The head of the community, Ezra Menachem Daniel, Ibrahim Hayyim Moallem Isaac, and Ibrahim

2 - The Minister stated that the conversion of the two primary schools (Ras al-Qarya and Al-Samawal) from primary
to elementary (and not to a kindergarten as we said) is based on a general plan adopted by the Ministry in view of
the unsuitability of most rented houses for schools to what modern schools require in terms of
their suitability for public health requirements such as space, ventilation, and so on. And that in the capital
alone, they made 36 elementary schools and transferred the students of the fifth and sixth grades to other
schools more suitable than the rented houses.
As for our observations regarding the deprivation of neighborhoods inhabited by Israelites from the facilities that
result from the presence of official schools in their midst, as is the case in other neighborhoods, they were not taken
into account. When we pointed out that the Al-Tahira Primary School was not subject to this
rule, the Minister replied that he had no knowledge of that and would investigate it.
3 - We were unable to obtain the opening of a fourth secondary evening class, and when we pointed out what the administration of
Al-Tafayudh School announced regarding the opening of a fourth secondary evening class, the Minister stated that this was a mistake and did not allow
the opening of the mentioned class.
4 - The Futuwwa and Scouts system has not yet been applied in any of the private schools, and when
it is applied, it will be applied to all of them equally.
5 - The Education Law will take into account the observations submitted about it when discussing it in
the Council Committee, and that among the most important observations made by the respected Deputy Ibrahim Hayyim regarding the necessity of
maintaining the right to collect fees from students in private schools, its correctness may be recognized, and he will suggest
amending the specific article in the Council Committee for the desired purpose.

6 - We pointed out to His Excellency the Prime Minister regarding the head of the community's appeal to the Minister of Defense about the failure of
thirteen students out of a total of fourteen Israeli students who completed the officers' course.
Ibrahim Nahum also mentioned to His Excellency the Prime Minister his discussion with him two years ago about encouraging
Mosaic students to enter the officers' school, so His Excellency showed us his increased interest in
the matter and his distress over its occurrence, and that he and the Minister of Defense are interested in conducting the necessary investigations
and removing the injustice from the victims.

His Eminence the Head of the Community met His Excellency the Minister of Education on the morning of Thursday, October 5, 1939
And after the discussion, he handed him the following observations: -
1) That the Al-Tafayyudh Private School has commenced evening classes in four classes, three of which are
intermediate and one fourth-year secondary class
2) That the students of Al-Tafayyudh Private School were included last year in the Futuwwa system and their
training was conducted by instructors from the official schools
3) Difficulties are still ⟦standing⟧ in the face of students who wish to enroll in the
official intermediate and secondary schools
4) After transferring the students of the fourth, fifth, and sixth grades from Ras al-Qarya school to the
Al-Rusafa school, a number of students from the first primary third grade were dismissed from Ras al-Qarya school on the grounds that

His Excellency replied with the following: -
1) That he was not aware of the existence of evening classes at Al-Tafayyudh school and he promised to study the case during
the following days and issue orders either to withdraw the license from the aforementioned school or to grant the required
license to the Shamash school
2) He also promised to study the case of applying the Futuwwa system to private schools and to issue orders either
to apply this system to all private schools or not to apply it to any of them
3) His Excellency also promised to provide facilities for the admission of Jewish students into intermediate
and secondary schools
4) He requested His Eminence to contact the Director of Education for the Baghdad region to reach an understanding regarding the schools of

His Eminence the Head of the Community, Mr. Moise Ita, and the secretaries of the community administration met with the Director of Education for the
Baghdad region on Sunday morning, October 8, and the following points were discussed:
1 - Regarding the Israeli students dismissed from Al-Adhamiya Intermediate School
2 - Ras al-Qarya and Al-Samawal schools
3 - The issue of admitting students to intermediate schools
The following is a summary of the answers:
1) All Israeli students at Al-Adhamiya Intermediate School have been accepted into various
official intermediate schools in Baghdad.
2) The Ministry of Education has transferred the fourth, fifth, and sixth grades from Ras al-Qarya School to
Al-Rusafa School, and transferred the first, second, and third grades from Al-Rusafa School to Ras al-Qarya
School. A similar exchange took place between Al-Samawal and Al-Rashid schools, and these schools became
as follows:
Ras al-Qarya Primary School (formerly Al-Rusafa)
Ras al-Qarya Children's School (formerly Ras al-Qarya)
Al-Rashid Primary School (formerly Al-Rashid)
Al-Rashid Children's School (formerly Al-Samawal)
The purpose of this was as follows:
1) The Education plan is to abolish official sectarian schools and mix students of different
religions with one another to achieve harmony among them, because their isolation from each other is not in
the public interest.
2) Due to the lack of male teachers on one hand, and the proven success of female teachers in teaching children on the
other, Education has followed a plan to divide primary schools into mixed children's schools
for boys and girls taught by female teachers, and primary schools for boys only containing
the fourth, fifth, and sixth grades taught by male teachers. When
Mr. Moise Ita replied to him that the purpose of opening these two schools at the time was to (1) attract
the largest possible portion of Israeli students to study in government schools, (2) to ensure
their religious instruction, (3) to allow for closing on Saturdays and during Israeli religious holidays,
he answered the first point by saying that this is still ensured and that these schools and others will accept
any Israeli students who apply. As for religious lessons, if there is a desire on the part of
the community, he is ready to discuss with the Minister the matter of making arrangements to give religious lessons to the students
of the four schools from among the Israelis, by a religion teacher appointed by the community for that purpose.
As for holidays, the students of the aforementioned schools will have holidays on the official holidays
for Israelis.
When His Eminence the Head of the Community brought to his attention that the Ministry of Education did not apply this plan to
Al-Tahira School, he replied that the building of this school is part of the church and that its case is still under study.

We, the undersigned, completed our secondary education last year and submitted
a request to the esteemed Ministry of Education to join the teaching profession after completing all the
required conditions. After a long follow-up, we did not obtain a result; some of our requests were returned this year,

Summary of the case of the accusation directed against Naji Yusuf Azira for the incident
Monday evening 9/10/1939
While the aforementioned was sitting in the Bilqis Cafe in Bab al-Sharqi with Daoud Nassim
Benjamin, Shalom Haroun Barshan, Naeem Ezra Shamaia, Yusuf Maslawi, and Elias Haskil Bayard
On Monday evening 9/10/1939 around eight o'clock in the evening, and the conversation between them was
about American trade, then it became 8:30 and news was broadcast from the Iraqi radio
so they fell silent and everyone fell silent. In the meantime, Naji, the aforementioned, saw a person stand up who was known
later to be named Shakir Jassim (a middle school principal) and he was sitting in the cafe
also with two others, one of whom was known to be the lawyer Abdul Majeed al-Hamid and another he did not know
and he went to a person ⟦who appeared to be an assistant director of police⟧ who was sitting on another side of
the cafe and spoke with him and pointed his hand at the group sitting and returned. After that, a
police commissioner arrived and requested him to the station where he understood that he was accused by the three informants

of the Royal Court, my foot." And upon his interrogation he said: that he did not speak at all and did not utter this
phrase, just as he does not know the mentioned persons, and he was detained Tuesday night then released on bail
of one hundred dinars.

Summary of the Charge:
That he was sitting in the Grands Cafe in Ma'qil (Basra), the accused and the informant with the persons
Ibrahim Abdul Latif - Sayyid Najm Radi - Nader Khan - and the son of the cafe owner, and that
when the aforementioned Ibrahim Abdul Latif read a news item in Al-Istiqlal newspaper stating that His Excellency
the Prime Minister is determined to send fifty thousand soldiers to Palestine if things turn out
consistent with the goals of the Arabs, and that the accused uttered before the aforementioned the following: From where does your government get
fifty thousand soldiers? All it has is five thousand soldiers distributed among the tribes in
internal revolutions, and if there were any good in them, one would not kill the other

Regarding the refusal to allow the sons and daughters of the community to enter intermediate schools on the pretext that they are from
private schools, this is unreasonable because the government's ambition and its basic policy aim to unify education and raise
citizens according to the government curriculum and in its schools. If the government refuses to accept students graduating from
private schools who hold certificates from the Ministry of Education, they will be forced to enter foreign American schools
or the Alliance and Shamash schools, which do not apply the government curriculum <del>completely</del> in its entirety. Perhaps if they despair of
entering government intermediate schools despite possessing the Education certificate, the schools will be forced to modify
their curriculum to be compatible with the curriculum of the Americans or the Alliance and others. This plan is not something one would imagine
the important government would undertake, unless the government intends through it to push the community schools to
modify their curriculum to match the curriculum of unofficial schools that accept them in their secondary classes. Accordingly,
I hope to ⟦present⟧ what I have mentioned to you in this letter to His Eminence Rabbi Sassoon and Monsieur Eta so that the Rabbi may consult
without delay His Excellency the Prime Minister. I am certain that if the President is informed of the reality of the situation, he will give
the necessary orders to modify this plan, because this issue, in every way, cannot be ignored
as a matter of (Principle). A formal letter can be submitted in this regard along with the oral consultation
or after it.

After greetings and respect,
A paragraph from your letter regarding the rejection of the community's sons
and daughters from entering official intermediate and secondary schools and your proposal to address
the situation was conveyed to the distinguished Mr. Yaqub Shalhoub.
I am pleased to inform Your Excellency that I had met with His Excellency the Prime Minister on
September 28, 938, regarding this issue before your proposal arrived. I also subsequently wrote
our letter to His Excellency the Minister of Education on the subject on October 6, 938. While we
were awaiting His Excellency's response and the measures he would take in this regard, your proposal reached me.
I proceeded to hold a meeting yesterday, 12/10/938, attended by Messrs. Gurji Ibrahim,
Haim Hakham Isaac, Khedouri Murad Shukur, and Moise Absha. After lengthy deliberations
in this regard, the attendees found that postponing the approach to the government regarding the (principle) at the
present time is more beneficial for the interest. It is necessary at present to focus all our attention on the acceptance
of the largest possible number of male and female students in official schools, provided that the Schools Committee
meets after a month to discuss your proposal in detail and in light of the results that will emerge from
this issue, i.e., after the final acceptance or non-acceptance of students is completed.
As for the current situation, it was agreed that I would meet His Excellency the Minister of Education
personally to discuss with him the matter of the rejected students.
Please accept my sincere wishes for the health of your noble father, with my highest respect
to Your Excellency.

Based on the news published in the newspapers regarding a delegation representing the Mosaic community meeting with Your Excellency and offering
the community's support to your esteemed sovereignty on the occasion of the unfortunate incidents that occurred on March 14 in the city of Kirkuk
and elsewhere.
We, the undersigned, hope to clarify to Your Excellency that the aforementioned delegation represents only itself
as it has no official capacity, and since the administrative body of the Mosaic community is dissolved pursuant to Order 862 dated 8
April 1958 and Order 863 dated 22 July 1958 issued by the Ministry of Interior, and since the community
is without an administrative body and without a head of the community, and since the law prohibits any gathering of the community
under Article Six of Law No. 86 of 1917, and since the laws in force and since the traditions
of the community and since the selection of the head of the community is done by a general election by the members of the community, and since the delegation
mentioned (with its members) were not elected by the members of the community, but rather they are persons appointed by
the Ministry of Interior to manage the religious affairs of the Mosaic community in Baghdad only, and since the members of the community
of the Mosaic faith in Baghdad and the rest of Iraq are not satisfied with the actions of the aforementioned delegation, which does not represent them
in any official capacity, and since the Mosaic community in Iraq refuses to be represented by persons not elected by it,
therefore, we request Your Excellency not to consider the aforementioned delegation as a representative of the Mosaic community, but rather
representing themselves only, and that the members of the community in Iraq are committed to their rights to elect their representatives
in accordance with the law, and since the aforementioned delegation has exceeded its legal and legitimate powers, we therefore request
Your Excellency to kindly order the holding of general elections for the Mosaic community to elect an administrative body and a head of the community
to be a legitimate representative of the community.

Shamash School opened a fourth secondary evening class to accommodate students who were unable in

Statement
In order to dispel the doubts and suspicions that have stuck in the minds regarding the Israelites in
Iraq concerning the Zionist movement, and to reveal the clear truth, I have seen it as
a duty to make the following statement on behalf of the Israelite community in Iraq:
The Israelite community in Iraq has absolutely no connection
to the Zionist movement and has no involvement with its institutions, activities, or organizations
at all, and does not provide assistance to this movement in any way, neither in Palestine
nor outside of Palestine. Rather, the Israelites in Iraq are Iraqis who are deeply
connected to the Iraqi homeland and are full participants with their Iraqi brothers in prosperity
and adversity, feeling what they feel, sharing their pains, and sharing their emotions.
For this reason, I have issued this statement to clarify the truth: 10/6/1946
