Subject / New Orientations of the Palestinian Revolution
Our information from reliable Palestinian sources indicates that Yasser Arafat's plan for the future
of Palestinian action for the next stage aims to work on forming a political front
or a political alliance that includes Iraq, Jordan, and the Palestine Liberation Organization, provided that
this alliance is supported by the Arab Republic of Egypt. The organization will benefit from Iraq and Egypt
to support its position in its dialogue with Jordan.
On the other hand, Abu Ammar is now trying, during his presence in Sana'a, to take
gradual steps and strengthen his leadership after his visit to Egypt as follows:
1. Winning the support of the Fatah Military Council, which he is currently meeting in Sana'a, to give
legitimacy to his visit to Egypt.
2. Utilizing this support as a pressure card when meeting with the Fatah Central Committee to win its support
for this visit.
3. After obtaining the support of the Central Committee, he will proceed to the other resistance factions from
a strong position that enables him to face any criticism or condemnation of his visit.
The same source also indicates that the Fatah Central Committee has delegated Mr. Abbas Zaki,
the representative of the Palestine Liberation Organization in Aden, to travel to Sana'a today, 12/28/82,
with three members of the Revolutionary Council (including Dr. Nawal El Saadawi) and to meet
with Abu Ammar for the purpose of understanding the reasons, motives, and results of his visit to Egypt, and then urging him to travel
to Tunisia for the purpose of presiding over the Fatah Central Committee meeting and clarifying the justifications for his visit.

Source No. 4786 provided us with the information below, which was obtained from some members of the
Palestine Liberation Organization and the head of the new Palestine Labor Union, Haidar Ibrahim.
Abu Ammar's visit to Cairo and his meeting with Egyptian President Hosni Mubarak sparked various
Palestinian reactions, as there was a prior agreement for Abu Ammar's visit to Egypt and what was agreed upon was:
1- That the meeting with Hosni Mubarak take place in Port Said and not Cairo.
2- In the event that the meeting is not held in Port Said, the following shall take place:
Yasser Arafat goes to Aden then Algeria to meet the prisoners of Ansar camp, after which he heads to
Baghdad and Jordan, and during this period Abu Iyad would have gone to Egypt to pave the way for Arafat's visit
and the meeting with Hosni Mubarak.
However, what happened during Arafat's arrival in Port Said was that he received a grand reception in which
senior Egyptian officials, national figures, and Egyptian opposition parties participated, headed by
the Egyptian Prime Minister, his Foreign Minister, and the Governor of Port Said. The Egyptian Air Force
and Navy also participated in the reception by escorting the ships carrying Arafat and the Palestinians from the moment
they entered Egyptian territorial waters.
In Port Said, a meeting took place between Arafat and the Egyptian Prime Minister, who told Arafat that Egypt

⟦line⟧ opens its arms to the heroic Palestinians and they are ready to take positive stances in favor of
the Palestinian cause. This had a great impact on Arafat in addition to the official and popular
reception with which he was met to agree to meet Hosni Mubarak in Cairo, and this decision was without
the approval of the orders of the Palestine Liberation Organization, and the reason is that Arafat knew in advance that
if they were informed of that, the organization would not agree, and for this reason he ignored informing them.
The leadership of the organization tried to contact Arafat via the private line that connects them with him, but
their attempts failed because Arafat closed this line from his side, and the organization sent
a telegram to Arafat calling on him to come to Tunis within 36 hours, but he ignored this telegram
or did not receive it because he closed the device.
The meeting between Arafat and Hosni Mubarak created different reactions, including:
1- Palestinian reactions
A- The dissident organizations supported by the Syrian regime issued statements denouncing and challenging the meeting
and considered it a complement to the Camp David Accords, and they wanted through their statements to overthrow the role and leadership of the
Palestine Liberation Organization, headed by Arafat, and to highlight the role of Syria and the dissidents as the ones serious about working
for the liberation of Palestine, as well as highlighting the role of the dissident leadership.
B- Nayef Hawatmeh issued a statement in this regard and also called the Liberation Organization (Abu
Iyad) and demanded the necessity of dismissing Arafat from the organization.
C- The Liberation Organization, as well as the Students and Youth Union and the Palestine Labor Union, issued statements

They denounced the meeting, and a number of members of the organization's leadership also made statements and criticized Arafat, and we can
consider that as follows:
First. The timing of the visit in this circumstance, as it was a surprise to the Palestinians and Arabs.
Second. To absorb the resentment promoted by the Syrians and Palestinian dissidents in
their statements, which intended to discredit the PLO under the leadership of Arafat.
Third. In accordance with the commitments approved in the Palestinian National Council held
in Algeria not to contact Egypt except after an Arab position is taken regarding that.
Fourth. Fear of division and fragmentation that may affect the organization.
Information circulating among Palestinians indicates that Arafat will postpone his visit to Tunisia for another period in
order for the negative reactions sparked after his meeting with Hosni Mubarak to end.
2- Among the other reactions:
A- The visit caused a major dispute between Egypt and Israel, which considered the meeting a blow to the Camp
David Accords because of the great reception in which the Egyptian masses participated, which stirred their enthusiasm and feelings
in favor of the Palestinians and their cause significantly.
B- America supported the meeting and considered it a stimulating step for moderate Arab governments to adopt a policy that is more
flexible for solving the Palestinian issue.
The new Palestine Workers' Union delegation was supposed to travel to Baghdad on Tuesday, however
they informed us on Sunday evening of the postponement of their visit to Baghdad in order to travel to North Yemen.

Based on diplomatic sources in close contact with the Egyptian leadership, an
exchange of messages took place between Mr. Yasser Arafat and the Egyptian President in recent days STOP
President Mubarak received an urgent appeal from the Chairman of the Palestine Liberation Organization
to use his influence and friendships for rapid intervention to save the Organization
from total collapse STOP In his response, President Mubarak recommended, according to the same sources,
the following measures:
- Accepting the invitation to hold a meeting of the Palestinian Council.
- Resuming dialogue with King Hussein in preparation for reviving the US
President's project, considering that this project represents the last chance for
the Palestinian leadership STOP
Other sources report that Egyptian officials hold the Organization's leadership
responsible for the state it has reached, a situation that cannot be ignored in the trends of
Egyptian diplomacy and in its contacts with other Palestinian parties, especially figures from

would subject the Camp David Accords to a breach, and they do not wish for that.
3. The Liberation Organization owns more than one radio station in most Arab countries.
4. The person called (Makram), assistant director of the Palestine Liberation Organization radio, is currently visiting the country
to receive (Large Nagra) type recorders from the Iraqi Ministry of Information.

moving its radio broadcasting center to Egypt for geographical reasons
and in search of freedom of expression
2- After verifying the information through our station in Tunisia, it responded as follows:
A- There is currently radio broadcasting in Cairo under the direction of the Egyptian government
B- Attempts were made a month ago regarding the installation of radio equipment in Egypt
but the Egyptian government refused because it affects its cleanliness, as was said. It adds
C- The Organization owns more than one radio station in almost most Arab countries
D- This was mentioned by the assistant director of the PLO radio station named (Makram), who
is currently visiting the country to receive recorder devices (large memory) from
the Iraqi Ministry of Information

We have learned the following:-
1. Hosni Mubarak intends to form a provisional Palestinian government based in Cairo, and
some Egyptian officials have proposed this through the media, but the current situation does not help
to establish this government for the following reasons:-
A. The Palestine Liberation Organization is not fully satisfied with Egypt, especially the
reactions towards Israel's invasion of Lebanon.
B. The Egyptian authorities leaked news of an upcoming visit by Arafat to Egypt, which is absolutely not pending
due to Egypt's positions towards Israel and the Camp David Accords.
C. Egypt hopes, through Mitterrand's recent visit to Egypt, to obtain support and endorsement
and recognition from France for the Palestine Liberation Organization, but this did not happen, which diminished the
Egyptian role in this regard.
D. The messages exchanged between King Hussein and Mubarak regarding Egypt's support for forming a
confederal union between Palestine and Jordan.
2. The Iraqi newspaper Al-Thawra published on 19 / 12 / 1981 news stating (Arafat will
visit Egypt in early February, according to this statement by Mr. Khaled Mohieddin, Secretary-General of
the National Progressive Unionist Party) and that this visit will come after the completion of

Agreement to choose Cairo as the headquarters for a meeting held by Arab popular organizations.
03 Intensive contacts took place between Arafat and Mubarak through representatives belonging to the independent wing in
the recent Palestinian National Council in Algeria.
04 A meeting between Arafat and Mubarak was possible during the Non-Aligned Summit in Delhi, but
this meeting was aborted, but in New Delhi, a secret meeting actually took place between Osama El-Baz
and Abu Jihad, and it was rumored that El-Baz conveyed an oral message from Mubarak to Arafat stating that
the PLO must grant King Hussein a mandate to speak on its behalf before time runs out on
the Reagan project because the Americans informed the Egyptian President that time is no longer in favor of the Arabs
and that America cannot stop the process of Judaizing the West Bank and building settlements unless King Hussein
comes forward now as a negotiator on the basis of the Reagan project.

Among them was Khaled Mohieddin, who spoke with Yasser Arafat regarding two main points:
1. The Palestinians should not take a negative stance toward Egypt.
2. He appealed to Yasser Arafat to request a meeting of the Joint Arab Defense Council
And to invite Egypt to participate in this meeting, even if Egypt does not attend
The Palestinian revolution would have an influential position within the Egyptian authority.
