On the occasion of the approaching summer vacation and the possibility of some school principals traveling outside the district, and in order to preserve
the public interest, please note the following points.
1 - It is not permissible to assign the acting management of the school while the principal remains at his post.
2 - The acting management of the school must be assigned to a person who possesses the qualities of an original principal and is capable of bearing
the burdens of administration.
3 - When notifying us in writing of the proxy, the letter must contain the written consent of the proxy on the original
letter, including the following phrase (I agree to the acting management of the school and to bear its responsibilities throughout the principal's absence and I will

The American Language Institute in Baghdad will hold a summer course in its building located on Al-Mashriq Club Street in Karrada Al-Sharqiya
in the English language from 29 / 7 / 963 to 16 / 8 / 963 regarding the principles of teaching it and the latest methods in that, especially
with regard to the curricula prescribed in Iraqi schools for the purpose of raising the level of those teaching it in our schools. Those who participate
in it will be granted a certificate upon passing it successfully. A committee consisting of the Director of Secondary Education and the Director of Cultural Exchange
in the Diwan of this Ministry and the Director of the aforementioned Institute will select four people from among the outstanding students in the course upon its completion
to send them on fellowships to the United States of America to specialize in the principles of teaching this language. This course will include
the following classes: -
-1 A class for those who participated in the same course last year, and the Directorate of Cultural Exchange in the Diwan of this
Ministry will invite them to join it.
-2 A class for a number of those teaching the English language in primary, intermediate, and secondary schools in all
parts of the Republic. The Directorates of Education in the Governorates will be contacted to find out those interested among their employees to join it. This
class will have two sections, one for primary school teachers and the other for secondary school teachers. The committee referred to
above will determine and select the required number after receiving applications from the Governorates.
-3 A class for thirty people from English language teachers in institutes and teacher training colleges for men and women in all parts of
the Republic. The Directorate of Teacher Training will select a male or female teacher from each institute or college and provide the Directorate of
Cultural Exchange with them, which in turn will refer them to the American Institute. In the event that nominations exceed thirty people,
the committee referred to above will reduce their number to the required limit.
-4 For those teaching the English language in model schools in the city of Baghdad only, the Directorate of Primary Education
will provide the Directorate of Cultural Exchange with a list of their names for primary model schools, and the Directorate of
Secondary Education will provide Cultural Exchange with a list of their names for intermediate and secondary model schools in the city of
Baghdad. In view of the importance of this course, this Ministry wishes to benefit from it in raising the level and efficiency of those
teaching the English language in our schools. We hope that each of your directorates will send the list of required names to the Directorate of Cultural
Exchange in the Diwan of this Ministry at the earliest possible opportunity so that the necessary measures can be taken to enroll the candidates in the course,
noting that a person's enrollment in it will be at his own expense and this Ministry will not bear any expenses.

Letters from the Directorate of Information and others continue to reach us requesting the filming of events, and we
cannot perform any work for the following reasons:
1. The work requires the approval of the Directorate of Curricula, and the request must come through it
to be referred in turn to the Accounts Directorate to obtain its approval, as the matter requires
the expenditure of materials.
2. When contacting the requesting parties, we did not find them prepared to provide us
with the necessary materials and transportation.
3. The party requesting the work must provide us with the materials due to their unavailability with us and the
Ministry of Finance's repeated refusal to approve the expenditure.
4. Filming events is not part of the Center's work, which should be limited to filming
subjects that are useful for teaching, international exhibitions, and books. The Center
derives no benefit from filming events, in addition to not knowing the fate of the event photos.
5. The Ministry of Finance, in its letter No. 14152 dated 10/2/1963, requested the
Ministry of Education (to seek assistance from the institutions of the Ministry of Guidance for filming events).
6. There are no allocations for work outside of working hours, and it is difficult for us to force our employees to work
outside of official working hours.
7. Sending a photographer, a car, a driver, and spending materials to film events is an extravagance and a waste
of state funds.
8. Some requests sent to the Center require traveling to some governorates, and this needs
travel and overnight allowances, noting that there are audio-visual aid centers in the governorates. Please
be informed.

In our current era, hygiene occupies a leading position in the call for health education
And since this Ministry is very keen on educating the children of the rising generation of students
to prepare them well educationally, it has decided to form a committee to study the subject of organizing a hygiene week
in the Republic's schools. The aforementioned committee has adopted the proposals listed
below, requesting their circulation. We also hope that it will receive the attention of the messengers of education

A - The purpose of this week is to carry out a wide campaign aimed at caring for:
A - Attention to the cleanliness of the school and internal departments, its classrooms... and its facilities
ventilation, healthy lighting, and all the supplies and equipment therein.
B - Attention to the cleanliness of the student himself, his clothes, and his appearance.
C - Attention to the cleanliness of the external environment in which the school is located and creating awareness
of hygiene among the residents of the area adjacent to the school and the student.
D - Attention to the cleanliness of restaurants and the preparation of food, clothing, and furniture therein.
B - Work Plan:-
1 - Hygiene week begins from 16 / 3 / 963 until the end of 11 / 3 / 1963
2 - Formation of special committees in each district, to be headed by the Director of Education

3- Every educational body in every school must do the following: -
A- Developing a daily curriculum in which we clarify the school activity in hygiene during the proposed week
B- Giving a general lecture to students about the importance of hygiene for a period of fifteen minutes daily during
the week, and the first quarter of the first lesson is allocated for the same purpose
C- Students, both male and female, must be assigned to carry out a cleaning campaign inside their homes.
D- Waste baskets are placed in several locations inside the school.
4- Requesting the health authorities to strengthen all schools in the Republic with pesticides
for insects during the proposed week.
5- Requesting the municipalities to clean the places near the schools and place waste barrels
near the schools.
6- Forming school teams under the guidance of teachers carrying special signs for the week on which is written (Hygiene
Week) whose mission is to carry out a cleaning campaign in the area where the school is located
under the supervision and cooperation of the parents and the parent-teacher councils.
7- Carrying out the work of ⟦...⟧ brochures in this field from:
Inside and outside schools, and it is possible to benefit in this field from:
1- The Illustration Center for making health brochures and posters.
2- The Guidance Directorate in the Ministry of Health to benefit from the printed brochures and posters and provide
the Directorates of Education in the brigades with them.
3- The General Education Authority to benefit from the health brochures they have regarding
this subject.
8- Publicity for Hygiene Week through:
A- Showing short health films in local cinemas and mobile cinemas belonging to the local administrations,
the Ministry of Education, and the Ministry of Health in each brigade
B- Setting up special programs for Hygiene Week to be broadcast by radio, television, and local newspapers
It is also recommended to place banners at crossroads showing the importance of hygiene according to the capabilities of
schools and the estimates of local committees.
C- Requesting the General Endowments Directorate and religious leaders in various sects to emphasize
to the preachers in mosques and churches to address the health and hygiene aspects that
religion commands.
9- It is possible for the brigade committees to contact associations, factories, and individuals to contribute to the week of
hygiene by providing in-kind gifts or amounts that help purchase cleaning materials and distribute them
to students and needy homes.
10- Symbolic prizes are allocated to schools and students, and they are of two types.
A- School prizes - The specialized committee in the brigade prepares prizes according to its available
capabilities in the brigade, and these prizes are presented to the cleanest school in each center of the administrative
unit centers.
B- School prizes - The educational bodies prepare special symbolic prizes to be presented to the cleanest
class and the cleanest student in each class and to the students who contributed to the success of Hygiene Week
11- The local committee in the brigade organizes a summary of the following and submits it to the Directorate of Primary
Education
1- The progress of work in Hygiene Week
2- The problems encountered by the committees

To ensure the progress of lessons and the stability of study, school principals should seek the assistance of teachers
and parents of students to solve their problems immediately and fairly and according to the regulations and instructions issued by this
Ministry, as follows: -
1- Contacting students' parents by telephone and consulting with them to solve their children's problems.
2- Requesting a meeting of Parent-Teacher Councils to study their children's problems and find positive solutions.
3- Sending a letter to the parent of the student (who violates the order) according to the model shown below.
4- Instructing the guidance teachers to study the students' problems and exert more effort to guide them
in the correct educational direction and present the offenders to the school discipline council to consider their matter.
5- Every teacher must enter his class regardless of the number of attendees, provided that the subjects are taught in a
natural manner and not allowing the class to be left for any reason whatsoever except according to systematic procedures.
6- Applying the secondary school system literally and immediately when any problem occurs and not being lax in applying
disciplinary penalties.
7- Cooperation of teachers to solve problems with the administration and considering the teacher's duty more than teaching the lesson
but rather it is teaching and upbringing.
8- We consider it a duty to convene the teachers' council immediately when any problem occurs and conduct a
precise and honest investigation and apply the system.

Six hundred dunams to be distributed to teachers
Residential lands for two thousand new members
The Teachers' Cooperative Housing Construction Association is pleased to announce to its members that the Ministry of Finance has kindly agreed
to grant our association residential land with an area of (600) dunams from District 14 Al-Ghazaliya.
The Association - through its Board of Directors - is watchful over the interests of its members and will plan,
subdivide, and demarcate the plots and distribute them to eligible members according to the established rules.
Accordingly, we announce to the members of the association whose membership receipt numbers fall between
(1 - 3000) who have not previously obtained land, to visit the association's headquarters located in Al-Nasr Square
every evening starting from Tuesday 15 / 1 / 1963 until 1 / 2 / 1963 to fill out the form
designated for distribution.
After completing their transactions, the association will invite the remaining members for the same purpose.
We also request that you bring the association ID or the membership receipt, as without it, it is impossible to consider filling out
the form.

state flag, to be raised on all official and semi-official departments as of 19 / 4 / 963.

2- Receipt includes artistic pieces, paintings, and sketches of all kinds. Sculpture of various
materials. Pottery, ceramics, and mosaics. And other manual works of various types and local
handicrafts and folk arts completed by male and female students, and male and female teachers
alike (as a special wing in the exhibition will be allocated for male and female art education teachers).
3- Please do not send girls' work such as knitting, embroidery, sewing, and other engineering works

For the speed of work in preparing the examination center halls and for the purpose of providing
the furniture needed (such as desks, tables, and cabinets) and to facilitate this task
we request that you instruct the janitors (male and female) of your schools to take turns among themselves to open them
daily from (7 AM until 7 PM) starting from the 23rd of May 963
current until the 21st of June 963 (and to deliver the required furniture (on loan basis)
against a receipt signed by the Head of Supply Observers, Mr. Khalil Ismail Al-Qaisi
to whoever he authorizes for that, and the administration of any school that obstructs this task will be held responsible
for the errors that the examinations may be exposed to, and we hope, on the contrary, for efforts to be exerted
and cooperation with us in this matter to complete it in the required manner in service of the public
interest.

15706 on 3/3/1963, to hold the unified art exhibition for all schools of

some plays that offend the value of doctors and the medical profession and almost make
a mockery of them for the audience, which is completely inconsistent with what we aspire to in our revolutionary era -
of new construction and correct national guidance.

to avoid such mistakes in future plays.
