The Presidency of the Israelite Community in Basra places before your Excellency the following matters:-
1- Freedom of movement .. The members of my community have been deprived of movement within the borders of the province and even within the city's neighborhoods
so they are unable to move to conduct their private business, which has led to the lack of means of
livelihood for them.
2- The train station, the airport, and other roads .. The responsible authorities have made it a practice to detain all Jewish
persons arriving from Baghdad or from any other Iraqi city such as Nasiriyah, Amarah, or Aziz, whether
their arrival is by train, plane, or car, whether they are Basrawis or others, and taking them to His Excellency the Investigating Magistrate
where, after long investigations, he decides to release them on bail, detain them, or return them under guard to the city they came from,
which has caused all members of my community to refrain from traveling outside the city of Basra to conduct their trade or
seek a livelihood. Thus, commercial activity has been paralyzed, which has led to numerous appeals by members of the community
to their presidency requesting the necessary financial assistance to secure their livelihood and the livelihood of their families.
The provincial police have insulted many of our community's figures without justification at the train station or the airport,
which has caused severe resentment among the members of the community.
3- Members of the community cannot walk in the city streets after dark, as incidents of assault or
robbery against them by some individuals and groups have increased. In fact, Jews are being led to
police stations by civilians on the pretext of suspicion of the charge of escaping, simply for being
walking in the streets of Basra.
4- The responsible authorities have requested every person who sold or sells his property or furniture to provide a guarantee bond, knowing
that this request is illegal as there is no order prohibiting Jews from selling their properties or furniture.
5- The scenes that occur near the House of Justice after the Jewish defendants exit are more than can be described
or recorded, where they and other Jewish individuals from their families are insulted before the eyes of the police, their clothes are torn,
and they are pelted with stones, which has become unbearable.
6- In general, stability has vanished for the members of my community for the reasons mentioned. Therefore, we and all
members of the Community Lay Council and all members of the community have come to you, hoping for mediation with the competent authorities
in Baghdad to stop these assaults, insults, and illegal matters, and to strive with
these authorities to make the members of my community enjoy what is stipulated in the provisions of the Iraqi Constitution and what is required by
the laws and regulations in force.

Subject: The Shrine of our Master Ezra (PBUH)
His Excellency the Minister of Interior, Respected.
After greetings,
The Jewish community in Iraq has a number of shrines of prophets, among them the shrine of our master Ezra, peace be upon him, located in the village of Al-Azair in the Amara Governorate. Members of this community visit it on certain days of the year to visit the noble prophetic shrine for its blessing. An agent has been appointed on behalf of this community along with a number of servants to perform the necessary religious ceremonies such as lighting the shrine, praying, and cleaning the prophetic presence... etc.
This shrine has seen all the necessary preservation and complete freedom by the government authorities for hundreds of years, whether during the Ottoman rule or the esteemed Iraqi government, and it has never happened that anyone violated its sanctity or sought to seize it by force.
In view of the travel of the previous agent outside Iraq, the presidency of this community has appointed Mr. Salman Sayoun Heskel Mureidakh as a new agent to perform religious duties according to its letter No. 51/1954 dated 30/5/1951. Indeed, the mentioned agent traveled to Al-Azair and began practicing his duties as of 1/6/1951, assisted by the servant named Za'lan Al-Sayyah.
Since the mentioned agent took up his position at the shrine of our master Ezra, peace be upon him, someone appeared to oppose him in performing it, as the person named Mahmoud Al-Hilu confronted him on 6/6/1951 inside the prophetic presence with various types of slander, insults, and humiliation, demanding that he leave the noble shrine. Our agent went to Qal'at Saleh to complain to its district governor, and since His Excellency the district governor was not present, he submitted the mentioned complaint to the editorial clerk. It appears to us that no action was taken regarding the mentioned complaint. Given these circumstances, our agent was forced to travel, leaving the shrine of our master Ezra, peace be upon him, under the guard of the servant Za'lan Al-Sayyah.
In the period between 6/6/1951 and the 14th of it, Mahmoud Al-Hilu continued to oppose this servant in his performance of cleaning and lighting the noble shrine until 14/6/1951 arrived, when he assaulted the mentioned servant by beating him, breaking the door and the oil lamps used for lighting. When the servant went to the Al-Azair police station to complain, the station officer refused to register the complaint and responded to the servant with a beating more severe than what he received from the aggressor. When he tried to travel to the district of Qal'at Saleh, the mentioned officer prevented him by force, so he was forced to flee to Baghdad, presenting this situation to us.
Your Excellency,
It has never happened in the history of the Jewish community in Iraq that its holy prophetic shrines were exposed at any time to such an assault that took place under the hearing and sight of the government authorities in the village of Al-Azair.

in the village of Al-Uzair in the Amarah Governorate. Members of this community visit it on certain days of the year to visit the noble prophetic shrine
to seek blessings. An agent has been appointed on behalf of this community along with a number of servants to perform the necessary religious ceremonies, such as lighting the shrine,
performing prayers, and cleaning the prophetic presence... etc.
This shrine has received all necessary preservation and complete protection by the government authorities for hundreds of years, whether
during the time of Ottoman rule or the esteemed Iraqi government. It has never happened that anyone violated its sanctity or sought to seize it
by force.
In view of the travel of the previous agent outside Iraq, the presidency of this community has appointed Mr. Salman Sayon Hazqeel
Muraidakh as a new agent to perform religious duties according to its letter No. 51/1154 dated 30 / 5 / 1951. Indeed,
the aforementioned agent traveled to Al-Uzair and began practicing his duties as of 1 / 6 / 1951, assisted by the servant named
Zalan Al-Sabah.
When the aforementioned agent was performing his duty in the shrine of our master Ezra, peace be upon him, someone appeared to oppose him in its performance, as
the person named Hamid Al-Hilu confronted him on 6 / 6 / 1951 inside the prophetic presence with various types of slander, insults,
and humiliation, demanding that he leave the noble shrine. Our agent went to Qal'at Saleh to complain to its district governor, and since His Excellency
the District Governor was not present, he submitted the aforementioned complaint to the editorial clerk. It appears to us that the aforementioned complaint was not ⟦processed⟧
with any action. Due to these circumstances, our agent was forced to travel, leaving the shrine of our master Ezra, peace be upon him, under the guard of the servant
Zalan Al-Sabah.
In the period between 6 / 6 / 1951 and the 14th of it, Hamid Al-Hilu continued to oppose this servant in his performance of cleaning

in the village of Al-Uzair in the Amarah Governorate; members of this community frequent it on certain days of the year to visit the noble prophetic shrine
for its blessing; and a number of servants have been entrusted with the shrine of this community to perform the necessary religious ceremonies such as lighting the lamps,
performing prayers, and cleaning the enlightened presence.... etc.
This shrine has seen all the necessary preservation and complete protection by the government authorities for hundreds of years, whether
during the time of Ottoman rule or the esteemed Iraqi government, and it has never happened that anyone violated its sanctity or sought to seize
it once.
In view of the travel of the previous agent outside Iraq, the leadership of this community has appointed Mr. Salman Sayoun Hazqeel
Mureedakh as a new agent to perform religious duties according to its letter No. 1154/51 dated 20/5/951, and
the mentioned agent traveled to Al-Uzair and began practicing his duties as of 1/6/951, assisted by the servant named
Zalan Al-Sayyah.
Since the mentioned agent took up his position in the shrine of our Master Ezra, peace be upon him, someone appeared to oppose him in its performance, as
the person called Hamid Al-Tubsar on 6/6/951 entered inside the prophetic presence with various types of slander, insults,
and humiliation, demanding that he leave the noble shrine; so our agent went to Qal'at Saleh complaining to its district governor, and since this
district governor was not present, he submitted the mentioned complaint to the clerk of the record. It appears to us that the mentioned complaint was not acted upon
by any measure. Given these circumstances, our agent was forced to travel, leaving the shrine of our Master Ezra, peace be upon him, under the guard of the servant
Zalan Al-Sayyah.
In the period between 6/6/951 and the 14th of it, Hamid Al-Tubsar continued to ⟦harass⟧ this servant in his performance of cleaning
and lighting the noble shrine until 14/6/951 arrived, when he assaulted the mentioned servant by beating him and breaking the door and the oil

this community, and the person named Mahmoud al-Hilu may have seized it after expelling the servant and the agent, we have come to Your Excellency
in the name of the articles of the Iraqi Constitution, which guaranteed the Jewish community the practice of its religious rites and guaranteed its prophets' shrines (PBUH)
protection and freedom within the scope of the law, requesting you to kindly issue your orders to the competent authorities in the Amarah Province to prevent
the person Mahmoud al-Hilu from his repeated assaults and to remove him from the noble shrine of our master Ezra, peace be upon him, if he
has seized it, and that the Al-Uzair police protect the aforementioned noble shrine and enable our agent and the servant to perform the necessary
religious ceremonies.

protection and freedom within the scope of the law, hoping you would kindly issue your orders to the competent authorities in the Liwa of Amara to prevent
the person Hamid al-Hilu from his repeated assaults and to remove him from the noble shrine of our master Ezra, peace be upon him, if he
has seized it, and that the Ezra police inspect to preserve the aforementioned noble shrine and enable our agent and the servant to perform the necessary
religious ceremonies.

this community, and the person named Mahmoud al-Hilu may have seized it after expelling the servant and the agent, we have come to Your Excellency
in the name of the articles of the Iraqi Constitution which guaranteed the Israelite community the practice of its religious rites and ensured the freedoms of its religions (p)
protection and freedom within the scope of the law, requesting you to kindly issue your orders to the competent authorities in the Amara Brigade to discharge
the person Mahmoud al-Hilu from his military positions and remove him from the noble shrine of our master Ezra, peace be upon him, if he
has seized it, and to order the Ezra police to protect the aforementioned noble shrine and enable our agent and the servant to perform the customary
religious ceremonies.

In view of the death of the previous agent of Ezra's Khan, the leadership of this community has appointed Mr. Salman Sion Sassoon
as a new agent to perform religious ceremonies according to its letter No. 57/1951 dated 1951/5/30, and assigned
the aforementioned to the shrine, and he began practicing his duties as of 1951/6/1, assisted by the servant named Yaman al-Sayl.
Since the aforementioned agent took up his position in the shrine of our master Ezra, peace be upon him, someone appeared to oppose him in their management, as
the person named Hamid al-Hilu confronted him on 1951/6/6 inside the prophetic presence with various types of slander and insults
and insulted him, demanding that he leave the noble shrine. Our agent went to Qal'at Saleh to complain to its District Governor, and since His Excellency
the District Governor was not present, he submitted the aforementioned complaint to the Director's clerk. Despite the fact that the aforementioned complaint was not
acted upon. Due to these circumstances, our agent was forced to travel, leaving the shrine of our master Ezra under the commitment and guard service of
the servant Yaman al-Sayl.
In the period between 1951/6/6 and the 14th of it, Hamid al-Hilu continued to oppose this servant in his performance of cleaning
and lighting the noble shrine until 1951/6/14 arrived, when he assaulted the aforementioned servant by beating him and breaking the door and the oil lamps
hanging for lighting. When the servant went to the Ezra police station to complain, the station did not register the complaint and answered
the servant that he had no discipline from the soldiers and that he tried to travel to Qal'at Saleh to the District Governor who, despite the repeated
complaints he submitted, did not take any path for us in this situation.

It has never happened in the history of the Israelite community in Iraq that such blatant acts of aggression occurred at any time like
this aggression that took place within the hearing and sight of the government authorities in the Amara Governorate.

And since the honorable Prophet's Birthday site of our master Al-Khidr, peace be upon him, has remained without an officer or agent to manage it from the leadership
of this community, and the person named Said Al-Mamluk took control of it after the dismissal of the servant and agent, we have come to Your Excellency
in the name of these loyal Muslims, for whom the Israelite community was the guardian of its honorable structure and under the guardianship of its notables (R.A.)
morally and materially for hundreds of years, hoping for the favor of issuing your orders to the competent authorities in the Amara Brigade to annul
the contract concluded with the aforementioned person and to remove him from the Prophet's Birthday site of our master Al-Khidr, peace be upon him,
if he has seized it, and that the leadership of the community decides, in agreement with the aforementioned Prophet's Birthday site, to enable our agent and representative to manage
the customary religious ceremonies.

The results overleaf are indicated by grades which are to be interpreted as follows:
Grades 1 to 6 are grades of pass arranged in descending order of merit from Grade 1; Grades 7 to 9 are grades of failure similarly arranged. To help un-
successful candidates to assess their future prospects Grades 7 to 9 are so arranged that 7 indicates that the margin of failure was narrow, 8 that the
margin was wider and 9 that the candidate did not obtain more than about one-third of the marks for the subject as a whole.
An O in the Grade column indicates that a candidate was entered for the subject but has been marked 'A B S E N T'.
In French, German, Spanish, Italian and Russian, two columns of grades are given. The left-hand one represents the result obtained in the subject as a
whole, including the oral test, and the second the result in the oral examination on its own. There are four oral grades also arranged in descending order
of merit; Grades 1, 2 and 3 are pass grades and Grade 4 indicates a failure. Failure in the oral test does not necessarily indicate failure in the subject as a whole.
If a candidate has failed in a subject because of poor English or inferior presentation of the work, a separate notification to this effect will be sent.
No further information about performance in the examination will be supplied by the University. The decisions of the Examiners, which have been
reached after the most careful consideration, are final.
SPECIAL CONDITIONS GOVERNING THE AWARD OF CERTIFICATES IN CERTAIN AREAS
Private Candidates sitting for the examination in Aden, Argentina, Gambia, Ghana, Kenya, Mauritius, Nigeria, Sierra Leone, the Somali Republic, Tanganyika
and Zanzibar are required to pass in a prescribed minimum number of subjects in order to qualify for the award of a certificate. If you are one of these
candidates and have not qualified for a certificate the word 'F A I L E D' will appear in the space immediately below your Candidate Number. If there is
nothing in the space it indicates that you have qualified for a certificate. If, however, you possess one of the necessary exempting qualifications and are
eligible for a certificate in respect of any subjects passed, the word 'F A I L E D' will not appear even if you have not passed in any subjects.
Only subjects in which you have obtained Grades 1 to 6 (inclusive) will appear on the certificate, if you have qualified for one. In areas where a
satisfactory standard of attainment, which may be below the normal pass grades, is accepted in English Language, this subject will not appear on the
certificate unless Grade 6 or a better Grade has been obtained in it.
Certificates
Certificates for successful candidates will be sent to the Overseas Authority for distribution as soon as possible after the publication of these results.
Candidates who have passed in subjects at both levels will receive two certificates, one for Ordinary level subjects and another for Advanced.
