to note that the transport fee for each Sefer is five dinars, and the transport fee for the scrolls
is 250 fils per kilo. Therefore, please collect the transport fees for the Sifrarim from
their owners as quickly as possible so that we can take the necessary action regarding them. We also request
sending the transport fees for the scrolls after collecting them from the members of the community.

We wish to present to Your Excellency a picture of some of the issues facing some
of the Jews wishing to renounce their Iraqi citizenship in accordance with the Law Supplementing the Decree of Renunciation of Iraqi Citizenship
No. (62) of 1933 and No. (1) of 1950. We have presented such cases to His Excellency the Director of
Travel and Nationality Police to find a legal solution for such cases, and since the solution to
these cases has been difficult until now, we have seen fit to present them to Your Excellency, requesting the favor of looking into
finding a solution for such cases.
The First Case
A family consisting of a mentally incapacitated father, an adult wife, and children. The wife wishes to renounce her Iraqi
citizenship and take her husband and children with her, while it is impossible for the husband to express his desire to renounce
his citizenship legally due to his mental incapacity on one hand, and it is impossible for the wife to leave her husband alone without
someone to care for him on the other hand.
The Second Case
Children under eighteen, orphaned of both parents, who have someone supporting them. The aforementioned supporter wishes to renounce
his Iraqi citizenship and take these orphans with him, while it is impossible for the mentioned orphans
to travel with him as their citizenship is not considered legally renounced following their supporter on one hand, and it is impossible to leave these orphans
in Iraq without a supporter in the event of the supporter's travel outside Iraq on the other hand.
The Third Case
A wife with children whose husband divorced her and stipulated at the time of divorce that the children remain in the wife's custody
provided she waives her claim to her deferred dowry and the children's alimony for their purpose. The mentioned wife wishes to renounce
her citizenship and take her children with her, while from a legal standpoint, these children follow their father in
citizenship, and it is impossible for the wife to take her children with her.
It is not hidden from Your Excellency that leaving such cases without finding a legal solution for them causes
great social difficulties for many families, as has appeared to us from the application of the Law Supplementing the Decree of Renunciation
of Iraqi Citizenship No. (62) of 1933 and No. (1) of 1950. Since these cases arise
from the application of a special law, we request they be presented to the Bureau of Legal Codification with the hope of recommending a solution
dictated by social necessities in accordance with legal procedures.

from the gathering of large crowds in front of the Masouda Shemtob School when the vehicles carrying passengers depart
to the airport, or the occurrence of crowding at the airport itself.
We deeply regret observing the recurrence of such gatherings, whether near the Masouda Shemtob School or at
the civil airport to watch the passengers or to bid them farewell. We have seen fit to repeat our request to the members of the community
to refrain completely from gathering in the aforementioned places, as such gathering causes great harm to the public
interest because it disturbs order and has a bad effect on the course of matters, with fears of its consequences.
Therefore, we repeat our request to all those concerned to refrain completely from gathering in the aforementioned

Based on the existence of movable and immovable property in the town of Qal'at Saleh and given the current situation and what
is required to provide possible assistance to the needy and poor in your town to pay the costs of their
travel expenses, out of necessity for that and as required by the public interest, we see it most appropriate to form a committee consisting of
five members including the president under your supervision to serve the interest and manage the affairs of the poor
in your district, and accordingly we have designated it to be of the following named individuals.

4- Organizing a list showing the total cash balance remaining for many years until now in your district and collected
for the purpose of spending it on the needy poor and the donations collected for the synagogue to help the poor in your town.
This, and we will present the results of that in detail to the Sovereignty of the Presidency of the Jewish Community in Baghdad, and we have requested
in the margin of this letter of ours below its approval for the sale of the property existing in your district by you jointly
with the committee, and we will authorize you upon its approval for the sale to do so, provided that the value of the sales is spent on the poor of your district
after confirming their eligibility for assistance. This, and we hope to take the necessary action regarding what was mentioned above and according to our discussion
with you orally in Amarah and inform us of the results immediately.

Sir,
Four months have passed since we registered to renounce Iraqi
citizenship, and our hope was that travel would be soon. But until now, there is no
sign suggesting that, unfortunately.
We were reckless and rushed to sell everything we own, and most of us have become a burden on others, without work, waiting for relief...
Knowing that some of us are in dire need of expedited travel due to an emergency illness that afflicts them, or due to a situation
showing the exploitation of the house, or for a poverty concealed by a home, and livelihoods are in God's hands.
Mr. President,
We complained and saved ⟦for you⟧ the cost of his travel, as they had ⟦collected⟧ by any means possible. ⟦And we took the trouble⟧
to preserve it until now. But if the wait lasts longer than this, most of us will be forced to
spend it and eat until the time of travel.

Travel has taken place from all parts of Iraq except from our ill-fated province. Even though we were
the most joyful people for it, except for some close associates (and what have we to do with them).

for family members whose names did not appear with their family
(such as husband and wife) to process the denaturalization transaction unless instructions are issued
regarding them from Your Excellency or whomever you authorize to do so, and he will also refuse

these applications will be referred to the Presidency of the Community for a decision, and the official

We submit to Your Excellency that some time ago a group of Jews residing in the districts of
Mosul Province and other northern provinces arrived in Baghdad, starving and in a deplorable state due to their extreme poverty.
The community was forced to house them in the shelter of the Munshi Saleh School and feed and clothe them at its own expense
until their deportation is completed. Upon inspecting the affairs of this group, it appeared that it consists of numerous families exceeding
one hundred, and the number of individuals reaches about 500, including adults and children. They used to practice various simple professions
such that they could not satisfy their hunger through them, so they were forced to seek refuge with us temporarily until
their citizenship is revoked and their travel procedures are completed; given the large number of these people and the lack of any benefit in their continued
stay with us, especially since the community's fund cannot bear their livelihood for any period, no matter how brief.
We hope you will kindly issue your order to take the necessary measures to process the revocation of their citizenship
while they are in their current location in a special and rapid manner based on their desire for that, with instructions to deport them as quickly
as possible as well in one batch to safeguard the public interest and not keep them as a burden on the country after
they have become unemployed, noting that we are keeping their detailed names to submit them to

week, and those remaining in the city of Khanaqin are a small number, not exceeding four families
who still retain their citizenship, and after one week has passed they will submit
a request to renounce their citizenship
And yesterday I submitted a petition to His Excellency the District Governor of Khanaqin regarding the transfer of
the Torahs to Baghdad, and the answer of His Excellency the District Governor to us was a refusal, as he informed me
that I have renounced my Iraqi citizenship and I have no right to act or command regarding
the issue of moving the Torahs, so I have come to inform your Excellency in this regard
Knowing that the Khanaqin Police Department took a pledge from me not to dispose of or
transfer the Torah supplies and their contents to Baghdad, so I have come to inform you about the contents
