In view of the benefits of holding oratory competitions in encouraging the literary movement and school
activity, and to pave the way for our students' potential to grow and launch in this field,
the intention has been directed to holding oratory competitions between intermediate school students (boys and girls),
as indicated by the Directorate of General Technical Affairs. Therefore, we urge school administrations
to include this type of school activity with great care and attention and to note
the following points: -
1 - Each school must mandatorily participate with one student (male or female) from the intermediate classes and similarly
from the preparatory classes.
2 - The school administration, in cooperation with the Arabic language teacher, shall determine the method of selecting the best
orator, whether through an oratory ceremony at the school or without it, and shall send the article selected
for the competition in two copies to the Artistic Activity Observation at our Directorate before 11 / 5 / 63 to conduct a screening
of the speeches that come to us from the rest of the schools.
3 - We emphasize the necessity of the speech prepared for the competition being written by the contestant themselves, provided that
its subject is about the blessed 14th of Ramadan Revolution or on national, social, and educational guidance.
4 - The method of selecting the first and second winners will be for each educational stage separately (boys' intermediate -
girls' intermediate - boys' preparatory - girls' preparatory). The winners from the schools of
Education / Rusafa will participate with their colleagues from the schools of the Directorate of Education / Karkh in a closing
ceremony held for this purpose, the date of which will be determined later.
5 - We will inform you of the dates for holding meetings for this purpose.

On the occasion of the opening of schools and the beginning of the new school year, we would like to clarify to all principals
of primary schools some financial instructions regarding the organization of expenditures, hoping that what is stated in them
is noted with full accuracy.
1- Expenditure Vouchers
We have noticed that most schools submit vouchers for expenditure that are not formal and contain some errors. To avoid delays
in transactions and to ensure accounting accuracy, we provide the necessary clarifications below.
A- The correct template for the voucher is as follows; please adhere to it by the principals of our schools.

the signature of the seller or the placement of his left thumbprint and the date of sale.
D / The voucher shall be prepared in three copies using an indelible pencil and carbon paper. A 10-fils revenue stamp shall be placed on the first
copy of the voucher if it exceeds one Dinar. Two copies shall be sent to this Directorate
for the purpose of payment, provided they are documented by an official letter referring to the number and date of our approval for the expenditure.
The third copy of the voucher shall be kept by the school administration for reference when needed.
E / Regarding some vouchers provided to the school administration upon purchase from
commercial shops which are printed, we will note the following in them:
1- Mentioning the phrase "I received the amount of" ⟦line⟧
2- The name of the school principal who made the purchase.
3- The type of goods purchased, their quantity, unit price, and total amount.
F / If the voucher is less than one Dinar, it shall be included with the petty cash. If it is more than one Dinar, it shall be sent via
an official letter to this Directorate for the purpose of payment by a payment order note.
G / When requesting approval for expenditure, we ask that each request be in a separate letter.
H / Payment of any voucher will be refused unless it is in the form specified in paragraph (A) or according to the instructions in
paragraph (E) of this letter. The school principal shall bear the responsibility for delay or non-
payment.
2- Marriage Loan
When a marriage loan is requested by the teachers and employees of your schools, please
notify them to provide this Directorate with the information and papers that prove their eligibility for the loan, as listed
below.

===== The Conditions ⟦line⟧
1 - The applicant must be among the male or female teachers who teach the English language
in official schools in Baghdad, and preference is given to teachers of the first and second intermediate grades. Among the applicants, (40) male and female teachers will be nominated through a test to select the participants.
2 - Those who succeed in this course shall be granted seniority in accordance with the provisions of the Civil Service Law.
3 — Preference will be given in matters of promotion, transfer, administrative advancement, and in enjoying fellowships to teachers who
successfully pass this course.
4 — The Ministry will study with the University of Baghdad the subject of calculating the points obtained by those who pass the course
for the purpose of higher university studies.

In line with our plan to revive and strengthen the scouting movement in the schools affiliated with our directorate, and given the start of
the academic year and to prepare and organize well-trained scouting teams, and to provide an opportunity for physical education teachers
to benefit from the topics and curricula of the scouting training camps, it has been decided to hold periodic scouting camps for scouts and rovers
of primary, intermediate, vocational, and secondary schools for boys in batches at the Permanent Central Scouting Camp in
Abu Ghraib, starting from October 27, 1963. School administrations must observe the instructions written
below with all accuracy and attention -
1- The primary school administration nominates five scouts and pays a sum of two dinars from the sports and scouting activity share
against a receipt to the Sports and Scouting Activity Division in this directorate for the team's food and miscellaneous expenses
for a full night as soon as possible, and the physical education teacher or ⟦whoever represents him⟧ from the teachers shall accompany the school team.
2- The secondary, intermediate, or vocational school administration nominates (8) rovers, including the platoon leader
and patrol leaders, and sends the names with a sum of three dinars for the team's food, miscellaneous expenses, and camp participation fee for the school
in full to the Sports and Scouting Activity Division in this directorate against a receipt, provided that the amount is calculated from
the school's sports and scouting activity.
3- The school administration shall make the necessary arrangements regarding the transportation of students and their attendance at the times that will be set
in the meetings preceding the camp at the camp area in Abu Ghraib, as any delay may lead to disrupting
the progress of the camp curriculum.
4- The deadline for accepting participation fees is the morning of 24 / 10 / 963. In support of the scouting movement, that
reformist movement aimed at preparing the good citizen in a sound manner that enables serving his nation and country with
sincere service, we hope that no school will fail to participate in these camps that push the student toward goodness and continuous
work, and grant him strength and accustom him to self-reliance.
5- The camp administration encourages hobbies, manual skills, and various arts; therefore, please
prepare all possible activities to add to the daily curriculum and evening parties in the camp. Multiple prizes have been allocated
for this purpose.
6- Attendance at meetings or the camp shall be in full scouting uniform.
7- The scout or rover shall equip himself with the following items:-
Blankets number / 2, bedsheet, pillow, metal plate number / 2, spoon, fork, rope 2 meters long,
pajamas, towel, canteen, flashlight, sports shorts, rubber shoes, notebook and pen,
camera or musical instrument (if available).
8- The team shall equip itself with the following items:-
Iraqi flag, scouting flag, one water bucket, rugs number / 2.
9- The nominated student must possess the following qualities:-
The nominee must be physically fit, regular in school attendance, of good conduct,
and no school penalties have been issued against him.
10- Physical education teachers or their representatives from primary schools in all areas shall attend
at three o'clock in the afternoon on Sunday 20 / 10 / 963 in the hall of the Western Intermediate School
(without scouts to receive instructions regarding the camp).
11- Physical education teachers or their representatives from secondary, intermediate,
and vocational schools for all areas shall attend at three o'clock in the afternoon on Monday 21 / 10 / 963 at
the hall of the Western Intermediate School for Boys to receive instructions regarding the camp.
