the problems and obstacles facing education and teaching bodies to set
appropriate solutions and guidance for the circumstances and needs of our district.

In line with the goals of education and out of our concern for the proper upbringing of the youth and school instructions,
and a desire to spread the spirit of familiarity and cooperation between teaching bodies and school administrations,
and to avoid problems that these administrations may encounter, and as a contribution from us in overcoming difficulties and preserving the reputation
of the mission of education from being subjected to criticism and defamation due to the actions of some... we see it as mandatory
for school administrations and their teaching bodies to re-observe the following.. accurately and apply it literally.
1- Establishing understanding and cooperation between the administrations of the two dual-shift schools to enable them to complete the school's
necessary deficiencies, repair some of its simple facilities, and maintain its cleanliness, beauty, supplies,
and furniture without regard to the fact that one is original and the other is a guest. We emphasize cleanliness in particular,
as the school must be a center for spreading health awareness in addition to cultural awareness.
2- The necessity of cooperation between dual-shift and nearby schools to benefit from supplies, visual aids, maps,
and illustrations as much as possible, with the necessity of strictly preserving them and returning them safely.
3- The necessity of implementing the recommendations of the inspectors during their brief visits to schools at the beginning of the school year
and not to linger or delay in implementing them under the pretext of not receiving the official letter from the Directorate.
By doing so, everyone contributes to overcoming difficulties, solving immediate problems, and organizing the study without stumbling
and in a beneficial manner.
4- Refrain from bringing the children of male and female teachers to schools and kindergartens during working hours
under the pretext of listening or any other pretext, as this distracts them from performing their basic school duty.
5- We strongly emphasize what school administrations and teaching bodies in general, and girls' schools
in particular, should pay attention to regarding the necessity of observing modesty in appearance in general and in clothing in particular, so that the effects of this are reflected
on the students. We also emphasize not wearing anything other than the usual shoes in school for flimsy health reasons,
so that the educational requirement is achieved, as the male and female teacher are a good role model for students in behavior, actions, and a decent,
respectable appearance far from adornment and vulgarity, and consistent with modesty and dignity.
6- We emphasize the impermissibility of female teachers bringing their own knitting tools to schools and working
on them during periods, as well as the case for other personal matters of their own.
7- Although hitting students is prohibited in schools because it contradicts modern educational concepts that
recommend guidance and treating deviation and abnormality with correct educational methods after diagnosing the causes

Reasons ⟦line⟧ We still notice the use of beating as a disciplinary method, and the Directorate of Education contributes
and receives numerous complaints in this regard. Beating, especially severe and harsh beating, exposes students to
physical harm in addition to the psychological harm and complexes it leaves in the student's soul. The teacher is perceived as
a cruel and frightening person to their young pupil, and consequently, the paternal relationship that must
exist between them, which forms the basis for building and guidance, collapses ⟦line⟧ Therefore, we urge everyone to avoid
beating and to adopt correct educational methods as an approach to correcting deviation. Who will hesitate from now on to punish
violators ⟦line⟧ We also urge the messengers of education to avoid every type of insult and verbal reprimand
and contempt for the students' personalities, especially female students, because it leaves bad effects on their souls and leads to
the destruction of their personalities.
8 - We emphasize to all school administrations to follow the instructions regarding the distribution of classes to male and female teachers
which they were informed of by the letter of the Directorate of Education for the Basra District No. 32915 on 12/28/1961
and all subsequent instructions, and not to neglect their teaching of the classes assigned to them. ⟦line⟧
9 - The necessity of paying attention to aspects of school activity and activating various school activities, the most important of which are
sports, arts, the cooperative canteen, and taking care of the school garden (if any), as these
activities constitute a fundamental pillar in educational work and enable male and female counselors to discover
the students' abilities and direct their energies and efforts in the correct direction that ensures their goodness, happiness,
and the desired benefit, and keeps away from them the effects of boredom, weariness, and laziness resulting from systematic
school discipline.
10 - Taking care of Parent-Teacher Councils and Mother-Teacher Councils and giving them their due
care and encouragement as much as possible, and overcoming the difficulties that may hinder their success in view of their great
educational and social benefits, in addition to their financial benefits. We have felt their positive effects
and great benefits in most schools, as they have contributed significantly to solving school and
disciplinary problems, facilitated the process of education, and strengthened the relationship between home and school, as we
aspire for the school ⟦line⟧ with the aware and conscious educational elements available to it ⟦line⟧ to be a center for spreading health,
social, and cultural awareness. This can only be achieved by doubling efforts and strengthening the link between
the teaching staff and the students' parents.
11 - We emphasize that school administrations must adhere to daily working hours for themselves and the teaching staff,
and the principal must not leave the school during working hours except for a legitimate excuse and after delegating one of the teachers
to manage school affairs and assume responsibility in an official and written manner in the absence of an assistant.
12 - We emphasize that school principals (male and female) supervise the implementation of annual plans and lesson preparation
notebooks, and that they visit male and female teachers in the classrooms as much as possible and record their observations on
the progress of teaching and discuss them with them in a high brotherly spirit, open hearts, and mutual respect to reach
the best solutions aimed at improving educational methods. We also recommend that the messengers of education
exchange information and experiences and discuss educational matters, thereby gaining experience and becoming competent,
reading educational and cultural books, expanding their perceptions, learning about the latest teaching methods,
renewing their information, being creative in their teaching methods, and utilizing everything that is new, useful, and interesting
for their students. ⟦line⟧
13 - Based on the goals of our Arab nation in unity, freedom, and socialism, and in pride of its history
full of exploits, and in commemoration of its righteous martyrs, free thinkers, immortal men, its sublime
spiritual values, and its human civilizational heritage, we hope that school administrations and their teaching staff
will give these national aspects extreme care, celebrate national and patriotic occasions, and introduce
students to the immortal men of our nation, mentioning them in school newsletters and reminding them of their deeds and sacrifices
so they may be a beacon for them in patience, sacrifice, and redemption, and so they may know the present history of their nation with new
exploits and free ideas, thereby helping in creative human production as their immortal ancestors
contributed. ⟦line⟧

We are sending you herewith one copy of the statistical booklet for primary education, requesting you to note the following:-
1- This booklet contains a set of statistical forms, and each form contains
all instructions on how to fill it out and the date of its submission.
2- Each of these forms consists of three copies to be filled out by the school administration and sent
the first and second copies thereof to this directorate on the required submission date, provided that
the school administration keeps the third copy in the same booklet.
3- As for form No. 100, the statistical form for the number of students by grade, please send it
to us within one week only from your receipt of this letter of ours.
4- Please write the name of the school and its location in full at the top of the forms and have
the name of the director (male or female) signed and written at the bottom of the forms.
5- The school administration will be responsible for delaying the submission of forms to us after recording
the required information in them accurately and correctly and sending them to us on their scheduled dates.

Please notify the administrations of private schools, both morning and evening sections, that it is not permissible
to increase the number of students registered in a single class beyond (50) students. Note that this Ministry
will not hesitate to take the strictest regulatory measures against the school administration that refuses to
implement this circular of ours and which does not comply with ministerial orders and instructions, and inform us.

In view of the formation of a specialized auditing committee in this governorship, we request
all heads of departments, owners of factories and plants, and managers of companies and other
interests throughout Iraq to send a list of the names of the National Guard who
handed over their weapons, accompanied by the receipts for the purpose of auditing against the receipts and lists
that the police and army will also send to this governorship, and to compare all receipts
with the lists that the commission will send of the weapons delivered to it, mentioning the type of weapon,
its number, the party that delivered it, and the date of that. Every false receipt will be the responsibility
of its presenter, and any weapon that appears not to have been delivered despite a receipt being given for it, the
responsible person will be held severely accountable and the maximum penalties provided for in the
Martial Law Decree and the penal laws in force will be taken against him in letter and spirit, and the name
of that person, his identity, and the penalty imposed on him will be broadcast from the radio station. The
deadline for the arrival of the lists and receipts is 12/10/1963.

Subject / School trips and visits
Trips and tours are an aspect of student activity and a sincere expression of their activities and desires for information
observation, and release. However, they must be surrounded by a good framework of management, organization, and leadership, and staying away
from everything that exposes students to risks and harm in order to encourage this vital aspect of school activity.
Our directorate has issued several instructions in this regard, and there is also the School Activity Instructions booklet
for the year 962, which includes the instructions to be followed while conducting a trip or visit. We have started receiving
requests that do not meet the conditions we mentioned. To emphasize this, please observe the points listed below
and apply them with all accuracy and attention: -
1- Choosing a good means of transport and not having a large number of students ride in one car or climb
on the roof of the car, and postponing the trip on rainy days after our announcement by an official letter and obtaining
a new approval.
2- The name of the person responsible for the trip should be stated and we should be informed at least two weeks in advance, and short-term trips
should not conflict with the course of teaching, and teaching should not be interrupted except in social cases.
3- Obtaining the approval of the students' parents for the trip, specifying the purpose of its establishment, and the administration's performance of discipline
and monitoring during the trip.
4- Please specify the center when visiting the water supply, as there are the following centers: -
Al-Sarrafiya Center. Al-Shaljiya. Al-Masbah. Old Karrada Al-Sharqiya.
5- Visits to the dairy factory are only accepted on Mondays and Wednesdays in the morning, provided that visits are limited
to students of the fifth and sixth primary grades and above, and that the number does not exceed (80) with
mentioning the hour of the visit and informing the factory by telephone a suitable time before the visit.
6- Visits to government oil refineries are not accepted and are limited to members of colleges and institutes only.
7- The number shall not exceed twenty during the visit to vegetable oils, and the visit shall be on two days
Saturday and Thursday only.

A review of the agricultural situation in our country for years past clarifies that those responsible for agricultural
policy in the recent past fell significantly short in mobilizing the efforts of our farmers and their massive energies and rallying them
in the field of venturing to invest in our vast lands in many of the southern provinces in particular, to plant fruit
trees of various kinds, especially citrus fruits.
The expansion in investing more of our arable lands and diversifying our agricultural products of extreme
importance, such as fruit trees in general and citrus fruits in particular, and ensuring their abundance, quality, and mastery of
their marketing, allows this country, ancient in its vitality and the abundance of its agricultural production, to renew its agricultural revolution
in a world that has made great strides in the industrial and agricultural revolutions. In this, there is enrichment and support for the national income
and for our balance of rare foreign currencies, whether by achieving self-sufficiency in these agricultural products in
a way that limits our importation of them, or by achieving a surplus in them that allows us to export them. Since this targeted
economic achievement requires sustained administrative support, we therefore request and emphasize to administrative officials
the necessity of supporting the representatives of the agricultural sector and the Ministry of Agriculture and assisting them earnestly in urging citizen
farmers and growers and encouraging them to plant fruit trees and to proceed with organizing a nursery project for this
purpose in every village, town, and city, leaving the matter of determining its area to the discretion of the administrative official and the representatives
of distributing these nurseries, while emphasizing the investment of the desire of prominent farmers and others by motivating members
of organizations, students, teachers, and all other citizens qualified for such work to contribute
to this project voluntarily, so that this contribution may be a testament to the sincerity of their national sentiment and a pure participation
in the service and development of national production.
Accordingly, it has been designed on the scale of the Iraqi state in all its provinces. As for the northern provinces in particular,
nurseries for fruit trees of all kinds should be established, as well as pistachios, almonds, and the like, especially those
trees whose wood can be utilized in construction and building works. An inspection will be conducted for all producing
nurseries at the level of the country as a whole to announce the best of these nurseries in terms of output and the most abundant in production. It is important to us
to receive your proposals in a timely manner, accompanied by the proposals of the competent administrative authorities in each province in this regard, with
a precise statement of your administrative needs from now and before the arrival of the nursery planting season next spring, in order
to enable the taking of necessary measures to handle matters related to this issue completely starting from the next season.

Further to our instructions regarding school trips and tours recorded in Chapter Three
of the School Activity Booklet for the year 1961, and to achieve the educational goals aimed at by the trips,
please follow the following instructions:
1- Trips outside Iraq are limited to the mid-year break and summer vacation only, with the exception
of official technical delegation trips decided by the Ministry of Education to participate in
sporting, scouting, and cultural events.
2- Trips outside Iraq are restricted to students of intermediate, preparatory, and vocational schools only.
3- The school administration wishing to organize a student trip must notify this directorate through the Directorate
of Education in the Liwa at least one month in advance, in order to be able to contact the competent authorities
in the country intended to be traveled to and for the trip, and any request that arrives late will be ignored.
4- If the trip is a scouting trip, it should not include anyone other than scouts.
5- To facilitate the task of organization and leadership and to define responsibility, the traveling student delegation should not include
students and teachers from outside the school responsible for organizing the trip, as this lacks the character of administration
and leadership.
6/ As for trips to Kuwait, it has been decided that they be limited to students of preparatory
and vocational schools during the mid-year break only, due to the heat of the weather during the summer vacation, and
this directorate will inquire with the Ministry of Education in Kuwait about the number of students who can be accepted
during the mid-year break.
7- The school administration wishing to travel shall develop the necessary plan to calculate the cost of travel, housing,
transportation, and food, and determine the duration of the trip so as not to face a financial deficit in expenses.
8- All travel responsibilities fall on the school administration and the head of the traveling student delegation administration.

Based on the requirements of the public interest and based on what was stated in Article Four of the decision of the Council of
Education and Teaching taken at its thirtieth session held on Saturday, 29 / 6 / 63, it was decided
to set the tuition fees in private evening schools as follows: -
1- In intermediate schools (10) ten dinars
2- In preparatory schools, both scientific and literary branches (12) twelve dinars
3- In commercial preparatory schools (14) fourteen dinars
4- In summer courses held by private schools for the intermediate and preparatory stages of study
(2) two dinars per month for each lesson.
Please take note and circulate this to all intermediate, secondary, and commercial evening preparatory schools
affiliated with you to act accordingly and put it into effect immediately starting from this academic year, noting that this
Ministry will not hesitate to take the strictest disciplinary measures against the school administration that refuses to
apply this circular of ours and that does not comply with official orders and instructions, and inform us.
We provide you above with a copy of the circular of the Directorate of General / Private Education No. 34145
dated 9 / 7 / 63 for review regarding the prescribed fees, hoping for its application and action accordingly.

to implement what was stated in it and to consider all other instructions issued in this regard and the instructions
attached to the laboratory records as currently cancelled. Please act accordingly.

– Instructions on how to maintain laboratory records –
First: Science teachers are considered officially responsible for their laboratories.
Second: Each secondary school maintains four records according to the following subjects, and the organization of
the records is entrusted to the specialized teachers or to the laboratory technicians under their supervision.
A. Chemistry: One record for chemical materials and another for equipment, tools, and the gas machine
and its accessories.
B. Physics: One record for equipment, tools, and materials.
C. Biology: One record for equipment, tools, materials, and specimens in the subjects of Zoology and Botany.
Third: Each intermediate school maintains three records according to the following subjects, and their organization is entrusted
to the specialized teachers or laboratory assistants, if any, or under their supervision.
A. Chemistry: One record for equipment, tools, and materials.
B. Physics: One record for equipment, tools, and materials.
C. Health and Biology: One record for equipment, tools, materials, and illustration aids, etc. ⟦line⟧
Fourth: A- Each laboratory material or each device is recorded on one of the pages of the record according to
the sequence of its registration in the output lists.
B. The contents of the index are recorded according to the materials and devices mentioned in the record pages
with the page number and sequence mentioned.
Fifth: Materials and devices are recorded in Arabic and English in the place prepared for them at the top of the record
page.
Sixth: The set found inside a box or case is considered an independent item and a page is allocated for its registration
in the record, such as the mechanics set and the slide box - etc., provided that the number of pieces contained in
the single set or box is mentioned.
Seventh: Miscellaneous materials or devices are each recorded on a page, even if some of them are similar to the materials
of the set or box.
Eighth: The registration number of the material in the record is placed on the box, case, or the complete device.
Ninth: Miscellaneous slides are classified according to divisions such as protozoa or seed plants, and each group
belonging to a division is recorded on a page, and the names of its individual items are mentioned on that page.
Tenth: The responsible teacher must ensure the sequence of the record pages, and it is not permissible to make any alteration
or deletion in the record entries. If a necessity arises for that, the errors are crossed out with red
ink without obscuring the original, and the responsible teacher signs in front of it.
Eleventh: The contents of the output list are recorded in the school records within a period not exceeding a week
from the date of their receipt, as well as in the second copy of the secondary store or kept by them.

Twelve: If there is more than one type of the same substance, such as being manufactured by more than one company
or differing in its degree of purity or some secondary specifications, each type of it should be recorded on the same
page while mentioning its features; examples of that include granulated zinc and acids of different
purity, and others.
Thirteen: It is not permissible to use the five fields under the title (Consumed or Issued Quantity) mentioned
on each page of the register pages by teachers or laboratory assistants before obtaining approval
from this directorate to consume the substance or device or send it to another party.
Fourteen: - A true copy of the records of each school is sent to the Directorate of Laboratories for auditing at
dates specified by this directorate for Baghdad schools and for the secondary warehouse in other provinces.
Fifteen: It is not permissible to sign the register pages for receiving the substance recorded therein during the process of
handover and takeover; rather, special lists are prepared for this purpose in which the contents of the register are listed
after matching them with what is present in the school laboratory.
Sixteen: Laboratory furniture is recorded in a special furniture register provided by the Directorate of Education.
