On the occasion of the approaching holy month of Ramadan for the year 1382 AH, and in view of this month's
sanctity and dignity, which necessitates adherence to maintaining the exaltation of its religious rituals and preserving its sanctity,
we have hereby decided to take the following measures during this blessed month.
1 - Publicly breaking the fast is strictly prohibited.
2 - a - All nightclubs, casinos, restaurants, bars, and shops for drinking and selling
liquor of all kinds, refreshment shops, and all shops in official
and semi-official institutions, companies, and private and commercial establishments shall be closed during the day, including
itinerant food vendors.
b - Excepted from the provision of paragraph (a) of this article are excellent and first-class hotels
and very necessary restaurants, by permit from the Provincial Governor's Office.
3 - The Provincial Governor's Office shall assess the urgent need and extreme necessity in granting the above permits
in a manner that does not violate the preservation of the sanctity of this blessed month and within the smallest possible scope.
4 - It is prohibited to open and operate nightclubs, dance halls, bars, and shops for drinking and selling liquor before
eight-thirty PM.
5 - All nightclubs, dance halls, bars, and shops for drinking and selling liquor shall be closed on the nights
of the 19th, 21st, and 27th of the holy month of Ramadan.
6 - Excepted from this statement are restaurants, cafes, and hotels of railway stations,
airports, and ports.
7 - Violators shall be punished according to the provisions of Articles 126 and 211 of the Baghdad Penal Code.

23 / 12 / 1962, following the memorandum of the specialist inspector Mr. Muhammad Sadiq Rida
No. 332 dated 26 / 11 / 1962 regarding the borrowing of laboratory equipment
between schools.
We support what was stated in the memorandum of the inspector under discussion, and we see it necessary to have cooperation between
the teachers in charge of school laboratories regarding the necessity of benefiting from laboratory supplies,
especially in physics, by lending or borrowing them when needed among themselves, provided
they are preserved and not misused. This borrowing can be done via a temporary receipt
signed by the borrowing school, such that this receipt is voided after the return of the
lent equipment. If a shortage or malfunction occurs, a report must be submitted immediately to this
Directorate by the school committee, and the lending teacher shall include it to clarify the type of malfunction or shortage,
its cause, and how it occurred so that necessary action can be taken. Please direct the implementation of this
to all intermediate, secondary, and vocational schools and teacher training institutes affiliated with you regarding
what was stated in this letter of ours.

In view of the great impact that cinema films, filmstrips, and transparencies have on the processes of upbringing and education,
which depend more than anything else on the sense of sight, it has become very useful for schools to have
sound cinema projection devices (16 mm size) and transparency projection devices (slide projectors).
The price of the first device ranges between 300 - 400 Dinars, and the second device ranges between 30 - 60 Dinars.
It is necessary to inform the headmasters and headmistresses of schools in your governorate to present the idea of the Parents and Teachers Councils providing the school
with one of these two devices or both. If it is not possible to arrange the matter during one academic year, there is no harm in considering
arranging it over more than one year, noting that presenting the proposal is left to the director's assessment of the council's circumstances and capabilities.
The Visual Aids Center in Baghdad is ready to train teachers on using the devices and to guide them to
the entities from which cultural films and transparencies can be borrowed for free, and it is also ready to provide all
assistance to schools and answer their questions if they wish to purchase the devices.

Due to the occurrence of some unfortunate accidents during trips and tours organized by school administrations of
various levels in different provinces, please follow what was stated in the instructions of the general plan for school trips
and tours, including the school activity booklet, with all accuracy and caution to prevent exposure to risks and to preserve
the lives of students who are a precious trust in our hands that we must care for and preserve by ensuring
all possible measures and means are taken to guarantee public safety. Therefore, please adhere to the following instructions,
and the school administration will be responsible for any shortcoming that may occur due to negligence and lack of caution.
1- Accurately verify the means of transport to ensure its safety and freedom from deficiencies, and the necessity of dealing with
well-known car companies and obtaining possible pledges from the company to ensure the delivery of students
to the required locations.
2- Not allowing a large number of students to ride in a single vehicle that cannot accommodate this number, and the necessity of adhering
to the number designated for it.
3- The necessity of monitoring the car driver and warning him against speeding, ensuring safe driving, and not racing with other cars.
4- In the case of cars crossing bridges, especially old and existing bridges, students should be disembarked from them
and cross while empty to prevent risks that may occur.
5- Postponing trips scheduled for rainy weather to another day to avoid slipping and collision accidents.
6- Students are not allowed to ride on the roof of the car for any reason because that exposes them to falling.
7- The school administration, for every trip, assigns one of the teachers to be the primary person responsible for organizing the trip
and holding him accountable for any shortcoming or deficiency that may happen to the students.
8- Trips and tours are a manifestation of student activity and a sincere expression of their activities and desires for knowledge,
observation, and freedom; nevertheless, they must be surrounded by a framework of good management, organization, and leadership, and avoiding
everything that exposes students to risks and harm. This vital aspect of school activity should be encouraged.

1- We refer you to the first and second paragraphs of the instructions for acting and theater activities (page 5
of the artistic activity instructions sent to you in our letter numbered 56938 and dated 18 / 12 / 61
and we request that the following be followed with all precision when considering the selection of theatrical plays or cinematic films
a - That the play be consistent with the Republican entity
b - Of a national, social, or educational orientation
c - Of a useful idea
d - Far from provoking the feelings of citizens and touching upon their professions and beliefs ..
e - That the theatrical plays be closer to Classical Arabic than to colloquial
f - Free from suggestive style and presentation
2- The theatrical play mentioned in the first paragraph above shall be sent in two copies to this Directorate for the purpose of
referring it to the Play Examination Committee, provided that the following is taken into account
a - That the play be certified by the Acting and Theater Committee in the school along with the artistic trainer
and all its pages shall be stamped with the school stamp and the principal shall sign alongside the members of the mentioned committee.
b - That the sent play be typed by typewriter, and when that is not possible, it shall be written in ink pen
and in clear handwriting
c - Avoid grammatical and spelling errors when writing the play
d - The necessity of spacing between lines to enable the committee to express their notes on some sentences or words
e - That the play be sent to us as soon as the Acting and Theater [Committee] in the school approves its performance
for referral to the specialized committee in this Directorate, and it is not permissible to start work on any
play unless it is previously authorized by us or the Directorate of Fine Arts
Accordingly, we will be forced to ignore plays that arrive contrary
to what is stated above.
