On the occasion of the application of the Law Supplementing the Law on the Forfeiture of Iraqi Nationality No. 62 of 1933
No. (1) of 1950, the Directorate of Travel and Nationality Police has begun circulating a statement with the names of some persons
of the Jews wishing to renounce their nationality to each of the Income Tax, Customs, General Revenue departments,
and the Presidency of Foreign Exchange for the purpose of endorsing them that the person under discussion is cleared of liability regarding
these departments.
These departments have begun requesting that the aforementioned statement be stamped with a 40-fils
fiscal stamp along with a ten-fils Palestine Rescue stamp. Since the aforementioned endorsement is considered a notification and report issued based
on the request of an official department and not at the request of the person himself, it is, in this case, exempt from the stamp
according to what was stated in paragraph (e) of Article (13) of the Third Schedule regarding exempt papers attached
to the Iraqi Stamp Law.
Therefore, we request that the competent departments be notified to sign the aforementioned statement without a stamp.

Reference to the letter of the Head of the Hospitals Committee numbered L / 804 and dated
June 14, 1950.
We are sending herewith a file containing a list of patients' names along with certificates
from doctors and medical institutions, requesting you to review them and inform us of the names of the patients
whom you recommend traveling outside Iraq for treatment due to the seriousness of their illness.
This community appreciates the difficulty of deciding on this matter without an examination
by the committee <del>individually</del> ⟦of every patient⟧; however, in view of the delay occurring in finalizing this
issue and the risks that may result to the lives of individuals, especially in such a
hot season of the year, we hope you will consider this request, noting
that patients who apply after today will be sent accompanied by a certificate from the
specialist doctor with the patient's photograph attached to it for examination by the
committee according to the regulations.

Greetings and respect
With reference to your letter No. T/1420/50 dated 16 / 6 / 1950
Upon inquiry regarding the luggage mentioned in your letter, it appeared to us that the persons who
left their luggage in the synagogue had placed it for safekeeping in the synagogue, and each of them recorded
his name on his bag individually, due to compelling reasons that forced them
to leave it in the synagogue. The total number was approximately twenty-five bags,
excluding sacks and several bundles. Afterwards, Isaac Rahmini Halawi
and his companions Baruch ⟦Hezekiel⟧ Kurdi and Musa Ezra Khadouri came to the former acting
head of the community, Khadouri Moshi, asking him to hand over the aforementioned luggage to them, and he indeed handed it
to them. In turn, they took it to the house of Yaqub Munshi the Tailor and placed it in a room
in the house of the aforementioned person, and the key to the room was given to Isaac Rahmini Halawi and his companions.
However, after that, we learned that groups related to the aforementioned luggage
came to Amarah from Baghdad requesting the return of their relatives' luggage and approached
the persons mentioned above, but they refused to hand it over to them.
Also, many letters arrived to persons in Amarah requesting that their luggage be sent
to their families in Baghdad, but the aforementioned persons did not agree to give any part of it to them.
Upon contacting the person named Isaac Rahmini Halawi, he stated, admitting to receiving
the luggage with his companions, placing it in the house of Yaqub the Tailor, and receiving the room key.
He said that some of the luggage was emptied from its bags and sent in bulk inside sacks
to Baghdad to be delivered to its owners via a car driver, and the other part of the items

is with us, and indeed I went with him to the mentioned room and saw nine
empty trunks and some of the luggage scattered in the room without control and thrown
on the floor, including types of men's, women's, and children's clothing, and it was not possible to know
the ownership of each item to its owner because every item was separated from the other -
And when I asked him why he emptied the trunks and put the items on the floor while these
trunks are empty? He stated - I was thinking of sending them in bags to Baghdad and I delayed it
now. So I inquired from him whether you organized a list of the items and the names of their owners
for the sent portion and the remaining portion? He replied - that was not organized.
Then I asked him about the empty trunks that belong to the items, and he said - I sent the empty trunks to
Basra. Then I asked him whether the items sent to Baghdad arrived and their owners received them or not?
He said ( the car driver denied receiving them from me and of course he did not deliver them to their owners )
Finally, we requested him to hand over the remaining portion of the mentioned luggage with the empty trunks
numbering nine, so that I may send them to your presence for you to present them to their owners and identify them
to receive them instead of him sending them to Basra, so he replied I could not hand them over to you
and said that I will send them to Basra.
This is what occurred regarding the inquiry on the mentioned subject with the person named Rahmin Haladi
As for his companions, who are Meir Ezra Khadhuri and Baruch Haqir Kaddouri, they traveled to
Baghdad and they are now in your area. Accordingly, we have presented the situation to your highness and we are awaiting
what your opinion decides.

We list below the names of the wealthy and merchants in the Amarah Province who, by their financial ability and capacity, can
have donations imposed on them in substantial amounts from one hundred dinars and more for the major wealthy individuals, and less
than that for the middle merchants. This is to help the poor families of our province and their relatives.
We inform your Excellency that these individuals sometimes donate very small amounts relative to their ability
and wealth, ranging between one dirham and one dinar. A small portion of the major merchants mentioned below
do not donate to the community except between one dinar and three dinars at most. This is not a help
worth mentioning and does not cover the many aids required for the poor, especially at the present time. Therefore,
we hope you will issue your orders to them directly regarding what you see fit and kindly inform us, please.

Greetings and respect.
It is not hidden from your position that the community in Amarah is suffering many difficulties
in helping the weak due to the lack of support from the merchants and the wealthy of Amarah. And when
the community collects an amount to satisfy the hunger of the poor or for a necessary need of the community, you find
there is hardship in collecting a few dirhams from each merchant, and this is not enough to cover the needs of
a single poor family. Knowing that each one of them is capable of providing
great assistance sufficient to cover many needs.
The goal and mission of the community is for the merchants to help their
poor relatives at least. As there are poor and destitute families who do not have their daily sustenance
in Amarah, Qal'at Saleh, Ali Al-Gharbi, and Shaybah Al-Aziz, and they must be helped in any way
possible. In any case, their merchant relatives are more deserving of helping them than others.
Accordingly, we present to your position a list of the names of the town's current merchants and its wealthy people who
do not know the meaning of assistance, despite being able to help their relatives in a good way
that does not leave the poor or the community in distress. Based on the above, we hope you take the necessary measures and what
you deem appropriate regarding this, whether by corresponding with them directly from your side in a firm tone
or by another method requesting them to pay the necessary expenses of their poor relatives along with
the airfare for them before their travel, and not to leave their poor relatives in need and great injustice
and in a bad condition that is pitiable. Please accept our sincerest greetings and best wishes, and may you remain well.

After greetings and much respect.
With reference to your letter dated 6/29/1950, which reached me yesterday,
we inform you that we are exerting all our efforts to complete all matters related
to the community - in the best possible way and according to our ability - especially the issue
about which you visited regarding the people of the districts and villages belonging to ⟦...⟧ His
Eminence Rabbi Sassoon, the head of the community, has consulted the official authorities
in Mosul and the districts, and finally the case reached the Assistant of the Special Branch
in Mosul, so they wrote to the General Directorate in Baghdad in their letter No. 2926
dated 6/14/1950 requesting approval for their registration in Mosul, and that is
due to their inability to return to their remote villages after they severed all
their relations with them and took refuge in Mosul. Until yesterday, no answer had been received,
as I consulted ⟦the direction of⟧ the Assistant of the Branch, and the head of the clerks ordered in my presence the necessity
of writing a confirmation of their aforementioned letter dated yesterday, and we remained waiting for the answer
impatiently. We would be very grateful if you would kindly consult the Directorate

public to end the case, as the number of refugees increases day by day, and those who take refuge in
Baghdad are few compared to the many present in Mosul and those arriving there from abroad daily.
My dear Professor, we heard about the rumors circulating among you in Baghdad regarding the alleged behavior
of the Jews of Mosul; these rumors have no basis at all, as we and all members of
the community are well and enjoying full health.
Please be so kind as to offer our services to His Excellency the respected President Abu Jamil. In conclusion,
please accept our utmost longings, and may you remain in good health and success.

We are Jewish residents of Halabja, numbering (900) souls, located between the borders
of the Iranian Kingdom and living among the Kurdish tribes. Two months ago we renounced
our citizenship and until now we have not received the result; and as we previously presented to your position that we
sold our houses and furniture and now remain without space and without shelter; and at the time
we checked on our application, it appeared that our application was incomplete regarding Yassin's application
and now we are completing the application; noting that the owners of our houses have
evicted us from the homes and we do not have any place or any way to proceed
and all the money we had has been spent and we have no livelihood to live
on; we previously presented this to you and received no result, therefore
we have sent this telegram of ours to save us from certain death and to deport us as quickly
as possible, and with much respect to you

accordingly.
1 - Those whose citizenship has been revoked should not go to Baghdad for the purpose of deportation before the approval of the Community Presidency in
Baghdad arrives, even if their deportation paperwork has reached its final stages, as community members often suffer
the hardship of traveling to Baghdad without their paperwork being completed and without the Community in Baghdad having the necessary
means to house them until the time of their deportation.
2 - The person whose citizenship has been revoked and who is ready to travel must bring with them the costs of air transport; otherwise,
they will remain in Baghdad without shelter until the transport costs are secured.
3 - All honorable members of the community are requested to note what is stated above and that everyone cooperates to maintain the order
of deportation and avoid everything that would create difficulties and obstacles.

Circular from the Presidency of the Jewish Community in Baghdad
To all the Rabbis of the Jewish Community in the Governorates
We wish to bring your attention to the following two points, requesting they be observed with all accuracy: -
First - Please refrain completely from granting permission to any members of the community who have renounced
their citizenship to travel to Baghdad for the purpose of deportation unless you receive the approval of the
Presidency of the Jewish Community in Baghdad in writing or by telegram, even if you understand that his deportation processing has
reached its final stages, as community members often suffer the hardship of traveling from their town
to Baghdad without their transactions being completed and without the community in Baghdad having the necessary means
to house them at the time of their arrival.
Second - We hope it is known to you that the person whose citizenship has been revoked and who wishes
to take with him the air transport expenses when coming to Baghdad, otherwise he will remain
in Baghdad without shelter until his expenses can finally be met.

The people of Susnawa village near Aqrah district
complain of persecution, and a person named Bahzu was killed among them while returning from Aqrah to his village, Susnawa. Seven families from among them have displaced to Baghdad and were housed in the Munshi Saleh school.
The people of Shushan village near Aqrah district
About ten families from this village displaced to Baghdad due to the harassment they face from the village chief (the Agha), despite the fact that they serve him in his farms and his house. They displaced to Baghdad and were temporarily housed in the Munshi Saleh school.
The people of Aqrah district
About six families displaced to Baghdad because of the persecution they face, and they claim that it is impossible for them to renounce their citizenship in Aqrah.
The case of the people of Sheikhan belonging to Aqrah district
The persecution reached such a degree that they were detained by Agha Abdullah Sharifan for fifteen days, then they left most of their property and displaced to Mosul.
The case of the people of Kifri
The people of Kifri cannot travel to Baghdad without special permits (certificates of non-interference) which can only be obtained with difficulty. They also face harassment and insults from some administrative officials and locals.
The case of the people of Shahraban
The majority of the Jewish community sold their homes and then renounced their citizenship. They are now homeless and cannot leave their town to make a living. They face much harassment and seek permission to displace to Baghdad to wait for their turn for deportation, as they claim that the harassment has reached a degree that they are sometimes unable to leave their homes.
The case of the people of Rawanduz, Takwana, Diana, Rust, Rania, and Batas
They complain of persecution and request the facilitation of their citizenship renunciation process.
Delay in deciding on the renunciation of citizenship
The people of Amarah, Nasiriyah, Shamiya, Halabja, Shahraban, Khanaqin, Baqubah, Sulaymaniyah, Diwaniyah, and Basra complain about the delay in deciding on citizenship renunciation cases, especially since the majority of them submitted their forms more than two months ago and have sold their property and furniture. They are now suffering from poverty, and some of them are living in schools and churches.
