We would like to state the following: -
All indications suggest that there is a relationship between the Fatah organization and the Sadat regime, and it is conducted secretly
but there is no physical evidence, and these contacts are divided into three sections, namely: -
a. Through Abu Iyad's family residing in Cairo, whom the aforementioned has not brought back since the severance of
Fatah's relationship with the Egyptian regime, and his wife previously came to Beirut and returned again.
b. Fathi Arafat's visit on 19 / 11 / 1979 indicates that the visit was to consolidate the relationship
with the Egyptian regime, and the visit was previously published in Al-Dustour magazine, and we attach herewith the text of the article.
During the Fatah conference, Fathi Arafat's visit to Egypt was raised, and in the elections, the aforementioned did not succeed,
which indicates that there are relations with the regime.
c. The presence of the PLO representative in Cairo, as the aforementioned is still practicing his work
and his relationship with the organization continues.

Abdel Shafi (former President of the Legislative Council in Gaza) is present in
Alexandria to arrange a meeting between Sadat Marei and Mustafa Khalil,
the former Prime Minister of Egypt.
2- According to the marginal note of the Director General of the Secret Service dated May 17, 1980,
a letter was sent to the Beirut station ⟦...⟧ .
3- The Beirut station replied with the following:-
a- That communications between the Egyptian regime and the (P.L.O.) are ongoing ⟦...⟧

01 Contacts between the Egyptian regime and the Palestine Liberation Organization are ongoing and have not
been interrupted, and there are open lines for both parties, especially with the brother of Mustafa Khalil, the Egyptian Prime
Minister, Dr. Mohsen Khalil, Director of Beirut Arab University, who is currently present
in Beirut to manage the aforementioned university.
02 The aforementioned met with Arafat and Farouk Kaddoumi, and his mission was to convey mutual messages
between the Egyptian regime and the Organization.
03 As for Haidar Abdel-Shafi, it has not been confirmed to us that he acted as a mediator between Kaddoumi and the Prime

The fourth conference of the Palestine National Liberation Movement (Fatah) is expected to continue until next Friday. This was stated by an informed Palestinian source.
Al-Qabas learned from the same source that during yesterday's session, Mr. Nimr Saleh (Abu Saleh), a member of the Central Committee of the (Fatah) movement, sparked sharp discussions when he said that there were indirect contacts that took place with Egyptian President Anwar Sadat, through messages exchanged via a third party. Abu Saleh named the person who sent the message from (Fatah) and the person who carried the message to Sadat.
The source said that the eight committees formed by the conference to discuss political, financial, intellectual, social, legal matters, the internal bylaws, the occupied territories, and popular organizations... are conducting deep discussions on all the issues assigned to them. These committees are expected to submit their reports and recommendations to the general conference before tomorrow, Thursday, to be discussed and approved.
The Palestinian source explained that the phenomenon of tension and severe criticism is considered natural due to the important developments that have occurred since the end of the movement's third conference, which was held in 1978 in Damascus, and which produced many questions that grew and magnified unnaturally due to the loss of organizational frameworks that most of those who spoke at the fourth conference demanded to emphasize and the necessity of returning to them.

1- Contacts between Egypt and the Palestinian Resistance are still
ongoing, conducted via the Lebanese merchant (Salim Abboud)
and the former representative of the organization in Cairo (Saied Kamal).
2- Accordingly, aid and means are delivered to the Egyptian
regime via (cars).
3- On the sidelines of the meetings between the Resistance and the Egyptian side, the following occurred :-
A- Coordination between the Palestine Liberation Organization and the Cairo station.
B- Intelligence expressed to the Palestine Office and the Armed Struggle

We would like to clarify the following:
1. Salim Issa, of Palestinian origin and holding Lebanese citizenship, is currently working
with Egyptian intelligence because he basically cooperates with the American Central Intelligence Agency
(C.I.A.) to the extent that he reached a good political level and was appointed in
the past as a political advisor to President Jaafar Nimeiry.
2. The aforementioned has been residing for three months at the George V Hotel in Paris, which is considered
one of the most important hotels, and from there he contacts a number of Palestinian figures residing
in the West Bank and works at the request of American intelligence to make the issue of autonomy
a success.
3. He is trying to contact Farouk Kaddoumi (Abu al-Lutf), head of the political department in
the Palestine Liberation Organization, as he was recently sent to Beirut to extend an invitation to
Abu al-Lutf.
4. Information indicates that Salim Issa met with Rifaat al-Assad during his stay in Paris.
5. Given that the aforementioned works in the arms trade, and by virtue of his relationship with the Saudi arms dealer
