Zionism invaded Iraq in 1922
Senator Daniel reviews the history of Zionism in Iraq
The response of His Excellency the Acting Prime Minister to him
The Senate approved yesterday the draft law for Iraq's accession to the convention establishing the United Nations Educational, Scientific and Cultural Organization. Then it approved an urgent discussion on the draft law for the temporary general budget for the months of August and September. His Excellency Senator Ezra Menachem Daniel took this opportunity and delivered a speech in which he reviewed Zionism in Iraq and the stages it went through, saying:
[On the occasion of this temporary budget, I ask the High Council to allow me to say a word about Zionism in Iraq. Five years ago, we approved the passage of the draft law amending the Baghdad Penal Code No. 51 of 1938, which included "considering recruitment and promotion for Zionism a crime punishable like communism, anarchism, and nihilism without discussion." However, I see it as my duty now to review the history of planting Zionism in Iraq and the factors that fed it, for the purpose of enlightening the High Council on its birth and growth over the years through the planning and direction of our internal policies.
In the middle of the year 1922 AD, shortly after the formation of the Iraqi government, a representative from the Zionist Organization in Palestine arrived in Iraq for the purpose of establishing a Zionist agency and opening a school in this country to promote and favor Zionist principles among the rising generation and spread propaganda for immigration to Palestine. As soon as the Jewish community learned of this matter, its notables met and discussed the dire consequences that the spread of this idea would lead to. They decided to send those they trusted to the relevant authorities to prevent these formations. Indeed, the delegation visited the office of the British High Commissioner, given the influence he had; a slight hint from this side would have been enough to prevent these formations, and given the sympathy expected from this side for this young Iraqi community, which had just been formed and whose sins were almost on its shoulders. Arabs and Jews had lived as brothers, loyal to each other for long ages exceeding two thousand years. But unfortunately, these efforts did not bear any fruit, and we were surprised that the Iraqi government itself adopted this project - the project of planting the seed of Zionism in Iraq - by allowing the establishment of a Zionist agency, a house, and a school with a license from the Ministry of Education itself. These institutions began to spread propaganda to promote and favor Zionism in Iraq and encourage immigration to Palestine under the government's care and protection. The representative appointed to Iraq by the Zionist Agency in Palestine was officially recognized, and the Passport and Nationality Department would not issue a passport for travel to Palestine unless the aforementioned representative approved this passport. At the same time, the government took opposite measures, which were spreading anti-Zionist propaganda in official schools, in army units, and in publications. When the education departments organized the demonstration against Sir Alfred Mond upon his arrival in Iraq in 1928, based on the advice of one of the Zionist leaders, it was not
based on the license of the Zionist institution granted by it; rather, this school and other institutions continued their work, and the government did not pay attention to canceling them until after the Jewish community made a strong protest to the authorities against these double-faced actions. That was in 1934, i.e., 13 years after the establishment of these formations - and those who were in positions of responsibility at that time can testify to that. These actions by the government gave birth to the idea from Arabs toward Jews, which caused public assassinations, during which the tragedy of 1934 and 1939 occurred, and all of these remained without follow-up or reprimand, without result. Among the effects of these actions was also the great disaster in 1941, which claimed hundreds of Jewish victims through killing and looting, and which forced the government to use armed force to restore order and security, but that was not achieved except after sacrificing a significant number of Arabs.
This bloody tragedy, the last of which was the aforementioned great disaster, caused a lack of reassurance that pushes Iraqis to emigrate and strengthens in them the desire to emigrate from Iraq. Judaism took hold and incited them to Palestine, where they relied on Zionist associations to find work and secure a living, which fulfilled their perspective and the spread of other foreign propaganda in which they feel more reassured about their lives and property than they feel in Iraq.
I sincerely wished to review these bitter facts before the High Council so that it would be aware of the facts and so that it would be a lesson for those who benefit from it in the future when directing our internal policy, and so that the public would be aware, so that today's situation deserves blame not on the one who left his country and relatives and was condemned, but rather on the factors that forced him to emigrate to foreign lands. As for the aforementioned draft, from the fullness of my speech, I have nothing but to appeal for the judgment to be pronounced with justice and deliberation, taking into account the circumstances surrounding any values and without being influenced by the transient emotions of these painful circumstances.
I conclude my speech by praying to the Creator to preserve the State of Iraq, honored and noble, under the shadow of His Majesty the Great King and His Highness the faithful Regent.]
Response of His Excellency the Acting Prime Minister
His Excellency Mr. Jalal Baban, Acting Prime Minister, responded to Senator Daniel's speech, saying: Great thanks for delving into this important subject, which we find necessary to declare in such a hall. We do not doubt that the Jews in Iraq are among its sons

Zionists violate
the truce in Jerusalem
Damascus Radio announced that the Jews violated the truce in Jerusalem at five-thirty this morning (yesterday). They attacked the Arabs by surprise at a point not far from the positions recently occupied by Arab forces. However, the Arab forces were vigilant and repelled this Jewish attack, inflicting the heaviest losses on the Zionists. Heavy artillery and machine guns were used, and Arab shells were falling in abundance on Jewish positions. The total number of shells fired reached 400. The Jews launched an attack on the Sheikh Jarrah neighborhood and were seen firing from not far away; their shells hit the synagogue and monasteries, killing 4 clergymen and wounding others. The Jews placed a mine at the New Gate, which was blown up by the Arab fighting force; it exploded and killed 50 Jews. After that, the Belgian Consul, a member of the UN Permanent Committee, intervened and asked the commander of the Arab forces to stop firing so that the Truce Commission could investigate the incident. Thus, the firing stopped. Before that, the Jews tried to infiltrate the village of Ein Karem, but the Arab forces expelled them after a heated battle that resulted in the killing of 200 Jews. The Jews attacked the village of Beit Fajjar and were driven back, and their losses in this battle were large, with the number of their dead estimated in the hundreds. Thus, the Jews have violated the truce in Jerusalem, and they were the first to agree to it.

on the operations of the Iraqi army in Palestine
for the day 17-7-1948
1- Operations continued in all sectors in the form of patrols and artillery shelling. Our artillery shelled enemy positions in Ras al-Ein and Kafr Samar. Strong clashes also occurred east of Tel Aviv, Assaf, Umm al-Mayal, and Al-Majdal northeast of Tel Aviv, and Ashirat Amyal and neighboring settlements. The shelling was effective and highly destructive.
2- Our aircraft supported the Iraqi army forces; its planes flew and bombed the villages of Ben Shemen northeast of Lydda, Jilin, and Braund north of Latrun in an area of 3 miles south and east. They attacked many enemy gatherings and positions. While performing this duty, they spotted a convoy of enemy vehicles coming from Lydda toward Ginzo; they attacked it with concentrated bombing, destroying most of its vehicles. They fired weapons at our units and aircraft gatherings in all areas, bombed enemy gatherings and convoys, conducted reconnaissance tours, obtained useful information, and all returned safely from these operations.

Jordanian Ministry of Defense Communiqué
A military communiqué was issued in Amman yesterday evening placing the responsibility for the fighting that took place in Jerusalem on the Jews. it states that the Jews violated the truce in Jerusalem in the early hours of this morning (yesterday) and that they launched new attacks. However, a long battle took place after that, resulting in the Jews being driven back, suffering heavy losses.
Egyptian sources did not mention anything about the Jews' claim that the Arab Jordanian command rejected mediation proposals regarding making a neutral zone between Jerusalem and Tel Aviv, where a heated battle is taking place as claimed by the Jews.
The Syrian Front
Syrian Command Communiqué
The Syrian National Defense Ministry issued a military communiqué last night stating the following:
Northern Sector: Our units advanced since early this morning toward the heights of Tel al-Aziziyat and occupied the most important objectives assigned to them despite the Zionist gangs' desperate defense of these important heights and despite their repeated attacks to recover them. The Zionist gangs suffered very heavy losses exceeding 150 people killed and wounded scattered over the hills. Our units are still fortified in their new positions.
Central Sector: The gangs carried out a large-scale attack along the front, especially the positions occupied yesterday, but our units drove them back, leaving behind heavy losses in lives and equipment. Our units remained stationed in their positions.
Southern Sector: Nothing worth mentioning.
Air Force: Zionist planes raided some of our position points but did not cause any damage. Our anti-aircraft artillery shelled the Zionist planes upon their return to their bases; a direct hit forced one to land with its wings on Palestinian territory. Our planes launched a violent raid on the Zionist gangs' centers in the city of Tiberias, scoring direct hits with heavy and incendiary bombs, causing explosions and several fires in fuel depots. Flames were seen rising from them, and the height of the thick smoke reached approximately 400 feet. Also, 3 boats anchored in the port were sunk. All our planes returned safely from these operations to their bases.
At 19:00, the order was issued to the army to stop fighting. At exactly 17:00, it actually stopped advancing and firing.
Damascus Radio announced that at six-fifteen in the morning, a Zionist plane bombed Damascus, dropping several bombs and causing some damage. Reports from Cairo published by Egyptian newspapers say that Jewish forces in the Najma area carried out a counter-attack to recover the points they lost three days ago because they were driven back.
Syrian forces were able to repel a counter-attack launched by the enemy in the area of the Daughters of Jacob Bridge.

Jewish sources say that Egyptian planes raided Tel Aviv again today and dropped their bombs on several places. This raid and the extent of the damage it caused have not been confirmed yet.

* London Radio reported that the meeting held by Arab leaders in Lebanon, in which they decided to accept the Security Council resolution regarding stopping the fighting in Palestine, is still ongoing tonight (last night) and it is expected that a statement in this regard will be issued later.
* Late last night in Beirut, the text of the Arab League Political Committee's response to the Security Council resolution regarding stopping the fighting in Palestine was broadcast. It includes approval of this resolution provided it includes 11 points. The Arab countries requested the rectification of violations of the ceasefire terms that occurred during the previous four-week truce, foremost of which is stopping immigration during the truce, according to what the international mediator mentioned regarding the 300,000 Palestinian Arabs returning to their homelands. The Arab countries declared that stopping the fighting does not benefit peace in Palestine until a just solution is found, and that carving out a part of Palestine to establish a Jewish state will not lead to the desired solution to the problem and does not serve the cause of peace and stability. The Arab countries protested the Security Council's naming of the Zionist gangs as the Jewish state, because that contradicts the previous Security Council resolution and the entity of the Arab countries. At the end of its response, it stated that it awaits the desired just solution to the Palestine issue, and only then will peace prevail in the land of peace.
* Cairo Radio reported that His Excellency the Egyptian Foreign Minister was asked about what was rumored regarding the final decision of the Arab League Political Committee and about sending this decision to Count Bernadotte. He confirmed that he did not approve any statement in this regard until this evening (yesterday).
* Count Bernadotte arrived in Rome on his way to Rhodes, which he is expected to reach tomorrow morning (today). He stated upon his departure that he believes the truce in Palestine has at least begun.
* Tanks, armored cars, and four regiments of Carabinieri forces are participating with the police in maintaining security in the areas located between Italian cities near the French-Italian border, guarding some buildings feared to be targets of the general sabotage that took place in protest against the assassination attempt on Togliatti. It is known that Togliatti's condition has not changed from what it was this morning.
Arab countries agree to the Security Council resolution
to stop the fighting in Palestine
London Radio station announced that the Arab countries have agreed to the Security Council resolution to stop the fighting in Palestine. Included herewith is this decision of the Arab countries, the telegram sent by the Iraqi state that it follows Count Bernadotte at his headquarters in Rhodes. King Abdullah in Amman replied, announcing that the Arab countries have accepted the ceasefire in Palestine. His Majesty described the Arab countries' acceptance of this resolution as involving an amendment under pressure from the Security Council and the major powers. His Majesty said that the only way to settle the Palestine issue is by conducting negotiations with wisdom and tools.
Prince Talal's visit to Turkey
And does it have a connection to the Palestine issue?
Istanbul - INA - Prince Talal stated after completing his meeting with Mr. Sadak, the Turkish Foreign Minister, who is currently residing in Istanbul, while he and his wife Princess Zein are staying with Inonu in Ankara. He refused to comment on the Palestine issue, confirming that his visit is personal and unofficial, and as he said, he has not seen his father's land and that he will return to the fight if necessary. Many speculations have circulated in political circles since Prince Talal's arrival yesterday, saying that his visit is related to the Arabs' desire for Turkey to play the role of mediator.

News reports stated that Count Bernadotte, accompanied by the United Nations, arrived in the city of Amsterdam and is now on his way to his headquarters in (Rhodes) to set international plans to implement the truce in all parts of Palestine as approved by the Security Council.

London (INA) - The study period of His Majesty King Faisal II
the Great ends next Saturday, and it is expected that he will spend a few days in London then travel to Baghdad
to spend the summer months there. His Majesty is in full health and wellness and will take the land route in
his travel and sail from Marseille.
Amendment of the Baghdad Penal Code
And the stages it passed through in Parliament
The draft law amending the appendix of
the Baghdad Penal Code has acquired its final form
after it was approved by the Senate.
In this reading, we mention the stages that
this draft passed through in the Chamber of Deputies
until its arrival at the Senate.
When the government presented to Parliament
this draft, it contained the following:
Article One - The first paragraph of
Article One of the Baghdad Penal Code
Appendix Law No. 51 of 1938 is replaced
with the following: (and Freemasonry) after the words
(and Anarchism, Atheism) mentioned in the first
paragraph of the said article.
Article Two - This law shall be implemented from
the date of its publication in the Official Gazette.
Article Three - The Minister of Justice shall implement
this law.
But the Legal Committee introduced
amendments to the draft as follows:
Article One - The word (Zionism) is added
to Article One of the Baghdad Penal Code
Appendix Law No. 51 of the year
1938, first paragraph (a), and the word
"Zionism" is added to it between the words "the Law and as for
the doctrines" mentioned in the first paragraph
aforesaid.

that would assist in any way whatsoever

In the session of the Deputies held on the evening of
the 11th current, His Excellency the Minister of Justice requested
returning the draft to the committee, so it was returned, and after
deliberation in the committee, the majority of the committee approved
an amendment as follows:

And in the session of the Deputies held on the 14th
current, the Council approved a proposal submitted by
some deputies to return to the text that
came from the government and leave the two texts that
the committee proposed. Thus, the Senate
also approved this text without
discussing it.
Rafidain Bank Branch in Beirut
Postponing its opening until early August
His Excellency Mr. Mohammed Ali al-Chalabi returned to Baghdad,
Director General of Rafidain Bank, after spending
several days in Beirut to supervise the work of
the bank branch intended to be opened in Lebanon.
We have learned that the opening date which was
set for July 15 current has been postponed
again until early August due to the non-completion
of the branch's special building and its furnishing until now.
It is expected that the bank director will return a second
time to Beirut to attend the opening ceremony.
We mention on this occasion that the said
bank has completed the subscription of its capital, which
its publication did not appear during the next week.
Merging the Directorates of Survey and Settlement
We mentioned in a previous issue that the Council of Ministers
considered in its last session the proposal of the Ministry of
Justice regarding merging the General Survey Directorate
with the General Settlement Directorate, and we learned that it was decided
principally to accept this merger. What is known now
is that the matter is the formation of a committee of
His Excellency Mr. Jalal Baban, Minister of Communications
and Works, and His Excellency Haj Hamdi Pachachi,
Minister of Justice, and His Excellency Mr. Al-Fakhri,
Minister of Finance, to study the subject and provide
their studies on it, as we indicated in yesterday's
issue.
We have learned that this committee will meet at
a near date to look into the matter, and what is
worth mentioning is that General MacLeod,
the survey expert, had some time ago submitted a comprehensive
report to the Iraqi government in which he
indicated the necessity of placing the two departments,
Survey and Settlement, under one authority,
and that this authority is (the Director of Survey)
as he is a person with technical authority. It is understood
from that that his proposal involved
merging Settlement into Survey and making the Director of
the General Survey Directorate, not merging Survey
into Settlement.
Construction Works in the Ministry of Justice
The Ministry of Justice had prepared a special committee
that looked into what the Ministry and its affiliated
departments need in terms of constructions to include them within
the five-year construction project.
It has reached us that the committee concluded from
its needs the necessity of establishing a special building
for the courts in Baghdad and establishing a unified building
comprising the General Land Registry and Settlement Directorates
and the Baghdad Province Land Registry Directorate, and establishing buildings
for the courts of Kirkuk, Basra, and Mosul, and establishing
suitable buildings for the courts in the provinces of Kut,
Nasiriyah, Diwaniyah, Sulaymaniyah, Erbil,
Ramadi, and Karbala, and in the districts of Sinjar,
Anah, Badra, Mandali, Aziziyah, Samarra,
Al-Hayy, Ali Al-Gharbi, Al-Sharqat, Al-Suwaira,
Suq Al-Shuyukh, Abu Al-Khaseeb, Al-Rifa'i,
Abu Sakhir, Heet, Al-Muqdadiya, Najaf,
Al-Shamiya, Afak, Al-Zubair, Dohuk,
Aqrah, Halabja, Chamchamal, Rawanduz,
Tikrit, Al-Amadiya, Al-Shamiya, Rania,
Mahmoudiyah, Khalis, Khanaqin, Fallujah,
Balad, Numaniyah, Balad Ruz, and Qurna.
The committee also [proposed] establishing houses for court presidents
in the centers of provinces, districts, and villages
and Kirkuk.
We have learned that the Ministry has approached both
the Ministries of Finance and Communications and Works
regarding the necessity of including these needs within
the mentioned project, which is still
under study.
Using Jeeps in Firefighting Operations
Adding two cars to the Fire Directorate in the capital
We learned that the Fire Directorate of the
Capital Secretariat has decided to seek the help of two cars
of the type known as (Jeep) to be able to
benefit from them in firefighting operations in
the old neighborhoods in Baghdad with alleys whose
narrowness hindered the operations of firefighters.
The Directorate also ordered a new
fire truck to add it to its services in
the capital.
The municipality had begun to start implementing
in Kadhimiya and Adhamiya, the specialized [authorities] have
disregarded that at the present time
due to the financial and economic situation in the state.

Postponing the Acting Minister
A Royal Decree was issued assigning the position of
Acting Prime Minister to His Excellency Mr.
Jalal Baban, Minister of Communications and Works,
during the absence of His Excellency Mr. Muzahim al-Pachachi,
Prime Minister, from Iraq.
Acting Foreign Minister
And [a decree] was issued assigning the position of the Ministry of Foreign Affairs
in an acting capacity to Mr. Ali Mumtaz, Minister of Finance, for the duration of
the absence of Mr. Muzahim al-Amin al-Pachachi,

Iraqi Dates Company
The Ministry of Economy wrote to the Directorate of
the Iraqi Dates Association that it favors the formation of
a joint-stock company we represented, and requested the formation of

to study the formation of the company and provide its general
studies on the subject.

Economics of the League of Arab States
Do not underestimate its element in struggle and resistance
We asked His Excellency Mr. Abdul Majeed Mahmoud
his opinion on the UN Security Council's threat to boycott
Arab countries economically, politically, or
militarily. His Excellency replied saying:
Since the Arab nation is in a war of life
or death, it does not care what the Security Council
or the United Nations decides regarding the so-called boycott.
Rather, the nation was and still is in the hands of the big
nations with wide colonial ambitions.
It does not matter to us after all this if the Security
Council decides to boycott us economically or politically or
even if it wants to use force against us. We
do not know if the economic boycott
will harm the Arabs or England more than it harms
the Arabs, and if the Arabs will lose more than
England or America will lose. If it is within the power of these
two nations and their likes to send some things
and needs like heavy weapons or building materials
or the like, we can
live without them for a not short period, especially since
it is possible to fill some of this need from what
these Arab countries themselves produce. However,
it is not possible to fill our needs for the
warm and high spiritual power with ambitions
that occupy the lives of these nations. The nation...
The economic boycott then is a weapon in
the hands of the Arabs stronger than the hands of the foreigners if they
used this weapon correctly
as required by the national interest, which must
be above any other interest. We have
entered the battle and shed pure blood
in defense of our usurped right, and it is not far
that we emerge from the battle fallen or victorious
if the forces of evil overcome us, but
it is not possible for us to lose Palestine or that
we die proud and dignified; it is better for us than to accept
half-solutions and to emerge from the battle
humiliated having lost our honor and dignity.
And if this happens, God forbid, then the Arab nation
is destined for annihilation.
Rest of the Editorial
Except for some who think abnormally.
As for the reference of the right to the establishment of a school
and a club for Zionism and the spirit it spread, I remember
that one of the directors of this school, with his Zionist
idea, the government deported him to
outside Iraq based on the information of the Jews themselves about him.
The government placed him, and I thereby
give him as an example. And as for I do not participate
Zionism in ridding the Kingdom of Zionist companies
and religions. And I do not share
the saying that there were persecutions that led to the migration
of Jews from Iraq. For those who migrated
were either out of belief or a malicious premeditated
idea, or they left this country to reside
abroad. Also, I do not share with the respected right
that the actions he mentioned were what
the school was doing. I am surprised by some of his words,
including his saying (that the government was encouraging
the movements of some of the people, as he cited the movement of
Alfred Mond). And I do not share the saying
that any government incited groups of
this kind.
Zionism is the enemy of this country and we
are its enemies, just as we consider the loyalists and companions its enemies
exactly like us. And when we oppose it, it is only
because it is the terrifying danger, and we resist it with all our strength.
I repeat the saying that we consider the Jews as brothers
to us, and that they, like all citizens, feel
special love for it, unless we exclude a section
of them who may be Freemasons for themselves.
And with His Excellency the Senator Ezra Menachem Daniel
His Excellency the Senator Ezra Menachem Daniel returned
to speaking and said: I do not agree with the statements of
His Excellency Mr. Jalal Baban that the members of the government...
to the Council which listened to my words and to
His Excellency's statements. I have built certain points
and I do not know what my statements might have given
to the representative of the Zionist associations to open an agency
in Baghdad and give a permit for travel such that
the travel department does not give any passport without
the endorsement of this office. And how
did the Zionist school remain for 13 years without
closure? There must be a protest from the Israelite community
in the year 1934, and His Excellency the President of the Council is a witness
to that.
Rise in Wheat Prices and Fall in Barley
Stagnation is still noticeable in local markets
Iraqi wheat prices rose to
between 45 and 55 dinars per ton, i.e.,
an increase of 10% over last week.
Persian wheat prices rose to
between 35 and 38 dinars, but no sale
for bargaining took place. And in some Kurdish wheat,
no new sales of it arrived at the markets, while
now it has undergone a noticeable drop, reaching
yesterday 18 - 20 after it was
ranging between 19 and 21 dinars.
Mosul crushed lentils recorded 75
dinars per ton, an increase of ten dinars
per ton over last week.
While white beans decreased from 85
dinars to 70 dinars due to the near end of
their season. Also, potatoes recorded between
40 and 50 dinars per ton after it was in
last week 60 dinars per ton, and yet
it is still high compared to the same
period last year as it was sold
at a price of 35 dinars per ton. While dry onions
recorded a decrease to 12 dinars, and rice recorded...
due to the arrival of quantities of it to consumption
centers. And this price is considered proportionate
relative to the normal price level.
As for rice, some of it recorded another rise during
the week, reaching unwhitened rice in bulk
between 120 and 140 dinars per ton, and it
cannot be predicted to what extent this
rise will reach!!
Cotton still records a continuous
decrease, recording between 38 and 39
dinars per ton, a decrease of only one
dinar from last week. While
cottonseed recorded a large decrease, recording
dinars and recorded 34 dinars per ton, and
Zahdi dates recorded another decrease also, reaching at
a certain period 15 and 16 dinars per ton, and it was
last week 17.00, and
Zahdi Qasab dates decreased from 18.00 in
last week to 16 dinars per ton. This
and the rest of the other local needs are still
at their old level.
Education Helps Examined Students
Statements in the Senate about sympathy for them
His Excellency Senator Mr. Mawloud Mukhlis touched
in the Senate yesterday upon the situation of
students and the country's issues they passed through
and the digestion of their studies, foremost of which is what happened
on the day of the January Uprising and its events that disrupted their studies.
He demanded justice for them, pointing to the failure that
occurred in the medical colleges, for it has no
precedent in the history of the school at all.
His Excellency Mr. Jalal Baban commented on
the words of His Excellency Senator Mawloud Mukhlis in his capacity as
Acting Minister of Social Affairs, saying
that we share with the Senator the necessity of allowing space
to remove the injustice from the students if
there is injustice, and that measures will be taken
to study the subject.
His Excellency Mr. Najib al-Rawi had been contacted,
Minister of Education, and he said that the exam results
will be lenient with the students and that the Ministry
learned that the Exams Department in the Ministry of
Education has taken into account the students' situation and made
the questions uncomplicated.
As for the failure in the medical colleges,
that is due to their level given the large
number of students in the classes; a class that
comprises 400, for example, it is natural that the
failure in it be large because they cannot
master the lessons. For this reason, the Ministry of
Education decided, under unjustified influences, additional
grades for these students in general so that
what can be said that the students, the Ministry
will help them as much as general regulations allow.

in the Chamber of Deputies and drafted its basic
bylaws and will hold a meeting on the 20th

Arabs decide their position on the Security Council's mail
And threaten to cut off oil from Western countries
His Excellency Al-Bassam carries the League's resolutions to Amman
London Radio's English service broadcast that Arab leaders have decided
their position regarding the Security Council's demand to stop fighting throughout Palestine within three days
but this decision has not been announced yet. The Political Committee, which held
its sessions in Lebanon, proceeded with issues other than stopping the fight. It was reported that Arab leaders mention
in their resolutions that as long as rich oil sources remain in the hands of Western countries, any force or Western
countries participating in imposing sanctions against the Arabs will lose more in their movements
than the difficulties the Arabs suffer as a result of those sanctions.
Reuters' special correspondent broadcast a telegram from Damascus saying that the Political Committee
of the Arab League took several important decisions yesterday regarding the truce, which does not require
starting at six o'clock Baghdad time this afternoon. It was said that Mr.
Sadiq Al-Bassam, the Minister of Defense, carried the committee's resolutions with him to the capital of the Hashemite Kingdom of Jordan
yesterday afternoon, and the committee will hold a meeting this morning to discuss the situation in Palestine.
As for the military side, the Jews believe that the Hashemite Jordanian Arab command has moved
a large number of its forces to the Latrun area, where important battles are expected to take place there.
London Radio says that the two warring parties in Jerusalem have observed the truce. And stopped
fighting in the Holy City, but despite this, some skirmishes occurred.
The Arab News Agency reports that the United Nations Secretariat has begun preparing
projects to form a force of observers larger than the current force if the Political Committee
of the Arab League does not accept the latest proposal addressed by the Security Council to stop the fighting. Hope has increased

correcting this Jewish deviation and repelling this aggression from its excess. But Britain
feels in the essence of the matter and its door that lasting peace in Palestine between the two parties when it happens
will be at least acceptable to the Arabs and the administration. It forced them for the Jewish community in
the end to eliminate it. But the British believe on the other hand that the Arabs' persistence
in objecting to the Security Council would lead to results that benefit the Jews from
the military side.
Commander of the Iraqi forces in Jenin
Commends the sacrifices and bravery of the Palestinian fighters
Nablus (INA) - The command of the Iraqi forces in the Jenin sector sent a telegram to
the Palestinians via the District Office commending their heroism, bravery, and sacrifices in the recent battles
especially the battles to liberate Faqqu'a, Jalbun, and Muqeibleh.
He went on to say that this heroism and sacrifices had the greatest impact in strengthening the spirits
of his officers and soldiers, and it was also a fatal blow to those Jews who tried to stir up division
and weakness among the Arabs of Palestine. The telegram added that those battles that took place in Muqeibleh and Wa'ra
will be immortal in the history of Palestine, as the enemy was stationed on a height displaying cannons
and armored units, but you were not afraid of all this, but rather attacked the enemy with rifles despite
your lack of ammunition and training, so you sought help by virtue of your sharp determination and the supervision of the sons
of Iraq to save you from the enemy and defeated them in one day in a battle that requires three or four days
of regular warfare.
Stopping the fighting in the city of Jerusalem
A clear response to the principles of religion and humanity
Amman (INA) - Reliable sources in the Jordanian capital say that the Arabs' approval
to stop the fighting in Jerusalem was a clear response to the principles of religion and humanity, for
Jerusalem, as a holy city with an international character, occupies a prominent position in the eyes of hundreds
of millions of people in all parts of the world for its sanctity, which the Jews never respected during
the fighting in Palestine. The attack launched by the Jordanian army in the few hours that
preceded the cessation of fighting resulted in the occupation of several strategic points, which proves that the Zionists' claim
that they have the upper hand and control over the situation is groundless. It is no wonder if the
Arabs accepted to refuse to stop the fighting in Jerusalem while they are still holding the reins of the situation

Marshall, the Secretary of State, in which he dealt with the problem of controlling atomic energy. Among what was stated in it
is that the lack of control over atomic production involves terrible risks. The United States urged
in this letter the necessity of making other efforts for the sake of achieving international control over
atomic energy. The title of the book was - Policy at the Crossroads -. The book summarized
the talks that took place over two years to achieve the aforementioned supervision over atomic energy. Among

After greetings and respect.
With reference to the oral conversation that took place between Your Excellency and the delegation of the Jewish community
which had the honor of meeting you on the morning of Monday, 24 October 1949. I saw it as my duty to present
to Your Excellency this written memorandum as documentation and clarification of the points that were discussed in the meeting
referred to, in the hope that this memorandum will help shed light on the present situation that
the Jewish community in Iraq is going through and on the reasons for the anxiety it feels, in the hope that
the wisdom and knowledge of the esteemed government will be able to remove the causes of this feeling and return matters to their
natural course.
It is perhaps worth emphasizing here that the reasons for the anxiety felt by the members of my community are not due
- and should not be attributed - primarily to the recent arrests that took place against a number of members of
the community or to the method followed in carrying out those arrests or the accompanying violence and provocation.
All of this, although it constitutes a direct cause for the increase of that anxiety and its reaching its peak, the
fundamental reasons actually go back to the many restrictions that were placed, one after another, on
Iraqi Jews during the last eighteen months, which made their lives extremely difficult,
a matter that led the vast majority of them to look at the future with an eye of despair.
The Jewish community in Iraq, relying on what it has been known for throughout the two thousand
and four hundred years in which it has existed in Iraq, of attachment to this country and untainted loyalty,
was confident that the outbreak of the Palestinian war would not affect its existence or diminish any of its rights
and freedoms guaranteed by the constitution, as long as it was reassured of its proper performance of its duties with what is known
of its obedience to the laws and loyalty to the country.
However, these hopes have all been disappointed, unfortunately, and the community suffered because of this war
what made it in an unenviable state for no guilt it committed other than being a Jewish community. Nevertheless,
many wise people continued to believe and wait with hope that matters would return to their natural state
eventually, but another wave of disappointment overwhelmed everyone as it became clear that the cessation of
battles did not put an end to what the community complains about, but rather the tightening continued until the majority of its members

- Because of the hardship they suffer in their living conditions and other matters - they no longer pay attention
to the advice of the wise and the opinion-makers in the community and what they promise them regarding the imminent relief of distress.
And here, allow me, Your Excellency, to recount some of what has befallen the community during this period of
time.
First - With the outbreak of the Palestinian war, a harsh campaign began in the local newspapers against
Iraqi Jews, whose organizers exploited the difficult circumstances of the war in the worst possible way to agitate
nerves and stir up feelings against the community. The community has been subjected in this campaign, which
has not ceased until now, to the most heinous false accusations; various crimes were attributed to it, its institutions, and its men
in articles full of intrigue, distortion, and fabricated or twisted news. All this was to tarnish
the reputation of the community and stir up division between it and other Iraqi communities. Although the press
for the greater part of this era was subject to strict government censorship, this harsh campaign
continued relentlessly at a time when it was not possible to respond to those accusations or
bring their fabricators to court, which gave the impression that the government was not dissatisfied with that
campaign.
Second - The large-scale layoffs that affected Jewish employees in state departments
and affiliated institutions, leaving hundreds without a source of livelihood. The matter would have been easier if it were
possible to provide means of living for these laid-off individuals in places other than government jobs,
but the economic situation did not help the vast majority of them to stand on their
feet again, so a large number of families continued to complain of the most extreme poverty.
Third - On the other hand, the policy followed by the supply and import departments
towards Jewish merchants had a decisive impact in paralyzing their commercial activities, which had the worst consequences
on their living conditions in particular and on the economic conditions of the country in general.
Over time, this policy added a large number to the masses of unemployed and needy
members of the community.
Fourth - What also worsened the situation was the restriction on the sale, purchase, and mortgaging of immovable property
by Jews, which disrupted interests and significantly affected the wheel of economic life
in the country and led, among other things, to the halting of construction and trade movements,
in addition to blocking an important source of livelihood for many people.

Fifth - Alongside the increase in poverty among the Jews due to the cutting off of means of livelihood one after another
and the despair of young people from obtaining a way to live, whether from freelance work or employment, the
doors of public schools, colleges, and scientific missions have been closed in the face of Jewish students, which
led to severe anxiety regarding their cultural future as well.
Sixth - It may be said that the impact of these restrictions could have been less severe if the
door for travel outside Iraq had remained open to Jews, as a number of them would have been able to attempt
to travel in pursuit of livelihood or in search of culture. But preventing Jews, even students, the sick,
and business owners among them, from traveling outside Iraq has tightened the noose around them and placed them
in a state similar to a state of economic and cultural siege, leading to the deprivation of many
students of knowledge from culture and to the deterioration of the condition of some patients whose recovery was difficult in
Iraq, and many merchants and stakeholders were harmed.
Seventh - It is natural that the atmosphere created by the press and the numerous restrictions referred to
has instilled the fear that obstructing the interests of Iraqi Jews is the established government policy, so
strictness with them, intransigence in applying laws against them, discrimination in treatment, and pinning
accusations on them became familiar and acceptable matters during this period. It is possible that what the
Jews feel regarding the strictness occurring in the exorbitant appraisal of their properties for the purpose of collecting
property tax, as well as ⟦strictness in⟧ the application of the income tax law and the review of appraisals for previous
years, is an effect of this trend.
Eighth - During this period, Jews were deprived of the honor of training with weapons in military service
with their brothers from other communities, as those among them liable for service were isolated in units entrusted with
other daily tasks, which stirred feelings of humiliation in their souls.
Ninth - At a time when Jews were looking forward to an easing of the severity of these restrictions
imposed upon them, events occurred that led to a severe reaction among them, including
the issuance of orders to withdraw the licenses of those among them authorized to carry weapons. Although the number of these licensed
Jews is not large, they are mostly well-known men, whether they are doctors,
lawyers, merchants, or notables. So the withdrawal of their licenses sparked various fears and rumors, and
there was no one who could explain the reason for this order or its purpose.

Tenth - Then these fears increased following what accompanied the recent arrests among the members of the community
of night raids on the homes of those suspected and causing panic in neighboring houses and taking
the families of those wanted as hostages by the police, and what happened in Amarah regarding the violation of the sanctity
of the synagogue there on Yom Kippur and the arrest of a number of fasters while they were performing
their acts of worship, and the manner in which all this was carried out, which helped create fears
among the residents regarding the treatment awaiting the detainees during the investigation, a matter which
developed into nervous tension.
In any case, we believe that the solution to this crisis is still, as it was, entrusted to the wisdom
of the esteemed Iraqi government and its good management. For the lifting of the exceptional restrictions placed on the freedom
of Iraqi Jews and treating them with equality alongside the rest of the country's citizens, and holding the criminals among them accountable according
to the principles of justice and in accordance with the observed laws, all of this would restore matters to their proper course
and return security and tranquility to the souls of one hundred and twenty thousand Iraqi Jews who have always been known for their love of order,
obedience to the law, diligence in work, loyalty to their Iraqi homeland, and attachment to the redeemed Hashemite Throne.

At the train station, the airport, and other routes, the

from Baghdad or from any other Iraqi city such as Al-Shamiya, Amara,
or Basra, whether their arrival was by train or by plane
or by car, whether accompanied or otherwise, and taking them to His Excellency
the Investigating Magistrate, where after long investigations he decides to release them
on bail, or detain them, or return them under guard to the city from which they came
