Regarding your letter No. 1598 on 9 / 2 / 1960, the student Bashir Naji had previously submitted a petition to our directorate objecting
to the action taken against him by the Teachers' Council. In turn, we referred his petition to the school administration to provide
a report and return it to us. After reviewing the report of the school principal, it was confirmed to us that the procedure
is disciplinary, as dismissal for the remainder of the school year is within the authority of the Teachers' Council. He was not satisfied with this, but
instead submitted a request to the Objections Committee at the Ministry of Education's Office, and accordingly, the General Directorate of Secondary Education
Private / Public, in its letter No. 3578 / 14 / 10 / 1959, requested a copy of the Teachers' Council decision.
We have sent the requested copy from the school's letter No. 6 / Sh dated 15 / 11 / 1960, which included
the school principal's report on his petition enclosed with our letter No. 71 S dated 1 / 2 / 1960. Until your letter reached us,
the committee had not decided on his request, and yet he submitted another request to our directorate. This indicates that he intends
by this to occupy the officials and influence the school administration.

Greetings,
With reference to your letter No. 1598 dated 9 / 2 / 1960 regarding the petition of the student Bashir Naji Yaqoub
Bniri, one of the third-grade intermediate students dismissed from this school, please kindly be informed
of the following observations:
First - The individual named Albert Naji Yaqoub Bniri (who is one of the brothers of the dismissed student and
who appointed himself as a guardian instead of his father who is still alive) previously submitted a petition dated 2 / 1 / 60
addressed to the Director of Education for Baghdad District / Rusafa, in which he requested the cancellation of the decision of the
Teachers' Council of this school taken on 31 / 12 / 1959 against the mentioned student, keeping in mind
that this decision was taken after questioning this student and confirming his involvement in acts that warrant,
at the very least, the penalty of dismissal for the remainder of the year. That petition was referred at the time
to the administration of this school for review and response. That petition contained false allegations
and misinformation. The administration of this school responded to that petition with its letter No.
Sh/6 / 60 dated 5 / 1 / 1960 to the Directorate of Education for Baghdad District / Rusafa with a copy of the
Teachers' Council decision dated 31 / 12 / 1959, in which it detailed the facts of the incident
and the dismissal procedure taken against the student Bashir Naji Bniri as a result of his actions
disruptive to order and conduct.
Second - The second petition dated 5 / 1 / 1960, which was submitted by the student Bashir Naji Yaqoub Bniri
himself this time, and which he addressed to the Presidency of the General Union of Iraqi Students - Secondary Schools Committee
with a copy to the Teachers' Union, if it indicates anything, it indicates the extent of
the recklessness of this student and his family with their false claims that have no relation to the truth and
their departure from proper procedures and decency toward the administration of this school and its teaching staff with their attacks
that exceed the limits of politeness and are not based on reality in any way.

Third - Munir Naji Yaqoub Bneyri, currently attending the first grade of the College of Engineering (who is the
second brother of the dismissed student Bashir) and who had in turn appointed himself as a guardian for his son instead of his father
and committed what he committed at the time in terms of departure from the norms and lack of politeness toward the administration of this school without justified
reasons, has continued, it appears, to show the lack of propriety and manners that should characterize
a student, during his interrogation by the responsible authority in the College of Engineering, which necessitated
imposing a penalty on him according to the announcement issued by the Dean of the College of Engineering No. 306 dated
1/25/1960, of which a certified copy is attached to this letter.
Fourth - The person named Naji Yaqoub Bneyri (who is the father of the dismissed student Bashir) who had previously, on
various occasions in past years, caused disturbances against the school administration and its teachers for the purpose of facilitating
private matters for his children contrary to regulations and laws, and who throughout the recent period was attempting with various
authorities to influence the administration of this school and its teachers to mitigate the penalty of his son by claiming apparent regret
for what his children had recently done in terms of departing from the norms and the limits of politeness toward the school administration
and its teachers - claiming good intentions before officials on the one hand, and threatening the school administration at the same
time on the other hand - this man, it appears, was inciting his children covertly throughout
this period to persist in disturbances and take a reckless stance toward the administration of this school with
threats and rumors among the students and their guardians that this man and his children have the influence that
enables him to challenge the Teachers' Council and the school administration and cancel his son's penalty. One of the results of
encouraging his children toward recklessness was the improper behavior that brought upon the student Munir Naji Yaqoub Bneyri
at the College of Engineering the penalty mentioned above. It would have been more appropriate for this father to advise his children and urge them
to walk the correct path instead of persisting in their delusion and error.
Fifth - The rise of voices of falsehood and slander from time to time, and the submission of petitions filled with lies and misleading
facts and the attack beyond the limits of politeness and propriety on the administration of this school and its teachers by
the student Bashir Naji Yaqoub Bneyri and by his relatives, and addressing these petitions from time to time to
various authorities, in addition to causing the waste of time of officials and the time of this school's administration,
is intended to harm the reputation of our school just as it is intended to influence the responsible authorities to mitigate the penalty
of the student. This inevitably leads to encouraging some other students and their relatives who have previously misbehaved
toward the school administration and its teachers and departed from the observed regulations and norms for the purpose of facilitating their private
interests that conflict with the public interest - this encourages the persistence in repeating these acts.

Such students and their families, in order to fulfill their personal desires and interests, have often threatened the administration of
this school and its teachers on numerous occasions in the past with their intention to file false complaints with the responsible
authorities in the Ministry of Education with the aim of damaging the school's reputation and achieving their private goals.
While the administration of this school is keen on the public interest, relying on the regulations of the Ministry of Education
to maintain the application of the system in the school, it requests the responsible authorities in the Ministry of Education to strike
against the hands of the offenders who exploit matters for their private interests and to silence the voices of falsehood and injustice that rise from time to
another by the student Bashir Naji Yaqoub Binery, his family, and their likes, and to uphold the dismissal decision against this student
considering this decision to be within the powers of the Teachers' Council as defined by the regulations, in order to preserve the
interest of the school and the interest of the rest of the students and to protect the system from collapse.

On Tuesday, December 29, 1959, I was sitting in the third intermediate grade class at the
Frank Iny School. The teacher called my name twice and I did not hear his call because I was ill, my
temperature was high, and sharp pains were almost squeezing my head. When I heard his call the third time
I apologized to him, but he refused my apology and summoned the school principal, Mr. Abdullah Obeidia. Without verifying
the news or knowing anything about it, his voice rose thundering: "I will make you an example for the class." He continued with
insulting words, calling me "a donkey, base, and bad." Then he moved on to my family, describing them with these same
words and concluded his speech... by saying he would refer me to the disciplinary committee.
On the second day, I went to the school but was barred from entering the class following the principal's orders. This also
happened on the second and third days...
On Thursday evening, I was requested by the school administration via telephone for an investigation. When I reached the school, I found
the teachers' council meeting. No sooner had I entered the meeting room than the principal launched into the foulest insults,
worst words, and vilest descriptions. After they directed various questions at me, they found nothing that could constitute
a violation, offense, or assault, but nevertheless, they made a decision to expel me until the end of the year.
I am explaining the details of my case and requesting the Union to intervene to stop the implementation of this unjust decision
and to restore my dignity as a student who was insulted and whose dignity was wounded in front of dozens of students, whose rights were wasted, and who was
wrongfully mistreated.
Finally, I would like to mention that the school principal's actions since the beginning of the year have been hostile towards students, assaulting
them and directing the teachers who are under his command to victimize students, limit the activity
of the Union committee in the school, and freeze it so that he can act as he pleases.

After greetings.
Subject/ Petition of Mr. Albert Naji Yaqub Banairi
With reference to the petition of Mr. Albert Naji Yaqub Banairi dated January 2, 1960 regarding
his brother Bashir Naji Yaqub Banairi, the dismissed student from the third intermediate grade at Frank Iny Intermediate School. We attach
herewith a copy of the decision of the Teachers' Council of this school taken on Thursday, 12/31/1959, regarding
the aforementioned student and regarding his brother Bashir Naji Yaqub Banairi, currently attending the first year of the College of Engineering.
With the request to kindly review our following notes on the subject:
1- The petitioner Albert Naji Yaqub Banairi was the first to attack the administration by telephone on Monday,
12/28/1959, immediately after dismissal, and the Director's response to that was to cut the call without answering
his attack, which had no justification. Note that the petitioner is not the student's guardian; rather, his father is
the guardian.
2- What was stated that the incident referred to in the petition occurred on Tuesday, 12/29/1959,
is incorrect. In fact, the incident occurred on Monday, 12/28/1959.
3- The petitioner Albert Naji Yaqub Banairi claimed that one of the teachers at Frank Iny School called his brother, the student
Bashir Naji Yaqub Banairi, and that the latter did not hear the teacher's call until the third time, at which point his
brother apologized for not hearing due to a pain in his head, but the teacher did not accept his apology. In fact, he (meaning the student Bashir
Naji Yaqub Banairi) hid in the classroom behind the students and did not answer the teacher's repeated calls despite the teacher's search
for him inside and outside the classroom for ten full minutes. This led to a disturbing disruption of the classroom order.
He did all this with the intention of causing confusion and chaos inside the classroom and with the intention of evading
the oral exam that the teacher was conducting.
4- Albert Naji Yaqub Banairi stated in his petition that the teacher summoned the school principal, Mr. Abdullah Owaidya, to
the classroom. In fact, the teacher took the student Bashir out of the classroom and sent him to the administration. The principal was not present in
his office at that time as he was teaching Algebra in the fourth secondary grade.
5- Albert claims in his petition that the principal went to the classroom at the teacher's request and called his brother Bashir,
saying to him (without knowing anything about the matter that had taken place) "I will make an example of you for the class." In fact, when the student Bashir
Naji Yaqub Banairi came to the administration and did not find the principal there, he returned to the teacher and asked him to
close the case. When the teacher refused, he said to him (Do not make it a "laghwa" [nonsense/commotion]). So the teacher submitted a letter to the school principal
as follows:
Honorable Principal,
The student (Bashir Naji Yaqub) from the third grade, I asked him to perform the oral exam,
and it was said to me that he was absent and did not answer my request. When I counted the students, I found the students complete in number.
I asked him to answer, so he stood up and claimed that he did not hear, even though I spent ten minutes searching for him
and sent the monitor to the assistant to ask about him. Then he dared to speak to me by saying (Do not make it a "laghwa"!!).
Please punish him as he deserves, and I thank you in advance.

From this, we see that the principal's going to the third intermediate class on the night of Monday, December 28, 1959, which is
the day the incident occurred, and his utterance of words that offend taste as claimed by the petitioner is a fabricated matter intended for falsification
and camouflage. In fact, the principal contented himself with reproaching the student Bashir Naji Bashiri inside the administration room and told him that
he would be forced to refer his case to the disciplinary committee. As a gesture of goodwill and tolerance toward this student by the
administration after reproaching him, he provided this student with a slip allowing him to enter the class for the remainder of the session. The student
actually attended his class for the rest of that day.
6 - The petitioner also claimed that the school principal uttered words touching the dignity of his family. In fact, the school principal
did not emit anything of the sort, neither in the classroom (as the principal did not enter that class after the incident on that day) nor
outside of it.
7 - Then the petitioner says in his petition, "And we were surprised on Thursday evening by a notification by telephone from the school administration
to investigate him by the teachers' council." In fact, the summons for student Bashir to appear before the teachers'
council was one day before the teachers' council meeting and also on Thursday. This was not
a surprise to him as he claimed.
8 - The convening of the teachers' council took place on Thursday after school hours because many of its members teach
in double-shift schools, and the most suitable time for all members was Thursday after school.
9 - The petitioner also mentions in his petition that when his brother appeared before the teachers' council, the principal received him with the most foul
insults and swearing. This is not true at all. The petitioner cannot fabricate his false claims against
the principal in the presence of ten members of the teachers' council.
10 - Then the petitioner mentioned that the teachers' council did not prove anything against his brother as a result of the investigation with him, and this is
also incorrect. The teachers' council interrogated his brother, and he confessed to everything that emanated from him. It is worth mentioning
that the state of student Bashir was that of a reckless student on the night of this investigation with him by the teachers' council.
11 - Then the petitioner claimed that the principal spoke in one of the classrooms, saying, "I will expel every student who speaks ill of his family."
This claim is also incorrect. The fact is that due to the repeated attacks and transgressions by
some deviant parents of students against the teaching staff and the administration without there being a correct viewpoint
for these parents regarding matters relating to their children, which are intended to serve their private interests that
conflict with the public interest and school administration, the teachers' council took, among the decisions it
adopted, to leave it to the school principal in the future to take the necessary steps to sever the relationship of students' parents
of this kind with the school, by transferring all their children to another school (and not by expelling them as stated in the petitioner's
petition) in order to ensure no recurrence of what disturbs the school's order and the regularity of its progress in the future, especially since the transfer
of a student from one school to another cannot be considered harmful to the student's interest, nor can it be considered a punishment for him.
The ultimate goal of this measure is to distance the parent of the student who harms the public interest from the school
environment, which must be calm so that regulations can be applied easily in it, in order to ensure the progress of the school and raise
its scientific and educational level.

On Tuesday, 12/29/1959, one of the teachers at Frank Iny School called my brother, the student
Bashir Naji Bashiri, in the third intermediate grade at the aforementioned school. He did not hear the teacher's call until
the third time, at which point my brother Bashir apologized for not hearing due to ⟦pain⟧ in his head. The teacher did not accept his apology
and called the school principal, Mr. Abdullah Owaidia. As soon as the principal entered the classroom, he called my brother Bashir and said, without
knowing anything about what had occurred: "I will make an example of you for the class, and you know the relationship between me and
your family" (referring to a misunderstanding between him and our father for a reason unknown to us). He uttered words that defy
good taste and the principles of teaching and education, saying to my brother Bashir: "You are a donkey, and you are all
degraded and donkeys (referring to the family) etc... and I will refer you to the disciplinary committee."
The next day (Wednesday), my brother Bashir went but was prevented from entering the classroom, being told that ⟦the⟧
principal had requested it. The same happened the following day (Thursday). We were surprised on Thursday
evening when Bashir was requested by telephone by the school administration to be investigated by the teachers' council. When he went
to the council meeting at the school, the principal greeted him with the vilest insults and curses. When nothing was proven
against him (my brother Bashir), he left the school. The next day, an announcement was posted in
the school regarding the expulsion of the student Bashir Naji for the remainder of the current year. The principal spoke in one of the classrooms
saying: "I will expel any student whose family speaks ill of me," without us knowing what he meant by that.
I would also like to mention to you that my brother Bashir is well-behaved and has never been expelled or given any reprimand,
warning, or notice throughout his school years.
By placing these lines before your Excellency, I hope you will kindly cancel the aforementioned unfair teachers' council decision,
which is not supported by any incident and wastes a precious year of the life of a student who committed no offense in our
eternal Republican era. Therefore, I request your kind order to provide him with a transfer certificate to another school.
This is for your command, and please accept our utmost thanks and respect.

The Discipline Committee met on Tuesday, 12/29/1959, chaired by the school principal and with the membership of
Mr. Munir Nassim, Mr. Haskel Ephraim, Mr. Amin Marie, and Ms. Samha Nassim, based on the request of Mr.
Muhammad Saeed Abdul Wahab, to look into the case of the student Bashir Naji Yaqub Baniri from the third intermediate grade, for
performing acts disruptive to order on Monday, 12/28/1959, and staying behind in the classroom with the intent of evading
the exam and disrupting order, and for not responding to the teacher's repeated calls to him for the purpose of his oral exam for
a period of ten minutes despite his presence in the classroom, which led to a disruptive disturbance of the classroom order. And when
the principal summoned him on the same day and reprimanded him for that, he conveyed to his guardians words that were not true at all
with the intent of covering up his disruptive acts. His brother, named Munir Naji Yaqub Baniri, who is
one of the students who graduated from this school in the summer of 1951 and currently a student at the College of Engineering, came
to the school during the lunch period on that same day (Monday 12/28/1959) and entered the principal's office without
permission and behaved toward the principal in an abnormal manner that exceeded the limits of politeness and decency. When the Discipline
Committee met the following day, it decided to refer the case to the Teachers' Council to consider it and recommend the necessary punishment.
When the student Bashir Naji Yaqub Baniri was informed of this during the Discipline Committee meeting, he left the administration room and began
uttering foul words unbecoming of a school student. He uttered those foul phrases in front of some students and in front of
one of the members of the school staff, challenging the Discipline Committee with the intent of undermining its dignity. Therefore, the mentioned
student was notified on 12/30/1959 through his father to appear before the Teachers' Council, which convened on
Thursday, 12/31/1959, to consider this case. Upon the mentioned student's attendance and interrogation, he confessed:
1- To staying behind at the back of the classroom behind the students and confessed to not responding to the teacher's repeated calls
despite the teacher searching for him for ten minutes.
2- He also confessed that when the situation in the class reached an unbearable level of noise, only then was he forced
to appear before the teacher.
3- He confessed that he said to the Arabic language teacher, "Don't make it a loud argument."
4- He confessed that he uttered a foul phrase about the Discipline Committee unbecoming of a school student.
The behavior of this student during his interrogation before the Teachers' Council was that of a reckless student throughout the
duration of the investigation with him. As a result of this investigation, the Teachers' Council unanimously decided the following:
First - Punishing the student Bashir Naji Yaqub Baniri from the third intermediate grade by expelling him from the school
for the remainder of the current academic year 1959 - 1960 based on Article (40), paragraph
(7) of the Secondary Schools Regulation No. 54 of 1954, and not admitting him to this school
in the coming year.
Second - Recording the punishment for misconduct in the record of the student Bashir Naji Yaqub Baniri, which is kept with the files
of the graduating students of Shamash Secondary School, and including a note about his misconduct in all documents.

ANNOUNCEMENT
The Teachers' Council met on Thursday evening, 12/31/1959, and considered the case of the student Bashir Naji Begheri
of the third intermediate class, referred by the Discipline Committee. It decided unanimously to expel him for the remainder of
the academic year 1959 / 1960 according to paragraph (7) of Article (40) of the Ministry of Education Regulation No. (54)
for the year 1954, and not to accept him into the school for the coming year. This is in view of the disruptive acts he committed
against the rules inside the classroom during the lesson of the Arabic language teacher, Mr. Muhammad Said Abd al-Wahhab, and in view of
