My dear respected Rabbi David
I received your letter dated 8/18/932, which carries a request to postpone the consideration of
the allocations for the Tomchei Torah Society
I wish I were able to fulfill this request, were it not for the fact that the community's finances have
reached a dire situation that requires urgent treatment before the disease worsens
and were it not for the fact that time is too short to allow for such a postponement
Therefore, please be so kind as to come to our administration at eight o'clock in the morning on any day

The Committee of Endowments, Schools, Charities, Wills, Orphans, and the Destitute
The Respected [Committee] in the Lay Council of the Israelite Community in Baghdad
Subject: Petition
This committee presented in its petition submitted to the esteemed Council on September 14, 1922, that it had borrowed
the sum of 20,000 rupees at an annual interest rate of 8 percent ⟦...⟧ to fulfill its obligations for the expenses of schools, orphans,
widows, the destitute, and the poor ⟦...⟧ and its advance had been exhausted and debts had accumulated upon it. Therefore,
based on this and based on the decision of the esteemed Council in its session held on September 27, 1922, which ruled to grant it a loan
from the funds of the Mecca estate in (Bombay) amounting to 20,000 rupees at an annual interest rate of 6 percent to settle its debts and release
mortgaged properties for the sake of endowments, schools, and orphans ⟦...⟧ as an advance, the aforementioned amount was received and spent for
the purposes for which the loan was requested. And since the Council's dues from the meat tax and other fees
are still in the collection phase and the amounts received are not sufficient to cover the deficit in the budget of
the committee for the expenses of schools, orphans, widows, the destitute, the poor, salaries, wages, and necessary repairs
for schools and buildings belonging to the endowments, schools, and orphans. And since the committee is in dire need of the sum of 5,000 rupees
to pay the salaries of employees, servants, and other wages, and to perform other duties toward the poor, the destitute, widows,
orphans, schools, and the poor, we therefore request the esteemed Council to approve lending it the aforementioned amount from
the funds of the aforementioned Mecca estate.
