We have previously strictly prohibited, in my memorandum of the two paragraphs below:
1 - Not presenting any plays or chapters not approved by the Play Examination Committee, or giving any chapters
or improvised scenes regardless of the occasion, or adding any word or sentence to the play after
its approval, as stated in paragraph four of our letter No. 4256 dated 26 / 12 / 960.
2 - Preventing any person other than the staff of the Artistic Activity from entering schools at all and for any reason whatsoever, whether
to train students on activities or to assist in organizing exhibitions or festivals or playing
musical instruments or otherwise, as stated in paragraph (15) of the aforementioned letter.
Then we emphasized the first paragraph above in the tenth paragraph of the acting and theater instructions sent
to you in the Artistic Activity instructions booklet with our letter No. 56938 dated 18 / 12 / 61.
We also emphasized the second paragraph above in the ninth paragraph of the same instructions.
Since some schools have begun to ignore what was stated in the two paragraphs above, we requested in our letter No.
7971 dated 18 / 2 / 1962 the necessity of applying the Artistic Activity instructions with full accuracy
and considering the school administration responsible for every violation in this regard.
Despite what was mentioned above, some schools have begun to seek help from persons outside the staff of
the Artistic Activity to present some activities or to participate in playing or assisting in preparing an exhibition or
festival or otherwise. Also, some schools have begun to present improvised acting chapters and scenes
or those not approved by this Directorate, without paying attention to the orders and instructions issued by
this Directorate in this regard. Therefore, all school administrations are requested
to apply what was stated in the two paragraphs above with full accuracy, and the school administration will be responsible from now on for any
violation in this regard, because failure to apply the instructions and orders issued by this Directorate
means one of two things: negligence and not reading what comes in these instructions and letters, or reading them
and not paying attention to what was stated in them and intentionally violating them. Therefore, this Directorate will be forced from now on
to impose penalties against those who violate.

On the occasion of the approaching grand celebration to commemorate (Al-Kindi), the great Iraqi philosopher and man of letters
And since this immortal historical occasion is a wonderful memory dear to the souls. Please note
the following points and instruct to take the necessary measures as quickly as possible in preparation for showing the mentioned celebration with the splendor
that matches the status of this great philosopher and inform us.
1. Circular to school administrations, especially in the city of Baghdad, to direct more attention to their schools and present them
in a decent appearance and the importance of the millennial of Baghdad - and Al-Kindi.
2. Circular to the administrations of intermediate and secondary schools to allocate the hours of history, geography,
and composition lessons during the week of celebrations to discuss and study the history of Baghdad and its social life in various
eras and its geographical position. Provided that the hours of these lessons on 2 / 12 and 4 / 12 /
1962 are allocated, and the history and composition hours occurring on 5 / 12 and 6 / 12 / 1962 are allocated to discuss and study
the life of Al-Kindi, his philosophy, and his views, provided that students participate effectively in preparing the topics and delivering
appropriate speeches in their classes under the supervision of their teachers.
3. Each school administration shall organize a general meeting for its students during school hours on Sunday, 2 / 12 / 962
for a period not exceeding half an hour, in which a speech prepared by the school staff is delivered, praising the importance of Baghdad and its
political, scientific, and literary status in its various eras.
4. Each school administration shall organize a general meeting for half an hour during school hours on Wednesday,
5 / 12 / 1962, in which a speech prepared by the school staff is delivered, praising the scientific, literary,
and philosophical status of Ibn Al-Kindi.

1- Decorating the hall or the yard, its entrances, and its facades in a way that suits and harmonizes with the type of party and its purpose.
2- Providing the party program to the invitees and emphasizing the presentation of the items fixed in it without deletion or change.
3- Complete care for the program items and limiting its purpose to benefit, not entertainment, because what matters in the presented materials
is their quality, not their quantity.
4- Adapting the program items including songs, plays, and various activities to suit the school atmosphere and the national
and educational goals; therefore, these must be limited to what is useful, witty, and artistically sound.
5- Making the intervals between items as short as possible so as not to cause boredom among the invitees, and care must be taken
to present the party items in an acceptable manner.
6- Caring for the appearance and clothing of the participating students.
7- Encouraging students to perform protocol duties in receiving invitees and presenting the program items as a master of
ceremonies.
8- Playing the Republican Anthem at the beginning and end of every party by a musical band or any recording available in the governorate,
and it is not permissible to leave the party before the end of the playing.
9- Utilizing recorded music and anthems as much as possible during break periods if musical
bands are not available.
10- Using microphones and loudspeakers to support the party items according to possibility and need.

Arab people. This prompted our national government, headed by His Excellency the Faithful Leader, Major General

The first issue of the (Sports) bulletin, issued monthly by the Iraqi Olympic
Committee, has been released. Given its great benefit in the sports and scouting fields, as it includes various
sports activities that are important for the teacher and student to review, we see the necessity of all schools
of various levels participating with one copy, and the Central School Activity Committee in the province with two copies, while observing the following
conditions:-
1- The school pays the participation fee of (half a dinar) annually to the presidency of the Central School
Activity Committee in the province.
2- The presidency of the Central School Activity Committee in the province sends the number of participating schools and
sends the participation fees via postal order to the following address before the beginning of December
1962, and in future years before the beginning of November of each year.

4- Only schools whose total sports and scouting activity donations are
(ten dinars) or more shall participate in the bulletin.

6- The bulletin is registered and deposited in the school library.
Please circulate this to all schools in your province to which the conditions mentioned in
paragraph four above apply - and inform us.
