We have noticed that some female and male teachers leave Iraq on study missions while they are responsible for their school
laboratories without conducting the handover and takeover process for these laboratories, and in such cases,
some shortages appear in the equipment and materials in their custody. Therefore, we request you to note this, and obtaining a clearance
for such individuals is an essential condition for approving their travel according to the observed procedures.

Please circulate this letter of ours to all intermediate, secondary, and vocational schools, and teachers' training institutes
for both males and females, to adhere to what is stated therein.
We have noticed that some visitors among the female and male teachers, when requested to visit
this directorate for matters related to records, equipment, or regarding some inquiries concerning
consumption, the process of handover and takeover, and the surplus of laboratory devices and materials,
express their resentment upon arrival and belittle the reason for which they were summoned, to the point of insolence
towards the responsible employees. This inevitably leads to the obstruction of the workflow in this directorate,
complicating it, delaying the execution of letters issued by it, and a lack of cooperation with it. Therefore, we request directing
them on the necessity of adhering to official protocols and continuing to take disciplinary measures
against them.

Departments occupying rented buildings must, shortly before the end of the lease term, seek to find
a government or frozen building to occupy. If this is not possible, they should seek to reduce the rent
as much as possible or move to another building with a rent lower than the current one. This Ministry
will not approve requests to renew leases at a rate higher than the current rent, regardless of the circumstances.
It is required to provide a certificate from the Directorate of Frozen Assets proving that they do not have a building
available that meets the required purpose. Please act accordingly.

Please review it. School administrations mentioned must contact the General Secretariat for Frozen
Assets and verify the existence of necessary buildings in your school areas or nearby so that we can
request to rent them. In the event that such buildings are not available, obtain a certificate from the General Secretariat
to that effect and send it to us, and search for buildings with lower rent than your current school buildings and inform us
as soon as possible.
