1963/9/19, please notify all male and female teachers not to visit
the Ministry's office to follow up on their cases or track their transfer transactions. The school principal will be
held responsible for the absence of a male or female teacher without accountability. Furthermore, the Ministry will consider
all requests and problems received through the Directorate of Education with full interest
and care. Therefore, all those concerned must submit their requests to their school principals in a
formal manner to be referred to us by them, accompanied by sufficient explanations and a clear opinion
regarding what was stated in the request.
The Ministry hopes that all female and male colleagues will begin planning and organizing
the annual plan to welcome their academic year with vigor, activity, and organization in the
most complete manner and in a way that achieves the lofty goals sought by the blessed Fourteenth
of Ramadan Revolution.

Based on the urgent necessity and to organize the workflow in the Files Division, it has been decided as follows:
1- It is strictly forbidden for any visitor to enter the aforementioned division, and visitors must visit the Personnel Division ⟦line⟧ to identify their tasks.
2- The Personnel Divisions for Secondary and Primary Education shall issue letters of confirmation on their behalf and sign the forms for the Mortgage Bank and the Teachers' Syndicate.
3- The file is requested from the Files Division according to an official receipt as per the model distributed to you after signing it, mentioning the name and address of the receiving employee, provided that the file is returned to its place at exactly one o'clock in the afternoon of each day and the receipt given for it is withdrawn.

The commencement of duties for officials, employees, and workers from the members of the dissolved National Guard shall be accepted, and they shall be granted IDs in the event of
their submission of a receipt confirming their handover of weapons and other equipment. In the event of their claim of not receiving weapons or equipment or
their issuance without a receipt, it is permissible to accept their commencement of duties after binding them with an undertaking that includes their confirmation of that and their bearing of all responsibilities in
the future if the contrary appears, provided that a copy of the undertaking is sent to the ministry of the official in question.

Most department employees and some of their heads were bringing firearms such as rifles,
pistols, and guns with them to their departments, even though they were not members of the National Guard or the dissolved ones, and these
are exerting effort from the rest of the employees. Therefore, and to apply the content of our letter No. 26 dated 11/23/1963,
we request that such individuals be instructed to hand over their weapons to the official authorities (except for those licensed), similar
to the rest of the National Guard members.

It is no secret that afforestation has many benefits in beautifying schools, creating lush shade, and cooling the atmosphere.
It works to block strong winds and prevent dust from rising, in addition to the economic benefits resulting
from planting vegetables, flowers, and fruit trees or those whose wood is utilized. Therefore, the Ministry of
Education sees the necessity of exerting more attention to the matter of afforesting school yards and roads
leading to them in a highly professional manner. To bring the project into existence, you must form
committees supervised by active teachers who take pride in manual agricultural work and view planting with
pride and appreciation. Work should begin starting from the current season by contacting officials in government
nurseries to obtain trees and instructions. It is preferable to distribute responsibility among students and assign
moral or material prizes to them to increase their interest and activity.

We have learned that some school administrations have made changes to the working hours without referring to this
Directorate, thereby violating the instructions issued previously. Therefore, we emphasize again to
school administrations to note the following points and act accordingly.
1- The working hours for double-shift schools shall be at eight o'clock in the morning for the morning school and at
twelve-fifteen for the school that follows it. It is permissible to delay the start for half an hour
after the agreement of both schools and obtaining our approval for that, and no change is allowed otherwise.
2- The duration of the lesson shall be (40) minutes and the break (5) minutes, except for the third break which shall be
(10) minutes. There is no room for merging lessons or tampering with the duration of breaks at all.

We inform you that all approvals for school trips and visits issued by our directorate
are considered cancelled. Please submit new requests to conduct such trips and visits while
observing the following points:-
1. The school administration shall inform us about the trip two weeks before starting it.
2. State the name of the person responsible for the trip or visit.
3. Teaching shall not stop under any circumstances during the conduct of trips and tours except in
the case of group trips.
4. Short-range tours should not conflict with the course of teaching.
5. Obtain the approval of the students' guardians and specify the purpose of organizing this trip.
6. Maintain the safety of students from the dangers they may be exposed to during travel due to
lack of discipline and supervision, and choose the means of transport that is safest for the students.
7. Scouting and classroom tours that are usually conducted after the afternoons of Monday
or Thursday within the country for visiting or visiting some places are excluded, provided that the school administration
informs the Directorate of that after its agreement with the visited party.
8. Visits to government oil refineries are limited to members of colleges and higher institutes only.
9. Any request submitted that does not meet the conditions mentioned above will be cancelled.

We inform you that all approvals for school trips and visits issued by our directorate
are considered cancelled. Please submit new requests to conduct such trips and visits while
observing the following points: -
01 The school administration informs us about the trip two weeks before starting it.
02 State the name of the person responsible for the trip or visit.
03 Teaching shall not stop under any circumstances during the conduct of trips and tours except in
the case of summer resort trips.
04 Short-range tours should not conflict with the course of teaching.
05 Obtain the approval of the students' guardians and specify the purpose of organizing this trip.
06 Maintaining the safety of students from the dangers they may be exposed to during travel due to
lack of discipline and supervision, and choosing the means of transport that is safest for the students.
07 Scouting and class tours that are usually conducted on Monday or Thursday afternoons
within the country for visiting or visiting some places are excluded from this, provided that the school administration
informs the Directorate of this after its agreement with the visited party.
08 Visiting government oil refineries is restricted to members of colleges and higher institutes only.
09 Any request submitted that does not meet the conditions mentioned above will be cancelled.

In view of the importance of health education in school and its great impact on the health behavior of students, in addition
to the fact that it facilitates the implementation of this directorate's programs regarding periodic examinations and various
vaccinations by encouraging students and teachers to contribute and participate in these programs, which is of great
benefit to them. Therefore, we have decided to organize a health education program in schools to spread health awareness and make
health services an educational process useful in guiding beneficial health behavior for students. This is by using
various education materials such as health films, bulletins, exhibitions, and extracurricular student activities. Since this
requires the effective cooperation and contribution of the administration and teachers, especially teachers of sports, objects, health,
drawing, and crafts, we request that instructions be given to school administrations to cooperate in this field. We have assigned Mr.
Mahmoud Wafiya Al-Obaidi, the supervisor of health education in this directorate, to visit schools and supervise
this program.
