New schools have been opened for the new academic year and female teaching staffs have been appointed to them, whether for teaching male or female students. However, we have noticed that some schools have not shown cooperation with each other in this regard. Furthermore, the administrations of the new schools (female staffs) are reluctant to accept boys, and some boys' school administrations are trying to accept the largest possible number of students, even if this affects the failure of the newly opened schools. In view of the shortage of male teachers and the increase in female teachers, we have converted the staffs of some boys' schools to female staffs. However, this does not mean that those schools have become for girls only. Therefore, please note the following points when visiting all schools and urge school administrations to implement them:-
1- Schools whose staff type is mixed must accept boys and girls alike.
2- Girls' schools must not be stubborn in accepting girls only and pushing boys to other schools, unless they are old enough that their presence among girls is feared.
3- Old schools should not open new sections if there are newly opened schools next to them; rather, they must direct applicants to register in the newly opened schools located in their area instead of opening new sections and creating congestion for themselves.
4- We have worked on doubling the newly opened schools with other old schools temporarily until the necessary buildings are rented for them. We ask you to urge them and cooperate with them in finding the necessary new building and moving to it urgently, provided it is in the area for which the school was established.
5- In view of the small number of male teachers assigned to this Directorate for this year, it is difficult for us to fill the vacancies resulting from the suspension and removal of its teachers at the present time. They must fill these vacancies with lectures, as was practiced at the end of the past academic year, until a sufficient number of teachers is available. Please note this aspect when visiting boys' schools and work on its implementation.
6- The staff of Al-Futuwa School in Al-Kir'iyat and Al-Mu'tasim School in Baghdad has been changed from male teachers to female teachers. Since there are older students in them, please transfer the fifth and sixth grades from Al-Futuwa School to neighboring schools and compensate them with first and second grades. The same applies to older students in Al-Mu'tasim Primary School and Al-Buhturi School (the new opening in Al-Nu'ayriya - New Baghdad) and other schools complaining of the same situation, please.

The Council noted the great negligence in the condition of the gardens and squares surrounding the school buildings in their academic
and residential sections. Since this is not consistent with good taste, and in view of the availability of long
leisure time for students, the Council decided that the Directorate of Education in the District and the school administration
shall be directly responsible for planting these gardens and squares with suitable trees, flowers,
and crops. Officials in the District Directorates of Education and school administrations
therein should attempt to instill a spirit of voluntary work among students, teachers, and employees, in cooperation with
local administrations and agricultural schools in the District to achieve this. The General Inspectorate and
inspectors in the districts are also considered responsible for implementing this resolution and submitting reports on its implementation, and the start
of its implementation shall be from the coming autumn season. A bad report regarding administrations in this regard will affect
promotions and bonuses.

Further to our statement No. 3413 dated 18 / 6 / 1963, referring to the letter of the Baghdad
Governorate Prefecture No. 4960 on 2 / 3 / 1963, and since the schools leased by the Ministry of
Education cannot have the commitment of their trees and palm fruits placed in a public auction, as
the end of their lease may sometimes be before or after the fruit ripens relative to the contract period, and since
the head of the committee, the Director of Al-Adhamiya Sub-District (whose position was abolished), and its financial member Mr. Abd al-Sattar
al-Khazraji have been transferred from their positions, we have decided to form a committee instead of the previous committee of
the individuals whose names and job titles are listed below, to sell the fruit of the palms and trees
present in those schools after they ripen through trust in accordance with the Movable Property Law, provided
that all sales proceeds are deposited with us after recording the sale proceeds as revenue for the Local Administration account
according to the regulations.

3 - Her husband's full name (first name, father's name, grandfather's name, and surname)
4 - Her husband's full address (the name of the department where he works, his rank or position, and the name of the General
Directorate to which his department is linked, mentioning the name of the relevant Ministry if he is an official or employee,
and his full address if he is a merchant, lawyer, or self-employed, mentioning his place of residence
and house number).
This includes separated teachers (not divorced).
5 - As for unmarried, divorced, or widowed teachers, their names and nominal salary amounts should be mentioned,
along with the pension salaries received by the children of widows (if any), so that we can send income tax
forms to them.

for Boys), provided that it operates on a double-shift basis with Al-Adhamiya Evening Secondary School
or any other suitable place rented for this purpose, and Al-Adhamiya Secondary School
for Boys becomes a preparatory school only (under the name Al-Adhamiya Preparatory School for Boys).
10- Splitting the intermediate section from Al-Sharqiya Secondary School for Girls and naming it (Al-Sharqiya Intermediate School
for Girls), provided that it operates on a double-shift basis with Al-Sharqiya Preparatory School
for Girls, and Al-Sharqiya Secondary School for Girls becomes a preparatory school only under the name (Al-Sharqiya
