Your letter Q1 / 2672 on 2/4/1979
01 Supporting what was stated in your above letter, as Palestine Liberation Organization sources in Jeddah confirmed
that they did not sense anything concrete regarding the movement of Egyptian intelligence elements in the Arabian Gulf region
to contact some moderate Palestinian figures and persuade them to support the policy
followed by Egypt towards the Zionist entity, and that what was mentioned is merely news reported by newspapers, especially
the Kuwaiti ones at the time, and there is nothing to prove this movement, but it remains within the realm
of possibility.
02 A responsible Palestinian source in the Palestine Liberation Organization office in Jeddah, Mr. Jihad
Afif Al-Masoud, confirmed that the organization at the present time senses that there are signs of a secret movement through
some official Egyptian figures such as Othman Ahmed Othman, who owns the contracting company -
Saudi Arabia, where he has recently, especially after the signing of the Camp David Accords, begun to focus
in his conversations on the necessity of bringing Arab viewpoints closer and containing disputes between Arab
countries, especially between the Kingdom of Saudi Arabia and Egypt.

Subj/ The Egyptian Ambassador in Tokyo
Attached herewith is a copy of our embassy's report in Tokyo No. S/2/453 dated
11/18/1975, which mentioned an invitation in Tokyo from the heads of Arab diplomatic
missions in Japan to unify their position and meet with Japanese officials and urge them
to vote in favor of the resolution considering Zionism as a movement of racism. The
Egyptian ambassador replied by saying that these resolutions have no material importance and are even harmful to the Arab cause
and said we must be realistic and admit that there is a state called Israel
existing on the land of Palestine. After the issuance of the United Nations resolution considering Zionism
a racist movement, he indicated that this is a great mistake against the Arab nation, and that the Palestinian issue
cannot be solved by resolutions.
It is worth noting that the representative of the Egyptian embassy in the Economic Committee of the Office of the
Arab League in Tokyo has recently withdrawn from the mentioned committee, which performs
investigations into companies that deal with Israel and boycotts them.

Subject: The Egyptian Ambassador in Tokyo
During the courtesy visits we paid to the Arab ambassadors, we had a conversation with the Egyptian ambassador,
Dr. Mohsen Abdel Khaleq, on 6 / 11 / 1975 regarding many topics, the most important of which related
to Japan's position on the UN Third Committee's resolution regarding the consideration of Zionism as a
racist movement, which was represented by not voting in favor of it. Our talk with him was intended to unify the position
of the Arab diplomatic missions in Japan in this regard, and to move to meet officials at
all levels to urge them to vote in favor of the resolution when it is presented to the UN General Assembly
for voting. The Egyptian ambassador's response was: These resolutions have no importance at all; rather, they are harmful
to the Arab cause. He went on to say literally, "We have been fed up with resolutions from the day the Palestine issue began until
now.. what are the results..? We must be realistic and admit that there is a state called
Israel existing on the land of Palestine.." and in a joking manner he added.. if the Arab officials
allowed me, I would open the borders between Israel and the Arab countries and allow the Israelis to enter our countries
even without a visa or entry permit, as well as the entry of Arabs into Israel and make things very
normal with them and I'll see what Israel will do, and then in the year 2000 we will swallow them and there will be no Israel
after that... )
I thought that such talk from the ambassador personally was for joking, and might not reflect the view
of his government, however, I met him again at the Saudi Embassy party on 12 / 11 / 1975
i.e., after the issuance of the UN resolution considering Zionism a racist movement, and the other resolution regarding the right
of the Palestinian people to self-determination. I shook his hand, congratulating him on the new resolutions that humiliated the United
States and Zionism, and he answered me nervously: My brother, forget about resolutions.. this is a mistake.. this
resolution will mess up the Palestine issue.. this is a big mistake against the Arab nation. The Palestine issue is not solved
by resolutions. We in Egypt have taken a bold step forward in order to solve the Palestinian issue,
and we must now devote ourselves to building Egypt, and Iraq must devote itself to building its economy, as well as Syria,
Algeria, Kuwait, and Saudi Arabia.. and when development is achieved in all Arab countries and the total number of
the Arab people in the year 2000 has reached 150 million, then we can eliminate Israel by a method other than
resolutions and enthusiastic political speeches..
He added saying ⟦Unity⟧ ( I am more patriotic than Yasser Arafat and I fought in Palestine in
1948. And Egypt has offered ⟦80⟧ thousand martyrs and that is enough from now on.. we have offered more than what )
the Palestinians, and if I were at the United Nations, I would have known how to respond to Farouk Kaddoumi and his ilk).
It is worth mentioning that the economic representative of the Embassy of the Arab Republic of Egypt in Tokyo
has recently withdrawn from the Economic Committee of the Arab League office in Tokyo, which
is chaired by Mr. Abdul Rahman al-Ani (Iraqi), and it is known that the task of this committee
is to investigate companies that deal with Israel in order to include them in the blacklist.

Informed Palestinian sources told the Iraqi News Agency that Abu Iyad and Abu Al-Latif
currently form an axis of rejection against the policy of the Palestine Liberation Organization regarding the Middle East problem
and the Geneva Conference. These sources mentioned that Abu Iyad informed Arafat that he ordered Fatah formations to ⟦line⟧
their operations in Jordan (as a response to Jordan's accommodating stance toward Iraq and the Palestinian resistance) and that Arafat
held Abu Iyad responsible for what would result from this decision. On the other hand, these sources said that
Abu Jihad obtained missiles and some spare parts for Egypt that it needs from People's China.
It pointed out that the Chinese missiles were not displayed in the military exhibition held in the city of
Egypt on the occasion of the fourth anniversary of the October War. From another side, the security apparatuses of the Palestinian Revolution
discovered here the existence of a cell within the Fatah movement working for Egyptian intelligence and security services.
Informed Palestinian sources told I.N.A. that this cell includes each of:-
01 Ribhi Awad, Director of the Fatah office in Cairo
02 Muhammad Al-Amleh, Lieutenant Colonel (it is possible that he is the one who discovered the cell)
03 As'ad Al-Sharif, Airport Security Officer
04 Muhammad Sabeih, a Palestinian working in the Afro-Asian Peoples' Solidarity Organization
05 Al-Hindawi, one of the Fatah pillars in Cairo
06 Younis Al-Sharif, a Palestinian working in the Union of Palestinian Jurists
07 Abd al-Ilah Karzoun, Deputy Fatah representative in Cairo
08 Lamei Qambarji, employee in the Council of Economic Unity. Member of the regional committee
of Fatah in Cairo
09 Subhi Al-Tamimi, a prominent member of Fatah
These sources said that the revolution's security apparatuses concluded that the relationship of these individuals is linked to several
Egyptian intelligence services, including:-
01 Presidency Security Apparatus 02 General Investigations
03 Military Intelligence 04 State Security Investigations
And it indicated that the investigation with these individuals was recently completed and recommendations were issued to dismiss some of them and try
the others. These sources confirmed that Ribhi Awad is also accused of embezzling 30 thousand pounds from
the movement's funds and attempting to kill one of the revolution's security men earlier this month.
Please be informed, with appreciation

The Palestinian National Movement
(For the Al-Asifa Forces)
In the name of God, the Most Gracious, the Most Merciful
(Statement No. 1)
Out of our belief in our just cause, and after relying on God Almighty, and based on instructions issued to one of our groups
operating abroad.
The Martyr Abdul Qader al-Husseini group occupied the Egyptian embassy building in the Spanish capital
and detained the ambassador and embassy members in protest of the Egyptian-Israeli agreement in Sinai.
The movement's leadership warns Arab rulers and anyone who dares to tamper with the fate of the Palestinian
cause and the resources of our Arab people, and we warn the resistance leaderships against deviating from the correct revolutionary line.
We still adhere to the charter approved by the eleventh Palestinian National Council, which states
the rejection of all forms of settlements and the refusal to negotiate, reconcile, or recognize the Zionist enemy.
We still reject all forms of settlements, whether partial or comprehensive,
Our rejection will be embodied by confronting all advocates of apostasy and deviants until the full and comprehensive liberation of the Palestinian
soil is achieved, and we extend our hand to all sincere rejecters within the Palestinian revolution and Arab liberation movements,
pledging to them to remain on the same line that rejects all forms of settlements, for which there is no alternative but to continue
the people's war and armed struggle.
We will strike with an iron fist anyone who deviates from the path of the revolution, and we will strike the interests of Arab reactionaries and imperialism
everywhere.
Revolution until victory and liberation
