Subject / Yasser Arafat's visit to Algeria
Mr. Yasser Arafat, Chairman of the Palestine Liberation Organization, paid a visit to Algeria that lasted
two days (10-11 / 1 / 1984), coming there from his residence in Tunis. During the visit, he met
with President Chadli Bendjedid. His talks focused on the latest developments in the Palestinian cause
and relations between the resistance factions within the PLO. Mr. Arafat's visit falls
within the framework of continuous consultation between the PLO and Algeria and informing Algerian officials of
the course of events. It also falls within the framework of many visits paid by Mr. Arafat
previously to Algeria, as Palestinian-Algerian relations witnessed an increasing development,
especially during the events of Beirut and Tripoli. George Habash and Nayef Hawatmeh also visited
Algeria following Arafat's visit.
Division Notes: -
1- Arafat's visit to Algeria centered on informing Algerian officials of the purpose of his visit
to Egypt and his meeting with President Hosni Mubarak, especially since Mr. Arafat is always keen to inform
Algerian officials about the political and diplomatic movement of the PLO. In doing so, Arafat
proceeds from Algeria's support for the legitimate leadership under his chairmanship. It is possible that Mr. Arafat
suggested to the Algerian side the possibility of persuading other Palestinian parties of the feasibility of his visit
to Egypt.

2- We believe that the visit of both George Habash and Nayef Hawatmeh was at the invitation of Algerian officials
with the aim of convincing them of the feasibility of Arafat's visit to Egypt and of Arafat's viewpoint in this regard, especially since Algeria
was and still is playing an important role in bringing the conflicting Palestinian resistance factions closer together,
especially since Algeria had issued a statement calling for the necessity of moving to support the positions of the
responsible Palestine Liberation Organization. It did not show any resentment regarding the Egyptian-Palestinian rapprochement. It
indeed succeeded in convincing Habash and Hawatmeh of the feasibility of the Palestinian-Egyptian dialogue.
3- Our information indicates that Mr. Arafat proposed to the Algerian side the possibility of preparing the atmosphere
for the success of the next session of the Palestinian National Council, and he may have asked Algeria to support and strengthen
his position in this regard.
4- It is likely that Mr. Yasser Arafat has worked to urge the Algerian side to attend the Arab Summit
Conference, which is expected to be held in Riyadh after a period. While emphasizing the reinforcement
of the role of the legitimate Palestinian leadership under his chairmanship.

Collaborator ⟦...⟧ provided us with the following information regarding the visit of Mohamed Boucetta, Moroccan Minister of State
and Secretary-General of the Moroccan Istiqlal Party, to Saudi Arabia and the rest of the Arabian Gulf states. The
visit aimed to discuss the following matters:
1- Coordination for the Islamic Summit Conference and the position to be taken to facilitate Egypt's return to the organization.
2- Ensuring broad support for Yasser Arafat at the conference in light of the expected Syrian attempts to have
its Palestinian supporters take the seat of the Palestine Liberation Organization at the upcoming Casablanca
conference.
3- Requesting financial aid estimated at ((180)) million dollars to cover the costs of the Islamic Summit Conference.
4- Requesting urgent aid for the Moroccan economy before the end of the year / 983 to help the Moroccan
government abandon some of the large planned increases in the prices of most basic commodities
at the end of December / 1983.
It appears that this point, based on King Hassan II's speech on the eve of the 27th of the current month, will not
apply the increase because the government adopted an alternative formula ⟦that it⟧ consists of imposing high taxes on capital
owners to compensate for the increase in commodity prices.
5- Discussing ways to complete the procedures for sending the rest of the ((5000)) Moroccan soldiers to Saudi Arabia
and discussing requests for other security aid sought by the rest of the Gulf states.
Our analysis suggests that Morocco has received a green light from Saudi Arabia to fulfill most points,
if not all of them.

. Introduction:
⟦line⟧
Egyptian-Palestinian relations witnessed positive developments during
the past period, especially after the Zionist invasion of Lebanon, as the position
of Egypt and the activity of Egyptian diplomacy during that stage had positive effects on
relations between the two sides. Direct and indirect contacts took place between
the leadership of the Palestine Liberation Organization and the Egyptian regime, confirming the desire of both sides
to continue contacts and consultations on issues presented on the scene, where
Arafat asked President Mubarak that Egypt use its influence and relations to intervene
to save the organization from collapse following its disputes with the Syrian regime, and
President Mubarak extended an invitation ⟦to⟧ Arafat to visit Cairo. The Egyptian government agreed to send
a large Egyptian popular delegation to visit Tripoli during the period of the siege. On
the other hand, the Palestine Liberation Organization called, in the conference of foreign ministers of
Islamic countries, for an end to the boycott of Egypt.
Arafat's visit to Egypt:
⟦line⟧
Mr. Yasser Arafat visited Egypt on 12/22/1983, where he met with President
Mubarak and held a closed meeting with him that lasted two hours, after which they held a press conference
in which Mubarak indicated that they discussed all matters and problems related to the Palestinian
cause. Arafat thanked President Mubarak for Egypt's position toward the Palestinian
revolution, especially in difficult circumstances, and confirmed that he and President Mubarak would perform
prayers together in Al-Aqsa Mosque.

In Arafat's response to a journalist's question regarding the impact of this
visit on the leadership of the Palestine Liberation Organization, he said: (("The important thing for me
is that the visit will help achieve Arab unity.")) He also indicated that the task of
the Organization will become easier now after his and his forces' departure from Lebanon, away
from Syrian attempts at pressure and blackmail. Despite this, he expressed his desire
to see Syria and the Organization continue their struggle against the common enemy.
Arafat also criticized the Reagan plan because it did not recognize the right of Palestinians to
self-determination and declared that the ⟦United⟧ States is committing a major mistake by betting all
its cards on Israel through the recent strategic agreement between
the two countries.
Analysis and Conclusion:
01. Secret Palestinian contacts during the past phase have confirmed
the Palestine Liberation Organization's desire to give a role to the Egyptian regime
during the coming phase regarding the Palestinian cause and to benefit
from its international relations in this field. This stems, in
our estimation, from several considerations, including the following:
A. Asserting the independence of the Palestinian decision and Arafat's ability to take
decisions far from the influence of other parties, which
would leave impacts on how Arab regimes deal with
the leadership of the Palestine Liberation Organization in the future.
B. Opening new horizons for Arafat's alliances and relations at the level
of the Organization, enabling him to face the challenges he is exposed to
Palestinian-wise and Arab-wise, especially since Egypt's return to the Arab fold has become
subject to considerations of time.

C. Filling the vacuum resulting from the departure of the Palestinian presence
from positions of geographical influence in the region, which was one of
the reasons for the interest of international parties in the Palestinian cause
and consequently pushing these parties not to ignore or forget
Palestinian influence.
D. The slowdown of Soviet political movement in the region due to
the dominance of the United States of America over the course of events in it,
a matter that the conditions of the Palestine Liberation Organization cannot bear
internally, especially the continuation of Arafat's leadership of the organization,
in addition to its foreign relations and contacts.
02. Egypt worked to exploit the stage that the Palestinian resistance
went through, in addition to the contradictions witnessed in the Arab arena,
in order to strengthen its political position and withdraw the Palestinian card
in its favor to achieve a set of goals, including:
A. Returning to the Arab ranks through the Palestinian door.
B. Fulfilling Egyptian obligations regarding the Camp David Accords by
preparing a Palestinian <del>negotiating</del> position and thus embarrassing
Israel on the international level and pushing it to show positions
that are more flexible for settling the region's problems, otherwise casting
responsibility for any setback the Egyptian-Israeli agreement suffers
onto the Israeli side.
C. Pushing the United States of America to increase interest
in the Egyptian role in the region, considering it the most effective role
in meeting the requirements of American trends at this
stage.
03. In our belief, the current development in Egyptian-Jordanian-
Palestinian relations aims to create an atmosphere of understanding between these
parties and to crystallize a unified position regarding the settlement of the Palestinian cause,
and consequently seeking from all international parties to bring closer

its viewpoints regarding the region's problems, and in our estimation, these
efforts will focus on the following:-
a. Attempting to persuade the United States of America to amend some
paragraphs of the Reagan Initiative in a manner that does not ignore the right
of the Palestinian people to self-determination.
b. Seeking in international forums, especially in the United Nations
and the Security Council, to make amendments to Resolution 242 and recognize
the legitimate rights of the Palestinian people; Egypt will invest
its membership in the International Security Council in this direction.
c. Seeking with the European group to revive the European initiative
or re-propose the Egyptian-French project to be an alternative
to the American initiative in case the United States
of America refuses to respond to the aforementioned Jordanian-Egyptian efforts,
provided that this subject comes within the framework of pressures exerted
on the United States of America to push it to show flexibility
toward Arab proposals, as it is unlikely that
peace initiatives in which the United States does not have an active role
would lead to positive results.
And although the Palestinian movement with Jordan and Egypt was
among the basic options before Arafat after his departure from
Tripoli, we believe that this direction was a response to
what some Palestinian leaders are proposing regarding the US-Syrian
understanding concerning the partition of Lebanon and the discussion of other regional problems,
which would be at the expense of the Palestinians.
4. We believe that the efforts expected to be exerted by Egypt with
the Palestinians and Jordanians during the next phase will not yield
quick results for the following reasons:-
1. The approach of the American elections and the required increase in

The United States of America persists in its support for Israel
taking into account the latter's rejection of the Reagan initiative
peaceful.
B. The US administration pays great attention to the Lebanese issue
and is trying to find a solution to the problem before the US elections
for considerations related to the presence of Marine forces in Lebanon and the involvement
of the United States directly in this issue.
C. Failure to formulate a clear and explicit position by all parties
concerned with the ((Palestinian problem)) Arab, Israeli and international
Arafat faces strong internal opposition and Israel
still rejects all peace initiatives that seek
to recognize the rights of the Palestinian people. As for Jordan, there
are still points of difference in viewpoints between it and
the Palestinians.
In light of the above, we believe that the role of the United States
of America in any settlement of the Palestinian cause will take place after
the US elections. Based on that, the concerned Arab parties
will work to exploit this stage to prepare more suitable
conditions for political movement during the next stage,
and it may be among them working on forming a Palestinian government-in-exile
headed by Yasser Arafat.

Below is the information we received from the Beirut station regarding the recent Palestinian developments
as follows :-
01 The Palestinian arena is expected to witness developments after Arafat's visit to Egypt
and the sorting of the position that Arafat wants through the Palestinian majority after the events of
Tripoli.
02 Arafat will call for a meeting of the Central Committee, the general conference of the movement, the Committee
Executive, and Palestinian bodies; the purpose of these meetings is to exclude the elements
that oppose his political line.
03 Arafat will pave the way for the formation of a government-in-exile headed by Fahd al-Qawasmi or Karim Khalaf or
one of the notables of the West Bank, provided that the Executive Committee of the organization remains in its formation
new and the National Council will be called to meet and the formation of the Committee will be
Executive from the Fatah organization, the Democratic Front, the Arab Liberation Front, and the Front
Popular and the Palestinian Liberation Front.
04 Khalid al-Fahum will lead the defectors in Syria.
05 The goal of the Palestinian government is to participate in the upcoming peace negotiations.
06 Arafat is trying in the coming stage to create close cooperation between Iraq, Egypt,
Jordan, and North Yemen.
07 Palestinian sources, including Salim al-Zanoun, expect that Arafat will move his headquarters to Baghdad

We were informed by number 808 of the following:-
During the meeting of the Jordanian Minister of Information with the media directors, he mentioned that the visit of
Yasser Arafat to Cairo means that the PLO realized that it
lost the military option and has turned to all political action according to the following:-
1- Working on the return of Egypt to the Arab ranks and strengthening its position before Israel
and trying to drop the Camp David Accords or implementing its terms itself.
2- Accepting to work on demanding the establishment of the Palestinian Civil Administration
3- Cooperation with Jordan because the Egyptian President announced his position continuously
that the organization must cooperate with Jordan and authorize King Hussein to conduct negotiations
on the Reagan initiative.
4- Sorting the Arab position clearly because the proposal of Egypt's return will force everyone to
declare positions, and thus Syria, Libya, and South Yemen will stand on the opposing side
likewise, the positions of Saudi Arabia and the Arab Gulf states will become clear in a practical way
after the fluidity in which they were retreating.
5- He also touched upon the fact that America will not be comfortable with Egypt's return because it may find itself in
a stronger position and thus deviate from American obedience. Also, Israel fears as well
Egypt's takeover of the Camp David Accords, in addition to the fact that the return adds to
its current position in which it leads the Arab countries and self-salvation because
the Egyptian weight threatens this leadership.

Subject: Developments on the Palestinian Resistance Level.
A message has come to us from the Beirut station, and below are the most important points:
1- It is expected that the Palestinian arena will witness developments after Yasser Arafat's visit to Egypt
and the sorting of the position that Yasser Arafat wants through the Palestinian majority with aid
from Tripoli.
2- Yasser Arafat will call for a meeting of the Central Committee and the General Conference of the Fatah movement and the Executive Committee
and Palestinian popular bodies, in order to confront the trends or elements that oppose
his political line.
3- Yasser Arafat will pave the way for the formation of the organization's government headed by Fahd al-Qawasmi or Akram Haniyya
or one of the dignitaries of the West Bank, provided that the various Palestinian forces share its new
formation. The National Council will be invited to meet, and the Executive Committee
will be composed of representatives of Fatah, the Democratic Front, the Arab Liberation Front, the Liberation Front,
and the Palestinian Liberation Front.
4- Khalid al-Fahoum headed the dissidents in Syria.
5- It aims for the organization's commitment to the Jordanian option in future peace negotiations.
6- Arafat is trying in the coming phase to establish close cooperation between Iraq, Egypt,
Jordan, and the organization.
7- Palestinian sources, including Bassam al-Sharif, expect that Arafat will move his headquarters
to Baghdad after Libyan ⟦pressure⟧ on the country of Tunisia continued. Based on the request
of the leadership and the party in Baghdad, Yasser Arafat will contribute to working against the Syrian regime.
8- It is expected that Arafat will send military advisors to assist the forces

⟦Regarding the critique⟧
We do not rule out that forming a government-in-exile in partnership with Jordan and its parties
the Palestinian National Council in Jordan could be a winning card in the hands of Yasser
Arafat, as they would be able to negotiate while he sets a second line for maneuvering.
It is possible that Abu Iyad will request, during his visit to Baghdad, to move the organization's headquarters to
Baghdad after the departure of Abu Nidal, who was a justification for not opening an office
for the organization based on the status of relations with the country.

1- Abu Ammar's visit to Egypt was not pre-arranged to take place, but Abu Ammar had prepared himself for it

I wonder why there is all this fuss over Arafat's visit to Egypt? And then who did Arafat visit in Egypt, and what is Egypt, and above
all this and that, do we not suffer from a complex of excluding Egypt, and do we want to return to it? Is this not the

Al-Qabas newspaper published the following commentary in its issue dated the 23rd.

the meeting that took place yesterday between Yasser Arafat, Chairman of the Palestine Liberation Organization, and the Egyptian President

Al-Watan newspaper came out in its issue dated 12/24/⟦83⟧ under the title (In whose interest is this visit? )
The Greek ship carrying Yasser Arafat docked steadily and safely in the port of Port Said, after the journey
of exiting the siege of Tripoli, so that Arafat could disembark and head to the Koubbeh Palace in Cairo to meet President
Mubarak. . . It is a new scene in Arab political life. . . But this dramatic step
launched the PLO ship into a sea of the unknown amidst a cloudy winter atmosphere. The first omen came in
the statement issued by Abu Iyad, condemning this visit, which came in violation of the decisions of the National Council and the decisions
of the Fatah Movement's Central Committee, suggesting that a new opposition had begun to blow against Arafat in the heart of the Palestinian
house, even before he reached his headquarters.
President Mubarak may be the winner of the meeting, but looking at the Palestinian reactions and positions
regarding the visit, an observer may conclude that Arafat's visit is personal and represents only himself and

The Soviet friend will be shaken, because the main gain that was achieved in the end is
an American gain, considering that Arafat turned to the Arab camp betting on America, which gives a
new and strong push that revives Camp David, while the frozen autonomy negotiations completely ignore
even self-determination for the Palestinian people.
The central question remains: What will he gain from his visit? And will he achieve anything for the Palestinian people?
And have America and Israel recognized him so that he can roam in such a move... what does Arafat hope for, if only we knew.
And regarding the ongoing security measures to search and investigate the perpetrators and planners of the bombing incidents on
the Kuwaiti scene.
Sheikh Nawaf Al-Ahmad Al-Sabah, Minister of Interior, made a statement in which he said that the security services arrested
another group of suspects and they will be interrogated to find out if they have any connection to the incidents of
the recent bombings, and security men are combing all areas in Kuwait in search of every suspect
or alarmist who tries to destabilize the security of the citizen and the nation. He said that the Kuwaiti authorities have not and will not be lenient
with any person regardless of their nationality or position, and everyone must realize that. The Kuwaiti Minister of Interior also stressed
the importance of every citizen carrying an official ID identifying their personality. The Minister of State for Cabinet Affairs,
Mr. Abdulaziz Hussein, announced that as a result of the investigations carried out by the Kuwaiti security authorities,
the number of those whose files were prepared and referred to the State Security Prosecution reached nineteen people. The
Minister said that the security authorities were able to arrest the twelfth fugitive defendant who was announced after the disclosure
of the perpetrators of the bombing incidents witnessed by Kuwait on Monday, 12/12/83.
On the other hand, the Kuwaiti Ministry of Interior clarified that the statement issued regarding the prevention of public meetings
 and gatherings or organizing them until after obtaining a permit for that from the governor in whose jurisdiction the meeting will be held
does not include diwaniyas or private parties in hotels, parent councils, and celebrations of
ministries and institutions. The ministry added in its clarification that the decision also does not apply to the convening of general
assemblies of public interest associations.
