Greetings and respect Further to our personal follow-up with your Excellency, we present:- 1 - Some members of our community visited the Karrada Land Registry Office to conduct some land registry transactions of their own, however the aforementioned directorate refused to conduct any transaction for them under the pretext that Law No. 161 of 1963 mandated in its paragraph (4) the entrustment of their funds to the administration of the Secretary General for the monitoring of the funds of Jews whose Iraqi citizenship has been revoked. Whereas the aforementioned Article (1) restricted only the persons whose names are struck off as those whose citizenship is suspected during the period from the date of the issuance of the statement explained in paragraph (1) of the law (and the statement has not been issued until now) 2 - Paragraph (4) restricted the administration of funds by the Secretary General to the Jewish person described above whose legal status regarding the retention of Iraqi citizenship has not been decided. It is not hidden from your Excellency that the legal authority for citizenship is the Directorate of Travel and Nationality only. The persons who requested to conduct some land registry transactions are Iraqis and retain their Iraqi citizenship 1 - as they possess the identity card for retaining Iraqi citizenship 2 - they presented to the land registry offices on the date of the land registry transaction, and after the issuance of the law referred to above, a certificate confirming their retention of Iraqi citizenship issued by the Directorate of Travel and Nationality, i.e., from the legal authority. The refusal or delay in conducting land registry transactions for such persons, in addition to the legal violation, undoubtedly causes material damages that cannot be avoided and necessitates confusion and financial instability. Therefore, we request your Excellency to consider this request of ours and issue your order to the competent authorities to process the transactions of the land registry for the Jew who presents the identity card of non-revocation accompanied by a confirmation from the Travel and Nationality Department stating that he still retains Iraqi citizenship.
