Article - 4 -- Paragraph G - 1
(If there are two or more siblings in one educational stage, only one of them must pay and the rest are exempted
and they are not included within the exemption percentage).
The ambiguity contained in this paragraph is (only one of them shall pay), especially if there are siblings or
more in one educational stage but in several schools. In order to put an end to this ambiguity, the following instructions are followed:-
1- If there are two or more siblings in one educational stage and in multiple schools, the student in the
highest grade among his siblings' grades shall pay, for example:-
If there are three siblings in three intermediate schools and one of them is in the third grade, the other in the second grade,
and the third in the first grade, the third-grade student pays and the rest are exempted, and Article Four
(Paragraph G - 3) applies to them, and so is the case in the preparatory and primary study stages.
2- If there are two or more siblings in one educational stage and in multiple schools and in the same grade, the
student whose school has fewer sections shall pay. For example:-
Three siblings in three intermediate schools, all of them in the second grade, one of them in a school with five sections,
the second in a school with seven sections, and the third in a school with nine sections, the student whose school has
five sections pays and the rest are exempted, and Article Four (Paragraph G - 3) applies to them. And so on.

The situation in the preparatory and primary study stages.
3- If an oversight or error occurs in the receipt given to the student for the participation fee in the school activity committee,
the receipt shall be canceled with an ( x ) mark, the word ( Void ) shall be written on it, and the committee accountant shall sign the
receipt after dating it and keep it among the other receipts.
4- In the event of returning the amount to the student who had paid the participation fee in application of Article Four (Paragraph G),
the following phrase shall be written on the back of the receipt ( I received the amount in cash and for that ⟦...⟧ I signed ) provided that
the student's name and class are written under the signature and it is kept among the receipts. The reasons for canceling this receipt
shall also be mentioned by the accountant under the student's signature.
5- When one school is split into two schools, the administration of the original school must send the participation fees of the students who
were transferred to the new school and the receipt shall be voided by the accountant as stated in paragraph three above.
In addition to that, it shall be written on the back of the receipt ( The amount was transferred to school ......... by letter .........
dated ....... ) and the accountant signs under this phrase.
6- If a school purchases sports, office, or artistic supplies and is subsequently split into two schools, the
supplies and remaining amounts shall be divided proportionally to the number of transferees and those remaining, provided that this is done under the supervision of the supervisor of
physical education affairs or the physical education inspector, provided that a decision is issued in three copies, one copy of which is sent
to the Directorate of Education of the Liwa and a copy to each of the two schools, and the supplies and amounts are sent to the new school
by a special letter.

We request the circulation of this letter of ours to all intermediate, secondary, and vocational schools and teachers' institutes belonging to you
and to instruct the implementation of its contents with the utmost speed given the importance of the subject. It has become apparent to us when auditing the laboratory records
of the schools and from our study of the results of the inventory of various school laboratories and from the reports of specialist inspectors and laboratory
inspectors that there are abundant quantities of laboratory supplies surplus to the needs of these schools, and most of them
are unused until now. It is no secret that the remaining of these materials and equipment in school laboratories in this manner
may lead to their damage over time and they become unfit for use, and the intended benefit from them vanishes, and in this
is a material loss in addition to depriving other schools that are in need of these supplies.
It has appeared to us from studying the estimates of the list sent to us with the results of the school laboratories and comparing them with the quantities
recorded in the laboratory records that the estimated list quantities do not reflect the reality of the situation regarding what is actually present
in the laboratories of these schools. In order to achieve this for these schools, we have confirmed the existence of abundant quantities
with them of materials and equipment much more than what is recorded in the results of their laboratory inventories, and that some of these schools
did not disclose at all the existence of any list they have, contrary to the reality of the situation.
In view of the urgent need and the large number of requests submitted to us by schools and the increase in the number of schools that opened recently
this year, and for the purpose of securing the needs of these schools for laboratory supplies and equipping them during the current
academic year, which we cannot secure by relying on what is present in the laboratory warehouse alone
because what is currently available is very little. Therefore, we hope that the teachers in charge of the laboratories will cooperate with us
by having each teacher reconsider the inventory of his laboratory in an explicit manner for the purpose of identifying the surplus materials and equipment
and recording them in special lists and collecting them. The Directorate of Laboratories is ready to cooperate with the school by providing it with empty
boxes and assisting the teacher in packing the surplus and transferring it to this Directorate if requested to do so. We hope that this
process is completed as quickly as possible so that we can devote ourselves to equipping schools with their requests immediately after finishing
withdrawing this surplus from the schools.

In the case of dual intermediate or secondary schools (with literary branches) with intermediate
or preparatory schools that have complete laboratories, the chemistry laboratory can be occupied by the teacher
to perform experiments in front of the students themselves. As for the biology and physics laboratories, it is possible
for the teacher to borrow the necessary tools, equipment, illustrations, etc., from the laboratory for the purpose
of using them directly in the classroom without the need to occupy the laboratory. To facilitate this, it must be done
by agreement and cooperation between the teachers and with the assistance of the laboratory assistant in the original school (A).
The borrowing teacher must preserve these supplies that he borrows and shall be responsible for them
just as the teacher in charge of the laboratory is responsible.
