Our sisters and brothers, members of the Teachers' Syndicate in the Iraqi Republic
⟦line⟧
Building is not like destroying, and action is not like words, and how few are the workers. The militant Teachers' Syndicate, which fought its
open war against Qasim and his associates among the populists and communists, that syndicate which was truly a winning war, this war
which was an inevitable destiny imposed by the abnormal conditions at that time, conditions in which the individual lost his freedom, rather
his humanity, where his fate was controlled by a clique that knew no meaning of conscience, but rather trampled upon the soul and sold itself to
the demon of opportunism for no price.
The active Teachers' Syndicate, with its current administrative body, which was imposed by your conscious will and sincere desire, finds
itself today responsible for carrying the greatest trust you have placed on its shoulders to serve your professional, national, and pan-Arab goals.
This syndicate places in your hands its first statement, which was born from sensing your life problems, both living and professional.
This syndicate finds itself today stronger and more determined, out of its belief in the positivity of its constructive work, drawing that from your
precious trust that you have bestowed upon it.
Out of our belief in the importance of syndical organization, which is the pillar of our progressive socialist society, we find in your conscious participation
a basis for elevating and developing it for the better, so that the syndicate is at the level of its progressive responsibilities to be able to
prepare syndicalists capable of bearing responsibility, working under the lush shadows of truth in cooperation for the sake of serving
the rising generation.
So we must restore our syndicate through syndical work and make it a starting point for the democracy of organized work and protect it from distortion
and deformation, and preserve it from exposure and falsification.

You are the first pioneer for the growing generation in the fields of construction and development, and you are the one who lays the first brick in building the entity
of this society with your pure hands.
O Colleague:-
The building of generations and the achievement of the nation's goals depend on you. The Arab nation in its progressive march, especially as we are in an era of a sweeping
and living Arab revolution that relies on the people as a method and a goal for mobilizing them in their institutions and syndical organizations. It is fitting for the Teachers' Syndicate
to be at the level of its present responsibilities to achieve the people's aspirations for unity, freedom, and socialism.
The following are the goals that you have drawn for your new administrative body, which has taken it upon itself to strive diligently to achieve them:
01 Establishing a central club and branches in the provincial centers.
02 Working to speed up the completion of the Teacher's Hospital and supporting and developing the pharmacy so that it meets the teacher's needs.
03 Paying attention to consumer cooperative societies and generalizing them to the rest of the provincial centers.
04 Working on establishing cooperative societies for building housing in provinces where they have not yet been established.
05 Paying attention to the syndicate's schools and seeking to expand them and make them at a level that qualifies them to bear their cultural
and scientific responsibilities.
06 Working to open the People's University at the beginning of the academic year, out of our keenness to raise the level of the syndical teacher
and facilitate higher culture for the children of the people in general.
07 Working to develop cooperation with professional syndicates in order to coordinate syndical work to be a living tool for serving
professional and national causes.
08 Supporting the Union of Arab Teachers' Syndicates and developing its work so that it becomes a union that includes all teachers' syndicates in
the Arab world, as a prelude to making this union a nucleus for a unified syndicate for Arab teachers.
09 Working to develop the educational center in the syndicate and working to open syndical courses and prepare educational seminars.
10 Injustice: Seeking with the national government to remove injustice from all aggrieved teachers.
11 Annual promotions and increments must be from the date of eligibility.
12 Lessons: Seeking to reduce weekly lessons by 22 lessons for instructors and 26 lessons for teachers.
13 Seeking to reduce the lessons of the elderly by a rate not exceeding 25%.
14 Defending teachers' rights: Out of the administrative body's belief that one of the most important goals of syndical organization is
defending the rights of members, and this task has been entrusted to a special committee.
15 Building a new headquarters for the syndicate, with a club and sports ground added to it.
16 Lifting penalties from members of the teaching family that were directed at them because of their national activity during the defunct
monarchy era and the black populist Qasim era.

The Ministry of Education announces the existence of vacancies for study leaves outside Iraq
for the purpose of obtaining a Master's degree or its equivalent, or a Doctorate for Master's holders, for a period of two years
with full salary. Those interested among male and female teachers and administrative staff belonging to
the cadre of the Ministry of Education who hold higher degrees and have a service of no less than
three years after obtaining the higher degree should submit their applications to the Secretariat of Study Leaves
in the Directorate of Missions within a maximum period of the end of official working hours on Monday, corresponding to
9 / 30 / 1963, bringing with them the following documents and letters:
1- Acceptance from a college, institution, or university recognized by the Ministry of Education indicating his acceptance

The dark, defunct eras worked to care for the narrow interests of their individuals and cronies, not the interests of the majority
of the people who should enjoy the abundant bounties of this homeland and benefit from every inch of it.
Believing that the homeland's bounties belong to all the people, and out of our desire to provide a decent life for everyone
which cannot be achieved without obtaining adequate housing.. we have decided the following:-
First - State lands throughout the Republic in villages, sub-districts, districts, provincial centers, and the capital shall be distributed
free of charge and without compensation to all citizens who do not own a dwelling house or a plot of land and whose monthly income
does not exceed (50) Dinars.
Second - Authorizing the heads of administrative units, in cooperation with administrative councils, municipalities, and popular organizations,
to survey state lands in their areas and divide them into plots ranging from (150) meters to (200) meters, provided that
this is consistent with the planning of the residential area and distributed according to the instructions that will be issued to them.

The applicant for this form must adhere to the following conditions, and if they are violated, the contract with them shall be void
and the plot of land or house shall be withdrawn from them..
1 - To pledge to build on the plot of land within a period of three years from the date of receiving the title deed.
2 - To pledge not to dispose of the plot of land or the house by sale, mortgage, or gift before ten years have passed from the date of receiving the title
deed.
3 - To pledge not to rent the house except in the case of changing their residence by moving outside the town in which the
house is located for justified reasons.
4 - The beneficiary must be of an Iraqi father by birth based on the Iraqi nationality certificate or the civil status book.
5 - Anyone who gives incorrect information in order to obtain
a plot of land shall be punished by imprisonment for a period of no less than five years.
6 - A revenue stamp of one Dinar denomination shall be affixed to this form.

Further to our circular No. 4730 dated 10 / 3 / 963 for the purpose of including the largest possible number of Iraqi citizens
to benefit from the Real Estate Bank lands, the Bank's Board of Directors decided in its session No. ⟦illegible⟧ held on
22 / 6 / 963 to sell plots of Karoud Khalil Pasha (Al-Sulaikh) lands, whose areas and prices are shown against their categories
to those who wish to purchase them from the following institutions and associations after fulfilling the necessary conditions

Distribution: The distribution shall be carried out as follows:
A - The interested person can obtain a plot of land application form from the bank directly and specify the category of the plot
they wish to purchase.
B - The form is certified by their department and returned to the bank with an amount of -/100 Dinars (one hundred Dinars) as a deposit
on the account of the plot of land, plus -/100 Fils (one hundred Fils) for the price of the form.
C - The remaining price of the plot is to be paid within a maximum period of 4 / 12 / 963
Conditions / The interested person is required to meet the following:
First - Neither they nor their spouse owns a house or a plot of land independently at the present time.
Second - Neither they nor their spouse has obtained a house or a plot of land from any official or semi-official department or cooperative
society.
Third - Signing an undertaking of the accuracy of the information required from them, and in case it is proven incorrect, it shall be considered a false report
entailing the same effects as a declaration given to a government department, and Article 159 of the Penal Code -
Baghdadi applies to it, and the bank then has the right to confiscate the deposit amount of one hundred Dinars unconditionally, in addition
to taking all legal measures against them.
