. Introduction:

Egyptian-Palestinian relations witnessed positive developments during
the past period, especially after the Zionist invasion of Lebanon, as the position
of Egypt and the activity of Egyptian diplomacy during that stage had positive effects on
relations between the two sides. Direct and indirect contacts took place between
the leadership of the Palestine Liberation Organization and the Egyptian regime, confirming the desire of both sides
to continue contacts and consultations on issues presented on the scene, where
Arafat asked President Mubarak that Egypt use its influence and relations to intervene
to save the organization from collapse following its disputes with the Syrian regime, and
President Mubarak extended an invitation ⟦to⟧ Arafat to visit Cairo. The Egyptian government agreed to send
a large Egyptian popular delegation to visit Tripoli during the period of the siege. On
the other hand, the Palestine Liberation Organization called, in the conference of foreign ministers of
Islamic countries, for an end to the boycott of Egypt.
Arafat's visit to Egypt:

Mr. Yasser Arafat visited Egypt on 12/22/1983, where he met with President
Mubarak and held a closed meeting with him that lasted two hours, after which they held a press conference
in which Mubarak indicated that they discussed all matters and problems related to the Palestinian
cause. Arafat thanked President Mubarak for Egypt's position toward the Palestinian
revolution, especially in difficult circumstances, and confirmed that he and President Mubarak would perform
prayers together in Al-Aqsa Mosque.

In Arafat's response to a journalist's question regarding the impact of this
visit on the leadership of the Palestine Liberation Organization, he said: (("The important thing for me
is that the visit will help achieve Arab unity.")) He also indicated that the task of
the Organization will become easier now after his and his forces' departure from Lebanon, away
from Syrian attempts at pressure and blackmail. Despite this, he expressed his desire
to see Syria and the Organization continue their struggle against the common enemy.
Arafat also criticized the Reagan plan because it did not recognize the right of Palestinians to
self-determination and declared that the ⟦United⟧ States is committing a major mistake by betting all
its cards on Israel through the recent strategic agreement between
the two countries.
Analysis and Conclusion:
01. Secret Palestinian contacts during the past phase have confirmed
the Palestine Liberation Organization's desire to give a role to the Egyptian regime
during the coming phase regarding the Palestinian cause and to benefit
from its international relations in this field. This stems, in
our estimation, from several considerations, including the following:
A. Asserting the independence of the Palestinian decision and Arafat's ability to take
decisions far from the influence of other parties, which
would leave impacts on how Arab regimes deal with
the leadership of the Palestine Liberation Organization in the future.
B. Opening new horizons for Arafat's alliances and relations at the level
of the Organization, enabling him to face the challenges he is exposed to
Palestinian-wise and Arab-wise, especially since Egypt's return to the Arab fold has become
subject to considerations of time.

C. Filling the vacuum resulting from the departure of the Palestinian presence
from positions of geographical influence in the region, which was one of
the reasons for the interest of international parties in the Palestinian cause
and consequently pushing these parties not to ignore or forget
Palestinian influence.
D. The slowdown of Soviet political movement in the region due to
the dominance of the United States of America over the course of events in it,
a matter that the conditions of the Palestine Liberation Organization cannot bear
internally, especially the continuation of Arafat's leadership of the organization,
in addition to its foreign relations and contacts.
02. Egypt worked to exploit the stage that the Palestinian resistance
went through, in addition to the contradictions witnessed in the Arab arena,
in order to strengthen its political position and withdraw the Palestinian card
in its favor to achieve a set of goals, including:
A. Returning to the Arab ranks through the Palestinian door.
B. Fulfilling Egyptian obligations regarding the Camp David Accords by
preparing a Palestinian <del>negotiating</del> position and thus embarrassing
Israel on the international level and pushing it to show positions
that are more flexible for settling the region's problems, otherwise casting
responsibility for any setback the Egyptian-Israeli agreement suffers
onto the Israeli side.
C. Pushing the United States of America to increase interest
in the Egyptian role in the region, considering it the most effective role
in meeting the requirements of American trends at this
stage.
03. In our belief, the current development in Egyptian-Jordanian-
Palestinian relations aims to create an atmosphere of understanding between these
parties and to crystallize a unified position regarding the settlement of the Palestinian cause,
and consequently seeking from all international parties to bring closer

its viewpoints regarding the region's problems, and in our estimation, these
efforts will focus on the following:-
a. Attempting to persuade the United States of America to amend some
paragraphs of the Reagan Initiative in a manner that does not ignore the right
of the Palestinian people to self-determination.
b. Seeking in international forums, especially in the United Nations
and the Security Council, to make amendments to Resolution 242 and recognize
the legitimate rights of the Palestinian people; Egypt will invest
its membership in the International Security Council in this direction.
c. Seeking with the European group to revive the European initiative
or re-propose the Egyptian-French project to be an alternative
to the American initiative in case the United States
of America refuses to respond to the aforementioned Jordanian-Egyptian efforts,
provided that this subject comes within the framework of pressures exerted
on the United States of America to push it to show flexibility
toward Arab proposals, as it is unlikely that
peace initiatives in which the United States does not have an active role
would lead to positive results.
And although the Palestinian movement with Jordan and Egypt was
among the basic options before Arafat after his departure from
Tripoli, we believe that this direction was a response to
what some Palestinian leaders are proposing regarding the US-Syrian
understanding concerning the partition of Lebanon and the discussion of other regional problems,
which would be at the expense of the Palestinians.
4. We believe that the efforts expected to be exerted by Egypt with
the Palestinians and Jordanians during the next phase will not yield
quick results for the following reasons:-
1. The approach of the American elections and the required increase in

The United States of America persists in its support for Israel
taking into account the latter's rejection of the Reagan initiative
peaceful.
B. The US administration pays great attention to the Lebanese issue
and is trying to find a solution to the problem before the US elections
for considerations related to the presence of Marine forces in Lebanon and the involvement
of the United States directly in this issue.
C. Failure to formulate a clear and explicit position by all parties
concerned with the ((Palestinian problem)) Arab, Israeli and international
Arafat faces strong internal opposition and Israel
still rejects all peace initiatives that seek
to recognize the rights of the Palestinian people. As for Jordan, there
are still points of difference in viewpoints between it and
the Palestinians.
In light of the above, we believe that the role of the United States
of America in any settlement of the Palestinian cause will take place after
the US elections. Based on that, the concerned Arab parties
will work to exploit this stage to prepare more suitable
conditions for political movement during the next stage,
and it may be among them working on forming a Palestinian government-in-exile
headed by Yasser Arafat.

Below is the information we received from the Beirut station regarding the recent Palestinian developments
as follows :-
01 The Palestinian arena is expected to witness developments after Arafat's visit to Egypt
and the sorting of the position that Arafat wants through the Palestinian majority after the events of
Tripoli.
02 Arafat will call for a meeting of the Central Committee, the general conference of the movement, the Committee
Executive, and Palestinian bodies; the purpose of these meetings is to exclude the elements
that oppose his political line.
03 Arafat will pave the way for the formation of a government-in-exile headed by Fahd al-Qawasmi or Karim Khalaf or
one of the notables of the West Bank, provided that the Executive Committee of the organization remains in its formation
new and the National Council will be called to meet and the formation of the Committee will be
Executive from the Fatah organization, the Democratic Front, the Arab Liberation Front, and the Front
Popular and the Palestinian Liberation Front.
04 Khalid al-Fahum will lead the defectors in Syria.
05 The goal of the Palestinian government is to participate in the upcoming peace negotiations.
06 Arafat is trying in the coming stage to create close cooperation between Iraq, Egypt,
Jordan, and North Yemen.
07 Palestinian sources, including Salim al-Zanoun, expect that Arafat will move his headquarters to Baghdad

We have been informed by number 88 of the following:-
During the meeting of the Jordanian Minister of Information with the media directors, he mentioned that the visit of
Yasser Arafat to Cairo means that the PLO realized that it
has lost the military option and has headed towards a peaceful solution and working according to the following:-
1- Working for Egypt's return to the Arab fold and strengthening its position against Israel
and trying to drop the Camp David Accords or implementing its terms itself.
2- Accepting to work on demanding the establishment of the Palestinian Civil Administration.
3- Cooperation with Jordan because the Egyptian President has continuously announced his position
that he is with the organization's cooperation with Jordan and delegating King Hussein to conduct negotiations
on the Reagan initiative.
4- Sorting the Arab position clearly because the proposal of Egypt's return will force everyone to
declare positions, and here Syria, Libya, and South Yemen will stand on the opposing side.
Also, the positions of Saudi Arabia and the Arabian Gulf states will become clear in a practical way
after the fluidity they are operating in.
5- He also touched upon the fact that America was not comfortable with Egypt's return because it might find itself in
a stronger position and thus deviate from American obedience. Likewise, Israel also fears
Egypt's takeover of the Camp David Accords; in addition, Saudi Arabia fears for
its financial position in which it leads the Arab and Gulf countries specifically, because
Egyptian weight threatens this leadership.

1- At a time when the Egyptian, Jordanian, and American media are promoting
the possibilities of resuming negotiations in light of the initiatives carried by
the American envoy ⟦illegible⟧ to the region and the contacts being conducted by
⟦illegible⟧ with the concerned parties, the information available to us indicates the following: -
2- The Egyptian side does not pin great hopes on the current American initiative,
as officials in the Egyptian Ministry of Foreign Affairs believe that the current US administration does not possess
the ability to pressure Israel at the present time and that it is trying to gain time -
waiting for what the upcoming Israeli elections will result in, and that through its current movement
it is trying to keep the lines of communication open with the concerned parties, and that the purpose of this is
to prevent any counter-Arab movement.
3- The Jordanian side, for its part, still adheres to its declared position on the initiative
American, and believes that any movement at the present time does not serve the Palestinian cause, but rather
leads to more Arab concessions, and that Jordan rejects any solution that does not include
the complete Israeli withdrawal from the occupied Arab territories, including Jerusalem.
4- As for the Palestinian position, the available information indicates that there are
differences of views within the Palestine Liberation Organization regarding the position on
the American initiative. While some see the necessity of dealing with it,
others see the necessity of rejecting it because it does not include recognition of the legitimate rights
of the Palestinian people, foremost among which is their right to self-determination and the establishment of their independent state.
5- Egyptian-Jordanian-Palestinian contacts are still ongoing and the purpose
of them is to coordinate positions in anticipation of what the coming days will bring.

Subject: Developments on the Palestinian Resistance Level.
A message has come to us from the Beirut station, and below are the most important points:
1- It is expected that the Palestinian arena will witness developments after Yasser Arafat's visit to Egypt
and the sorting of the position that Yasser Arafat wants through the Palestinian majority with aid
from Tripoli.
2- Yasser Arafat will call for a meeting of the Central Committee and the General Conference of the Fatah movement and the Executive Committee
and Palestinian popular bodies, in order to confront the trends or elements that oppose
his political line.
3- Yasser Arafat will pave the way for the formation of the organization's government headed by Fahd al-Qawasmi or Akram Haniyya
or one of the dignitaries of the West Bank, provided that the various Palestinian forces share its new
formation. The National Council will be invited to meet, and the Executive Committee
will be composed of representatives of Fatah, the Democratic Front, the Arab Liberation Front, the Liberation Front,
and the Palestinian Liberation Front.
4- Khalid al-Fahoum headed the dissidents in Syria.
5- It aims for the organization's commitment to the Jordanian option in future peace negotiations.
6- Arafat is trying in the coming phase to establish close cooperation between Iraq, Egypt,
Jordan, and the organization.
7- Palestinian sources, including Bassam al-Sharif, expect that Arafat will move his headquarters
to Baghdad after Libyan ⟦pressure⟧ on the country of Tunisia continued. Based on the request
of the leadership and the party in Baghdad, Yasser Arafat will contribute to working against the Syrian regime.
8- It is expected that Arafat will send military advisors to assist the forces

⟦Regarding the critique⟧
We do not rule out that forming a government-in-exile in partnership with Jordan and its parties
the Palestinian National Council in Jordan could be a winning card in the hands of Yasser
Arafat, as they would be able to negotiate while he sets a second line for maneuvering.
It is possible that Abu Iyad will request, during his visit to Baghdad, to move the organization's headquarters to
Baghdad after the departure of Abu Nidal, who was a justification for not opening an office
for the organization based on the status of relations with the country.
For your kind review, and your order to inform the respected Assistant Director General of Political Security,
as we previously received a letter from our embassy in Tunisia referred to above

Following our letter 838 on 12 / 26 / 1983
Comrade Abdul Rahim Ahmed provided us with the information below:
1- Abu Ammar's visit to Egypt was not pre-arranged to take place, but Abu Ammar had prepared himself for it
and informed the members of the Central Committee that during his passage through the Suez Canal, if he were invited
to meet Hosni Mubarak, he would accept, and this is what happened.
2- The reason for Abu Ammar's visit to Egypt is that after his departure from Tripoli, he carved out a new path for himself
in working against the Syrian-Saudi axis, and it is expected that Abu Ammar will become closer to Egypt
and Iraq, and more hostile towards Syria in the first degree and Saudi Arabia to a lesser degree.
3- Comrade Abdul Rahim suggested moving towards:
A- Contacting Jordan not to set preconditions for the Palestinian-Jordanian dialogue, especially
the condition of accepting the Reagan project because this weakens Abu Ammar, and likewise if the Jordanian condition
remains which is (to start from where we ended), noting that Hani al-Hassan
failed to reach specific results.
B- Contacting Egypt to ease or not link the Jordanian-Palestinian dialogue as a prelude
to involvement in the settlement process on the basis of Camp David.
C- Contacting the French in order to receive Arafat also without the condition of mutual recognition

Hosni Mubarak, the president of an Arab state, and he was never at any time Begin or Shamir, for Hosni Mubarak is a leader
Arab for an Arab country that we have wronged, and we are still looking for a way or a means to end this offense.
Let us wake up from this anesthesia in which we live at a time when the enemy has brought from a country
a superpower like the United States behind it and linked its interests with its own, and are the experiences of the world for its sake
Thirty-four years and we have been fighting each other and fighting ourselves and we ruined Jordan in 1970 with our own hands and we exited
from it with nothing, and we ruined Lebanon since '75 and we exited from it with nothing; it is the dead end without mind and without logic
Now the big noise returns only because Arafat arrived in Egypt from Tripoli, and he is protected by Greece and France

I wonder why there is all this fuss over Arafat's visit to Egypt? And then who did Arafat visit in Egypt, and what is Egypt, and above
all this and that, do we not suffer from a complex of excluding Egypt, and do we want to return to it? Is this not the
correct path? It is a question for those who have lived on devouring each other's flesh.
Al-Qabas newspaper published the following commentary in its issue dated the 23rd.
Arafat: Why? And the new history began with a kiss that no one expected, a kiss he described as (spraying)
hitting every Palestinian who heard the news. No political event has caused such a huge bang as
the meeting that took place yesterday between Yasser Arafat, Chairman of the Palestine Liberation Organization, and the Egyptian President
Hosni Mubarak, since the huge bang caused by the late President Anwar Sadat's visit to occupied Jerusalem
. . . There is no doubt that Arafat bypassed many fundamentalist formalities in his meeting with President
Hosni Mubarak, and this is a matter left to him, his people, and his democratic institutions. . . But we must not surrender
to emotions and the split of anger. In any case, it is not fair to throw the history of Yasser Arafat's struggle,
in a moment of emotion, as food for the fish of Port Said.
Al-Watan newspaper came out in its issue dated 12/24/⟦83⟧ under the title (In whose interest is this visit? )
The Greek ship carrying Yasser Arafat docked steadily and safely in the port of Port Said, after the journey
of exiting the siege of Tripoli, so that Arafat could disembark and head to the Koubbeh Palace in Cairo to meet President
Mubarak. . . It is a new scene in Arab political life. . . But this dramatic step
launched the PLO ship into a sea of the unknown amidst a cloudy winter atmosphere. The first omen came in
the statement issued by Abu Iyad, condemning this visit, which came in violation of the decisions of the National Council and the decisions
of the Fatah Movement's Central Committee, suggesting that a new opposition had begun to blow against Arafat in the heart of the Palestinian
house, even before he reached his headquarters.
President Mubarak may be the winner of the meeting, but looking at the Palestinian reactions and positions
regarding the visit, an observer may conclude that Arafat's visit is personal and represents only himself and
those who participated with him in making this visit. . As for the international level, there is no doubt that Arafat's credibility before

The Soviet friend will be shaken, because the main gain that was achieved in the end is
an American gain, considering that Arafat turned to the Arab camp betting on America, which gives a
new and strong push that revives Camp David, while the frozen autonomy negotiations completely ignore
even self-determination for the Palestinian people.
The central question remains: What will he gain from his visit? And will he achieve anything for the Palestinian people?
And have America and Israel recognized him so that he can roam in such a move... what does Arafat hope for, if only we knew.
And regarding the ongoing security measures to search and investigate the perpetrators and planners of the bombing incidents on
the Kuwaiti scene.
Sheikh Nawaf Al-Ahmad Al-Sabah, Minister of Interior, made a statement in which he said that the security services arrested
another group of suspects and they will be interrogated to find out if they have any connection to the incidents of
the recent bombings, and security men are combing all areas in Kuwait in search of every suspect
or alarmist who tries to destabilize the security of the citizen and the nation. He said that the Kuwaiti authorities have not and will not be lenient
with any person regardless of their nationality or position, and everyone must realize that. The Kuwaiti Minister of Interior also stressed
the importance of every citizen carrying an official ID identifying their personality. The Minister of State for Cabinet Affairs,
Mr. Abdulaziz Hussein, announced that as a result of the investigations carried out by the Kuwaiti security authorities,
the number of those whose files were prepared and referred to the State Security Prosecution reached nineteen people. The
Minister said that the security authorities were able to arrest the twelfth fugitive defendant who was announced after the disclosure
of the perpetrators of the bombing incidents witnessed by Kuwait on Monday, 12/12/83.
On the other hand, the Kuwaiti Ministry of Interior clarified that the statement issued regarding the prevention of public meetings
and gatherings or organizing them until after obtaining a permit for that from the governor in whose jurisdiction the meeting will be held
does not include diwaniyas or private parties in hotels, parent councils, and celebrations of
ministries and institutions. The ministry added in its clarification that the decision also does not apply to the convening of general
assemblies of public interest associations.

Al-Watan newspaper published an article by Sheikh Fahad Al-Ahmed Al-Sabah, President of the Union
of Youth Sports, under the title (Fig leaves fall in the bloody autumn).
This is considered the first article in which a Kuwaiti official attacks what the butchers and those behind them
are doing in terms of hideous massacres to eliminate the Palestinian revolution led by its leader Yasser Arafat . . . where he said:
There are no more fig leaves to hide the naked truth after the last leaf has fallen, which is
(fighting between Palestinians), to expose all the intentions and conspiracies being hatched against the Palestinian revolution. The
last leaf has fallen as other fig leaves have fallen in this bloody autumn to expose the advocates of correction
and those who stand behind them for the march of the Palestinian revolution. How scandalous what the fig leaves revealed in this autumn, whose
winds are still whistling and whose hurricanes are buffeting the Palestinian revolution from every side. The first thing revealed was that the claim of correcting
the course of the revolution and stopping what are called the excesses of its leader and symbol Yasser Arafat was a false claim and a lying excuse
or just a fig leaf to cover the reality of the intentions being hatched against the revolution, so that this question now arises:
Was the claim for correction worth this heavy price paid by innocent people with their lives, their children,
and their blood? Was what they demanded worth taking the lives of fighters, destroying camps, and wasting weapons
and ammunition, and burning camps so that the only bright spot in this barren land turns into a lake
of blood upon which lie the bodies of the symbols of the Palestinian revolution?
Was what they demanded worth destroying everything built by the Palestinian people throughout these years with the
sacrificies and martyrs they offered . . . did correcting the course require a total adjustment of the course to this situation,
which is sectarian war with white weapons between brothers of blood, religion, and Islam . . . and have they now obtained
the price after squandering the reputation of the Palestine Liberation Organization and the Palestinian cause, and staining it with mud and blood
together after it enjoyed the status of a bright symbol among the peoples of the free world.
The other question that a human being wonders about is: if correcting the course of the revolution costs the Arab
and Palestinian people this price . . . then what will be the price of correcting what happened? Then what is left of the fig leaves
after the Arab people in all parts of the world came out to denounce the hideous massacres committed by the butchers to eliminate
the Palestinian struggle in all its wings and all its symbols? And where were they before the revolution and where were they at its beginning?

And where have they been for nineteen years, the age of the revolution through which it passed through currents and turning points, and when the revolutionaries placed themselves in
the muzzles of cannons? Or did they wait until they were sure that the revolution had established its roots, and then came demanding
their right to the inheritance of the revolution, as if it were an estate that must be distributed to everyone, even if they had no role in this revolution
The falling fig leaves have revealed that those false claims were nothing but a pretext to change the legitimacy
with which the PLO operates at the popular level (to impose rejected leaderships) at the popular level
because they are fake leaderships created by propaganda trumpets and intelligence labs more than they were created by the heroic struggle under
bomb fragments and the sound of cannons and behind the walls of Arab and Israeli prisons.
The fig leaves cannot hide the truth and the bad intentions to transform the PLO in the future
into a gang (mafia) in which some seek help to blackmail Arab peoples and states and shift its path
of struggle to serve certain regimes and accept rejected solutions for the Arab people... This is the reality
coming, unfortunately, because those who disregard all principles and norms, and those who burn camps including
women and children, will not hesitate to demand blood money or (ransom) from the Arab people. Otherwise they pay the same
price currently being paid by the Palestinian people and its leader Yasser Arafat and his comrades.
And the scandalous facts follow, falling one after another in this bloody autumn. We read news
containing more deception than truth, as if the Arab people have become a herd of cattle.....
They say that some Arab armies are on alert and in confrontation with the Israeli army.. and that the Israeli army
is moving as if it will launch a sweeping attack overnight, and in reality this is nothing but a cover for the naked scandals
happening on the other side.. or like they say that the downing of the Israeli plane over Lebanon was the result of
a military operation. Even though the pilot jumped by parachute after making sure he would land safely in the positions of the Lebanese
Army.

The crash of the Israeli plane was a result of a technical failure. So say the military experts, but we
confirm that even a technical failure did not occur; rather, what happened was a play in which Israel pays the price of a warplane
in exchange for obtaining what it failed to achieve for the past (35) years, which is the elimination of every hope
for the Arab people to reclaim (Palestine).

And it emphasizes the importance of Syrian cohesion, the Lebanese national forces, and the Palestinian revolution
and calls for taking a firm stance against the visit and exposing its dimensions and objectives.
And it clarifies its supportive position for the struggling masses in Arab Egypt who rejected the approach
of Sadatist betrayal and the Camp David conspiracy followed now by the ruler of Egypt, Hosni Mubarak.
For the road to Palestine is paved with blood, sacrifice, and redemption, and there is no substitute
for the rifle whatsoever for the return of Palestine, all of Palestine.
