We have noticed this year and last year that some physical education teachers who
referee this game issue some decisions in a manner that violates the articles of the law, and despite our emphasis to some
of them, these decisions are still in effect on these bases. In order to unify the decisions of all referees among
the teachers, please circulate the following to all schools in your province to proceed accordingly in school competitions
for this game.
01 When the ball is sent out of bounds by the attacking team from the end line, it must be thrown from behind the end
line by the defending team based on Article Eight, Paragraph (71), which states (the
player who puts the ball into play from out of bounds must stand out of bounds at the nearest point
to where the ball went out of the court . . . . . . to the end of the article). When the ball goes out of
bounds from the end line, the nearest point of its exit is on the end line and not on the side line . . .
And this is what must be paid attention to, as many teacher referees force the player to enter the ball
that went out from the end line from behind the side line, and this is an error that violates the wording of Paragraph (71).
02 Paragraph (68) of Article Seven applies to putting the ball into play after a score is recorded, and this is done
usually from behind the end line as well, as stated in the law.
03 When a player commits a technical foul and is granted two free throws, the ball is put into play whether the last free throw
succeeds or fails by a player from the team that took the free throw from out of bounds and from the midpoint of the
side line of the court.

1- This Ministry has available a number of grades under the titles of Assistant Observer and Assistant Accountant
with a salary of 34 / 8. On this basis, it has changed the titles of a number of clerks based on seniority in
obtaining the salary. This procedure included those whose salary was 30 dinars or 29 dinars only,
and there are no vacant grades left in the titles shown above for the purpose of changing the titles of the remaining clerks.
2- This Ministry has approached the Ministry of Finance regarding the creation of titles for those entitled to promotion due to
seniority and professions and changing the title during the current fiscal year. The mentioned Ministry agreed to that
by deleting their grades and creating them with the new titles in accordance with the Ministry of Finance circular numbered
21818 on 12/9/1962.
3- Please note the first and second paragraphs and notify your employees of their content and instruct them
to stop submitting requests regarding changing their titles, as this Ministry has all the information
about every employee and will look into the matter of everyone who needs to change their title when the possibility is available in the future.

The text of Financial Instructions No. (1) attached to the Stamp Duty Law No. (50) of 1950 as amended
stipulates the manner in which revenue stamps are cancelled and required that part of the signature and date
be on the stamp and the other part on the paper. We have received inquiries from some departments from which we sensed
that they considered the cancellation illegal simply because the signature or date went beyond the sides of the stamp onto the paper.
To clarify the instructions mentioned above and based on the provisions of Article Thirty-Nine of
the Stamp Duty Law No. (50) of 1950, it is announced to all departments that the cancellation of revenue stamps
is formal as long as the signature and date are shared between the stamp and the paper, regardless of whether
they extend from the stamp onto the paper from one side of the stamp or from more than one side, and that the cancellation
is informal if the signature and date, or either of them, are on the stamp alone or on the paper alone.

It has been decided that Mr. Farouk Fateh Al-Tikriti, Assistant Supervisor in the Directorate of Laboratories at the Diwan of this
Ministry, will visit the schools of the governorates for the purpose of overseeing the organization of their laboratories and auditing the laboratory
records therein and matching them with the duplicate copies kept at the Directorates of Education of the governorates
regarding the organization of records and the registration of output lists therein, and conducting the handover process between
teachers, performing the annual inventory, and organizing a special file for laboratories and so on. Also, to review
the extent and guarantee of the schools' benefit from the materials and equipment provided to them and to ensure proper
usage, in addition to identifying the surplus and shortages in these laboratories and then
conducting immediate transfers between schools.

The administrations of intermediate, secondary, and preparatory schools, and teacher training institutes and industrial schools in which
unusual incidents occurred must hold a meeting of the teachers' council (male and female) and consider the following matters
and submit detailed proposals, recommendations, and decisions of the teachers' council regarding them, supported by names and numbers, and send them
to the Ministry of Education, provided that the specialized inspector supervising the school attends this meeting.
1 - Discussing the situation before and during the mid-year exams.
2 - Student attendance during exams and the reasons for the non-attendance of students (male or female) who did not participate in
the exams.
3 - Submitting proposals regarding possible solutions to be applied in light of the school system currently in force, provided that
these meetings are held immediately after the end of the mid-year exams and on the same day.

Based on the approval of the General Directorate of Physical Education in its letter numbered 6971 and dated
12 / 1 / 63 regarding the screening of scouting films specifically for Girl Guides and Brownies, and given the importance
of showing such films to physical education teachers for their benefit and to benefit others.
Please instruct the physical education teacher in your school to attend the hall of Al-Gharbiya Intermediate School
for Boys accompanied by the patrol leaders and the troop leader in scouting uniform to watch some scouting
films at two-thirty in the afternoon on Thursday, corresponding to

in effect.
2 - Non-double-shift primary schools for boys and girls -- one hour is deleted from Art Education
lessons and another from Physical Education lessons for all grades.
3 - Double-shift intermediate schools . . one hour is deleted from Art Education and another from Home Economics
and the working hours become five hours per day.
4 - Non-double-shift intermediate schools
a - One hour is deleted from Art Education lessons and another from Physical Education lessons
for the three grades for boys.

and design are deleted from the third and fourth grades, and it shall be five hours daily for all grades.
7 - Primary Teacher Training Institutes for Men and Women
Two hours of Art Education, two hours of Physical Education, and the music and anthem hour are deleted in
the first grades thereof, and one hour is deleted from Art Education lessons and another from Physical
Education for the second grades thereof, and no hour is deleted from the third-grade lessons. As for
