Article 3, Paragraph C

C - Teachers' training institutes (male and female), teacher training institutes, and commercial, agricultural, and home arts schools.
Each male or female student admitted to the first grade of these schools and institutes, without participation in the committee, pays
an amount of (one dinar only) for the entire duration of study. Those who fail in the first grade of these
schools and institutes are considered as new registrants (refer to Article 4) of these instructions.
Second - (Article 4) Paragraph C-1 is amended to become as follows:
C - (1) The exemption rate in teachers' training institutes, teacher training institutes, and commercial schools
shall not exceed 25 percent. We hope you will review and act accordingly.

Reference to the letter of the General Directorate of Physical Education, Student and Scouting Activity No. 56442
dated 11 / 19 / 1962.
On the occasion of the special celebrations for the millennium anniversary of the founding of the city of Baghdad and the anniversary of the Arab philosopher - Al-Kindi -
it has been decided that the Girl Guide troops of intermediate, vocational, and secondary schools in the city of Baghdad will participate by presenting a scouting parade in
Al-Rashid Street to commemorate this unique historical anniversary. Accordingly, please note the following points.
1- The parade will take place on Saturday, December 1st, 1962.
2- Gatherings will be held in a unified manner at the Scouts Square at eight o'clock in the morning of the aforementioned day, provided that the sequence of gathering and parade is based on the alphabet for the participating schools.
3- Distant schools that require vehicles shall pay from the school donation fees, and in case they are exhausted, students may contribute to the transportation costs.
4- Each Girl Guide troop shall bring only the Girl Guide flag and be arranged in coordinated, unified groups.
5- The physical education teacher shall be responsible for her school's Girl Guide troop during the commute to and from the event.
6- Please do not bring Iraqi flags, as our directorate will distribute Iraqi flags to the participants.
7- Physical education teachers and Girl Guides must attend on the day of the parade in full Girl Guide uniform at eight o'clock in the morning of the aforementioned day at the Scouts Square stadium.
8- The school shall bring with it a drummer and the school music band (if any).
9- A committee shall be formed to organize the traffic unit during the parade consisting of the following teachers.

Some occupants of workers' houses and junior officials and employees approach this Ministry
from time to time requesting permission to lease their houses for reasons that do not warrant it. The purpose of these requests
is to lease their houses and benefit from the difference between the amounts they lease them for and the meager amounts collected
from them by this Ministry as rent, with the difference being double. This is contrary to
the purpose for which these houses were distributed to them, which is to assist them and secure decent housing for them
at very meager rental rates. Approving their aforementioned requests for leasing leads to harming
the rights of the Treasury and the objectives for which these houses were established. Furthermore, these requests mean
in reality that their owners do not need the houses they occupy. Therefore, this Ministry reiterates
what it has previously announced, that it does not agree at all to the leasing of these houses to non-occupants except after
they have paid more than half the cost of the house and upon providing convincing justifications to this Ministry based on
Article Six of the System for Selling Workers' and Junior Officials' Housing No. (7) of 955 and Article
Eight of the sales contract organized between the buyer and this Ministry.
As for persons who have paid all the house installments, they have the right, after registering the house in their name
in the Land Registry Department according to the procedures, to dispose of the house as they wish, by sale or lease, and to make any changes
to it permitted by the laws specific to this matter without the need to obtain the approval of this Ministry for that
based on Article (9) of the sales contract which is completed by fulfilling the ownership request. Likewise, this
Ministry does not agree, in consideration of the public interest, to exchange any house for another house between the occupants of these houses.
Please kindly circulate the above to your officials, employees, and workers to observe its contents.

the rights of the Treasury and the objectives for which these houses were established. Furthermore, these requests mean
in reality that their owners do not need the houses they occupy. Therefore, this Ministry reiterates
what it has previously announced: that it will never agree to lease these houses to anyone other than their occupants unless
they have paid more than half the cost of the house and after providing convincing justifications to this Ministry based on
Article Six of the Regulation for the Sale of Workers and Junior Officials' Housing No. (7) of 1954 and Article
Eight of the sales contract organized between the buyer and this Ministry.
