a position that allowed him to reject Sadat's movements and he will try to end

a- There are a number of Syrian officers who have arrived in Lebanon
to the town of ⟦Bounieh⟧ located in the eastern region during the year 1981.
b- These individuals are distributed to the Lebanese Forces barracks for training by Israeli
experts, and they are headed by a senior officer named (Wadih Butros), and it is expected that he will have the

Your letter numbered SH2 / 5092 on 17 / 3 / 1981
Introduction:
The day Sadat signed the Camp David agreement, he announced that peace would spread its wings
over Egypt and that prosperity was on its way to the Egyptian street, and he promised them the year 1980
which would be the year of prosperity. The year 1980 came and prosperity did not come, but Egypt
witnessed another miserable year added to the years of misery preceding it
And the flag of Israel rose in the sky of Cairo in the absence of the flags of the Arab countries
where the year 80 witnessed new laws and legislation in which freedoms were shackled ⟦line⟧
and persistent attempts to muzzle the mouths of the opposition and a rise in prices that has never
occurred before, until popular goods began to compete with luxury goods in the rise of
prices, and it became difficult for the Egyptian person to obtain necessary
goods except through the black market.
Many economic experts say that new colonialism comes with money
first, then the banner that protects the money later, and yet the American colonialism
that crawls over Egypt with its capital did not come to it against its will, but rather enters
at the signal of its ruler who blessed the complete linkage to the wheel of American colonialism and
found no shame in speaking about his proposal of that. From this purely following perspective
Egypt turned into a tool in the hands of American imperialism, and the limit did not stop at requesting
aid and opening the door to all types of foreign investments, but rather relations
witnessed developments such that Egypt became one of the American military bases
in the Middle East. And both parties agreed to strike national liberation movements in the
Middle East and Africa under the pretext of fighting communist infiltration in the region

Joint military maneuvers have actually begun between American and Egyptian bases
in several scattered locations in Arab Egypt, and if we were to look into the economics
of Egypt, we would notice that Egypt's debts reached (14.5) billion dollars at the end of 1979
and rose in 1980 to 17 billion dollars, meaning that every individual of the
Egyptian people owes foreign countries, headed by America, an amount of
372.5 dollars, while the annual average per capita income does not exceed
340 dollars. Since the penetration of foreign capital inside
Egypt through independent projects or joint ventures poses a danger
to the Egyptian economy.
This economic situation and the dishonest relations between the ruler of Egypt
and the United States of America created economic contradictions and created the appropriate
conditions for a dangerous social revolution, which was caused by the isolation experienced by
Sadat after the Camp David agreement and the false promises promised to him
by the American administration, and he came to live in total political mourning.
Sadat realized that Egypt is an inseparable part of the Arab nation in fate and destiny
and that the stifling isolation imposed on him because of his visit to the occupied land
made him wake up from a deep dream. And he knew that the path he followed
and what resulted from this dangerous process was opposition inside Egypt
and a desperate economic situation. From this standpoint, Sadat began to retreat
in his policy, desiring to return to the Arab ranks or to drag the Palestinian
resistance to engage with the current option on the table, the option of Camp David and autonomy.

Therefore, from here and on this basis, the visit of the Egyptian delegation can be discussed
rather, the Egyptian delegations that visited Beirut recently under tasks and titles
multiple but specific and with a single goal.
And among these titles and tasks that must first be emphasized that
it was rejected and which was the subject of discussion and induction with the Egyptian delegation, the topic of
demanding the acceleration of holding the Arab Front Participating in the Palestinian
Revolution. This front, which includes Syria, Egypt, Iraq,
Libya, Algeria, Democratic Yemen, progressive Arab parties, and independent
personalities. The Palestinian side confirmed to the delegation the revolution's keenness to keep this
front alive, even if frozen, because the current dispute in the movement of
Arab liberation, the Syrian-Iraqi dispute as well as the Libyan-Iraqi one
in addition to the circumstances of the Arab People's Conference, which faces opposition
from Iraq and support from the Steadfastness and Confrontation Front, in addition to the
Iran-Iraq war, will prevent this front from succeeding in anything
and because of the contradictions in views and ideas regarding it among the parties of the movement
of Arab liberation and the forces of Steadfastness and Confrontation.
Afterwards, a member of the delegation for the Egyptian Afro-Asian Solidarity Committee stated
that the Arab position isolated Sadat partially, but it isolated the Egyptian people
completely. He added, why ⟦can⟧ the Palestinians not have a presence in Egypt?
Why are exhibitions and celebrations not held in Cairo in the name of the Palestinian revolution?
Why does the Egyptian people not see the effective Palestinian presence in Cairo?
And they began by calling for a meeting of the Front Participating in the Palestinian Revolution
then they reached the core point under the pretext of breaking the isolation of the Egyptian people.

Summary :
Yes, despite what was rumored about the Egyptian delegation mentioned in your letter
above, as being a delegation representing the Egyptian opposition, the truth confirms
that this delegation was a government delegation more than it was ⟦personal⟧ .. where
indeed, the statement of Abdul Rahman al-Sharqawi (the head of the delegation) in
Rose al-Yusuf magazine ⟦line⟧ after his return ⟦line⟧ that he requested permission from
Sadat regarding this mission, confirms to us again that the delegation
was directed by Sadat for the reasons we mentioned a short while ago
Therefore, the points mentioned in your letter above are correct
and there was a Palestinian inclination even if its degrees represented the minimum
limit.

Our information indicates that there are several hundred Egyptian Coptic subjects
who arrived in batches to the town of Jounieh located within the isolationist zone
at the beginning of this year 981 and they were distributed to the Lebanese Forces
barracks to undergo various military training at the hands of Israeli experts
It was learned that one of the leaders of these groups is named Wadih Boutros, who is in his
forties and is a close associate of the Coptic Patriarch Shenouda, who harbors intense
hatred for the ruler of Egypt, Sadat. More than one party is interested in knowing the purpose
of the arrival and training of these Egyptians and whether Israel and Egypt are planning
to use them in operations targeting the leaders of the Palestinian Resistance
noting that the names of the Copts on their passports do not suggest their religious sect
and they can integrate into any society without raising suspicion. Recently, three Egyptians
were arrested by the Palestinian Armed Struggle when they were intending to
go to the Eastern Area after their arrival from the airport.

Regarding the possibility of the Fatah organization opening an office in Baghdad, there are rumors
circulating in Cairo, whether by the children of Palestine or by some Egyptian
forces, but what is actually being circulated is that Iraqi-Palestinian relations in
general, and specifically with some organizations that Baghdad blesses this relationship with, have entered
a state of crisis following the political developments in the region, especially after our
national war with the Persians, and since before that, the deterioration of relations between our country and the Assad regime,
especially since the PLO's positions were close to Iran on one hand and Syria
on the other hand, and especially meaning its distance from our country to the same extent.
We still hear that there is a mobilization campaign by the Palestinians against
the person of Mr. President the Leader, President of the Republic and the country, led by elements
affiliated with the Fatah office, especially since there is no official Fatah office
despite its presence. Please be informed, with appreciation.
