Many Jewish students who graduated from private schools in
Baghdad have approached us complaining that the official intermediate and secondary schools are still postponing
consideration of their admission, even though they have accepted other students without exception.
It is not hidden from Your Excellency that if it is true that Jewish students are being treated with this
special treatment, then this means discrimination between the children of one homeland in rights, and this
is contrary to the policy of justice followed by the honorable government.
Because of our firm belief that Your Excellency does not approve of the occurrence of such injustice, which has caused
the deprivation of a large crowd of students from general culture without cause, we have seen fit to write
this urgent letter to Your Excellency in the firm hope that Your Excellency will take the necessary
measures to remove this injustice and to treat everyone equally.

(1) The principal of Al-Rusafa Intermediate School expelled me from the school on the 26th of last month, and the reason he
gave for my expulsion was that a quarrel had occurred outside the school between two students. The principal summoned me to discuss
the reasons for this quarrel that occurred between the aforementioned individuals, considering that I am one of their friends. Since I was ignorant of the reasons and did not show
the principal any reason because I knew nothing about the mentioned dispute, the principal sent me away from the school and asked me to return after
two days. When I arrived at the appointment, he explained to me that there was no longer a place for me in the school and gave me a transfer certificate. I applied to the rest of

(2) The principal, Mr. Muhammad Ali Arjukuba, summoned me on 11/11/1928 and asked me to pay the Futuwwa fee. I asked him
to give me until tomorrow, but he wanted to give me a transfer certificate to sever my connection with the school. So I went immediately and brought the required money despite
borrowing from one of the students. When I gave it to the principal, he refused to receive it and insisted on me leaving the school under the pretext that there was no place for me, and he provided me

After greetings and respect,
The severe financial distress that has afflicted the fund of the Israeli Lay Council
at the present time as a result of the decline in meat tax revenues has made
continuing to perform the public services that the Lay Council has taken upon
itself impossible. As a result of this financial confusion, the salaries of the community's employees
including school teachers have been delayed for several months, which led to the teachers' strike
until the Council was able to persuade them to resume teaching in the hope that it would seek to manage
the situation and balance the finances.
At the time when the Council is discussing the ways that will lead it to this goal,
it finds that its efforts will fail as long as the deficit suffered by the community at the present
time reaches 12,000 Dinars, and as long as balancing income and expenditures has become
impossible in the coming years as well. Since it has not limited the public services it performs
now, it is very difficult to continue performing the cultural and health services that
it currently practices.
Our schools at the present time number 11 schools containing 8,500 male and female students,
and the financial feeding of these institutions, which include such a number of students, has become beyond
the Council's capability. Therefore, we hope that Your Excellency will instruct the annexation of two of our
primary schools that apply the official primary curriculum to the official education cadre
under the same conditions agreed upon regarding the official Ras al-Qarya and Al-Samawal schools. By this,
you will have enabled the Council to persevere in spreading general knowledge in the country.

After greetings and respect
We had requested in our letter to your esteemed ministry numbered 4979 and dated June 20,
938, to take possible measures to annex two of our primary schools that apply the
official education curriculum to the education staff under the same conditions agreed upon regarding the Ras al-Qarya
and Al-Samawal schools. This is by way of assisting the Communal Council in performing the public services
it provides to the country, especially in the state of severe financial distress it is going through at
the present time.
However, the esteemed Education Council apologized for not granting this request at the time because
that year was a year of stagnation and lack of expansion, as stated in your reply to our letter No. 12852
dated July 10, 1938.
I regret to inform Your Excellency that the Community Council has been forced - under the pressure of the financial
distress it suffers - to close one of our schools, which is the Al-Karam school, and dismiss
its teachers and students. I can assure Your Excellency that if the situation continues as it is
now, we will inevitably be forced to close another school or more and deprive its students of education.
Accordingly, and on the occasion of your esteemed ministry's preoccupation with preparing the education budget for the coming year,
we take this opportunity to repeat our request, hoping Your Excellency will instruct to take what is necessary to annex
one of our primary schools that apply the education curriculum to the official staff and make it
an official school like the Ras al-Qarya or Al-Samawal school, as well as considering the possibility of opening an official school
in the neighborhoods inhabited by Israelite citizens under these same conditions. By doing so,
Your Excellency will have helped us assist the education authorities in spreading education in the country.

There is no doubt that your directorate has been informed of the great financial distress that
has overtaken the community fund as a result of the loss resulting from the decline in the revenues of
the meat tax that the community collects from its members, a great decline such that
the amount of the deficit expected to occur by the end of next September is about 12,000 Dinars.
For this reason, the salaries of employees, including the teachers of the Israeli schools, have been delayed
for several months, which led to the occurrence of the strike that your directorate was informed of
at the time.
Therefore, we found it necessary to refer to your letter No. 2898 dated 2
February 938, in which you promised us to present our request to increase the annual grants allocated
to our schools to the Education Council. Here, we hope that this request will be considered with the attention
it deserves, especially in view of the difficult circumstances through which the finances of the Lay Council are passing.
By doing so, the esteemed Ministry of Education will have facilitated our performance of the public duties
that we have taken upon ourselves, namely cooperation with the education authorities in spreading
general culture in the country;

coming year, we have come to remind you of this promise, hoping that you will consider increasing the small annual grants

Greetings and respect. Furthermore, the Arab nation, and especially the Iraqi people, have been and still are looking at the
honorable Jewish community with a look of love and respect, given that this community has lived since ancient times in the
Arab environment a life of serenity and prosperity with the rest of its fellow citizens, and because it has stood in all eras with the Arab nation despite
the recent events that took place in Palestine, which were caused by foreign Zionists who must be distinguished
from our Arab Jewish brothers.
The Arabs still consider the national Jews to be their brothers in prosperity and adversity, and that it is not within the power of
Zionism to alienate them, and based on this hope, they see fit to direct the attention of these brothers to the necessity of
brotherhood and participation in everything that would strengthen the bonds of their brotherhood and work to achieve their desired unity
from which all Arabs benefit, including the honorable Arab Jews.
It is not surprising, in this case, that our Jewish brothers in Iraq demonstrate in the cause of Arab Palestine,
which is a just cause, which will have the best impact on the conference in London, the results of which will be bringing peace
to Arab Palestine forever.
Likewise, our committee sees fit to remind Your Eminence that it has formed committees to collect aid for the victims of Palestine after
their numbers increased beyond the norm, and it hopes that you will contribute to these national and humanitarian charities as Iraqis, as you contributed
previously, considering you our brothers, united with us by the bond of the homeland and Arabism, and the bond of joys and pains.

After greetings and respect - following our letter No. 5692 dated September 27, 1939
It has come to my attention that the number of Jews who failed the exam for the first reserve officers' course
reached 13 out of 14, while the success rate of the others was not less than 94 percent.
Those who participated in this course were graduates of higher schools and are considered among
the best youth of the community; among them are lawyers, engineers, employees, and others who are no less
successful in their practical lives than their other brothers. It was hoped that their success rate would be
much higher than that.
Success in an exam, although sometimes dependent on chance, this result
leads us to believe that it is not a matter of chance, but rather confirms the suspicion that the esteemed
Ministry of Defense does not want there to be military officers from among the Jews, and therefore those of them who apply
to the Military College have not succeeded in entering it until now. The three students who were
studying there two years ago were expelled, and the small number of Jewish officers who were in
the service of the army have had their services terminated.
But the point of reflection in this incident is that success in the reserve officers' course does not lead these
Jews to permanent employment in the army, as they are holders of higher degrees
who have their own professions from which they earn their living, and their only desire was to be permitted to hold the military rank
they deserve to lead individuals and carry arms to serve their country when duty calls for it.
Depriving them of this right must affect their morale as well as the morale of the Jewish individuals
who have joined and will join the military service when needed when they learn of this result.
We hope that Your Excellency will address this issue with the fairness and wisdom you possess in order to instill
hope in the sons of your homeland who want nothing but to serve their dear country with their souls.

The head of the community, Ezra Menachem Daniel, Ibrahim Hayyim Moallem Isaac, and Ibrahim
Nahum met with His Excellency the Prime Minister, who in turn requested the presence of His Excellency the Minister of Education, and the discussion took place in their presence
regarding the injustice felt by the Israelite community as a result of the education policy towards them.
And these are the results obtained:
1 - The Minister confirmed that he had no knowledge of the expulsion of the fifty Israelite students from the intermediate school
in Adhamiya on the pretext of transferring it to the College of Religious Sciences and the impermissibility of Israelites attending it,
and that he would look into the matter of keeping the mentioned students in the mentioned college or transferring them to
other schools suitable for them. He confirms that none of them will remain outside of school, and he also wishes
to know the names of the students who were refused admission to the make-up exam on the pretext that they were transferred from
the Adhamiya school and were not assigned to another school, in order to carry out the necessary follow-ups. He also
confirmed that limiting the number of students to forty only included the primary
classes for students who are newly admitted at the beginning of the school year and does not include the remaining
classes whose student numbers exceed forty and who are currently present in the classes,
and that all schools will provide all possible facilities for the admission of Israelite students and that
he wishes for us to inform him if unreasonable difficulties are found in this regard.
2 - The Minister stated that the conversion of the two primary schools (Ras al-Qarya and Al-Samawal) from primary
to elementary (and not to a kindergarten as we said) is based on a general plan adopted by the Ministry in view of
the unsuitability of most rented houses for schools to what modern schools require in terms of
their suitability for public health requirements such as space, ventilation, and so on. And that in the capital
alone, they made 36 elementary schools and transferred the students of the fifth and sixth grades to other
schools more suitable than the rented houses.
As for our observations regarding the deprivation of neighborhoods inhabited by Israelites from the facilities that
result from the presence of official schools in their midst, as is the case in other neighborhoods, they were not taken
into account. When we pointed out that the Al-Tahira Primary School was not subject to this
rule, the Minister replied that he had no knowledge of that and would investigate it.
3 - We were unable to obtain the opening of a fourth secondary evening class, and when we pointed out what the administration of
Al-Tafayudh School announced regarding the opening of a fourth secondary evening class, the Minister stated that this was a mistake and did not allow
the opening of the mentioned class.
4 - The Futuwwa and Scouts system has not yet been applied in any of the private schools, and when
it is applied, it will be applied to all of them equally.
5 - The Education Law will take into account the observations submitted about it when discussing it in
the Council Committee, and that among the most important observations made by the respected Deputy Ibrahim Hayyim regarding the necessity of
maintaining the right to collect fees from students in private schools, its correctness may be recognized, and he will suggest
amending the specific article in the Council Committee for the desired purpose.

These discussions lasted about an hour and a half, and what His Excellency the Prime Minister and the Minister of
Education showed in terms of sympathy and care in not differentiating between elements warrants all thanks.
6 - We pointed out to His Excellency the Prime Minister regarding the head of the community's appeal to the Minister of Defense about the failure of
thirteen students out of a total of fourteen Israeli students who completed the officers' course.
Ibrahim Nahum also mentioned to His Excellency the Prime Minister his discussion with him two years ago about encouraging
Jewish students to enter the officers' school, so His Excellency showed us his increased interest in
the matter and his distress over its occurrence, and that he, along with the Minister of Defense, is interested in conducting the necessary investigations
and removing the injustice from the victims.

His Eminence the Head of the Community met His Excellency the Minister of Education on the morning of Thursday, October 5, 1939
And after the discussion, he handed him the following observations: -
1) That the Al-Tafayyudh Private School has commenced evening classes in four classes, three of which are
intermediate and one fourth-year secondary class
2) That the students of Al-Tafayyudh Private School were included last year in the Futuwwa system and their
training was conducted by instructors from the official schools
3) Difficulties are still ⟦standing⟧ in the face of students who wish to enroll in the
official intermediate and secondary schools
4) After transferring the students of the fourth, fifth, and sixth grades from Ras al-Qarya school to the
Al-Rusafa school, a number of students from the first primary third grade were dismissed from Ras al-Qarya school on the grounds that
their ages are unsuitable
His Excellency replied with the following: -
1) That he was not aware of the existence of evening classes at Al-Tafayyudh school and he promised to study the case during
the following days and issue orders either to withdraw the license from the aforementioned school or to grant the required
license to the Shamash school
2) He also promised to study the case of applying the Futuwwa system to private schools and to issue orders either
to apply this system to all private schools or not to apply it to any of them
3) His Excellency also promised to provide facilities for the admission of Jewish students into intermediate
and secondary schools

His Eminence the Head of the Community, Mr. Moise Ita, and the secretaries of the community administration met with the Director of Education for the
Baghdad region on Sunday morning, October 8, and the following points were discussed:
1 - Regarding the Israeli students dismissed from Al-Adhamiya Intermediate School
2 - Ras al-Qarya and Al-Samawal schools
3 - The issue of admitting students to intermediate schools
The following is a summary of the answers:
1) All Israeli students at Al-Adhamiya Intermediate School have been accepted into various
official intermediate schools in Baghdad.
2) The Ministry of Education has transferred the fourth, fifth, and sixth grades from Ras al-Qarya School to
Al-Rusafa School, and transferred the first, second, and third grades from Al-Rusafa School to Ras al-Qarya
School. A similar exchange took place between Al-Samawal and Al-Rashid schools, and these schools became
as follows:
Ras al-Qarya Primary School (formerly Al-Rusafa)
Ras al-Qarya Children's School (formerly Ras al-Qarya)
Al-Rashid Primary School (formerly Al-Rashid)
Al-Rashid Children's School (formerly Al-Samawal)
The purpose of this was as follows:
1) The Education plan is to abolish official sectarian schools and mix students of different
religions with one another to achieve harmony among them, because their isolation from each other is not in
the public interest.
2) Due to the lack of male teachers on one hand, and the proven success of female teachers in teaching children on the
other, Education has followed a plan to divide primary schools into mixed children's schools
for boys and girls taught by female teachers, and primary schools for boys only containing
the fourth, fifth, and sixth grades taught by male teachers. When
Mr. Moise Ita replied to him that the purpose of opening these two schools at the time was to (1) attract
the largest possible portion of Israeli students to study in government schools, (2) to ensure
their religious instruction, (3) to allow for closing on Saturdays and during Israeli religious holidays,
he answered the first point by saying that this is still ensured and that these schools and others will accept
any Israeli students who apply. As for religious lessons, if there is a desire on the part of
the community, he is ready to discuss with the Minister the matter of making arrangements to give religious lessons to the students
of the four schools from among the Israelis, by a religion teacher appointed by the community for that purpose.
As for holidays, the students of the aforementioned schools will have holidays on the official holidays
for Israelis.
When His Eminence the Head of the Community brought to his attention that the Ministry of Education did not apply this plan to
Al-Tahira School, he replied that the building of this school is part of the church and that its case is still under study.

As for the rents of the Ras al-Qarya and Al-Samawal schools that the community used to pay, it was agreed that there
is no longer a reason to continue paying them, and he promised to study the issue of the Al-Samawal school furniture belonging
to the community and confirmed that the regional directorate will ensure that no student from these two schools remains without a school.
3 ) As for the admission of students to middle schools, he apologized due to the narrowness and scarcity of schools relative
to the graduates, as nearly four thousand male and female students of various religions still remain
without schools

Summarized in this paper is the story of the history book completed by His Excellency, the story of Al-Salihiya at the Teachers' Institute.
Last year, we were studying this curriculum in the eighth grade, and the school administration asked us
to fill out a special form about the history curriculum to express our opinion on it.
And we responded to this form.
The schools assigned specific names for the prescribed history books.
: Among them is the history book by Rafiq.
So I asked the director of our district school to assign this book to us so that (1)
we could change what concerns us in it, so the director assigned names to us.
And we began sending section after section of the curriculum to the printing press to arrange its pages in the book (2).
After a section of Riyadh al-Salihin from this history, and during the arrangement, we hit a section
of names that were called in Riyadh al-Salihin, rearranged anew, if only we could wrap it as a rank, and we collected a section

We, the undersigned, completed our secondary education last year and submitted
a request to the esteemed Ministry of Education to join the teaching profession after completing all the
required conditions. After a long follow-up, we did not obtain a result; some of our requests were returned this year,
but the requests of most of us were rejected, and the other part has not received a result until now.
Therefore, we have come as supplicants to Your Excellency to look into our case, and our hope is firm in Your Excellency

Summary of the case of the accusation directed against Naji Yusuf Azira for the incident
Monday evening 9/10/1939
While the aforementioned was sitting in the Bilqis Cafe in Bab al-Sharqi with Daoud Nassim
Benjamin, Shalom Haroun Barshan, Naeem Ezra Shamaia, Yusuf Maslawi, and Elias Haskil Bayard
On Monday evening 9/10/1939 around eight o'clock in the evening, and the conversation between them was
about American trade, then it became 8:30 and news was broadcast from the Iraqi radio
so they fell silent and everyone fell silent. In the meantime, Naji, the aforementioned, saw a person stand up who was known
later to be named Shakir Jassim (a middle school principal) and he was sitting in the cafe
also with two others, one of whom was known to be the lawyer Abdul Majeed al-Hamid and another he did not know
and he went to a person ⟦who appeared to be an assistant director of police⟧ who was sitting on another side of
the cafe and spoke with him and pointed his hand at the group sitting and returned. After that, a
police commissioner arrived and requested him to the station where he understood that he was accused by the three informants
that when the announcer uttered the word "Chief of the Royal Court," the accused said this phrase: "Chief
of the Royal Court, my foot." And upon his interrogation he said: that he did not speak at all and did not utter this
phrase, just as he does not know the mentioned persons, and he was detained Tuesday night then released on bail
of one hundred dinars.

That he was sitting in the Grands Cafe in Ma'qil (Basra), the accused and the informant with the persons
Ibrahim Abdul Latif - Sayyid Najm Radi - Nader Khan - and the son of the cafe owner, and that
when the aforementioned Ibrahim Abdul Latif read a news item in Al-Istiqlal newspaper stating that His Excellency
the Prime Minister is determined to send fifty thousand soldiers to Palestine if things turn out
consistent with the goals of the Arabs, and that the accused uttered before the aforementioned the following: From where does your government get
fifty thousand soldiers? All it has is five thousand soldiers distributed among the tribes in
internal revolutions, and if there were any good in them, one would not kill the other
