for men and women, and teacher training colleges the existence of five fellowships in the subject of (English Language
Teaching Methods) for one academic year in England at the expense of the British Council.
Those interested who meet the following conditions should submit their applications through the Directorates of Education
of their provinces, accompanied by the documents listed below, to the Directorate of Cultural Exchange at the office of this Ministry
during the period ending at the close of official working hours on 1 / 5 / 1963. Every application
missing one of the conditions will be rejected.
Conditions
01. He must have served in teaching (English Language) for a period of three years, providing a document
confirming this with the approval of the Directorate of Secondary Education for his enjoyment of the fellowship.
02. The average of grades in the final year must not be less than 75% in the last institute
or college from which he graduated.
03. He must pledge to serve in the Ministry of Education (Teaching) for a period equivalent to the duration of the fellowship
after his return and at the location designated by the Ministry. He also pledges not to be accompanied
by any of his relatives during the duration of the fellowship.

/ Report on the visit of His Excellency Staff Brigadier Ismail al-Arif, Minister of Education, to the schools of /
Kufa, Najaf, and Karbala on 10 / 12 / 1962
At seven o'clock on the morning of 10 / 12 / 1962, His Excellency Staff Brigadier Ismail al-Arif, Minister of
Education, accompanied by Dr. Mahmoud Ghanawi, Director of General Education, and Shaker Ali al-Tikriti, Director of
Information, visited a large section of the schools in Kufa, Najaf, and Karbala ⟦line⟧ And the following
events took place during this visit.
1. He was received at the Abbasiya Bridge by the Assistant Governor of Karbala, the Director of Education, the District Officer of Najaf, and a group
from the educational family in the province.
2. He visited (Ammar bin Yasir) school, which is a rural school in Kufa, and was impressed by the progress of teaching there
after touring all the classes. He was also impressed by the activity of the administration and the teaching staff and wished to offer
thanks to everyone.
3. He visited the Kufa Al-Haqiqiya Primary School in Kufa and was impressed by the progress of teaching and its administrative
and teaching staff, after inspecting its classrooms and public facilities ⟦line⟧ He gave his guidance to the students
and teachers who gathered around him and focused on these words:
(.. Your republic is your beloved homeland, and your service through science and culture is a service to yourselves. You are
the loyal and honest soldiers for this generation and for future generations .. The blessed July 14 Revolution,
led by the faithful leader Abdul Karim Qasim, has saved you from the remnants of the past, freed you from restrictions, and established
this eternal republic for you .. And here we are in the stage of construction that rests on your shoulders because students,
the youth, and men of thought and culture are the greatest pillar of the republic ... Peace be upon you, dear ones ...)
His Excellency ordered the following:-
A. Painting some of the school facilities.
B. Appreciating the composer of the anthem (Salute to Fathers and Teachers),
who is Mr. - Ja'far Kamil -
C. Thanking the administrative and teaching staff.
4- Then he visited the Fatimiya Primary School for Girls and Al-Huda Primary School for Girls and inspected the classrooms
and facilities and recorded two notes of thanks and appreciation in the visitors' log ... and said to the students and teachers:
We in the Ministry of Education and all its apparatuses are at your service because the Iraqi girl is the mother of the future
and the Republic is in dire need of her services and sacrifices.
5- After resting at the Republican Palace in Kufa, a fourth secondary grade was opened for the coming year in the girls' intermediate
school. He also visited the Middle Euphrates Hospital to inquire about the health of the teacher whose left hand was broken.
6- He paid a short visit to Kufa Secondary School despite the lack of time to reform the teaching staff and noted the deficiencies
present in the biology, physics, and chemistry laboratories and in some furniture. He ordered that both the Director of
Laboratories and the Director of Supplies visit Kufa immediately to complete the deficiencies during the coming week.
In Najaf al-Ashraf
1. The Minister visited the municipal headquarters to witness a scouting parade held at the sports stadium
belonging to the municipality, in which (12) primary and intermediate schools from the district's schools participated .. The
procession was led by a musical band and a group carrying pictures of His Excellency Leader Abdul Karim Qasim .. The parade won
the admiration of the spectators, headed by the Minister, and he ordered the appreciation of Mr. Hamid Tawfiq al-Mun'im, the supervisor
of scouting affairs and physical education in the district.
2. He visited Al-Fadhila Primary School for Girls, inspected its classrooms, encouraged its administrative and teaching staff, and expressed
his pleasure with the organization prevailing in the school.
3. He visited Al-Kindi Intermediate School and Al-Thawra School, and a brief program was presented to him including the following:-
A) A welcoming speech by the director of the intermediate school, Mr. Muhammad Husayn al-Muhtasar, in which he touched upon the blessed July Revolution
and its victorious leader Abdul Karim Qasim.

Upon auditing the results of the annual laboratory inventory submitted at the end of the last school year, and auditing ⟦line⟧
its new requests for laboratory supplies sent with the aforementioned inventory results. And when comparing these results and requests
with the entries of the second copies of the laboratory records kept by us or with the output lists according to which ⟦line⟧
various schools were previously supplied. It appeared to us that these results were not reflective of the reality of these laboratories and that the requests
were improvised and not based on the result of a real inventory. As it has become clear to us that most schools had previously been supplied
with large quantities of laboratory materials and equipment in multiple periods, greatly exceeding their needs, such that these
quantities accumulated in them and remained stored in their laboratories without use. While the inventory results did not mention the existence of any quantity
of this surplus they have, or the existing stock was not stated truthfully as it actually exists in the laboratory; on the contrary, ⟦line⟧
the new requests for schools were in large quantities and numbers, and some of them had been previously supplied and were actually in their possession. And since
these requests, as we mentioned, are very many, and added to them are other requests for newly opened schools, and in numbers, quantities,
and various types that we cannot secure all of from what is currently available to us in the laboratories warehouse in Baghdad. Therefore, we,
facing this urgent need and the lack of what we have in stock, have initiated a studied plan aimed at self-sufficiency from what
is available in the schools of the governorate itself, so that the needs of some schools in the governorate itself can be met from the surplus found in ⟦line⟧
other schools, by conducting immediate transfers between different schools in the same governorate and sometimes between one governorate and another
if necessary, then completing the remaining deficiencies from the laboratories warehouse if they are available in it.
To implement this plan, the laboratory inspector Mr. Jalal Nihal has been dispatched, accompanied by Mr. Farouk Qaim-Maqam, Assistant Laboratory
Observer, and Mr. Saad Abdul Wahab Nader, assigned to inspection, on an inspection tour to all governorates aimed at
visiting school laboratories to check on their organization, care, and the extent of benefit from them in study and conducting experiments ⟦line⟧
as well as to check on the organization of laboratory records, recording output lists in them, ensuring the opening of a special file for the laboratory,
conducting the annual inventory at the end of last year, submitting new requests and auditing them with the actual stock in the laboratory,
as well as the extent of implementation of instructions and letters issued regarding laboratories, especially the procedures summarized regarding central
laboratories. In addition to that, the main focus of the inspectors will be on conducting immediate transfers between different schools
and implementing them under their supervision in cooperation with the teachers.
For the purpose of speeding up the implementation of this task, we request directing school administrations to notify the teachers in charge of
school laboratories of the necessity of reconsidering their laboratories and emphasizing to them the need to complete the tasks listed below before
the inspector's arrival, to facilitate his task and shorten the time taken by this mission.
1. Organizing a laboratory for the school, cleaning it, and arranging and coordinating materials and equipment in the cabinets.
2. Organizing a record for the laboratory and ensuring that all output lists are recorded in it.
3. Matching the record with the second copy in the secondary warehouse in the Directorate of Education.
4. Organizing the laboratory file according to our previous instructions.
5. Preparing a copy of the annual inventory lists completed at the end of last year to be presented to the inspector, as well as a copy of
the new requests submitted to us with the inventory to be presented to him as well.
6. Identifying and determining the type and quantity of the surplus actually present in the school laboratory of materials and equipment in chemistry, ⟦line⟧
physics, and biology, and recording that in a special detailed list. When estimating this, care should be taken to retain what ensures the teacher
works alone to conduct experiments in intermediate schools, and what ensures the work of six groups of students in chemistry
and biology only in secondary schools, and recording the rest as surplus (this principle will be observed in the new laboratory supplies
curriculum). It is not permissible to keep what exceeds the specified need on the mentioned basis merely for storage in the laboratory and retention ⟦line⟧
for coming years as some do, causing damage to materials and equipment and depriving other schools of them.

The Institute of Fine Arts has taken upon itself the service of the message of art in general and theatrical
art in particular. The Institute will present for the first time in the Republic of Iraq a full theatrical season
starting in December 1962 and ending in May 1963. This season contains
five international plays by Arab and Western writers, directed by professors of the Acting Department
at the Institute.
