observe the following points with full precision to achieve the desired goal:
1) Prepare Scout and Rover teams and send them to the gathering areas that will be designated for this purpose
under the supervision of the physical education teacher.
2) The work of the Guide teams shall be inside the schools and some streets and corridors leading to the school
under the supervision of a committee from the teaching staff in the school.
3) A committee is formed in each school to supervise the work of the students in cleaning the school building,
its entrance, and some streets leading to it.
4) Rusafa Baghdad is divided into six areas to supervise the work of the Rovers and Scouts,
and the principal of the school that serves as the gathering headquarters shall be the head of that committee.
5) Regional committees will meet on Monday 8/4/1968 at four o'clock in the afternoon
to plan their work for a period of one week.
6) The members of the regional committees shall be as follows:
A - Adhamiya Area: Teachers' Training Application Primary School for Boys.

3) The male and female physical education teachers shall be a good role model in all matters
related to the above subject.
4) Inform the Scouting Activity Branch of this directorate of the day allocated by the school
in this regard, so that officials can visit the schools and oversee all training.

It is noted from reports submitted by specialist inspectors that some
schools have not handed over the funds collected from the sale of textbooks to the treasury, and most of them
receive from the education warehouse in the governorate more than they need, resulting in many books and large sums of money being carried over
to the following year.
We request that you instruct the official in charge of the warehouse in your governorate to hold schools accountable for the distribution
of books and stationery, and not to provide the school with more than its needs based on the number of students, plus
no more than 5% of the number of students in each class, so that books do not remain piled up in schools without benefit,
and to hold accountable the employees who delay the received funds.

Holidays are religious occasions that we honor, sanctify, and celebrate. In a few days, the
blessed Eid al-Adha will arrive, carrying within it the signs of goodness, mercy, and hope that our celebration on this
occasion will be complete, while among us are our brothers from the displaced on the East Bank, victims of the treacherous
colonialist Israeli aggression, who were displaced from their homes and now lie on the ground and take the sky as their cover, and are in dire need
of what the hands of the benevolent among the people can offer in terms of clothes and garments.
O citizens, the government is fulfilling its duty toward these afflicted people, and while it appreciates your noble feelings, it calls
upon you to extend a helping hand to these victims on this honorable occasion, for God does not waste the reward of those who do good deeds.
Moreover, the Higher Committee for the Relief of Displaced Persons in our ministry is receiving all shipments specifically for the occasion of the honorable Eid, and it

Based on the authority vested in us under Articles 1 and 8 of the Law of
Lotteries and Subscriptions No. (2) of 1962.
We hereby authorize the administration of Jisr Diyala Intermediate School to conduct a subscription within the Baghdad area to collect
an amount not exceeding (350) Dinars, three hundred and fifty Dinars, by means of organizing voluntary
donations for a period of two months in Baghdad for the purpose of treating the student Sadad Nuri Omar outside Iraq,
provided that the committee whose names follow submits the following in application of the provisions of Article 11 of
the aforementioned law.
1- Present the receipts used in the subscription to us for stamping before commencing the subscription process.
2- Inform us of the name of the bank where the collected amounts will be deposited.
