Sir: I briefly present the state of distress we are in in Khanaqin
where we are not allowed to go to Baghdad in any way, nor are we able to go out
within the town. Imagine that a group of Jews went to the bathhouse and the police
arrested them and brought them to court. Furthermore, three people went to
offer condolences at the shrine of their poor deceased uncle ⟦in⟧ the night at 8:30 PM, the police
arrested them. No Jew can go out at ten o'clock because he would be
bait for detention.
Sir: We are surrounded and in severe hardship of living. We prefer to be in
detention rather than this situation. We have begun to fast, perhaps God will have mercy on us
and on our families and children, as we have no work because we are unable to perform any
work as long as these restrictions exist for us. Imagine that patients in
a state of death cannot go to Baghdad despite the doctor giving
a permit for treatment in a state of danger, unless this permit passes through the District Governor
and the police report, and it takes several days, by which time the patient has become
nearly dead. We ask Your Eminence, in your capacity as the spiritual head, to intervene with
the competent authorities to limit these terrorist acts.

Furthermore, I have previously written a letter to your Excellency in which I explained what the members of
the community in our town are suffering from bitter torment and unparalleled injustice. However, what they were in the
past week ⟦has⟧ become secure in a country from now on, as their condition began to worsen to the worst and they began
to suffer a torment they never dreamed of, in all the work their hands reach, whether ⟦official⟧

great disaster befell a number of Khanaqin Jews, numbering one hundred and twenty people,
including children and the elderly, when they were arrested by the police
near the Iranian border while they were trying to leave Iraq for Iran.
It is no secret to your Excellency what was suffered by those who, upon their arrest,
had no one left but God and the compassion of the merciful. They are still in Khanaqin in the worst condition,
with nothing to sustain them. We, in turn, have done what is necessary for them and fulfilled our duty toward them
until this day, but we are now unable, as it is truly difficult for us to manage them
for longer than this period. This matter has compelled me to write to your Excellency, requesting
your kindness in doing what is necessary. You remain the most worthy of giving them some money to save them from this
bitter destitution, as they are on the verge of perishing if their situation does not change
as we have presented in this letter. Please accept our highest respect.

His Excellency the Director of General Income Tax, Baghdad, Respected
Presented to your Excellency: -
Necessity has forced us to carry out the transaction of selling the house belonging to us, numbered 496/4, located in the Al-Khatouniya neighborhood, as
it is now under the removal of joint ownership, with the intention of paying off its mortgage amount of (500/-) five hundred dinars, as established
in the Land Registry Department in Mosul, and to fulfill the rest of the accumulated debts and interest due from us from the remainder of the mortgage amount. Upon
submitting the transaction papers to the Income Tax Department in Mosul, the esteemed assessor ordered an assessment of the house's value at the time of
its purchase, and it appeared that its purchase price was multiples of its current value, so there is no tax on it. Nevertheless, he has halted
the transaction papers in his possession, insisting on imposing a tax on us, and indeed forced [him] to sign the cash notification in order to be able to complete the transaction
of the transfer of the house. Besides that, the esteemed tax assessor wrote to the Land Registry to deduct the assessed tax amounts ⟦line⟧
176/900 dinars upon transfer, according to his claim. We submit our plea for mercy, explaining to your Excellency the following points: -
1- We are two brothers in one small shop, working together selling used car parts by retail, and our families
consist of (16) persons, and we are in need of assistance.
2- The esteemed assessor imposed an income tax on each of us individually starting from the year 945/946 to the year 950/951,
at a time when we both work in one shop and live and reside in one house together, and the department has never previously tasked us
with paying any income tax until now because we are weak and living by retail.
3- Income tax and an additional tax were imposed on us for the year 950/951 without being granted any legal path enjoyed by every
Iraqi citizen, while we did not renounce our Iraqi citizenship, desiring that we be considered foreigners, and perhaps if we do not travel by the end of
this year, he will return to us the additional amounts imposed on us.
4- Tax is usually imposed on those with profits and not on people like us who are poor and whose profits do not satisfy the hunger of our families, as evidenced by
the accumulation of debts and the mortgaging of our house in which we have lived with our family members for three years, and as a result, we were forced to sell it, and it is
all that we own in this ⟦world⟧ world.
5- We explained to the esteemed income tax assessor all our claims and asked him to order an inspection of our shop and its contents and to inquire
from the guild so that he could be sure of the truth of our words, but he refused, saying you can appeal to the committee, while it is established to him with
certainty that we are unable to pay half of the estimated tax as insurance to enter the appeal hall.
6- If we were eligible to pay tax since the year 945/946 until now, why did the esteemed assessor overlook us while our shop
is located on a public street where income tax officials pass daily in front of our shop going back and forth.
Based on the explained reasons and others, we seek mercy from your Excellency to do us justice and remove the injustice from us by removing the taxes imposed
on us because we are poor people and heads of families, and debts have accumulated on us as a result of our living expenses to the point of the hunger of
our children, and the Creator, Almighty, does not waste the reward of those who do good work. This, and to your Excellency, respect, our master.

need and persecution. Therefore, we have no choice but to appeal to your Excellency, requesting the kindness of solving the problem of our brothers,
those whose thoughts have become scattered just by taking a narrow look at their condition. Note that
I had requested an interview with your Excellency's assistant director, Nouri, and the lawyer
Abdul Rahman Zaidan informed me that our request was referred to Senator Ezra Menachem, and we are waiting for that, while
knowing that we have not been able to take a single hour of rest due to the frequent inquiries from the poor in this regard.

of the community in our town, inform the President of the Jewish Community about the assault by Jews
in the town of Tuz Khurmatu against members of the community. Yesterday,
an assault occurred against Ishaq Eliyahu and Habouba Cohen
in the alley, and against the aforementioned person in the morning as well. After three
days, an assault occurred against Nissan Shlomo <del>and his brother Yaqub</del>
on the road in the market and in repair. After filing a complaint with
the police, a second assault occurred against Najia daughter of Nissan in the house

Allocating an amount in the community budget for the year 1950 for the necessary repairs in the building
First: The Rima Khedouri school building located in Al-Bataween, part of which is the Uri Levy school -
And the Al-Saadoun school building located in Al-Saadoun, part of which is the Alliance school for girls -
And the King Rebecca school building located on 18 Adhar in Karrada Al-Sharqiya for girls and children
Second: It was decided to spend an amount of 1250 Dinars for the restoration, renovation, and repair in
The 18 Adhar building in Karrada Al-Sharqiya belonging to the community. This school
was inspected by the specialized engineer as this building is old and not suitable for study.
It was inspected by the engineer Mr. (Salim); part of the building is not suitable for study.
Accordingly, it was decided to spend an amount of 1250 Dinars for restoration in the school building of
the kindergarten in the Karrada Al-Sharqiya building and repairing the bathroom and sinks for the children in this
school and casting the floor of the rooms (tiles) by Salim Kashi and repairing the roofs.
For this reason, an amount was spent in the community budget for this purpose from the funds allocated
for this purpose by the esteemed Council in its previous session by the Council in
this year, and work is underway in full swing to complete these works as quickly
as possible so that students can attend this school in the coming year 1950.
